Die von einer Finanzkrise überschatteten Präsidentschaftswahlen in der Republik Korea am 18. Dezember 1997 brachten einen Wechsel der Regierungsmacht mit sich. Kim Dae-jung, Präsidentschaftskandidat des NCNP (National Congress of New Politics), triumphierte über die beiden Kandidaten, die aus der bisherigen Regierungspartei hervorgekommen waren, Lee Hoi-chang und Rhee In-je. Während die Regierungspartei sich im Vorfeld der Wahlen gespalten hatte, war es am 30. Oktober 1997 zu einer Einigung zwischen den beiden Oppositionsparteien NCNP und ULD (United Liberal Democrats) gekommen, so daß Kim Dae-jung als gemeinsamer Kandidat für die Präsidentschaft antrat. Allerdings hatte der Ehrenvorsitzende der ULD, Kim Jong-pil, Kim Dae-jung einige Zusagen abringen können. Das Präsidialsystem solle etwa 1999 in ein Kabinetts System umgewandelt werden, in dem die eigentlichen Regierungsgeschäfte dem Ministerpräsidenten unterstehen. Und für diese Position sei Kim Jong-pil vorgesehen.

The traditional politics of territorial protection and isolation (quarantine) seem inefficient to face new emerging sanitary threats. To cope with dangers intertwined with growing movements of people and goods, we are witnessing the ongoing settlement of tracability as technique of governance. This article focuses on the practical constraints to build this tracability through the fields of prion diseases («mad cow disease», Creutzfeldt-Jakob disease), blood transfusion and genetically engineered foods.

A review of broad changes in European culture over the last 100 years suggests that the voluntaristic or mobilizing state is at an end: all the controls exercised by the world of politics over the economy are being dismantled. However, this surge of liberalism does not prefigure the construction of another model of society -- it is a sweeping-out phase. This article examines the funding of America's intelligence agencies in an effort to shed light on the politics of spending for spies since the end of the cold war. A study of U.S. intelligence spending is conducted from public records and interviews with intelligence officials. This study begins with a descriptive presentation of the intelligence budget process. Next, we address a number of myths about America's secret budgets, and then we examine the current dynamics of intelligence funding in the aftermath of the Cold War.

Analytical Marxism involves the attempt to reconstruct Marxist theory and to refocus Marxist politics in the light of contemporary intellectual developments-especially in analytical philosophy and economic theory – and historical events-above all, the failures of Communist regimes. In order to assess this reconstruction it is necessary to bear in mind a conception of the overall Marxist project. By this standard of comparison it remains to be seen whether Analytical Marxism can effect the required kind of connection between its theory and its practice.

Environmental Change in South-East Asia brings together scholars, journalists, consultants and NGO activists to explore the interaction of people, politics and ecology. Ostensibly "green" activities - plantation forestry, eco-tourism, hydro-electricity - are revealed as guises used by elites to promote their own political and economic interests. Highlighting fatal flaws in presently exclusive economic and ecological approaches, the authors stress that neither the quest for sustainable development nor the process of environmental change itself can be understood without reference to political processes.

The last two decades (and perhaps the next decade) could be described as the age of Non-Governmental Organisations (NGOs). These organisations have become important players on the development scene. They are also major recipients of international aid. Between 1970 and 1990 aid channelled through NGOs rose from 2.7 billion to 7.2 billion dollars. This trend has continued, with the OECD estimating in 1993 that northern NGO spending is between 9 billion and 10 billion dollars annually. The significance of NGO involvement is particularly marked in Africa. ... The increasing importance of what remains a poorly defined and heterogenous sector is reflected not only in the amount of resources being channelled through these organisations but also in the increasing controversy surrounding their role in Africa's development. In this article, we review the experiences of two UK based NGOs - Oxfam-UK/Eire and ACORD - who have been promoting (for nearly two decades now) grassroots development in a country which has not recently experienced conflict - Burkina Faso. We draw lessons from their experiences and suggest that whilst some good work has been done, northern NGOs facilitating the emergence of grassroots organisations still face enormous challenges. Over the past 15 years, my scholarship has been devoted to understanding the patterns, the possibilities, and the impossibilities of politics and social policy in the United States. In this essay, therefore, I have decided to use historical evidence to address current public and scholarly debates about civic engagement in American democracy. As I hope to remind us all, social science historianscanspeak clearly to contemporary public concerns. We may be able to introduce some better evidence and more sophisticated explanations into ongoing debates.

Research on humorous and satiric publications during wartime is scarce, and studies of World War I humorous publications suggest that such publications emphasized patriotic material supporting the war and ridiculing the enemy. This study of a French weekly satiric publication, Le Bavard, indicates that, at least in France, the conventional assumption needs to be reassessed. Despite heavy censorship, Le Bavard criticized French politicians and lampooned government leadership. The protest-minded approach of Le Bavard may be attributed to its association with leftist politics.

As a continuation of their article in PROKLA 100, the authors specify the normative foundations of a socialist alternative which focusses on democracy and human rights. To turn it into politics, not only normative leading ideas are necessary, but also institutional creativity. Therefore, the outlines of a new Political Economy are sketched and the institutional cornerstones of a radical democracy are shown, which leads beyond the »Separee of liberal dernocracy« and seeks a political answer to the changing conditions of increasing globalisation.

After the defeat of the "pro-China" candidates in the direct elections held for the Hong Kong Legislative Council (Legeo) in September 1991, political forces, supportive of the policies of the PRC towards Hong Kong, reorganized themselves and prepared for local elections in the run-up to 1997. In 1992, a "pro-China" political party named Democratic Alliance for the Betterment of Hong Kong (DAB) was formed. The article uses the DAB as a case study to explore its role and functions in Hong Kong politics. (DÜI-Sen)

THIS ARTICLE REFLECTS ON THE "STARE DECISIS ARTICLE" BY STARTING WITH SPECIFIC COMMENTS ON THE TEST OF THE INFLUENCE OF PRECEDENT DEVISED BY SEGAL AND SPAETH AND THE IMPLICATIONS OF THEIR FINDINGS FOR THE CONTINUATION OF THE STUDY OF JUDICIAL ATTITUDES. IT THEN MOVES TO A MUCH MORE SPECULATIVE DISCUSSION ON HOW THEIR FINDINGS ABOUT PRECEDENT COULD EFFECT THE STUDY OF JUDICIAL POLITICS.
