In this article, the complex and controversial issue of criminal authorship and participation will be studied, which apparently has already been solved with the appearance of the domain theory. However, this theory has been questioned about its application in certain crimes, which by virtue of the principle of legality, require a special quality from their author. These types of unjust are called "special crimes" that have their own dogmatic construction and are based on the violation of a special duty of their author. Therefore, the crime of bribery will be dogmatically analyzed in this sense, contrasting it with the crimes of the infringement of duty, and its basis in Ecuadorian legislation. In addition, other specific problems presented by these types of crimes will be studied. ; En el presente artículo se estudiará el complejo y discutido tema de la autoría y participación delictiva, que aparentemente ya ha sido solucionado con la aparición de la teoría del dominio del hecho. Sin embargo, a esta teoría se le ha cuestionado su aplicación en ciertos delitos, que, en virtud del principio de legalidad, exigen una calidad especial a su autor. Estos tipos de injusto se denominan "delitos especiales" que tienen una construcción dogmática propia y tienen como base la infracción de un deber especial encomendado a su autor. Por lo que se analizará dogmáticamente al delito de cohecho en este sentido, contrastándolo con los delitos de infracción del deber, y demostrando su presencia y fundamento en la legislación ecuatoriana. Además, se estudiará la imputación objetiva y problemas específicos en temas de autoría y participación en estos delitos.

summary At the turn to the 21st century, a significant proportion of Latin American countries are turning to neoextractivism as a development model based on the export of unprocessed raw materials to increase the profit rate. This change has in turn consonance in Latin American art since its circulation in the international artistic system, which starts a period of reformulation of its conceptual bases, confronting from new theoretical platforms the conditions of representation through which it is embedded in the international artistic system. Based on this characterisation, this article explores the possible links between the production model of neoextractivism and the circulation of Latin American art in the international artistic system in the 21st century, establishing the links in the operating strategies that can be traced between them. ; Resumen En el cambio al siglo xxi, una parte importante de los países de América Latina gira hacia el neoextractivismo como modelo de desarrollo basado en la exportación de materias primas no procesadas para aumentar la tasa de ganancia. Este cambio tiene a su vez, consonancias en el arte latinoamericano a partir de su circulación en el sistema artístico internacional, el que inicia un período de reformulación de sus bases conceptuales, enfrentando desde nuevas plataformas teóricas las condiciones de representación mediante las que es inserto en el sistema artístico internacional. A partir de esta caracterización, en este artículo indagamos las relaciones posibles entre el modelo productivo del neoextractivismo y la circulación del arte latinoamericano en el sistema artístico internacional en el siglo xxi, estableciendo los vínculos en las estrategias de funcionamiento que entre ellos es posible rastrear.

En medio del fenómeno de expansión de la capital chilena en las primeras décadas del siglo XX y del tránsito de la periferia urbana a ciudad, este artículo analiza los imaginarios acerca de las problemáticas sociales y urbanas en sectores populares que conformaron el barrio Matadero y sus alrededores, y su visión sobre los procesos de modernización. En base a una revisión de obras literarias, se propone que los procesos de modernización urbana del periodo, lejos de limitarse a la ciudad consolidada, deben entenderse a desde una mirada crítica respecto a las condiciones de vida de la periferia. Fue en la periferia donde se expresaron profundos cambios demográficos, donde profesionales concentraron críticos diagnósticos y, por ende, donde el Estado se vio interpelado a brindar soluciones de salubridad y de vivienda ante las crecientes demandas sociales. En este sentido, se sostiene que los imaginarios o representaciones que dan cuenta las fuentes literarias recogen no solo componentes fundamentales de la urbanización en este sector de Santiago, sino que también confirma la dimensión tanto material como cultural del proceso.

As part of political philosophy at the universal level in Latin America have germinated ideas and enriching proposals that contribute to clarify the possibilities and obstacles for the development of democracy and human rights problems. Despite the recognition of the existence of countless more elaborate obstacles and greater democratic achievements and human rights prevails a progressive concept of social development, sponsored by the strengthening of the fight for such rights. ; Como parte de la filosofía política a escala universal en América Latina, han germinado ideas y propuestas enriquecedoras que contribuyen a esclarecer la problemática de las posibilidades y obstáculos para el desarrollo de la democracia y los derechos humanos. No obstante el reconocimiento de la existencia de innumerables obstáculos para la realización más elaborada y de mayores conquistas democráticas y de los derechos humanos, prevalece una concepción progresiva del desarrollo social, auspiciada por el fortalecimiento de la lucha por tales derechos.

The authors examine the implications of both a recent international ruling at The Hague curtailing fishing rights and the encroaching Colombian-based tourist industry for Raizals – descendants of African slaves brought by the British to the islands of San Andrés, Providencia and Santa Catalina in the Caribbean Sea. There they developed an autonomous way of life, in a subsistence economy based on fishing after the British abandoned the islands. While nominally under the control of the Spanish empire and afterwards the Colombian state, Raizals differ in many ways from the dominant Spanish-speaking, Creole and Catholic mainland population – being English-speaking, Afro and Protestant. Until the mid-twentieth century, they enjoyed substantial autonomy, now undermined by the Colombian nation-building project and a judgment of the international court at The Hague giving nearby Nicaragua rights over the waters of the Colombian islands, consequently precluding Raizals from accessing their traditional fishing resources. As a result, the islanders, with their culture recast as 'heritage', have become proletarians subordinated to tourist industries owned by mainland Colombians.

AbstractAgribusiness leaders in the border states of Arizona and Sonora feel strongly that trade will be more important to their future business than it is at present. Each state believes that there is a potential or expanding market available. Little support was found for the opinion that each other's state serves as a business competitor. Integration, complementarity, and regional specialization have allowed cross‐border agribusiness firms to become more competitive. Opportunities for risk reduction are felt to exist through cross‐border expansion. The highest ranked items for increasing the economic vitality of agribusiness in the region are streamlining border crossing formalities for products, unifying grades and standards, improving Sonora's transportation and communication infrastructure, developing better financing strategies/legal agreements, and forming a bilingual regional agricultural agency to disseminate information regarding current regulations specific to agriculture. This agency may also help facilitate capital and trade flows by providing a voluntary certified trading license.
