Antecedentes. El deporte se define como una actividad física, ejercida como juego o competición, que lleva implícito la condición física y está relacionada con la nutrición deportiva. En cada deporte y deportista existe un conjunto particular de necesidades y objetivos nutricionales, así como alimentarios, que se establecen para la mejora del rendimiento deportivo. En los últimos años, se han postulado las necesidades hídricas, de macronutrientes y micronutrientes, así como las diferentes pautas y protocolos de uso de diferentes suplementos/ayudas ergonutricionales para el mantenimiento de la salud y mejora del rendimiento deportivo. Según las investigaciones realizadas a través del Instituto Australiano del Deporte, conocer las prácticas alimentarias e hídricas durante entrenamiento/competición y consumo de suplementos y alimentos deportivos, son prioridades en investigación en los deportes individuales de resistencia. La importancia de la preparación dietético-nutricional radica en la prevención o disminución de problemas gastrointestinales, deshidratación, hiponatremia, fatiga, entre otros. Para esta planificación, se debe tener en cuenta las características del deportista y de la prueba deportiva, material deportivo, avituallamientos y posibilidades de ingesta de alimentos/líquidos/suplementos. También es importante conocer el consumo y uso de suplementos/ayudas ergonutricionales, que puede variar entre las diferentes disciplinas deportivas, sexo, edad y objetivo del entrenamiento/competición. En la actualidad algunas sustancias han demostrado mejorar el rendimiento deportivo (creatina, cafeína, el bicarbonato, suplementos dietarios líquidos, bebidas y barras deportivas), pero existen otras que no tienen estos efectos. Además, el consumo de suplementos/ayudas ergonutricionales no está exento de riesgos, debido a que se han registrado casos en los que atletas han dado positivo en test de doping por la ingesta de estos productos, que contenian sustancias prohibidas por la Agencia Mundial Antidopaje. En la Unión Europea y sus estados miembros, no existe legislación/es específicas o que directamente hayan entrado en detalle sobre la regulación de estos suplementos, por tanto, los deportistas se encuentran desprotegidos ante su consumo. Objetivo. Describir la planificación dietético-nutricional en diferentes eventos deportivos de resistencia, así como conocer las variables de consumo, documentos legislativos y presencia de sustancias prohibidas de los suplementos ergonutricionales en el contexto deportivo. Metodología. Se recogieron datos primarios sobre diferentes deportistas y la planificación dietético-nutricional para afrontar diferentes eventos deportivos de resistencia. Además de datos secundarios mediante una revisión bibliográfica de las variables utilizadas para construir los cuestionarios de consumo de suplementos ergonutricionales, una revisión narrativa sobre los documentos legislativos europeos relacionados con los suplementos ergonutricionales en población deportista, y una revisión bibliográfica de los datos existentes sobre la presencia de sustancias/metabolitos/marcadores prohibidos por la WADA en los suplementos ergonutricionales utilizados en el contexto deportivo. Resultados y discusión. Los resultados sobre la planificación dietético-nutricional en diferentes eventos de resistencia nos permiten observar y describir la planificación teórica con la ingesta y dificultades reales. El deportista estudiado sigue sin dificultades las pautas establecidas según las recomendaciones energético-nutricionales para deportistas, puesto que las sensaciones que manifestó fueron de buena tolerancia en la ingesta de los alimentos/líquidos/suplementos, ausencia de calambres y molestias gastrointestinales, además indicó que su esfuerzo o rendimiento durante el evento no se vio tan afectado o disminuido como en otras pruebas. Generalmente y en este tipo de eventos deportivos, los deportistas son consumidores de suplementos y/o ayudas ergonutricionales. Lo más buscado en los suplementos por parte de los deportistas es la mejora del rendimiento deportivo y la salud, obtención de energía y aumento de la masa muscular. Se destaca que las principales fuentes de información consultadas para el consumo de suplementos ergonutricionales son el entrenador y profesional de la salud. Respecto a los tipos de suplementos, los más consumidos está el hierro, cafeína, aminoácidos, creatina, proteínas, vit. C y E, pero no todos los consumidos han demostrado un efecto positivo. Actualmente no existe una legislación específica europea de regulación de los suplementos ergonutricionales, aunque se destacan los reglamentos relacionadas con los supementos ergonuticoinales: 1) Reglamento nº 1924/2006 relativo a las declaraciones nutricionales y de propiedades saludables en los alimentos; 2) Reglamento nº 353/2008 que establece las normas de desarrollo para las solicitudes de autorización de declaraciones de propiedades saludables; 3) Reglamento nº 1925/2006 sobre la adición de vitaminas, minerales y otras sustancias determinadas a los alimentos; 4) Reglamento nº 1169/2011 sobre la información alimentaria facilitada al consumidor; y 5) Directiva 2002/46/EC relativa a la aproximación de las legislaciones de los Estados miembros en materia de complementos alimenticios. Junto a la carente legislación específica sobre suplementos y/o ayudas ergonutricoinales, cabe destacar que estos productos podrían contener sustancias prohibidas por la WADA como prohormonas y estimulantes. Se halló que el 20,9% de los suplementos analizados por los estudios incluidos en la revisión presentaban alguna sustancia prohibida por la WADA. Las tasas de contaminación oscilan entre el 12 y 58%, siendo el doping no intencionado un aspecto a tener en cuenta antes del establecimiento de cualquier pauta de suplementación. Conclusiones. Establecer estrategias dietético-nutricionales para afrontar con éxito eventos deportivos de resistencia parece ser beneficioso, considerando la ingesta de alimentos, líquidos y/o suplementos y su respectivo aporte nutricional, así como el tipo de prueba objetivo y las características del deportista. La revisión sobre los cuestionarios destinados a valorar el consumo de suplementos ergonutricionales precisa una estandarización de las variables e ítems que se incorporan en los mismos, para permitir una mejor recogida de información y posterior análisis. Las prohormonas y estimulantes, son las principales sustancias prohibidas por la WADA encontradas en los suplementos y/o ayudas ergonutricionales. Ello deriva en la necesidad de disponer de un reglamento o apartado específico sobre el uso y aplicaciones de los suplementos ergonutricionales para deportistas, puesto que actualmente se carece de ello.
This dissertation investigates how well political parties, especially those holding executive positions, achieve policy congruence by translating voters' redistributive preferences into consistent social policy outcomes. It addresses this topic by conducting large-N studies with the aid of quantitative techniques. It is made up of six chapters. Chapter I provides the theoretical background. In detail, it defines the meaning of the elusive concept of political representation; it discusses the expressive and the instrumental functions that political parties are expected to perform in contemporary representative democracies and recalls party government theories formulated from the 1970s. This literature review allows reorganizing the core stipulations for party government to emerge in a unified theoretical framework. Chapter II begins the journey along the ideal chain of responsiveness from voters' redistributive preferences to actual social policy outcomes. In detail, it focuses on the first link of this ideal chain by verifying whether and to what extent the economic conditions people experience in their everyday life, which are largely given by the position they occupy in the labor market, determine their redistributive preferences and political behaviors. Combining individual level data from the European Social Surveys for 23 OECD countries with party level information from the Comparative Manifesto Project Database, this chapter demonstrates that individuals tend to feel closer to political parties which express in their electoral manifestos social policy supplies consistent with their redistributive preferences. These results are obtained trough discrete choice models, instrumental variables and matching statistical techniques. Chapter III deals with the second link of the chain of responsiveness, addressing a perennial question for students of parliamentary democracy, namely how do coalition governments build their policy proposals. In detail, chapter III explores the degree of correspondence between declared cabinet position and the weighted position of cabinet parties as expressed in their electoral manifestos on two separate issues: the traditionally employed left-right scale and a more policy based welfare scale. Results obtained through a time-series cross-section methodology suggest that "the owners of the agenda setting power" over the two scales are different. In particular, on the traditional left-right scale, declared cabinet position is strongly driven by the weighted position of cabinet parties and by that of the formateur party. Conversely, on the welfare scale, declared cabinet position is also affected by the position of the party holding the median legislator in Parliament and by those of the parties expressing the labor and social affairs ministers. In addition, declared cabinet position on the welfare dimension shows a marked tendency to drift rightward with adverse economic conditions. Chapter IV investigates the last link of the chain of responsiveness between governing parties' long lasting ideological preferences and actual social policy outcomes. In particular, it employs panel data on 19 OECD countries from 1985 to 2011 and tests alternative hypotheses on cabinets' ability to shape social policy outcomes through an Error Correction Model. Results demonstrate that the ideological position of the executive on the left-right scale is unable to affect social policy outcomes in the short run, when economic control variables prevail. However, governing parties acquire relevance on the long run. Specifically, when the government coalition moves to the right, there is a negative impact on social expenditure as a whole, on public spending in active (ALMP) and passive (PLMP) labor market policies and on the net unemployment replacement rate. Chapter V zooms in on the last link of the chain of responsiveness. In detail, it develops a single country study on the Italian case over le last 70 years to address two shortcomings affecting comparative works on this issue. The first limitation comes at the empirical level and concerns the ways in which governments' partisanship uses to be operationalized. The second limitation, instead, is rooted at the theoretical level and refers to the over-simplified idea of political parties as unitary actors. In particular, chapter V takes advantage of two datasets: the first one provides data on the positions of Italian Prime Ministers and parties; the second one reports the policy positions expressed by factions inside Italian parties. Results demonstrates that declared cabinets' positions on welfare state expansion as expressed in Prime Ministers' investiture and confidence speeches are strong determinants of social expenditure. However, results prove also that the "agenda setting power" enjoyed by the cabinet is strongly weaken by party politics dynamics (the majority the governing coalition enjoys in the lower chamber and the ideological distance between the actual and the previous government) and, more interestingly, by intra-party dynamics. In particular, the ability to shape social expenditure according to the content of the coalition agreement proves to be strongly undermined by the degree of internal polarization inside the major party of the governing coalition. Finally, the last chapter reviews and discusses the main findings of the thesis. It underlines how the doomsday scenario according to which democracy at the national level has been hollowed out has yet to come. Of course, exogenous socio-economic processes and the complexities of politics weaken parties' responsiveness toward their voters. However, this thesis reveals that parties still play a role, at least in the social policy domain. Moreover, this chapter has a last look on the overall chain of responsiveness, from voters' redistributive preferences directly to governmental social policy outcomes, to understand whether citizens' preferences manage to overcome all the obstacles identified in the previous chapters so that they can be translated into consistent spending choices. In particular, controlling for a complete set of potential external confounders and, more interestingly, for the position of the median legislator in Parliament and for that of the ruling coalition, this last chapter demonstrates that median voter's preferences in the year t-1 are related to the change in social expenditure in the subsequent year. Finally, to contrast popular frustration with political parties, this chapter proposes a learning model of party government, which sees both voters and parties as able to alter, respectively, their policy preferences and their electoral promises according to the contingent constraints imposed by external reality.
El fin de semana pasado se llevó a cabo la segunda vuelta de las elecciones presidenciales en Polonia. Como recordará el lector, estas elecciones tuvieron un origen particularmente trágico. La muerte en un accidente aéreo cerca de la ciudad de Smolensk, durante el pasado mes de abril, del entonces presidente en ejercicio, Lech Kaczynski y de más de 90 personas integrantes del gobierno, dejó a Polonia privada de su Jefe de Estado.Los resultados electorales del domingo favorecieron claramente al candidato Bronislaw Komorowski que ocupaba "ad interim" la presidencia desde la desaparición del antiguo presidente y que, conjuntamente con su partido de corte liberal, "Plataforma Cívica", controla el Poder Legislativo y el gabinete. Komorowski obtuvo algo menos del 53% de los votos y su contrincante, el hermano del difunto presidente, Jaroslaw Kaczynski, consiguió algo menos del 48%, logrando una votación que los observadores locales calificaron de sorprendentemente buena ya que su partido, "Ley y Justicia", no aparecía bien perfilado en las encuestas previas.El triunfo de Komorowski es, en muchos sentidos, una buena noticia. Desde el frente "europeizante" el nuevo presidente es considerado como un fuerte partidario del fortalecimiento de las políticas europeas y su éxito es particularmente bienvenido en vísperas de que a Polonia le toque ocupar, el año que viene, la presidencia de la Unión. Es más, Komorowski ve con buenos ojos la integración de Polonia a la zona euro y la desaparición de la moneda polaca, el "zloty" que, algo paradójicamente, se fortaleció inmediatamente ante el anuncio de su triunfo electoral. Aunque Bronislaw Komorowski no tiene, en lo individual, la personalidad más adecuada para lo que teóricamente se le requiere a un presidente de Polonia, no por ello deja de encarnar, particularmente desde la campaña electoral del año 2007, una imagen de "modernizador" y de "occidentalizante" que lo perfilan y distinguen claramente.También desde algunos sectores empresariales el nuevo presidente es bienvenido. Aunque el hecho no sea demasiado conocido por estas latitudes, la economía polaca parece ser de las pocas economías europeas (si no es que la única) que goza de algo parecido a una muy buena salud. Aunque arrastra una deuda relativamente voluminosa, la economía polaca creció durante algunos años a tasas cercanas al 5% anual y siguió creciendo al 1.7% durante el año 2009, a pesar de que el gobierno tomó, justo a tiempo y antes de la crisis europea, algunas medidas de disciplina fiscal. La conjunción de una devaluación de "zloty" (posibilidad que estuvo abierta porque Polonia no integraba la zona euro), un relativamente amplio mercado interno en expansión y un bajo endeudamiento del país en divisas y monedas fuertes, permite entender esta "excepción" en el contexto de la crisis de la Unión Europea. Y aunque el mérito de esta situación no pertenece a Komorowski, en buena medida la ciudadanía lo adjudica globalmente a todo su partido y al primer ministro y jefe de gobierno, Donald Tuck.Pero no todas las perspectivas son luminosas al día siguiente de esta elección. Hay por lo menos dos aspectos se constituyen en verdaderos desafíos, si no es que en amenazas, para la nueva situación en la que queda el gobierno.Por un lado la distribución de los votos entre ambos candidatos demostró que la oposición de derecha resultó ser más fuerte de lo previsible. Es más, esa derecha nucleada por Kaczynski y "Ley y Justicia" se manifiesta fuertemente en los sectores rurales y campesinos del este del país. Es decir hay una "Polonia profunda" que no mira hacia Europa, que no entiende o no pretende acceder a la modernización y que se aferra más o menos conscientemente al "statu quo" ante la perspectiva del cambio. Conocemos en América Latina muchos ejemplos parecidos. No en vano Lech Walesa, en su momento, advirtió que el voto por Kaczynski era peligroso: esa "Polonia profunda" llegó a obtener casi al 48% de los votos emitidos.Pero el desafío mayor radica en la situación que el triunfo del nuevo presidente deja al partido de gobierno. En efecto, el programa que "Plataforma Cívica" desplegó para las elecciones del 2007 era un ambicioso proyecto de reformas del sistema de salud, de sistema de pensiones (que impacta en el campesinado), así como un fuerte empuje a la desburocratización del aparato estatal y otras propuestas bastante audaces. Cuando se formó el gobierno del primer ministro Donald Tuck, y algunas de estas reformas comenzaron a ser impulsadas desde el parlamento, el entonces presidente Lech Kaczynski hizo un uso sistemático del veto presidencial que el peculiar sistema semiparlamentario polaco le otorga. Esos vetos presidenciales aplicados por el partido de derecha fueron la excusa para que las reformas no avanzasen y, al mismo tiempo, hicieron del presidente de entonces el "chivo expiatorio" del impasse político en el que encalló el país ante el incumplimiento de las reformas prometidas por "Plataforma Cívica".Pero ahora, "Plataforma Cívica" controla el parlamento, el gabinete y la presidencia de la República. Ya no debería haber vetos presidenciales ni obstáculos para poner en práctica las reformas prometidas. Ello significa que, con poco tiempo (porque las elecciones parlamentarias se llevarán a cabo el año que viene), el partido mayoritario tiene que decidirse a afrontar no solamente al 48% del electorado que se le manifestó en contra: tendrá que cargar con el enorme fastidio y malhumor que, de realizarse, este tipo de reformas siempre desata en la ciudadanía en general.El tiempo dirá hasta adonde irá esta nueva configuración mayoritaria del gobierno en su celo modernizado y cuan sincero era éste, pero todo hace pensar que debería avanzar con pies de plomo si no quiere que sus reformas terminen empantanadas y que, además, en las próximas elecciones, Polonia vuelva a votar mayoritariamente a la derecha.

This past week, Chancellor of the Exchequer Rishi Sunak released the government's 2021 budget. Included in the package was an announcement of a £1 billion Towns Fund and notification of the 45 communities in England to receive support for infrastructure improvements. This is part of the Government's Levelling Up promise made in the 2019 Conservative Party manifesto, which would shift money to the left behind, post-industrial communities of Britain that have suffered job and population losses over the past four decades.
Soon after the announcement, the Chancellor came under withering assault from the Labour Party, which accused the government of allocating money generously to areas represented by Tory MPs at the expense of communities more deserving of assistance. Labour MP Steve Reed charged "the government of using taxpayers' money to 'shore up' Tory votes with 'cosmetic' projects in hand-picked constituencies" in The Guardian. Labour Leader Keir Starmer said it "looks fishy". The Guardian's own analysis showed that 39 out of 45 areas receiving funds have Tory MPs.
Did Boris Johnson's government dole out cash to communities for political purposes rather than sending aid to communities with the most need? It has long been suggested that distributive politics—derisively called pork barrel spending—is largely absent from the British political system. The Guardian and Labour's claims, however, suggests otherwise.
The problem with these allegations is that alternative hypotheses are not examined. What if, for example, the communities in the most need just happen to be represented by Tory MPs? To unpack what's going on requires a multivariate analysis controlling for both political and social need variables in the dispensation of aid from the Towns Fund.
To test the claim that politics—rather than community need—drove the decisions to give certain communities Levelling Up funds, I collected data on all 533 English constituencies. First, I simply noted which constituencies were represented by Tory MPs (indicated by a 1, 0 otherwise). Next, I downloaded information pertaining to community need. The English government produces several measures on the deprivation of communities, including data on health, education, and employment. Parliamentary constituencies are then ranked from the most deprived ("1") to the least deprived ("533") based upon an aggregation of these several measures of deprivation. Finally, I pulled together information on the marginality of each constituency in the 2019 general election, which is simply the percentage point difference between the first and second place finisher. Smaller values indicate more electorally competitive constituencies.
The dependent variable for the analysis is whether the constituency received funds from the Towns Fund in the budget announced last week—1 if yes, 0 otherwise. I then ran a logistic regression with the aforementioned independent variables: Tory MP, Deprivation Rank, and Marginality. The results appear below.Labour's claims have merit: constituencies with Tory MPs are significantly more likely to have received funds from the Towns fund as compared to constituencies represented by the opposition parties. And, the more marginal the constituency, the greater the chance of getting money from the fund as denoted by the negative sign on the marginality variable and its significance (p <.049).
However, there is also evidence that deprivation matters—so the decision to dispense cash is not only about propping up Conservative party electoral fortunes. The deprivation variable is negative and significant, meaning that better off communities are less likely to receive Levelling Up funds. Money is flowing to communities in need, but poorer communities have an even better shot if they elected a Tory MP in 2019 and did so in a tight election. For those of you interested in how well this simple model operated, 92 percent of cases were correctly predicted.
Now that we know that politics and need matter, how much do they affect the process and which factors are most important? Looking at the marginal effects of the variables, it would seem that marginality and having a Tory MP dwarf deprivation in the decision to give communities infrastructure assistance. Having a Tory MP alone increases a constituency's chance of getting money from the Towns Fund by twelve percentage points while shifting from a completely uncompetitive seat to one that was essentially even electorally accounts for an increase of 14 percentage points in the chances of getting money from the Fund. Similarly, moving from the least deprived constituency to the most deprived constituency increases a constituency's chances by 21 percentage points. In other words, having a Tory MP has the single largest effect on whether a community received a Towns Fund grant.
To illustrate how these factors work in tandem on the probability of a constituency receiving financial assistance from the Towns Fund, I've created a few scenarios.
Let's assume, first, a constituency where the winning party won by only 5 percentage points that is ranked 100th in deprivation. This constituency is represented by a Labour MP. The probability that constituency receives a grant is only 7 percent, which I calculated using Stata's margins command based upon the logit results reported above.
If we simply drop a Conservative MP into that constituency, the probability of getting a grant increases to 33 percent (with the point estimates outside the confidence intervals).
If we take the same scenario above but make the constituency more deprived—moving from 100th in deprivation to 50th—there is scant change in the probabilities: 10 percent if a Labour MP represents the constituency, and 40 percent if a Conservative MP does (again, the confidence intervals do not overlap).
Finally, marginality has important effects as well. Again, looking at a Labour represented constituency that's 100th in deprivation where the MP won by 15 percentage points, the probability of receiving a grant is only 6 percent. With a Tory MP, that increases to 28 percent. Compare that to the first set of probabilities. The probability of receiving a grant hardly moves at all for the Labour represented constituency. It declines for the Conservative represented constituency by 5 percentage points, however.
Taking all of this together and the patterns are clear: The Department of Treasury seems to have made its grant allocation decisions based primarily on political factors and not on the clear social needs of communities. Tory MPs in marginal constituencies were far more likely to benefit from the Towns Fund scheme than Labour MPs representing areas with higher levels of deprivation.

Characterizing the main provisionsof Chapter Three "On Urban Dwellers" of the ninthvolume of the "Laws on Statuses" of the 1857 Code, itis necessary to point out the importance of compilingthe concept of "urban dweller" in two formulations "ingeneral" and "in particular". The relevant chapters ofthe Laws on Statuses contained norms that defined theevidence of urban status, the rights of urban status inurban communities, the transition from urban statusand termination of its rights, acquisition and enrollmentof honorary citizenship and its rights and benefits.Separately, the Laws on Statuses contained norms on actsof status of city dwellers. Norms of the provisions of theLaws on Statuses during the XIX century were a propermeans of legal regulation of social relations in the cities ofthe Russian Empire in the field of urban self-government. ; Вовк О. Перевидан-ня Зводу законів Російської імперії здійснювалосявпродовж 1834–1915 рр. п'ять разів. У 1915 р. буловидане останнє за часів монархії об'єднане тритомневидання Зводу законів Російської імперії, у ІІ томі яко-го були зосереджені саме норми міського права.Основна увага в статті присвячена постановамІХ тому «Законів про стани» Зводу законів Російськоїімперії 1857 р., адже вони стали головною правовоюосновою під час підготовки нового збірника міськогосамоврядного законодавства та залишалися чиннимиу період проведення реформ органів міського самовря-дування.Правовими джерелами під час підготовки ІХ тому«Законів про стани», а саме: Книги І Розділу ІІІ «Проміських обивателів» та Книги другої Розділу ІІ Главитретьої «Про акти стану міських обивателів» Зводу1857 р., для укладачів стали: Інструкція магістратам1724 р.; Грамота на права та вигоди містам Російськоїімперії 1785 р.; Маніфест про встановлення нового ста-ну почесних громадян 1832 р.; Статути першої полови-ни ХІХ ст. У відповід-них главах Законів про стани були розміщені норми, щовизначали докази міського стану, права міського станув складі міських громад, перехід із міського стану таприпинення його прав, надбання і зарахування статусупочесного громадянина та його права і переваги. Окре-мо Закони про стани вміщували норми про акти стануміських обивателів. Норми положень Законів про ста-ни впродовж ХІХ ст. були належним засобом правовогорегулювання суспільних відносин у містах Російськоїімперії у сфері міського самоврядування.
An attempt to compare Russian Tsar Alexander I was the head of the Grand Duchy of Finland, which the Russian army captured in 1809 as a result of the Russo-Swedish war. The final act of the Congress of Vienna of June 1815 decided to establish the Kingdom of Poland. Beside the title of Grand Duke of Finland tsar, Alexander I was awarded the title of the King of Poland. From that moment on, for over one hundred years, the fate of the Grand Duchy of Finland and the Kingdom of Poland was intertwined during the rule of five Russian tsars.The aim of this paper is to answer the question whether two different ways on the road to independence – romantic Polish way with national uprisings, and pragmatic Finnish, relative loyal to the Russian tsars – had an impact on their policy towards both nations. The Kingdom of Poland and the Duchy of Finland were autonomous, were in a personal union with Russian tsars, had their own constitutions, parliaments, armies, monetary systems and educational structures, and official activities were held in Polish (Polish Kingdom) and Swedish (in the Grand Duchy of Finland). Both countries also had their own universities.The first national uprising in the Kingdom of Poland, which broke out in November 1830, resulted in a wave of repression. The Constitution was replaced by the so-called The Organic Statute, the Sejm (the Parliament) and the independent army were liquidated. The Kingdom was occupied by the mighty Russian army, and in 1833 martial law was introduced. The second national uprising of January 1863 led to another wave of repression and intensive Russification of Polish territories. In 1867, the autonomy of the Kingdom of Poland, its name and budget were abolished. From 1872 the Polish language was only an optional choice. After 1863, the policy of the Russian authorities changed towards the Grand Duchy.A session of the Finnish parliament (Eduskunta) was convened for the first time since 1809, the new parliamentary law allowed the dissemination of the Finnish language. After the deadly assault on Alexander II in 1881, his son Alexander III made attempts to limit also Finland's autonomy. The years 1899–1904 were called the first period of Russification in Finland ("the first period of oppression"). The Manifesto of June 1900 introduced obligatory Russian language in correspondence of officials with Russia. In 1901, the national Finnish army was liquidated. In Russia this was the beginning of the process of the empire's unification into one cultural, political and economic system. After a short thaw as a result of the 1905 revolution in Russia, the Grand Duchy of Finland, the so-called "second period of oppression" and anti-Finnish politics took place. During the great war of 1914–1918, the Grand Duchy was on the side of Russia. The territories of the former Kingdom of Poland were under German rule since 1915. After the outbreak of the revolution in Russia, the Eduskunta (on 6 December 1917) passed a Declaration of Independence. After a short period of regency, on 19 July 1919, the Finns adopted the republican system with a parliamentary form of government.On 11 November 1918 Germany surrendered on the Western Front. On that day, the Regency Council in Warsaw handed over military authority to the Polish Legion commander Józef Piłsudski. En materia de paz, como es de público conocimiento, a partir de su posesión el 7 de agosto de 2010, el Presidente Santos expresó su deseo de buscar una Colombia segura y en paz; y en forma explícita manifestó "La puerta del dialogo no está cerrada con llave". En esta perspectiva, desde el inicio de su gobierno contó con el apoyo de varios sectores relevantes, entre ellos la comunidad internacional, que contribuyó con algunos de sus actores en sus acercamientos con la guerrilla de las FARC. Estos contactos exploratorios dieron sus primeros frutos el 26 de agosto de 2012, con la firma de un Acuerdo General para la terminación del conflicto y la construcción de una paz estable y duradera. Estas negociaciones de paz revisten hoy una importancia mayúscula, pues, como lo consideran algunos especialistas en el tema, las condiciones internas y externas para la terminación definitiva del conflicto están dadas (Arbeláez, 2013; Sancho & Bonilla, 2014). Es por ello que este tema es de vital importancia para la Ciencia Política. In this perspective, from the beginning of his government he had the support of various relevant sectors, including the international community, which contributed with some of its actors in their approach with the FARC guerrillas. These exploratory contacts bore their first fruits on August 26, 2012, with the signing of a General Agreement for the termination of the conflict and the construction of a stable and lasting peace. Negotiations on a five-point agenda have been ongoing from that moment to date. These peace negotiations are of great importance today, since, as some specialists on the subject consider it, the internal and external conditions for the definitive termination of the conflict are in place (Arbeláez, 2013; Sancho & Bonilla, 2014). That is why this topic is of vital importance for Political Science. Furthermore, because of the scope of this peace process in the economic and social spheres; as well as at the local, regional and national levels. In this way, no Colombian will be able to feel oblivious to the political decisions that are being taken in Havana about the future of the country.
L'emigrazione italiana nelle terre romene fu importante per le caratteristiche, la proporzione e le sue conseguenze. Fu un'emigrazione prevalentemente economica, però a differenza di altri Paesi occidentali, l'Italia fornì accanto agli specialisti in mestieri ignoti o insufficientemente noti in Romania, anche manodopera di diverse specialità. Stimolata dall'appello alla manodopera straniera per le costruzioni edilizie pubbliche e private, per gli impianti elettrici e di canalizzazione, per la costruzione di strade e ferrovie, di ponti e gallerie, di cantieri navali e darsene, dalla richiesta di specialisti nelle cave o nell'industria forestale, l'emigrazione italiana per motivi di lavoro si affiancò ad altre emigrazioni straniere dell'epoca. Così che le prime presenze più cospicue coincisero con l'inizio delle attività di modernizzazione delle infrastrutture dello Stato romeno moderno. La migrazione italiana si manifestò tramite un'emigrazione temporanea e una permanente, due tipi caratterizzati dal punto di vista temporale. Dal primo tipo si distaccò l'emigrazione stagionale propria di un movimento di alcuni mesi, dalla primavera al tardo autunno, che riprendeva ogni anno, mentre quella temporanea estesa su un periodo determinato di tempo da qualche mese a qualche anno, non supponeva l'obbligo del ritorno in terra straniera. L'emigrazione permanente fu propria degli emigranti che fondarono colonie stabili. Il ruolo dell'emigrazione temporanea o stagionale fu più rappresentativo per il periodo di sviluppo della società romena moderna, poiché fu di maggiore peso rispetto all'emigrazione permanente. Le cause che determinarono l'emigrazione per motivi di lavoro degli italiani possono mostrare meglio l'evoluzione storica del fenomeno manifestatosi nei territori romeni; possiamo parlare di un'emigrazione tradizionale per motivi di lavoro, determinata e mantenuta da ragioni proprie. La struttura dell'emigrazione temporanea cambiò all'inizio del XX secolo, quando lo spostamento di singoli (e numerosi) individui superò quello dei gruppi di lavoratori, a causa di un cambiamento della richiesta presente sul mercato di lavoro, determinata dallo sviluppo dell'industria e dalla riduzione delle costruzioni delle ferrovie che avevano utilizzato nella seconda metà dell'Ottocento qualche migliaia di lavoratori e alcuni ingegneri. Lasciando la patria per trovare posti migliori in cui vivere, gli italiani arrivati in Romania non ebbero sempre una vita facile. Pochi decisero dall'inizio di partire definitamente dall'Italia, molti di loro si stabilirono in terra romena con l'intenzione di rimanervi soltanto per un periodo determinato di tempo. Portandosi dietro la famiglia o fondandone una nuova nella terra d'accoglienza, molti italiani scelsero di rimanere in Romania. Così diventarono gli esponenti di un'emigrazione permanente, parte delle cellule presenti in tutto il mondo della cosiddetta Italia fuori d'Italia. Le aree d'immigrazione e d'insediamento di alcune comunità piccole o grandi scelte dagli italiani, dipesero in molti casi dal motivo principale (il lavoro) dell'arrivo in Romania, e soprattutto dalla specializzazione del capo famiglia: troviamo quindi tagliatori di legno nel villaggio di montagna di Brezoi, agricoltori nei villaggi vicini alle città quali Craiova e Iaşi, gli spaccapietra vicino a Câmpulung Muscel, i pietrai nella Dobrugia. Benché si possa ritrovare almeno un italiano in qualsiasi regione della Romania, le principali zone dove essi insediarono furono la Dobrugia (con le comunità rurali più sviluppate di Greci, Turcoaia e Iacobdeal, vicino le cave o i giacimenti di granito del Monte Măcin, alle quali si affiancò la comunità agricola di Cataloi), ma soprattutto la comunità urbana di Bucarest, la sola che superò la cifra di qualche migliaia di persone. A queste si possono aggiungere le comunità italiane censite nelle città di Ploieşti, Craiova, Turnu Severin, Câmpulung, Piteşti, Slatina, Călăraşi, Târgu Ocna, Galaţi, Brăila, Sulina, Constanţa, Iaşi, Sinaia, Predeal, Râmnicu Vâlcea, Târgovişte, ecc., che contarono da qualche decine di persone a qualche centinaia. Queste comunità furono fondate, in genere, negli ultimi decenni dell'Ottocento, però le prime colonie di Bucarest, Brăila e Galaţi apparvero già alla metà del secolo. Lo sviluppo dell'emigrazione temporanea dopo il 1865, che attinse l'apice nell'ultimo decennio dell'Ottocento, e l'apparizione delle colonie stabili, soprattutto quelle commerciali nelle città porto sul Danubio, Brăila e Galaţi, e quella agricola del villaggio Corneşti di Moldavia, trasferita poi a Cataloi, in Dobrugia, comportarono una necessità di assistenza e tutela dal parte dello Stato italiano e della Chiesa Cattolica. In mancanza di una legislazione nazionale e internazionale riguardante i lavoratori emigranti, i rappresentanti diplomatici dovettero intervenire in casi limite e nei problemi insorti tra gli operai e gli appaltatori, tra i contadini agricoltori e i proprietari terrieri, a causa dei contratti di lavoro conclusi in termini incerti e non favorevoli ai dipendenti. Le colonie stabili svilupparono anche il bisogno di assistenza scolastica per i loro bambini e religiosa per tutta la famiglia. Così che lo Stato italiano e la Chiesa Cattolica cooperarono per l'istruzione dei fanciulli prima dell'apparizione delle scuole governative italiane, fondate a seguito della Legge Crispi per le scuole italiane all'estero dal 1889. La cooperazione continuò negli anni successivi, così che i fanciulli e i giovani italiani poterono ricevere l'istruzione tanto nelle scuole cattoliche, quanto in quelle governative. I principali strumenti della politica dell'emigrazione italiana in Romania furono le scuole italiane, e dopo 1914-1915, la chiesa nazionale italiana di Bucarest. L'emigrazione italiana contribuì allo sviluppo socio-economico della Romania, ma anche a un cambiamento di idee, esperienze e informazioni con gli indigeni, dimostrandosi utile nel processo di modernizzazione del Paese. L'emigrazione italiana fu importante sia per i contributi collettivi, sia per quelli individuali. Gli italiani che si distinsero in questo periodo furono Roberto Gianelloni per la sua attività nel campo delle pensioni scolastiche private, Ernesto Gerbolini e Antonio Borghetti per la loro attività nell'industria alimentare della pasta e del pane, che li raccomandò tra più importanti produttori nel paese all'epoca, Gian Luigi Frollo, Orazio Spinazzola, Ramiro Ortiz nell'insegnamento della lingua italiana in Romania, Benedetto Franchetti da Mantova, Lucio Vecchi, Luigi Ademollo e Eduardo Caudella nell'insegnamento musicale o nello sviluppo della musica colta, Luigi Cazzavillan nella stampa romena con il giornale Universul, Fani Tardini per l'attività svolta nel teatro drammatico, Domenico Caselli per l'attività pubblicistica sopprattutto quella riguardante la storia di Bucarest, gli architetti e gli ingegneri Cesare Fantoli, Giulio Magni, Iginio Vignale, Gambara, Mario Stoppa, fratelli Axerio e molti altri per i loro contributi nel campo delle costruzioni, Agosto dall'Orso nel settore bancario, Clelia Bruzzesi per la sua attività di traduttrice. Tutti questi italiani fornirono il loro apporto in vari settori socio-economici e culturali, dando così il loro contributo alla modernizzazione dello Stato romeno.

I once contemplated getting my favorite Spinoza proposition as a Vanity Plate In the past few months, longer even, but before the recent wave of student occupations (more on that later), I have found myself in the grips of a kind of depression that stems in part from what can only be described as a gap between theory and practice. How this works is like this, all day, or at least part of it, I read books, and get into discussions understanding how the world works, and what could be done to change it and yet the world goes on unchanged, or, more to the point, it just seems to get worse and worse. (I will let the reader fill this in with whatever ecological, political, or economic calamity that comes to mind) The disconnect between the classroom and the world creates not just division but despair.This has brought me to think about the limitations of philosophy. Perhaps the most famous statement about the limitations of philosophy comes from Karl Marx. The eleventh Thesis on Feuerbach states, "The philosophers have only interpreted the world, in various ways; the point is to change it." Philosophy, philosophical interpretation, and action, change are positioned on either sides of a great divide. Many have read Marx's own work across this divide, placing the early texts, 1844 Manuscripts, The German Ideology, etc., on one side, as interpretations, and The Communist Manifesto and Capital on the other, as attempts to change the world. The result of this is that Marx is not really Marx when he is philosophical, if you except the standard reading that Marx's early work is heavily influenced by Feuerbach and Hegel, and when he is Marx, he is no longer writing philosophy, but I digress. More to the point, Marx's formulation articulates a division between interpretation and action that is pervasive, shared by many who have never read Marx or care to. It is the divide between theory and practice, thinking and doing. At the same time Marx's formulation is easily critiqued, the very opposition it erects is unstable and seems to almost unravel itself. Is it not also an interpretation, of philosophy, the world, and what it means to transform something? Where does Marx's own formulation fall on the divide it erects between interpretation and transformation Moreover, can transformation take place without interpretation? As André Tosel writes, "It is not enough to transform the world. We still need to understand this transformation to prevent it from following its course blindly. A transformation of the world and of oneself without understanding this transformation is blind. An understanding of the world and of oneself without transformation is empty." Tosel corrects Marx by invoking, or parodying Kant (which explains but does not justify his use of the terms "blind"), it is not a matter of interpreting or changing, but of informing one by the other.Tosel's correction is framed in light of another element of Marx's thought, one more often associated with the second side of the divide, the historical or practical side. It is in Marx's writing on the history of capitalism that he puts forward the important idea that under capitalism not changing, staying the same, is not an option. Whereas previous societies, previous modes of production sought to stay the same, to reproduce themselves, capitalism is in the paradoxical position of reproducing itself while constantly revolutionizing everything else. I am referring of course to Marx's formulation that capitalism is defined by ruthless transformation of everything, as Marx puts it famously in the Manifesto, "Constant revolutionizing of production, uninterrupted disturbance of all social conditions, everlasting uncertainty and agitation distinguish the bourgeois epoch from all earlier ones. All fixed, fast-frozen relations, with their train of ancient and venerable prejudices and opinions, are swept away, all new-formed ones become antiquated before they can ossify. All that is solid melts into air, all that is holy is profaned, and man is at last compelled to face with sober senses his real conditions of life, and his relations with his kind."Tosel has a lot to say about this formulation both in terms of its claim as theory, of the idea of capital as a transformation of social meaning, but also what this means for thinking about capitalism in practice, what this ruthless modernization has done to society. With respect to the latter, he often uses the term, from Gramsci, "passive revolution" to describe the way in which capital has remade the world, reduced every value to exchange value, and every relation to market relations. Capitalism is very much a "blind transformation" to use Tosel's formulation. This is something that Alain Badiou puts well in his little book The Century. The twentieth century was in part marked by grand utopian projects, by the idea of creating a "new man," these projects announced themselves as transformations that were also interpretations. In their wake we now have transformations without interpretations. To use Badiou's example, genetic engineering offers a massive change on what it means to be human but one that is without any utopian promise. As Badiou writes, "This is because such a change does not correspond to any kind of project. We learn of its possibility from newspapers; that we could have five limbs, or be immortal...In short, we are living through the revenge of what is most blind and objective in the economic appropriation of technics over what is most subjective and voluntary in politics."I am reading Badiou more for the polemic than the ontology here, and would argue that what he and Tosel offer to Marx's famous formulation is that the task of changing the world has to be understood in relation not to some static and fixed reality, but an ongoing transformation that is all the more pernicious in that it takes place without a plan or project. "Nothing positive which a false idea has is removed by the presence of the true insofar as it is true."What this means can be clarified (as is often the case) by the Scholium that follows. Spinoza begins by talking about the longstanding image of enlightenment and understanding, the sun, "For example, when we look at the sun, we imagine it to be about two hundred feet away from us. In this we are deceived so long as we are ignorant of its true distance; but when its distance is known, the error isremoved, not the imagination, that is, the idea of the sun, which explains its nature only so far as the body is affected by it. And so, although we come to know the true distance, we shall nevertheless imagine it as near us. For as we said in IIP35S, we do not imagine the sun to be so near because we are ignorant of its true distance, but because the mind conceives the sun's size insofar as the body is affected by the sun. Thus, when the rays of the sun, falling on the surface of the water, are reflected to our eyes, we imagine it as if it were in the water, even if we know its true place."It always seems strange to me that Spinoza does not mention another more important division between the sun as an object of knowledge and as an object of the imagination, namely the idea that the sun orbits the Earth, appearing to rise and set. This was not only the contested object of Spinoza's lifetime (shaping Descartes thought), but perhaps the best example of the persistence of an imagination past the knowledge that would dispell it. To this day we still talk about sunrise and sunset. (which is maybe why flat Earthers never went away. They are simply asserting what the imagination, the effect of the sun on the body tells them.) As Spinoza goes onto clarify: "And so it is with the other imaginations by which the mind is deceived, whether they indicate the natural constitution of the body, or that its power of acting is increased or diminished: they are not contrary to the true, and do not disappear on its presence. It happens, of course, when we wrongly fear some evil, that the fear disappears on our hearing news of the truth. But on the other hand, it also happens, when we fear an evil which is certain to come, that the fear vanishes on our hearing false news. So imaginations do not disappear through the presence of the true insofar as it is true, but because there occur others, stronger than them, which exclude the present existence of the things we imagine, as we showed in lIP 17."That imaginatry images and representations persist long after they have been intellectually unmasked is in some sense the central ethical problem of the Ethics, it is why "we see the better but do the worse." What we know or think is often not as powerful as what we imagine. The political problem of Spinoza could be understood as the question as to how do we make the true not just an object of contemplation, something we think but do not do, but make it as something actually lived, an ideal which is embodied in our practices and our institutions. Spinoza's idea of the limited efficacy of the true, or the need for an idea to become something not just thought but lived, is not without its corollary in Marx. As Marx writes in the Introduction to the Philosophy of Right, "The weapon of criticism cannot, of course, replace criticism of the weapon, material force must be overthrown by material force; but theory also becomes a material force as soon as it has gripped the masses." This is a different understanding of the role and limitation of philosophy, less a stark divide between interpreting and changing than the beginning of a question of how do ideas become material, become effective.Our society does not much believe in ideas, let alone ideals. The modern university is in some sense an education in the ineffectivity of ideas. There is plenty of exposure to ideas, but the unwritten subtext of this exposure and education, is "do not take any of this seriously." Any teacher of philosophy is asked how will these ideas apply to real world, and every student in philosophy is asked what are you going to do with that? These questions are framed against a world in which what really matters, what really governs, is the ceaseless and unthinking transformation of capital, a transformation that takes place without ideas, or with only one, with the idea that anything makes a profit is good. All ideas that deviate from this are at best distractions and at worse harmful.Which brings me to perhaps the only thing to break me from this despair of the ineffectivity of thinking, the recent wave of actions and occupations in protest of the bombing and extermination of Palestinians in Gaza. Before the crackdowns on protests at Columbia, Emory, UT Austin, and elsewhere, there was USC's decision to cancel the graduate speech of Valedictorian Asna Tabassum. I remember learning that she minored in resistance to genocide. It seems absurd to expect students to study genocide and not speak out in the face of genocide. I wonder how many students at the occupations all over the nation are in some sense seeking the same thing, to translate what they have come to think into an action that is consistent with it, refusing the university's imperative "to argue, but obey the dictates of the endowment, donors, and corporate interests," an imperative that reduces all arguments and debates to bullshit because they are disconnected from any realization. Such an interpretation probably gives too much credit to the right's position that universities are dominated by critical race theory, Marxism, and other intellectual bogeymen. All those students at the occupations are probably not minoring in genocide studies. More importantly it overlooks an important aspect of occupations, a thread connection 2010 and 2011 to the current wave of occupations, the occupation library and teach in. The occupations are not just sites of practice, attempts to put theory into practice, but also attempts to understand the world, and most importantly to wrestle with ideas and histories excluded from the curriculum. I wonder how many people at the occupation are trying to just make sense of the images they have seen on various screens, namely, the destruction and death in Gaza that has gone on for months now, not just unhindered but aided by most of the world. It seems to me that the occupations are not some disruption of the university's normal function, but an attempt to fulfill what should be the mission of university: to think and live critically. At this moment in time, they are the university.
Correspondence between Rodolfo Elías Calles Chacón and his father Gen. Plutarco Elías Calles who lived in exile in San Diego, CA in 1939. Gen. Plutarco Elías Calles informs his son about the wheat sowing in the Yaqui Valley and the convenience to delay the purchase of a pump until they make sure that private property is respected. Rodolfo Elías Calles asks him to tell him as soon as possible if he wants to get the lots at the Valle Imperial, so he can make plans. He informs him of the manifesto that Gen. Joaquín Amaro published and that can be used to attack him. Moreover, he informs that some people have been arrested without reason, among them Zárraga and Amézcua. They are employees of Fernando Torreblanca and are accused of receiving suspicious correspondence. Balance of the Hacienda Santa Bárbara from March 5 to March 31. Gen. Plutarco Elías Calles informs his son that the owner of the lots in the Valle Imperial has put some barriers for the sale. He learned from the press about the manifesto of Amaro and the reactions by the government. Concerning the attacks against him, he expresses that they only show that he is still a significant figure. He analyzes the actions of the government and says they show ignorance, disloyalty, corruption and lack of values from those who claim to be revolutionary but only pursue personal interests. He expresses it is a shame that there is only hate and arrogance and not serenity. Rodolfo Elías Calles complains to his father for the espionage that friends and family are subjected for being in contact with him. He informs that during the anniversary of the oil expropriation there were attacks against the "callismo" defending the expropriation of the Hacienda El Mante. He informs that he was present at the funeral of Mrs. Llorente. He asks to inform Fernando that he sent a gift. The situation of Anzures is bad. He will inform later about private affairs through means that are not censored. Gen. Plutarco Elías Calles thanks his son for representing him and the children at the funeral of Mrs. Llorente. He asks to tell Alfonso Llorente that the money from the lease of the house in Parras will be deposited in a bank account for the children, so they have savings. Rodolfo Elías Calles informs his father about the liquidation of his business. The Hacienda Santa Bárbara is working at its minimum capacity. They had to get an "amparo" (legal protection) because the state government continues collecting taxes from the expropriated land and since they did not pay, the state seized the hacienda. Concerning the El Mante, as soon as the sugar harvest is done, a general assembly will be carried out to liquidate the business. He states no one wants the land because of the government's participation. He informs that Alfredo Elías Calles faces the same issue and since the El Mante Sugar Company is cancelling its credits it has not been possible to sow. He informs that the attack of Gen. Lázaro Cárdenas against Gen. Plutarco Elías Calles continue. Some farmers have saved their lands from expropriation by giving money. For instance, Lamberto Hernández and Primitivo González. The Anzures Cooperative is doing well. He makes suggestions for the management of the house in Anzures. He adds reports of income and expenses, budget and balances of the Hacienda Santa Bárbara. Reply of Gen. Plutarco Elías Calles to his son Rodolfo informing of the issues he is having for the business in the Valle Imperial and that he approves the way his business are being liquidated. He informs that the court gave a verdict for the case of Alfredo and that he will only have to pay a minimum amount of what it was originally claimed by the people from New York. Rodolfo Elías informs his father that he had to take an anti-rabies treatment because a dog bit him. Regarding El Mante, he is waiting for the sugar harvest to deliver the mill that was expropriated. He informs about a trip to Cajeme. He advises to be careful with his expenses and informs that the matter of the house in Parras will be soon solved. Rodolfo adds a report of money orders and states the debt of Carlos will be soon settled. He presents a detailed report of the situation of El Mante after the decree of expropriation, which will cause a drop in sugar production. The situation in Santa Bárbara is quiet. They have reduced expenses for the house in Cuernavaca. Family life at the house in Anzures is sometimes difficult but they have been able to solve the issues and that defraying costs jointly proved to work. He gives news of Amanda, Alfonso, Gustavo and Carlos Herrera. He confirms his trip to Cajeme and expresses his hope to find an activity that allows him to live in his home state. Rodolfo Elías Calles informs his father of his finances and of the errands he has done. He adds a report of money orders and expenses of the Hacienda Santa Bárbara. Gen. Plutarco Elías Calles replies of acknowledgment and says he is satisfied with the progress of the matter that his son Rodolfo is handling. Rodolfo informs his father that he is in Sonora, the wheat harvest went well and possibilities to stay there. He informs that he will call a general shareholders' assembly to liquidate the hacienda with the bank. He requests a power of attorney and stocks to represent him. Reply of acknowledgment by Gen. Plutarco Elías Calles sending the stocks of the bank and asking to inform Romo that he did not received any reply for the letter he sent to Nogales. He is afraid he did not received it. Copy of the draft for the power of attorney that Gen. Plutarco Elías Calles gives to his son Rodolfo so he can represent him at the General Assembly of Shareholders of the Commercial and Agricultural Bank Ltd. in Hermosillo, Sonora. Rodolfo Elías Calles informs his father that he received the power of attorney and the stocks to represent him at the assembly that will take place as soon as Sobarzo and Rome determine a date. Regarding the wheat harvest, he informs of issues to commercialize since the government has not establish a price and that the contract they have for goods was extended for one more year. Rodolfo informa a su padre, estar anexando relación de giros enviados; asegura que el saldo del adeudo de Carlos (?) será pagado. PEC dándose por enterado, anexando las acciones del Banco y pidiéndole le diga a Romo que no ha recibido contestación de la carta que le mandó a Nogales, que teme no la haya recibido. Copia borrador del poder que el Gral. PEC otorga a su hijo Rodolfo para que lo represente en la Asamblea General de Accionistas del Banco Mercantil y Agrícola, S.A. de Hermosillo, Son. Rodolfo Elías Calles informa a su padre haber recibido acciones y carta poder para asistir a la Asamblea que se llevará a cabo en cuanto Sobarzo y Romo fijen la fecha; respecto a la cosecha de trigo informa de los rendimientos y dificultades para comercializar el grano porque el gobierno no ha fijado el precio y que ya les prorrogaron el contrato de los bienes por un año más; que está estudiando con todo detenimiento las posibilidades de radicar en Sonora pero con una actividad propia porque ve muy difícil compartir negocios con Terminel a pesar de las buenas relaciones entre ellos.
