У статті здійснено аналіз вітчизняного досвіду організації неформальної громадянської освіти, що дозволить розширити форми й методи професійної підготовки майбутніх соціальних працівників.Молодіжну роботу розглядають як ефективний засіб неформальної громадянської освіти – навчання молоді тому, як жити за умов сучасної держави, як дотримуватися її законів, але водночас і не дозволяти владі порушувати їхні права, домагатися від неї здійснення їхніх правомірних потреб, як бути громадянином демократичного суспільства. ; The article analyzes the national experience of organizing informal civic education as a means of informal civic education, which will allow expanding the forms and methods of professional training of future social workers.Youth work is seen as an effective means of informal civic education – teaching young people how to live in the modern state, how to comply with its laws, but at the same time not to allow the authorities to violate their rights, to ensure that they exercise their legitimate needs as a citizen of a democratic society. The problems of civic education of youth are always in the focus of teachers, public figures and politicians. The concept of informal education is analyzed. The main results of the Youth Center "Start" activity are revealed. Youth work is aimed at providing opportunities for the development of young people, their independence and autonomy; for the organization of healthy and safe leisure and recreation of youth; the expansion of young people to change the situations that they believe should be changed in their immediate surroundings and in society; helping young people interact with authorities and politicians to create opportunities for young people to engage in non-formal education, which contributes to the development of their competences. The causes of fragmentary education in Ukraine are determined. The reasons why youth work is seen as an effective means of informal civic education are determined. The main areas of the centre's activity, experience of cooperation with other centres in Ukraine and beyond are considered. The experience of institutions of higher education in implementing effective means of informal civic education is also worth attention.

In this article we assess the ability of caucuses to complement and counterbalance the informa tional roles of the committee system. Corroborating earlier work, we find that caucuses are often composed of policy outliers. However, we also find that the caucuses in policy areas with outlying committees typically have memberships made up of outliers from the opposite side of the floor median. Given these findings, we conclude that the caucus system acts to counterbal ance the inherent biases of the committee system by providing the floor with an informational perspective unrepresented within the committee system.

Abstract
This article develops a theoretical model of college admissions to investigate the effects of banning affirmative action admissions policies on the efficiency of the admissions process. Previous work in this area has shown that prohibiting affirmative action causes inefficiency when college quality is an increasing function of diversity. This article identifies an additional reason why colleges and universities use racial preferences in admissions, setting aside explicit demands for diversity. In the theoretical model, the racial identity of the applicants is relevant information for making inferences about an applicant's true academic ability. Preventing admissions officers from using this information results in inefficient selection of applicants, even if diversity does not explicitly enter the objective of the university. Thus, affirmative action is justified solely on informational grounds.

The purpose of this paper is to analyse the main scientific methods of studying informational impact in social networks and analysis of views of leading scientists regarding the coverage of this phenomenon.
The methodology. Methods of research that allow to solve the tasks and achieve the goal were historical approach, terminological analysis, content analysis, synthesis, empirical method (observations).
The results. The article highlights the key approaches to the study of informational impact in social networks. The study of concepts and methods used to understand informational impact in social networks was conducted. The opinions regarding the study of the phenomenon of informational impact of Ukrainian and foreign scientists are analyzed, the definitions and aspects of the study of the phenomenon in various fields of science are considered. An analysis of the methods through which this phenomenon can be studied has been carried out.
The article considers the phenomenon of social networks, identifies the role and essence of informational impact in social networks, and also considers the methodology of studying this phenomenon on the basis of works of leading scientists. We believe that currently the main task is to study patterns, technologies and means of informational impact on an individual and population in general.
The scientific novelty lies in highlighting a new perspective on the methodological aspect of studying the informational impact, in demonstrating various approaches to studying the impact of information in social networks, in historiographical systematization of the methodology of studying the informational impact, and in viewpoints on the phenomenon of informational impact of leading Ukrainian and world scientists. We believe that the main task at present is to study the patterns, technologies, and means of information impact on an individual and the population as a whole.
The practical significance consists in considering the methods used to study the informational impact. The main ideas of perception and understanding of impact of information in social networks are investigated. This analysis indicates the interest of modern scientists in this area. In the future, it may increase information resilience.

The article deals with the socio-economic and political consequences of the informatization of society and the integration of technologies (virtualization of life, formation of the modern informational culture of a person in conditions of the Fourth Industrial Revolution and intensive development of the social Internet networks). Information and communication technologies have evolved from an instrument of interaction with the world into modern interdependent social, environmental and anthropological forces. They are already creating the latest realities (physical and intellectual), forcing people to interpret the world in a different way.The real world is imperceptibly transformed into a virtual world and vice versa, generating for the person new rules and laws. Our world has become fragmented. We are witnessing the transformation of the analog world into digital. The human is divided between «online» and «offline».Modern ethics should be based on the informational ethics of the giant inosphere – in our language have appeared more and more new technical expressions, neologisms and abbreviations.The current time demands from the community (in particular, journalists) the information competence – the ability to work professionally in the information and educational environment. Why do some governments engage in genocide or politicide against their civilian population during civil war? Scholarship on this important question views such brutality as a strategic tool the government can use to maintain power through military victory. Returning to the logic of conflict bargaining, I re-conceptualize genocide and politicide as a means to extract information about one's opponent. I argue that a government is more likely to employ these atrocities during conflict when it is more uncertain about its probability of victory to reveal better information more quickly from the battlefield. I test this argument on all civil wars since 1945 and find support for this claim. These dynamics are more pronounced when the rebels rely on the civilian population to mobilize fighters. My argument helps bridge significant works in the genocide and conflict-bargaining literatures.

Web search is among the most frequent online activities. In this context, widespread informational queries entail user intentions to obtain knowledge with respect to a particular topic or domain. To serve learning needs better, recent research in the field of interactive information retrieval has advocated the importance of moving beyond relevance ranking of search results and considering a user's knowledge state within learning oriented search sessions. Prior work has investigated the use of supervised models to predict a user's knowledge gain and knowledge state from user interactions during a search session. However, the characteristics of the resources that a user interacts with have neither been sufficiently explored, nor exploited in this task. In this work, we introduce a novel set of resource-centric features and demonstrate their capacity to significantly improve supervised models for the task of predicting knowledge gain and knowledge state of users in Web search sessions. We make important contributions, given that reliable training data for such tasks is sparse and costly to obtain. We introduce various feature selection strategies geared towards selecting a limited subset of effective and generalizable features.
