Sowohl russische als auch ausländische Wissenschaftler bringen seit 1992/93 zunehmend Kritik an der Konzeption der Reformpolitik vor, die mit den Namen von Jeffrey Sachs und Anders Aslund verbunden ist. Daneben wird, auch von ausländischen Experten, die Einmischung des Auslands in innere Angelegenheiten Rußlands moniert und wird die einseitige Parteinahme für El'cin kritisiert. Die meisten Konzeptionen für Krisenüberwindung und wirtschaftlichen Neuaufbau aus der Feder einheimischer Fachleute übernehmen zwar einzelne Elemente der in den letzten Jahren versuchten Transformationspolitik, beziehen sich dabei aber immer wieder auf den russischen Kontext. Der zweite Teil der Analyse skizziert die Kritik am bisherigen Reform- und Hilfskonzept und stellt einige russische Konzeptionen vor. Abschließend wird auf aktuelle Implikationen künftiger Auslandshilfe hingewiesen. (BIOst-Srt)

Die UN-BRK verlangt die Umsetzung neuer Strukturen, die einen Paradigmenwechsel in der Behindertenrechtspolitik fördern. Die Autorin untersucht, wie ausgewählte EU-Mitgliedstaaten die Bestimmungen umsetzen, insbesondere die Rolle von staatlichen Stellen, Monitoring-Mechanismen und Behindertenorganisationen. Um die Implementierung der UN-BRK und die Rolle der relevanten Akteure zu erfassen, wendet die Autorin das Konzept der Multi-Level-Governance an und nutzt die Methode der vergleichenden politischen Analyse, z.B. des Fallstudienansatzes, sowie die Techniken der Datenerhebung. Das Buch ist von besonderem Interesse für Forscher:innen im Behindertenrecht und Politik, politische Entscheidungsträger:innen, Behindertenrechts- und Menschenrechtsorganisationen.

Russia's invasion of Ukraine was based on false premises, faulty assumptions, and a weak strategy. The conduct of operations has also been a failure: a coup de main that miscarried, poor air-land cooperation, inadequate tactical communications, substandard battle discipline, low morale, and vulnerable and weak logistics. As the conflict has unfolded, heavy losses have imposed a strain on available Russian manpower. The Russian army reached a culminating point outside Kyiv and has exhibited little sign of operational learning. By contrast Ukrainians have fought an existential war, making good use of dispersed light infantry tactics with high levels of motivation. Their deficiencies in armaments and munitions have been compensated by Western support. However, the political context continues to impose limitations on the Ukrainians, and, at this early stage of the conflict, the number of options remains constrained.

In political terms, European integration and multilateral cooperation enabled Luxembourg to become an equal partner in the decision-making processes and leadership of European organizations. In economic terms, these features gave the country the tools it needed to forge a development model that could underpin the creative growth of its social market economy, while preserving the majority of its vital interests—particularly the steel industry and the financial centre—over the long term. Focusing primarily on the 1970 Werner Report, which served as a blueprint for the European single currency - the euro - the presentation examines a key period in European integration history and one of the major European achievements of Luxembourg and of Pierre Werner (29 December 1913– 24 June 2002), former Prime Minister, Finance Minister and Foreign Minister of Luxembourg, who left his mark on the future of his country and is unanimously recognised as one of the architects of Economic and Monetary Union.

In spite of their fondamental geopolitical differences and their contrasting trajectories through the history, modern-day Romania and Luxembourg have always enjoyed a unique relationship, which started in the 12th century, when a number of Siebenbürger Sachsen could migrate eastwards (in Transylvania). A second migratory movement occurs in the 18th century when inhabitants of the then Duchy of Luxembourg set off towards the Danubian plains (the Banat of Timisoara), establishing themselves as settlers on this land previously conquered by the Habsburgs from the Turks and today part of Romania. Bilateral diplomatic relations between Romania and Luxembourg were first established on 8 December 1920, and in 1966 their respective diplomatic representations were elevated to the rank of embassy. After the fall of the communist regime, the democratic government of Romania appointed, in 1990, its first resident ambassador in Luxembourg. During its gradual integration into the Euro-Atlantic structures (EU, NATO), Romania and Luxembourg increase their synergies in a bi- and multilateral international framework. Moreover, on 5 April 2005, Romania (and Bulgaria) signed the EU accession treaty in Luxembourg, under the Luxembourg Presidency of the Council of the European Union. Taking into account these elements, and also the fact that Romania and Luxembourg (both, independent and sovereign nation-states) are subjects of the international relations and diplomacy process, this lecture aims to present a insightful foray into a long-centuries common history, by highlighting moments, events and key-figures on both-sides, by means of several undisclosed and unpublished archival documents provided courtesy of the Diplomatic Archives of Romania. Le Cadre inclusif sur le BEPS de l'Organisation de coopération et de développement économiques (OCDE) envisage une approche fondée sur deux piliers en matière de taxation de l'économie numérique. Les premières estimations concernant l'impact de ses recommandations montrent une modeste augmentation de la collecte de l'impôt sur les sociétés, dont les bénéfices devraient revenir principalement aux pays développés. Dans le même temps, les mesures nationales de taxation de l'économie numérique se multiplient, en conséquence de la pandémie de COVID-19. Le droit international reconnaît pleinement ce droit aux pays, bien que cette approche soit considérée comme une forme d'unilatéralisme. Ce document de recherche met en lumière les mesures de fiscalité directe prises par différents pays et présente les trois approches clés retenues pour taxer l'économie numérique : (1) l'imposition de taxes sur les services numériques ; (2) l'élaboration de règles permettant d'établir un lien fiscal pour les entreprises numériques qui opère par l'intermédiaire d'une présence numérique significative ; (3) des retenues à la source sur les transactions numériques.

International audience ; Les fonds d'investissement sont désignés dans le code monétaire et financier par l'expression "organismes de placement collectif" qui comprend deux catégories : les organismes de placement collectif en valeurs mobilières (OPCVM) et les fonds d'investissement alternatifs (FIA). Les premiers ont pour objet exclusif le placement collectif en valeurs mobilières de capitaux recueillis auprès du public et les seconds lèvent des capitaux auprès d'un certain nombre d'investisseurs en vue de les investir, dans l'intérêt de ces investisseurs, conformément à une politique d'investissement préalablement définie. Ainsi, dans le monde du droit des affaires, à côté des sociétés traditionnelles dont l'objet est d'affecter à une entreprise commune des biens ou leur industrie en vue de partager le bénéfice ou de profiter de l'économie qui pourra en résulter, il existe des organismes qui regroupent des personnes en vue de réaliser des investissements dans différents secteurs de l'économie, ces investissements étant effectués dans l'objectif d'en faire bénéficier les investisseurs.Les fonds brassés par ces organismes sont remarquables, ce qui a conduit à la mise en place d'un encadrement juridique conséquent élaboré au niveau européen. Deux directives importantes le fondent (directive 2009/65/CE du Parlement européen et du Conseil du 13 juillet 2009 portant coordination des dispositions législatives, réglementaires et administratives concernant certains organismes de placement collectif en valeurs mobilières [OPCVM] ; directive 2011/61/UE du Parlement européen et du Conseil du 8 juin 2011 sur les gestionnaires de fonds d'investissement alternatifs qui est venu modifier des textes préexistants).
