Until the mid-1980s, Korea was a major labor exporter to Arab countries. The flow of international labor migration was reversed in the late 1980s as domestic wages increased and as construction projects declined in the Middle East. Conversely, a massive influx of migrant workers, mostly from Asian countries, took place since the beginning of the 1990s. The large proportion of irregular foreign workers has been a feature of international mgiration in Korea. The government has been trying to address this problem since 1992. In recent years, three policy issues have been discussed: the impacts of foreign workers on the national economy, choosing between the industrial training program and the employment permit system, and special laws for foreign workers. To cope with the challenges of international labor migration, particularly the problems generated by irregular migration, prudent policy measures are urgently needed which should be beneficial to the national economy and the migrant workers.

AbstractA growing body of migration scholarship has highlighted the inadequacies of a single‐origin‐single‐destination model for thinking about international migration in our globalizing world. Several terms – onward, stepwise, serial, secondary, triangular, multiple, and transit migration – have been coined to describe these multiple moves within a single migratory lifetime, but the lack of consensus on the terminology to describe these migrations is indicative of the lack of theoretical clarity on this emergent phenomenon. We therefore propose to introduce a new umbrella term, 'multinational migrations', to capture the varied movements of international migrants across more than one overseas destination with significant time spent in each country. The articles presented here bring together researchers investigating multinational migrations across a range of migrant categories and between various migration hubs. They highlight how individual imaginations, aspirations, capabilities and subjectifications interact with multinational migration infrastructures (in the domains of education, tourism, labour, and citizenship) to lead to the adoption of complex multinational migration trajectories.

AbstractDespite growing efforts to conceptualize residential mobility and migration as long‐term trajectories, because of methodological challenges and the lack of adequate data, most empirical studies have resorted to examining year‐to‐year changes in place of residence. As a result, the impact of past migration experiences on future migration behavior remains poorly understood. To shed light on time interdependencies in individual migration trajectories, this paper examines associations between past moves and subsequent migration behavior from birth to age 50, distinguishing between (i) intraregional mobility, interregional migration and international migration and (ii) return and onward moves. By applying multinominal regression models to retrospective life history data from the Survey of Health, Ageing and Retirement in Europe (SHARE), we demonstrate that the decision to migrate at a particular point in time is embedded within a wider migration history that started in childhood. However, we also find that the effect of past moves diminishes as individuals progress in their migration career. These findings hold for intraregional, interregional and international moves. Altogether, these findings lend support to our theoretical proposition that migration is a learned behavior and highlight the importance of accounting for time interdependency in individuals' migration trajectories.

A critical limitation in addressing circular migration trends and characteristics of circular migration from Georgia is the lack of appropriate statistics to quantitatively measure and assess the phenomenon. The current system in this respect is disastrous. In Georgia, even the balance of external migration cannot be established, there are practically no statistical data as regards territorial population mobility. In this regard, the immediate substantial reform of the official migration statistics and its provision with respective resources is indispensable. On the other hand, migration research in general, including research on circular migration, requires significant development. It needs to acquire a systemic nature, as the existing incidental studies are fragmented and completely inadequate compared to the significance of the problem. Given the current situation, this note will first address the importance of developing and supporting circular migration schemes for Georgia. Bei den deutschen und europäischen Bemühungen, die irreguläre Zuwanderung vor
allem aus Subsahara-Afrika zu verringern, ruhen große Hoffnungen auf der Entwicklungszusammenarbeit.
Sie soll helfen, möglichst viele Ursachen für solche Wanderungen
zu beseitigen. In allen einschlägigen Konzepten wird ihr eine Schlüsselrolle zugewiesen.
Dies wirft grundsätzliche Fragen nach dem Zusammenhang von Entwicklung
und Migration auf. In der wissenschaftlichen Debatte gilt seit längerem als belegt, dass
sozioökonomische Entwicklung Migration fördert, statt sie zu reduzieren. Tatsächlich
aber ist diese Kausalbeziehung nicht so eindeutig, wie es das entsprechende Modell des
»migration hump« suggeriert. Offenbar werden Wanderungsentscheidungen durch
weitere Faktoren beeinflusst. Daher ist es problematisch, wenn die Politik diese Scheinevidenz
aufgreift und daraus simple Strategien ableitet. Der Kontext von Migration
und Entwicklung muss differenzierter analysiert werden. Auf diese Weise lassen sich
entwicklungspolitische Ansätze auch für die Zusammenarbeit mit afrikanischen Partnerstaaten
