A prominent feature in the historiography of Anglo-American special operations during WWII has been the concept of "competitive cooperation." The Balkans, in particular, where both nations initially agreed that GB should call the shots, proved a battleground for diverging British & US policies on which guerrilla movements deserved support. Recently declassified, the Balkan files of GB's Special Operations Executive confirm that SOE, in line with the Foreign Office, sought to resist excessive interference by the American Office of Strategic Services just as OSS sought greater involvement. Yet care must be taken not to exaggerate the scope of this friction & the geographical area affected. Indeed, there is a danger of attention being diverted from operational failings & weaknesses in the field. The Kingdom of Hungary had to face a post-war clutter in 1918-1919. Each center of power tried to establish a kind of armed forces and police in this period. For a long time, Hungary did not have a general staff. Therefore, the Ministry of Defense had an office which worked like general staff, severely 'sub rosa'. Officially the Hungarian General Staff and the branch for intelligence and/or counterintelligence were established in 1938. It had good relationship with its German counterpart and included the Hungarian entity for political investigations. The officials knew which German officer had a Hungarian "connection" and who this person was. It is only a historical quaintness that soldiers or Reichssicherheitshauptamt (Reich Security Main Office [RSHA]) officers and Hungarian police officers joined Office of Strategic Services (OSS) after World War II. The article defines the essence and significance of intellectual capital, its place in the system of personnel policy of the diplomatic service. Various definitions of intellectual capital, which in their works were provided by such scientists as A. Chukhno, VL Inozemtsev, O, Kendyukhov, G. Nazarova and others, are considered. It is determined that intellectual capital is a complex system concept, which is considered by scientists taking into account the needs of modern society, which requires a constant exchange of information and replenishment of knowledge. It is emphasized that intelligence passes into property only when under the influence of brain abilities something useful is created, which is endowed with a certain form: databases, lists of information, descriptions of processes, reports and more. The main function of intellectual capital is determined, which is to accelerate the growth of profits through the implementation and formation of the necessary relationships and things, knowledge systems of the enterprise, which, in turn, ensure its highly efficient economic activity. The updated personnel policy in the diplomatic service envisages strengthening the role of the desk officer of the political unit, projecting changes for 2 years and increasing the transparency of the introduction of personnel assessment by the 360 method.It is established that the success of the diplomatic service depends on a balanced personnel policy aimed, in particular, at the growth of intellectual capital. The experience of organizing the personnel work of the diplomatic service of the United States of America is studied. The social wealth fund opens up important questions of common ownership and democratic control. It can also serve to start a conversation around the ways in which we value socially useful goods. The production of socially beneficial economic activity through the social wealth fund could, and should, not consider 'profits' as an economic metric. Instead, every time a socially beneficial task is completed, such as tasks implied in social care services, the provision of universal basic services, or production of additional housing, the social wealth fund accounting system could record the 'cost' of the task rather than the 'profit' made from delivering the service. Background and rationale There is widespread enthusiasm to improve health through the application of artificial intelligence and machine learning (AI/ML) methods to large population-level health datasets. Achieving this may require successful collaboration between institutions as well as between computer scientists (CS), machine learning researchers (MLR) and health service researchers (HSR).
Main Aim Describe lessons learned in creating the Health Artificial Data and Analysis Platform (HAIDAP) in Ontario, Canada.
Methods/Approach A partnership between a HSR institute (ICES), an AI/ML institute (Vector) and a high-performance computing center (HPC4H) was initiated in 2017 to enable the application of AI/ML methods to population-level health data for the province of Ontario (population 14M). We describe lessons learned (and being learned) following the HAIDAP's launch.
Results The HAIDAP was launched in 2019. Major learnings include: 1) importance of institutional partnerships and alignment with institutional strategies; 2) potential of joint institutional risk-sharing models; 3) need for scientific collaborations bridging disciplines around joint research projects; 4) sensitivity to different scientific cultures (e.g., academic prestige of conference proceedings for MLR vs journal publications for HSR; traditional statistical vs. ML model assumptions); 5) differences in research timeline expectations; 6) different experience with and expectations for access to de-identified routinely collected data (e.g., need for research ethics committee project approvals and privacy impact assessments); 7) developing data access models that enable greater flexibility (e.g., importing code or using open source tools); 8) broadening data access models to allow modern high-dimensional exploratory data analysis; 9) obtaining support of information/privacy regulator; 10) the hardware is the (relatively) easy part compared to other success factors.
Conclusion The HAIDAP has enabled multi-disciplinary collaborations and novel AI/ML research of Ontario's population-level health data. Collectively we have learned that additional effort is required to develop systems and processes enabling more efficient access to data and analytic tools for the analysis of administrative health data.

At the very beginning of the 21st century, a team of archaeologists dived on the wreck of a small 18th century warship in the north of the current Dominican Republic. Its hull is of American manufacture, its guns are Scottish and the buttons of uniforms are French. After having followed some false leads, the research in the National Archives makes it possible to solve this enigma: it concerns the French corvette Dragon of Chevalier de L'Espine, destroyed in January 1783 after a short action against British vessels ensuring the northern blockade of Santo Domingo. This identification serves as a catalyst for a historical research of which Chevalier Joseph de L'Espine du Puy (1759-1826) constitutes the central character. The investigation reveals the fate of the Navy officer L'Espine upstream and downstream of his gallant action in January 1783. Young Knight of Malta and officer of the Navy of Louis XVI, L'Espine participated in the American Revolution, did a mandatory service in the Navy of Malta, and took part in French naval intelligence secret missions. The French Revolution ruined his hopes and forced him into exile. In Austria, he won the confidence of the high Austrian authorities by unambiguously engaging with the armies of France from 1795. L'Espine quickly became one of the brains of an Austrian Navy questioned at each treaty signed between France and Austria. Promoted to Feldmarschall-Leutnant in 1813, L'Espine decided not to return to France at the Restauration.
