"Religionen unterscheiden sich in ihrer Beziehung zur Zivilgesellschaft: Religionen, die das Rechtssetzungs- und Gewaltmonopol des zivilen Staates anerkennen, haben zivilen Charakter und erfüllen wichtige gesellschaftliche Funktionen in der rechtsstaatlichen Ordnung. Religionsformen, die keine Ausdifferenzierung von Staat und Religion kennen oder diese ablehnen, haben dagegen herrschaftlichen Charakter und stehen in einer prekären Beziehung zur Zivilgesellschaft. Angesichts dieses Konfliktes aber das allgemeine Recht der freien Religionsausübung beschränken zu wollen würde die Glaubwürdigkeit der zivilen Gesellschaftsordnung selbst beschädigen. Andererseits ist alles rechtsstaatlich gesetzte Recht, vom Verfassungsrecht bis zum einfach-gesetzlichen Recht, auch für die Religionsausübung verbindlich. Dieser zweifache Bezug zwischen Staat und Religion, geschützte Religionsfreiheit und durchgehende Rechtsbindung, lässt sich auch als universelles Programm der Zivilgesellschaft verstehen." Issues related to migration, security and integration are currently among the top priorities of European states. Lately, 'religion' has emerged as something separate from 'culture', 'ethnicity', 'nationality' and 'race' in the debate over integration and security. Collective religious activity is among the most common forms of the social organisation of immigrants. Immigrant communities have been analysed from a multiplicity of perspectives, but one area that has until recently received little attention is the relationship between on the one hand the local and national authorities, on the other religious organisations of immigrant origin. Religion, most notably Islam, has been identified as a social problem among the public authorities in Europe. The article provides a critical viewpoint on the formation of immigrant voluntary associations as authorities' tools of governance. While voluntary associations can be seen as tools for integration and empowerment, they may become embedded in power structures that are not at first glance self-evident. The article argues that the local and national authorities in Finland support and encourage Muslim immigrants to organise themselves into voluntary religious associations, enabling the authorities to better govern issues that have been defined as social problems. The work applies the theory of governmentality as developed by Mitchell Dean, to Muslim organisations in Finland.Keywords: Governance, governmentalisation, Islam, immigration, Muslims, security

Tulisan ini secara deskriptif argumentatif berusaha mengkaji konsep Islâm tentang kesetaraan gender. Di dalamnya dideskripsikan juga aktualisasi kesetaraan gender dalam perspektif dinamika sosial baik pada level akademis maupun aksi sosial. Tulisan ini akhirnya sampai pada suatu kesimpulan, bahwa konsep feminisme liberal tentang kesetaraan gender lebih equivalen dengan perspektif Islâm, sehingga sampai batas tertentu, ia dapat diterima oleh masyarakat Muslim, melalui pintu masuk kritis-transformatif-adaptif. Lebih dari itu, konsep tersebut berimplikasi teoritis atas beberapa rumusan hukum Islâm, seperti kemungkinan kesetaraan dalam otoritas persaksian dan pola kewarisan antara laki-laki dan perempuan.

Der Autor zeigt die politischen, wirtschaftlichen und soziokulturellen Eigenheiten und die daraus resultierenden Ungleichzeitigkeiten der zwischen kultureller Separation, regionaler Integration und nationaler Einigung oszillierenden fünf zentralasiatischen Republiken auf. Nach einem historischen Überblick über die Entwicklung des Islam in Zentralasien, der die Entwicklung vom 19. Jahrhundert bis zur aktuellen Situation nachzeichnet, werden die ethnischen Unruhen und die materielle Krise der letzten Jahre näher beleuchtet. Vor dem Hintergrund demographischer und wirtschaftlicher Entwicklungen, entstand ein Verarmungsprozeß, der Zentralasien heute mit allen Kennziffern des Lebensstandards im untersten Bereich der sowjetischen Regionalskala placiert. Da die Machtverhältnisse in Zentralasien von spezifisch sowjetischen und spezifisch orientalischen Elementen geprägt sind, erweist sich eine Umsetzung der Perestrojka als problematisch: "So entstand der Eindruck, als seien Reform und Demokratisierung mit den lokalen Herrschaftsverhältnissen in Zentralasien unvereinbar. Die Region liegt bei der Bildung politischer Öffentlichkeit und einer Mehrparteienlandschaft weit hinter anderen Unionsrepubliken zurück." (ICD)

This text brings together two sets of articles and book chapters by the late author, an extraordinary scholar of Islam in South Asia. The first part of the volume examines Shia-Sunni relations in Pakistan, while the second concerns violent Islamism in the country, covering both the Talibanisation of the Pashtun belt and the jihadi dimension of South Asian Salafism. The work explores the many reasons why Pakistan has been the crucible of political Islam. It offers a historical view of this development, factoring in the impact of colonialism and conflict, including the Soviet-Afghan War and the post-9/11 Western military operations in Afghanistan.
