Purpose: This study aims to present the key systemic changes in the Polish book evaluation model to focus on the publisher list, as inspired by the Norwegian Model. Design/methodology/approach: In this study we reconstruct the framework of the 2010 and 2018 models of book evaluation in Poland within the performance-based research funding system. Findings: For almost 20 years the book evaluation system in Poland has been based on the verification of various technical criteria (e.g. length of the book). The new 2018 model is based on the principle of prestige inheritance (a book is worth as much as its publisher is) and is inspired by the publisher list used in the Norwegian Model. In this paper, we argue that this solution may be a more balanced policy instrument than the previous 2010 model in which neither the quality of the publisher nor the quality of the book played any role in the evaluation. Research limitations: We work from the framework of the 2018 model of book evaluation specified in the law on higher education and science from 20 July 2018, as implementation acts are not available yet. Practical implications: This study may provide a valuable point of reference on how structural reforms in the research evaluation model were implemented on a country level. The results of this study may be interesting to policy makers, stakeholders and researchers focused on science policy. Originality/value: This is the very first study that presents the new framework of the Polish research evaluation model and policy instruments for scholarly book evaluation. The privatization of the Bank of the Province of Chaco took place in the context of the structural reforms implemented in Argentina during the 1990s. The evolution of this institution in the previous years had justified the loss of a key tool in the Province's economic policies. The limited clarification of shady business during the years of the last military dictatorship, the corrupt auction of railway logs in the first years of democracy, and the low recovery of the loan portfolio, propelled the bankruptcy of the entity and, at the same time, the end of the province's state banking system. However, this was only the first milestone in a recent history of sale and repurchase by the provincial government of its former flagship financial institution. This paper intends to explain the first phase of this process, and considering the context within which it took place and justified the privatization of the institution. ; La privatización del Banco de la Provincia del Chaco tuvo lugar en el contexto de instalación de reformas estructurales que surgieron en la década de los noventa. La evolución de esta institución, en los años previos, sirvió de justificativo para que el Estado provincial pierda una herramienta fundamental de su política económica. El limitado esclarecimiento de negocios turbios en los años del proceso, la venta corrupta de durmientes en los primeros años de regreso a la democracia, y la baja recuperación de la cartera de préstamos, impulsaron sin retroceso el cierre de la entidad, decretando el fin de la banca pública provincial. Sin embargo, este fue el primer jalón en una historia reciente de venta y recompra por parte del Estado provincial de la institución financiera más emblemática de la provincia. El presente trabajo se propone dar cuenta de la primera fase de este proceso, atendiendo al contexto en que se desarrolló y justificó la privatización de la institución.

The study aimed to verify Allardt's prosperity model in the field of economic prosperity based on the notions of being, loving and having and to explore the existence of possible correlation among sets of all three variables. Canonical correlation analysis to predict relative prosperity was performed for selected 110 nations with the focus on Romania and Slovenia. The study results for Romania for 2011 indicate low approval of the government, low confidence in the judicial system as well as in financial institutions, in addition to concerns about health prospects and lack of confidence in the transparency of elections for the loving construct. In addition, the being construct is also negative in Romania suggesting overall dissatisfaction with the economic status and development, indicating strong dissatisfaction with governmental efforts to address poverty and efforts regarding sanitation, concerns about environment, existing standard of living and life expectancy, suggesting a weak health system. The study further suggests for Slovenia for 2011 negative expectations for the loving construct and below average expectations for the being construct. The approval of the government and confidence in the judicial system and financial institutions in Slovenia is also low, the only positive expectation is the confidence in electoral system, but Slovenians are also worried about their health prospects. In addition, the being construct for Slovenia is also slightly below average, indicating dissatisfaction with economic development and below average satisfaction with water quality and environment, and life expectancy suggesting health system inefficiency. The longitudinal study for the time period from 2011 till 2016 suggests moderate improvements for Romania in eight areas of relative prosperity, especially for the natural environment, governance and education, and for Slovenia practically unchanged situation. The study further suggests that both nations still face numerous challenges but due to implement ation of certain structural reforms till 2016, albeit limited, some additional improvements regarding the economic prosperity of their citizens could be expected in the near future.

The crisis, which has been taking place in Russian economy since recent years, demonstrates the vulnerability of the existing economic model that is driven by large resource extraction companies. Relatively low share of SME segment in GDP comparing it to the most of the developed countries is a resource for reinforcement of economic growth. This fact reflects on upcoming governmental structural reforms, directed to steady growth of small and medium business in GDP. In this regard, it is crucial to understand the current state of SME segment in the conditions of a prolonged recession. This study aims to describe the main characteristics of the Russian economy and identify the characteristics and trends of small and medium-sized businesses. This study follows a two-step method. On the first step, statistical data from national and global databases was analyzed in order to describe the economic situation in Russia. On the second step the analytical reports considering the Russian SME segment were analyzed. The results of the study identify negative reaction to crisis. Artiklen undersøger, hvordan det ændrede fokus på sundhed (afstedkommet af strukturreformen i 2007) har haft betydning for udviklingen af sundhedsprofessionalisme i kommunale sundhedshuse og for de sundhedsprofessionelles kamp for status. Hvordan udøves sundhedsprofessionalisme i fraværet af læger og deres bio-medicinske forståelsesramme, i fraværet af hospitalets kliniske rammer og ikke mindst i fraværet af "diagnosen" som klassificerende og statusgivende redskab? Artiklens teoretiske afsæt er professionel udvikling og status. Teori peger her på at professionalisme får sin endelige form i mødet med individet og de administrative, sociale og fysiske rammer, der betinger udøvelsen af aktiviteter og graden af formalisering. How is the health professionalism exercised in the absence of doctors and their bio-medical framework of understanding, in the absence of hospital clinical setting and not least in the absence of »the diagnosis« as a classifying and status-giving tool? The article's theoretical basis is professional development and status. Theory suggests that professionalism gets its final form in the meeting with the individual and in the meeting with the administrative, social and physical environment that determines the performance of activities and the degree of formalization. The article examines the status related to the health-related activities pursued under the local administrative and governance structures in health houses, just as it is examined what status the health house seems to have for the citizens who come there.

Given article proposes a theoretical approach for formation and adaptation of cor­poratism as a complex methodical phenomenon which is inherent for all local communi­ties. This is particularly evident in periods of structural reforms and local­self govern­ment system modernization. The investigated way of the corporatism concept evolution in modern scientific thought shows that it is a natural attribute of the community, it's the need to unite. From the standpoint of public administration it is fundamental social doctrine and the way of social and economic life of society. It is shown that, despite the opportunities of corporatism as a social phenomenon, the practical recommendations for its development and implementation at the level of local communities are now missing in Ukraine. It is also proved that the main reason of such problem appearance is the lack of focus on education corporatism for individual or collective and for the community and lo­cal government of Ukraine in general. All corporate features of local­self government and its corporate essence are fully revealed in the meaning of such terms as «corporatism», «corporationism», «corporativity» and «corporate culture». And also into their relation­ships, which creates theoretical and practical platform of local­self government practice on the principles of local corporatism. Coordinating organizations horizontally is a longstanding difficulty of public governance, often called departmentalism in central government systems. Several tools for horizontal coordination have previously been analysed but shared performance targets across departments have received relatively little attention. This article develops a control theory of shared performance target systems for horizontal coordination of departments consisting of 'director' (shared objective and target setting), 'detector' (shared monitoring of progress), and 'effector' (shared feedback to promote achievement of targets) components. The theory distinguishes between two kinds of shared targets: those promoting sequential coordination and simultaneous coordination among departments. The expectations of control theory are assessed for the Public Service Agreement (PSA) adopted in the United Kingdom. PSAs enabled a step change increase in discussion of shared policy objectives across departments. However, despite these benefits, the fundamentally separate broader ministerial and departmental accountability structures led to the setting of vague outcome targets, underdeveloped performance reporting, and fragmented delivery arrangements for shared targets. Points for practitioners The findings provide a cautionary tale for policy-makers seeking to implement horizontally shared targets across departmental organizations. The UK Government's Public Service Agreement (PSA) system reveals that shared target systems for departments supervised by a finance ministry are a useful tool for incentivizing departments to collaborate with other departments in policy discussions and resource allocation. However, it was difficult for departments to set specific cross-cutting targets and to develop practical joint delivery and performance reporting strategies across existing departmental boundaries. The effects of the system were, for the most part, counteracted by departmentally focused resource and accountability structures. In some cases, broader structural reform to reorganize departmental structures to align with the formerly cross-cutting policy challenge was necessary rather than predominantly relying on shared targets to pursue policy goals.

The author provides an overview of the history of social work education transformation in Chile. Starting from the paradigmatic analysis of organizations such as the Escuela de servicio social of the University of Chile, the author explores the orientations of social work schools in 1925 to 1960, 1960 to 1973 and 1973 to 2012. The structural reforms introduced by the military dictatorship had important implications for the most prominent Chilean public university and this is best studied through a historic lens which explores the origins, the changes that occurred between 1960 and 1973, and neoliberalism. Public procurement systems must strive to align three main goals: economic development, efficiency, and transparency (or corruption prevention). This paper focuses on the last goal: government purchases are generally prone to corruption and waste, which yield dire consequences for both countries and people's ordinary lives. Latin America is no exception to this, and its public markets are further weakened by obsolete, formalistic government procurement systems that not only compromise integrity but also fail to achieve basic levels of efficiency and simple developmental outcomes. Not surprisingly, this management deficit coexists with a severe lack of adequate information systems regarding public finance and procurement data. For countries in the region to upgrade their procurement systems to a results-based approach that finally manages to align development, efficiency, and transparency, they will necessarily have to develop more sophisticated methods to gather and share information on how they purchase, especially since the electronic government procurement systems (e-GP) that have been serving as a mantra for the last two decades have not done the trick This paper considers that e-GP systems might have failed because they are unilaterally created by the State and are thus unable to involve the relevant stakeholders in the creation of useful tools to transform raw procurement data into smart systems of information that help the State buy at the best value for money, the bidders find better business opportunities, and society at large prevent corruption and fraud while participating in collaborative exercises of democratic governance. The Governing Uranium project is a global research effort studying the implications of a changing uranium market, specifically the production, processing and transport of uranium ore concentrates (UOC), commonly referred to as "yellowcake". In total, 15 uranium producing and consuming countries were studied, representing 85% of global production and 70% of consumption. The concluding final report published 28 August 2015, provides a mapping of an evolving system of treaties, guidelines, and regional and national obligations at a time when the uranium market is shifting both structurally and geopolitically. This regulatory snapshot is particularly relevant as more front-end materials fall under the full-scope safeguards system of the International Atomic Energy Agency (IAEA), placing new obligations on state regulatory authorities and industry and facility operators, as well as new verification responsibilities on the IAEA. This means that, although the three rules of real estate apply to uranium (location, location, location), the uranium market is still global, while export controls and nuclear security are still local (that is, national). The expansion of civilian nuclear fuel cycles to new centres of production and consumption thus calls for increased harmonisation of regulations across states. The report begins with a look at the uranium industry (Chapter 2), followed by descriptions of the evolving application of IAEA safeguards (Chapter 3) and the international nuclear security structure (Chapter 4) as it applies to the (very) front-end of the nuclear fuel cycle. Chapter 5 analyses best practices in tracking and inventory controls to ensure that safeguards and security obligations are met efficiently and effectively. Each chapter provides recommendations for addressing governance gaps at the international and national levels as the industry undergoes legal and structural reforms. It attempts to assist long-time suppliers in updating governance approaches and newcomers in developing nationally appropriate regulatory systems from scratch based on global best practices.

From 2003 to 2012, a new period appears in Latin America. Hungary has a long successful history in the Summer Olympics, although the performance of its commercialized global team sports has been decreasing radically in the past decades. Despite the strong political and social willingness to field successful professional sports teams, the trend has not changed. This study attempts to describe the effect of governmental subsidization on professional sport's performance with the aim of understanding why a huge gap has emerged between successful elite sports and the popular but underperforming 'spectacular' teamsports (football, basketball, ice-hockey, handball, water polo) in Hungary. It is important to conceptualize this paradox properly in order to better understand the particular mechanisms of decision-making and changes in sport policies. Our research reviews and analyses the role, status and position of the governing bodies of the Hungarian elite sport system since the structural reforms of 2010. Despite the mythology that the global economy with its trade rules creates a 'level playing field,' international trade has never involved 'level players.' The inequalities in outcomes generated by the more powerful winning more frequently has led to innovative ideas for ex post redistribution to make the matches between the players both fairer, and in the analogy to basketball used by the authors, more interesting and even more competitive. The proposal for a Global Social Protection Fund, financed by a small tax on the winners to enhance social protection spending for the losers, presumably increasing the latter's capabilities to compete more effectively in the global market game, is one such idea. It has much to commend it. Several problems, however, stand in its way, apart from those inherent within nations themselves and to which the authors give some attention. First, much global trade is now intra-firm rather than international, making calculations of which nations win or lose exceedingly difficult. Second, tax havens persist without the transparency and global regulatory oversights that would allow a better rendering of where winnings are stashed. Third, pre-distribution inequalities (those arising from market activities before government tax and transfer measures apply) are still increasing as labour's power to wrestle global capital into some ameliorative social contract diminishes. Fourth, there are finite limits to a planet on the cusp of multiple environmental crises. These problems do not diminish the necessity of alternative policy playbooks such as the proposed Fund, but point to the need to embrace the new Sustainable Development Goals (SDGs) as a single set, such that economic growth for the bottom half of humanity includes deep structural reforms to both pre-distribution and redistribution, if the targets for environmental survival are to be met.
