In this article the author analyses theoretical aspects of border economy in the conditions of modern processes of integration. The author describes the existing schools and concepts of integration stressing the role of government regulation relating to the deformations in the development of the world economic mechanism. Modern studies focus on the evolution of integration processes, which has largely affected the key elements of the world economic mechanism from classical political economy, monopoly regulation. This resulted in monopolistic competition, imperfect competition, and oligopoly - largely, through all fields and poles of economic growth to certain elements of government regulation and social reproduction on the international scale. The author examines the key elements and stages of economic integration. These stages assume a number of consecutive forms: free trade zone, customs union, common market, complete economic integration, and economic union. The article shows that the transition occurs from the lowest to the highest stages - from the processes of integration involving, firstly, trade market and then capital and labour markets to the integration of social sphere. The theoretical aspects of all these transformations can be easily traced in the case of EU integration processes.

This paper is published in its original submitted version. ; The article is devoted to the study of the processes in the modern world educational system in the conditions of globalization. An effort of systematically analysis of the characteristics of the institutional dimension of internationalization and transformation of the educational system in a globalized world. It is proposed to use globalization and the informational and technological revolution to rebuild education in the direction of its democratization and progressive social changes radically. In order to solve these problems there exist a necessity in the education to become a social institution in the interests of the social majority, as it proposed by representatives of modern pedagogy.

The inclusion of perceptions of control over behavioral performance has importantly advanced the ability of reasoned action theory to explain behavioral intentions and predict behavior. In consequence, the theory has usefulness as a tool for developing behavior change interventions. Despite the theoretical and practical importance of a perceived behavioral control construct, there remains ambiguity regarding the precise meaning and measurement of items. A central issue is that items used to measure perceived behavioral control often load on two factors, one composed of confidence-framed items and the other of control-framed items. According to reasoned action theory, these two factors represent capacity and autonomy aspects of perceived behavioral control. In this article I review the usefulness of the current dual-aspect conceptualization of perceived behavioral control, present illustrative perceived capacity and autonomy data, and discuss new areas of inquiry that can further advance the conceptualization of perceived behavioral control.

Two categories of ethical questions surrounding military autonomous systems are discussed in this article. The first category concerns ethical issues regarding the use of military autonomous systems in the air and in the water. These issues are systematized with the Laws of Armed Conflict (LOAC) as a backdrop. The second category concerns whether autonomous systems may affect the ethical interpretation of LOAC. It is argued that some terms in LOAC are vague and can be interpreted differently depending on which ethical normative theory is used, which may increase with autonomous systems. The impact of Unmanned Aerial Vehicles (UAVs) on the laws of war will be discussed and compared to Maritime Autonomous Systems (MAS). The conclusion is that there is need for revisions of LOAC regarding autonomous systems, and that the greatest ethically relevant difference between UAVs and MAS has to do with issues connected to jus ad bellum – particularly lowering the threshold for starting war – but also the sense of unfairness, violation of integrity, and the potential for secret wars.
