Der Beitrag stellt Überlegungen zur Revolution der 1968er an und kommt in seinem Fazit zu dem Schluss: Seit nunmehr zwanzig Jahren steht mit dem vermeintlich vollständigen Abgesang der Linken Entscheidendes zur Disposition. So wenig es dem totalitären Erbe von links nachzutrauern gibt, so fatal wäre es, sie damit gleichzeitig als Ganzes über Bord zu werfen. Mit der Aufgabe einer Linken, deren Gestalt weder in der Form von Staaten noch von Parteien geronnen ist, würde jedoch sehr viel mehr preisgegeben als lediglich das Substrat irgendeiner Weltanschauung. The political system in North Korea has been characterized as a "Suryong Dominant Party-State System." Since the mid-1980s, however, its political system has displayed two interesting aspects. Formally, the broad "Suryong System" has been maintained; in practice, however, the Workers' Party of Korea, the Korean People's Army, and the government have come to acquire respectively different and considerably strengthened roles. Under this new regime, Kim Jong Il Suryong directly rules over the party, the government, and the military. Meanwhile, the political-ideological base, the military base, and the economic base are administered respectively by the party, the army, and the government. Interestingly, while the power of the party still overwhelms that of the military and the government, the party's means of influence has changed from giving direct orders to providing provisions or encouraging policy outlines. The author analyses the pre-political and political genesis of human rights, followed by the later process of positivization of human rights. The subject of the author's analysis are, on the one hand, contractual theories by Locke, Hobbes, Kant, and their critique by Hegel, and on the other, the genesis of human rights after the Declaration on the Rights of Men and Citizens. In the end, on the basis of Rawls' postulates, the author describes the state of human rights in democratic pluralist civil states and contemporary constitutional states governed by law, which have been trying to restrict democracy by means of either new contractual theories or by insisting on an autonomous and active constitutional judiciary.
