ABSTRACTThis paper reviews recent literature to show how foreign aid and labour remittances have transformed Central America's macroeconomy, state apparatus and class structure over the last ten years. They have lifted real exchange rates, changed the composition of investment, lowered food prices, and directly supported large numbers of people. Control over these resources is now a major focus of political activity and donors play a greater role in economic policy. Project administration has become a major function of the state. Planning and public sector personnel management have become more difficult. Foreign funds have favoured decentralization and increased participation, but they have also weakened the core capacity of the state to execute policies. Transfers have fomented new social groups including sectors supported by remittances, foreign‐financed soldiers, public employees, non‐traditional export producers, financial intermediaries who channel remittances and refugees.

The term 'toxic masculinity' (TM) was coined in the 1990s by sociologists and psychologists. It has since been appropriated by scholars and commentators interested in gendered behaviours, policies and outcomes in politics. However, despite the attention belatedly being paid to masculinities as part of that research, the analysis of, specifically, TM's part in shaping political practices remains underdeveloped. This article proposes a move in this direction by designing a conceptual framework for exploring TM inside political parties. We adapt findings from the original TM literature to generate a series of indicators of TM spanning the vital realms of party political activity: its policy positions, accompanying discourse and the formal and informal practices – often behind the scenes – that express the party's values, broader ethos and outlook. We then test the framework using a paired comparison of two parties of the populist right where we might expect to see relatively high levels of TM: the Alternative for Germany and the UK Independence Party. Our empirical findings give us confidence that drawing on the concept of TM can provide us with novel insights into the interplay between masculinity and political party cultures. We also hope that it will inspire a significant body of new research into TM in political parties from across the party spectrum as well as globally.

OBJECTIVES: Public policies impact the amount of physical activity (PA) that children receive at school. These policies are of interest because overweight and obesity among Canadian children have grown at significant rates, and increasing PA among children is one way to reverse this trend. This research investigates the public policy processes that have resulted in Alberta's education system adopting in-school daily physical activity (DPA) and not supporting walk-to-school (WTS) initiatives. METHODS: Using the policy process described by Kingdon and others as a conceptual framework, this research reviews literature and documents on public policy relating to PA in schools and interviews key individuals (N=20) to identify the policy-related facilitators and barriers in Alberta, Canada to increasing PA in school-aged children. RESULTS: DPA was mandated because Kingdon's three policy streams (problem, solution and politics) became joined or linked. DPA was the most viable solution because literature supports and teachers believe in the educational benefits of PA. As well, a physician with personal beliefs about the benefits of PA became the minister of education and coupled the solution with the political stream through his ministerial power. Reasons that WTS programs have not become school or health policy include advocacy led by politically weak organizations, lack of a supportive policy entrepreneur and poor saliency among educators. CONCLUSIONS: This research illuminates the inner workings of the policy process shaping PA in schools, identifying the unseen forces of the policy process that move issues forward. The findings provide valuable insight for building other healthy public policies.

The process of globalisation and its clear communicative, cultural and politicaleffects are greatly affecting two relatively new concepts in academic research,specifically Political Communication and Political Culture. The relationship between these concepts is increasingly interdependent as the tools and languages of Political Communication strongly influence the formation of the New Political Culture, and in turn, citizen activity through digital communication tools is conditioning the generation of content and the creation of discourse which take shape in the form of Political Communication. We believe that to understand the reasons for this relationship it is necessary to establish, firstly, the characteristics of the New Political Culture, and secondly, the way in which the possibilities offered by technology transform the generation and transmission of Political Communication. Possibly the newest aspect of this relationship is that it has a two-way nature, altering the classical roles of the communication process that clearly distinguishes transmitters and receivers. This new aspect constitutes global evidence and is felt in a very similar way in all western representative democracies. This work endeavours to describe and analyse this emerging scenario which has taken shape as another of the transformations which are occurring in advanced societies, and to identify some trends which, in all cases, are subject to the accelerated change of our time.

Civic consciousness is a conscious understanding of the relationship between the individual, society and the state in terms of democratic values, ideals, rights and freedoms.
