Der Autor untersucht die historischen, politischen und völkerrechtlichen Hintergründe des Eintritts der Sowjetunion in den Zweiten Weltkrieg. Im Unterschied zur offiziellen Sichtweise, wonach der Kriegseintritt nach dem Einmarsch der Deutschen am 22. Juni 1941 erfolgte, vertritt er die Auffassung, dass die Sowjetunion bereits am 17. September 1939 durch die Invasion in Polen in den Krieg eingriff. Auf der Grundlage von neuem Quellenmaterial untersucht er die deutsch-sowjetischen Beziehungen in der Zeit von September bis Dezember 1939, die Bedeutung der nationalen Interessen sowie die Haltung der UdSSR zum beginnenden Zweiten Weltkrieg. Er geht hierzu auf die militärische Zusammenarbeit und logistische Unterstützung der deutschen Kriegsmarine durch die Sowjetunion, die rüstungswirtschaftlichen Kooperationen und auf die Seeblockade Finnlands ein. Auf dem Hintergrund des deutsch-sowjetischen Nichtangriffsvertrages vom 23. August 1939 nimmt er ferner eine Bewertung der sowjetischen Invasion in Polen nach den Normen des damals gültigen Völkerrechts vor. (ICI)

This paper argues against Jurgen Habermas's criticism of Theodor Adorno's ideology critique. It claims that although Adorno's theories are not without their flaws, Adorno did recognize the role of culture as it is applied to exchange principle. Adorno's theories are compared with the rational potential of communicative action theory supported by Habermas. Outlined are Habermas's opinions concerning ideology, particularly his claim that ideology is dead. Based on expert interviews & an extensive literature review, Kleres describes the historical development & peculiarities of the gay & lesbian movement under a repressive socialist regime. The roots go back to the 1970s, but it was not until the early 1980s that the movement stabilized. Some parts of the movement were protected by the church, & some secular groups were formally associated with state controlled organizations. Though resources, opportunities, & political agendas of these groups differed, their common goal was to abolish discrimination in socialist society. 22 References. Adapted from the source document.

America's jails currently house over one million nonviolent prisoners. As a result, incarceration costs in the US are staggering. In 1978, just five billion dollars were spent on costs pertaining to prisons & jails. Just under 20 years later, that figure had grown to 31 billion dollars. This paper examines the growth in the nonviolent inmate population & the correlating increase in cost. It also looks at current public safety issues & outlines strategies that local & federal governments should take into consideration when addressing the current situation. 6 Tables, 22 References. K. Examines strengths & weaknesses of Nicaraguan educational reforms, characterized by decentralization, increased parent responsibility, & control by school-site councils. Based on published data & 155 interviews with reform participants in Managua & the departments of Matagalpa & Leon in 1996, the autonomous schools program is described, showing how schools make the transition from traditional to autonomous & highlighting the roles of teachers, parents, & school administrators. The importance of fees to provide educational resources & augment teacher salaries is acknowledged, but concerns about inequity & class struggle are expressed. 3 Tables, 22 References. T. Noland

Hitotsubashi University and Organization Science cosponsored a conf erence on Asian Research in Organizations, which was held on the Hitotsubashi campus on October 19–22, 1995. Thirty papers were invited for presentation, out of more than 70 that were originally proposed. The conference was run in a format designed to maximize feedback to authors as a way to speed up and intensify the developmental process of each paper. The objective of the conference was to identify and develop papers for a special issue of Organization Science featuring Asian Research in Organizations.

This article describes a pilot study of the friendships of 22 adolescents aged 13–19 with visual impairments. The study found that the female participants and the 13–15-year-old participants had more intimate friendships than did the male participants and the 16–19-year-old participants. The friends engaged in a variety of activities, talked about a wide array of topics, and spent time together in many places. Only a few participants reported that their visual impairments affected what they did with their friends.

We examine the presidential nominees' choice of running mate in each election since 1940, when Franklin Roosevelt established a precedent by naming his own. To analyze the 22 choices made from the pool of 127 serious possibilities, we employ a discrete choice model. We find that the presidential nominee's choice is explained primarily by the size of the prospective vice president's state, by whether the running mate finalist was a rival for the nomination, and by the balance in age for the ticket. Es wird untersucht, inwiefern sich Schulanfänger, die vor dem Mauerfall in beiden Teilen Berlins in zwei verschiedenen sozio-politischen (Makro-)Systemen aufgewachsen sind, beim Eintritt in das inzwischen vereinheitlichte Schulsystem in ihrem Anpassungsverhalten unterscheiden. Zwei Stichproben von Kindern (48 Ost und 45 West) und ihre Familien wurden über einen Zeitraum von 2 Jahren kurz vor Schuleintritt bis zum Ende der 2. Klasse untersucht. Die Gegenüberstellung der Verhaltensauffälligkeiten in den Settings Familie und Schule erbrachte drei Gruppen: 61% waren weder im schulischen noch im häuslichen Setting auffällig; 22% nahmen die Lehrerinnen als schwierig wahr; bei der dritten Gruppe (17%) zeigten sich aus Sicht der Mütter Anpassungsprobleme im Verlauf der Einschulung. In allen drei Clustern waren Geschlechtsunterschiede deutlicher als Systemunterschiede. Diese kindlichen Auffälligkeitsmuster wurden in Beziehung gesetzt zur repräsentierten Bindungsqualität, den Belastungen der Familie und dem Angstmaß der Erwachsenen (Eltern und Lehrer) bezüglich der Makrosystemveränderungen.

Examines pregnancy & consent within the abortion debate in the context of good samaritan arguments initiated by Judith Jarvis Thomson (1986). Drawing on legal & medical definitions, the abortion issue is reframed as the right of a woman to consent to what will be done to her body by the fetus. This argument shifts abortion rights from decisional autonomy to bodily integrity affirmed by samaritan case law. Die philosophische Reflexion psychologischer Erkenntnisse hat in Deutschland eine lange und fruchtbare Tradition. Der Beitrag versucht aufzuzeigen, daß auch in der DDR nach 1945 das Gedankengut der aus Deutschland vertriebenen Psychologen wiederbelebt wurde. Es habe zwar eine zunehmende Ideologisierung der Psychologie und Ausgrenzung "bürgerlicher" Ansätze gegeben. Beim 22.
