This article studies the effects of sanctions on different economic sectors in Venezuela, framed as a rentier capitalist state. We analyse four sectors: hydrocarbons, agriculture, manufacturing, and what we call "emerging sectors" (mining and cryptocurrency activities). We argue that sanctions and counter-strategies employed by the state have produced multiple transformations, such as the informalization and criminalization of the economy, which undercut the recovery of Venezuelan economic development and democracy. These effects manifest in an increase in the barter-economy, de facto dollarization, the expansion of activities such as mining and cryptocurrency use, and the spread of illegal actors and military intervention in critical sectors. This study is inscribed in comparative and international politics traditions, related to the interactions of international constraints with domestic political economy actors and structures. Through a qualitative approach, we fill an important gap both in the literature on Venezuelan sanctions, and on sanctions more broadly.

In 1954, international dignitaries and veterans joined the commemoration of the Allied Landings on the beaches of Normandy, though not everything went according to plan. For the French organisers, chief amongst them Gaullist deputy Raymond Triboulet, the event was intended to communicate a unifying, pro-Allied message amidst a turbulent political climate. By June 1954, France had recently suffered a decisive defeat at Dien Bien Phu and was politically gripped by the divisive prospect of a European Defence Community. In debates over these crises, war memories surfaced and France's experience of Occupation and Liberation enflamed passions. For many who attended the Normandy ceremony in 1954, the missteps of organisers created tension and upset, endangering Allied participation in the Paris Liberation ceremonies to follow. This moment of disjuncture illuminates how currents of memory, international diplomacy, decolonization, and broader Cold war tensions all intersected and influenced each other on the Normandy beaches.

International audience ; International aid has influenced and, in part, shaped the artistic sector in Africa's Great Lakes region (DRC, Rwanda, Burundi) since the s, a period marked by numerous conflicts and mass violence. Due to NGOs' programmatic foci, artists performing for social change are increasingly compelled to focus on reconciliation and conflict resolution, generating political awareness and bringing about social change, healing and peacemaking. Through a comparative analysis of European and local productions on the genocide this article asks, how and why does an 'NGO-style theatre' develop a specific audience in the region? How have themes such as mass violence, inter-ethnic conflict and social cohesion become the main concerns of the territory's theatre? How do performances made and/or sponsored by NGOs challenge not only theatre's form, its social stakes and functions, but also the conception of its audience and the relationships between actors and spectators?

This chapter explores a historical distant reading strategy of British Parliamentary discourse. It uses historical collocation analyses of 'internationalism' and the 'international' in the British Hansard Corpus and a selection of Commons and Lords debates concerning British membership in international organisations as it relates to the League of Nations, United Nations, Council of Europe, EEC and Brexit. The collocates that were deemed to be politically significant are grouped in 13 loose semantic fields. This macro-level analysis of long-term trends of discourse is supplemented with an analysis of the said key debates in their historical contexts, including comparisons between the two Houses, and with additional micro-level analyses of contextualised individual speeches in which politicians defined 'internationalism' by using the concepts in political action. US-Chinese rivalry is becoming the prime mover of global affairs. Though the long-term trajectory of this critical relationship is uncertain, several salient factors are already apparent: pernicious variations of nationalism on both sides; foreign policies that are increasingly shaped by domestic problems; and a growing tendency to allow expectations of future competition to drive the development of grand strategy. If current trends continue, the dynamics of the US-China relationship will further imperil the rules-based international order, with far-reaching consequences well beyond East Asia. ; Die amerikanisch-chinesische Rivalität wird zum wichtigsten Motor globaler Angelegenheiten. In this contribution to the Bulletin 2020, Andrin Hauri, Kevin Kohler, Benjamin Scharte and Andreas Wenger focus on pandemic preparedness in Switzerland. They describe Switzerland's pandemic preparedness planning as a step-by-step learning process alongside international coordination efforts. A snapshot describes the status of preparations before the outbreak of the coronavirus pandemic. At that time, according to the authors, there were still many gaps and interdependencies. Many weaknesses were known to the experts but had been pursued only hesitantly due to a lack of pressure to act and an absence of political attention. ; In diesem Beitrag zum Bulletin 2020 widmen sich Andrin Hauri, Kevin Kohler, Benjamin Scharte und Andreas Wenger der Pandemievorsorge in der Schweiz. Vocabulaire politique et propagande dans une perspective transatlantique ; International audience ; L'appellation British Council témoigne de la difficulté qu'ont eue ses fondateurs à nommer la mission de cette organisation créée en 1934. Aujourd'hui, le Council se définit comme l'agence britannique chargée des relations culturelles alors que, dans l'entre-deux-guerres, on le décrivait parfois comme une agence de propagande culturelle. Comment expliquer cette différence ? En examinant l'évolution du British Council entre 1934 et 1954, il devient apparent que ces deux notions ont influencé l'élaboration de sa mission tout au long de cette période. L'une a pris le devant à certaines époques, en fonction du contexte international, sans pour autant supplanter l'autre. Bien que certains chercheurs aient placé la propagande culturelle et les relations culturelles en opposition, les deux concepts sont intimement liés, voire complémentaires

This article offers narratives of individual journeys through the scholarship of leading in three different contexts—Asia, Europe, and Africa. Together, these narratives argue for the need to make explicit the diversity of practices of the scholarship of teaching and learning (SoTL), with each practice inextricably tied to specific geographical, sociocultural, and political contexts. In offering these contextual specificities, we call on all who engage in SoTL to exercise reflexivity in thought, language, and action—to actively foreground our mental models and assumptions about SoTL and what it looks like for ourselves and for others; to sensitively engage scholars who do not share our context; and to strive toward an inclusive mindset and practice that will situate all of us within the "international" of an international organization. We highlight the problems of language, meaning, and translation; and the challenge scholars from "different shores" face in engaging with "other" shores.

Can diplomacy work without physical presence? IR scholars consider the EU the most institutionalized case of international cooperation among sovereign states, with the highest density of repeated diplomatic exchange. In a year, the Council of Ministers hosts on average 143 ministerial and 200 ambassadorial meetings, along with hundreds of working group meetings. These intense diplomatic interactions came to an abrupt halt in mid-March 2020, when the spread of Covid-19 forced the Council to approve – in a manner unprecedented in European integration history – the temporary derogation from its rules of procedures to allow votes in written form, preceded by informal videoconferences between ministers or ambassadors. In this argumentative essay we reflect on how we can use these extraordinary months of intra-European diplomacy to assess the viability of virtual diplomacy in the EU context and what lessons it provides as we seek more sustainable means of international engagement.

Beyond the frequent tweets and bombastic rhetoric, however, lie a more conventional four years, as the United States navigated an ever-evolving international reality, compounded by a global pandemic and one of the deepest economic recessions in over a century. This Report analyses the continuity and changes that occurred during Trump's first term. Domestically, it investigates the growing political polarization, the country's pre-pandemic economic performance, Trump's approach towards regular and irregular migration, and the US' response to a healthcare emergency. At the international level, this volume looks at how the US stance has changed vis-à-vis China, the Middle East, and Europe. Which long-term trends has President Trump had to ride through? What was his trademark, and what might be his lasting legacy?

This article is written solely by the author as the primary expert on the basic elements of the arrest of ships and is devoted to the general analysis of past and present international commitments and national legislation of Estonia concerning the arrest of ships. This has been conducted without thoroughly dealing with the contradictory and disputable court and bailiff practice in this century, which has been covered in detail by Indrek Nuut and Indra Kaunis. The analysis conducted on this important topic shows unequivocally that revision of the existing law is imminent and definitely necessary not only in order to meet the interests of the creditors of shipping but also to improve the image of Estonia as arrest issues have arisen with foreign flagged vessels. Therefore, the arrest of ships calling on Estonian ports or terminals is prevalent as an international commercial law problem, not a domestic one.

International audience ; The Health Behaviour in School-aged Children (HBSC) study has informed the development and implementation of policy for children and adolescents for over three decades. The growing recognition that adolescence is a critical period for later health and well-being has highlighted the need for, and importance of timely and accurate data. Every 4 years, the HBSC study provides evidence on health behaviors, health outcomes, and social environments of boys and girls across Europe and North America. To maximize the impact of evidence, the HBSC study has a working Policy Development Group that cultivates relationships with key stakeholders, disseminates widely HBSC research, and facilitates discussion and cross-fertilization of ideas and priorities. To date, HBSC data have been central to health promotion efforts and developments in practice, policy, and legislation at both national and international levels.
