Autor artyku³u analizuje pewne problemy dotycz¹ce wspó³pracy Wspólnoty Europejskiej z instytucjami międzynarodowymi. Autor koncentruje siê na współpracy z ustalonymi strukturami instytucjonalnymi. Jako, że rzadko posiadają one międzynarodową osobowość prawną, współpraca tylko wyjątkowo obejmuje członkostwo w organizacji międzynarodowej. Najpierw autor analizuje trudnoœci, wobec jakich staje Wspólnota Europejska w procesie dostosowania procedur akcesyjnych do zewnętrznych struktur instytucjonalnych. W drugiej części opracowania autor podkreśla konsekwencje braku członkostwa Wspólnoty Europejskiej w takich strukturach, dotyczące zarówno tych struktur jak i państw członkowskich UE. Omówiono także pewne skutki omawianych reform konstytucyjnych.

Disertacijoje analizuojamas suaugusiųjų mokymo(si) prieinamumas Europos Sąjungos politikos kontekste. Europos Sąjungos ir Lietuvos politiniame lygmenyje pradedama aiškiai suvokti, kad norėdami pasiekti Lisabonoje užsibrėžtų tikslų turime mokymąsi visą gyvenimą paversti tikrove įvertindami šį procesą įtakojančių veiksnių raišką daugiakultūrėje visuomenėje. Disertacijoje ieškoma atsakymų į tokius klausimus: kaip suaugusiųjų mokymo(si) prieinamumas įtakoja jų dalyvavimą švietime; koks yra politinis Europos Sąjungos ir Lietuvos kontekstas suaugusiųjų mokymo(si) prieinamumo atžvilgiu; kaip suaugusiųjų mokymo(si) prieinamumo veiksnius įtakoja kultūriniai skirtumai. Disertacijoje, remiantis išsamia tiek Europos Sąjungos, tiek Lietuvos teisinių dokumentų analize yra išryškinamos pagrindinės suaugusiųjų švietimo politikos gairės. Disertacijoje nagrinėjama suaugusiųjų mokymo(si) ir socioekonominės aplinkos sąveika. Remiantis moksline literatūra išskiriami veiksniai, lemiantys suaugusiųjų mokymosi prieinamumą. Jie skirstomi i subjektyviuosius ir objektyviuosius, o pastarieji į politinį, socioekonominį, individualųjį, atskirties ir kultūrinį veiksnius. Atlikti empiriniai tyrimai parodo kokią svarbą vienam ar kitam veiksniui suteikia Lietuvos gyventojai bei pagrindžia kultūrinio veiksnio būtinybę. Pateikiamos išvados apibendrinančios suaugusiųjų mokymo(si) prieinamumą lemiančius veiksnius.

The aim of the paper is to recognize and to assess the scope of Non-Governmental Organisations cooperating across the Polish Eastern border. Non-Governmental Organisations as the vital element of civil society may play a significant role in stimulating social and economic relations between citizens from bordering countries.This paper is focused on the Polish - Russian (Kaliningrad Oblast) and Polish - Ukrainian border region and is based on empirical data from over 150 questionnaire surveys conducted on both sides of the border.The gathered information shows not only how organisations operate but also partly indicates the nature of local border society.

The spatial and structural dynamics generated (or released) in the contexts of the parallel and interacting processes of transition and economic integration have already left a clear mark in the economic landscape of the EU new member-states. The paper re-evaluates the experience of these countries with respect to shifts in their territorial structures and balances since despite the increasing portion of transition-integration literature many parameters remain of limited research. The analysis is conducted at the NUTS III spatial level on the basis of manufacturing data according to NACE classification for the period 1991-2000. This is a period of extreme importance since it includes both the shocks and the upsets of the early transition and the more recent trends of the pre-accession period. The analysis focuses on the manufacturing sector due to its significance in the former politico-economic regime and due to the high pressures that this sector has encountered afterwards. Regional-industrial data limitations restrict the analysis in the regions of Bulgaria, Romania, Hungary, Estonia and Slovenia. These regions still constitute a highly heterogeneous group since areas with different economic, demographic and geographic characteristics are represented. The trade-adjusted shift-share analysis, an extension of traditional shift-share analysis, is performed in order to evaluate the impact of transition and economic integration on regional manufacturing employment change. Despite its non-theoretical character, the method allows for valuable results to be drawn on the issue.
