The advent of constitutional review and the growth of constitutional jurisprudence and its significance to the whole Lithuanian legal system should require detailed analysis of procedures by which the Constitutional Court examines the constitutionality of legislation and other matters falling within its competence, however the legal mind tends to pay relatively little attention to the constitutional justice procedure giving the priority to the look "from the outside" – a final act of a Constitutional Court, but not to the look "from the inside" – a procedure by which the final act is adopted. Thus in the numerous scholarly legal literature about the Constitutional Court there are relatively few research articles dedicated to the issues of constitutional justice procedure.One of the main reasons why these issues are left aside, like not requiring more scientific knowledge, is some uncertainty regarding the position from which they should be dealt with. There is no theoretical consensus about the question, whether legal norms and other provisions governing the procedures by which the Constitutional Court examines the constitutionality of legislation and other matters falling within its competence, to be considered as forming any independent part of the legal system. If so, whether this part of the legal system can be titled a branch of law?This article seeks to prove that constitutional justice procedure law, as a separate procedural branch of law, is substantiated not only by interfaces with other procedural branches of law, but also by the fact, that this area of law is governed by ordinary law acts and therefore can not be considered a procedural segment of the constitutional law. The autonomy of this branch of law is also evidenced by 2 classic features of separation of branches of law: separate legal subject matter and method. Although constitutional justice procedure law, as separate branch of law, can not be accepted without some doubt, especially given the fact that other procedural branches of law are characterized by a far greater intensiveness of regulation, however this branch of law is growing due to the Constitutional Court's development of its jurisprudence. This article also draws attention to the fact, that formation of this branch of law has not only a theoretical, but also a practical significance – it would attract more attention of the legal mind to the issues of constitutional justice procedure and provide systematic approach to the problematic aspects of this process and comprehensive discussions will certainly serve the development of constitutional justice procedure in Lithuania. ; Straipsnyje analizuojamos konstitucinės justicijos proceso teisės, kaip atskiros teisės šakos, išskyrimo problemos, pateikiamos jų sprendimo galimybės, apibūdinami pagrindiniai šios teisės šakos požymiai. Taip pat bandoma pagrįsti, kad konstitucinės justicijos proceso teisės išskyrimas nėra vien teorinė problema, bet turi ir praktinę reikšmę – pritrauktų didesnį teisinės minties dėmesį konstitucinės justicijos proceso klausimams ir pateiktų sisteminį požiūrį į probleminius šio proceso aspektus, o išsamesnės mokslinės diskusijos neabejotinai padėtų tobulinant konstitucinės justicijos procesą Lietuvoje.
Immigrant integration policy is one of the most important issues in political discourse and is likely to remain so in the future. The article investigates the effectiveness of immigrant integration policy formation in Lithuania. According to theoretical insights, the general idea of integration includes the national reorganization of social and political areas for the inclusion of new immigrants, when legal, social, cultural and political rights are deliberately expanded for the immigrants in the host country. The analysis of legal documents reveals that the EU-level European Migration Agenda (2015) sets common priorities focusing on highly skilled workers, when at the same time Immigration Policy Guidelines (2008) determines general directions and principles of immigrant integration at the national level. It is necessary to highlight the point that the document does not set a specific goals, objectives, measures or evaluation criteria of immigration policy. The quantitative Eurostat (2016), European Migration Network (2017) and Statistics Lithuania (2004–2017) data analysis showed that among the EU member states Lithuania's attractiveness for immigrants is low and the implementation of immigration policy can not create a counterweight to the aging population and large emigration. In every step of our life we face with uncertainty and risk. There are two sectors in the society - institutionalised and uninstitutionalised. The purpose of the institutionalised sector that embodies state, government and industry, is to reduce the level of risk and uncertainty, while the purpose of the uninstitutionalised sector that embodies individuals is to balance between awards and losses for taking risk. The understanding of economic risk depends on the ideology that varies from total ignorance of government for individualism and total ignorance of the market forces for holism. For understanding and knowledge of risk we have to turn into economic science, that has evolutionarily identified such risk and uncertainty factors as stable moral standards, time, space (related with globalisation and consolidation), new technologies and expectations. The latter is the main obstacle to reduce uncertainty and measure risk, as it creates the phenomenon of reflectivity - i.e. when our thinking affects actual results and actual results affects thinking. Reflectivity itself causes a higher level of uncertainty and it worsens a measurability of risk. The author proposes an elasticity of expectations as a measure of reflectivity. The measure of elasticity of expectations shows how expectations react to a change in actual result. The closer the measure is to zero, the lower the reflectivity is. If expectations correspond to actual results the economy is in equilibrium.Particularly the phenomenon of reflectivity is applicable to financial markets that are dominated by speculative capital flows. The speculative capital leads to instability in the markets and may be the reason of economic crisis. Thus the perception that the role of government in the market regulation has to be strengthened becomes stronger and stronger in the world.After making a research of matching expectations and actual result, in the industrial output one can state that the Lithuanian industry that represents the real sector is in a dynamic equilibrium after 2000, as actual results quite strongly correlate with expectations. Values of the measure of elasticity of expectations arc mostly close to zero, thus the reflectivity is quite low and risk is measurable as well as future can be forecasted more exactly. Certainly it is only an assumption as the future is unknowable. Financial sector in Lithuania cannot be characterised as very reflective as Lithuanian financial markets related with speculative capital, i.e. shares and derivatives, is very weak.The reduction of risk can be achieved via insurance, avoidance of risky activities and diversification. ; Straipsnyje nagrinėjami ekonominių procesų neapibrėžtumo ir rizikos teoriniai ir praktiniai aspektai siekiant atskleisti ekonominės filosofijos ideologijų - individualizmo, egalitarizmo, fatalizmo ir holizmo daromą įtaką neapibrėžtumo ir rizikos suvokimui, ištirti neapibrėžtumo ir rizikos sampratos kitimą pasaulinėje ekonominėje mintyje pradedant A. The article presents a concise review of the potential development of the Bank of Lithuania and the litas within the context of Lithuania's further integration in the European Union and the Economic and Monetary Union.The paper mostly focuses on the Exchange Rate Mechanism II as a period of transition from the litas to the euro and the preparation of the Bank of Lithuania and other national institutions for that step. The authors deal with theoretical and practical aspects of ERM n, present a review of European Central Bank requirements and analyse the Danish experience of its participation in the Mechanism. In addition, the article stresses the possibilities for the practical application of the Exchange Rate Mechanism and the expected impact on the future of the litas.From the starting date of their membership in the EU, the new Member States undertake a commitment of adopting the euro in due course. During the period of the participation in ERM II, these countries have to pursue such macroeconomic policies that would facilitate real and nominal convergence and would allow a country, wishing to adopt the euro, to meet Maastricht criteria.ERM II is an exchange rate policy system of euro area countries and EU Member States that have not adopted the euro. The key feature of the system is the central parity between the national currency of a country that has not adopted the euro vis-a-vis the euro. and the allowed exchange rate fluctuation band of ± 15 per cent in relation to that central parity. However. the European Commission and. more recently, the European Central Bank, have sought to narroW down the fluctuation band within ERM II (± 2,25%) with regard to the new EU Member States.The central bank of Denmark has managed to maintain a very stable exchange rate of the nacional currency against the euro throughout the whole period of its participation in ERM II since 1999 by using a significantly narrower fluctuation band than the adopted ± 2,25%. Lithuania is onc of the few EU candidate countries that already meets Maastricht requirements for the adoption of the euro. It is expected that Lithuania will join ERM II soon after assuming membership in the EU.The position of the Bank of Lithuania is that the present fixed exchange rale regime and the current official exchange rate between the litas and the euro of LTL 3.4528 for EUR I with a zero band is suitable for partiCipation in ERM II and the adoption of the euro.Regardless of certain differences between the operation of the currency board arrangement and the interventions undertaken in ERM II, the currency board arrangement is deemed to he an acceptable exchange rate regime for this Mechanism. After becoming a EU member from 1 May 2004, immediately joining ERM II and staying in it for at least two years, Lithuania will he meeting the requirements for the adoption of the euro. Thus, Lithuania would be in a position to give up the litas and adopt the euro in late 2006 or early 2007. ; Straipsnyje glaustai apžvelgiama galima Lietuvos centrinio banko ir lito raida, atsižvelgiant į tolesnę Lietuvos integraciją į Europos ekonominę sąjungą bei Europos ekonominę ir pinigų sąjungą. In this paper we focus on the development and academics' perceptions of managerialism in Lithuanian higher education (HE). We systematically investigate historical changes in HE governance and policies in Lithuania and conduct an analysis of data collected through the APIKS Lithuania project survey of academics at Lithuanian public universities (N=389). We find that Lithuanian HE policies shifted to a rather market-oriented paradigm. The survey results reveal that the majority of respondents perceive their university as highly managerial, which points out to high managerialism in practice in line with the policies. Based on our key findings, we discuss theoretical and practical implications. ; Straipsnyje nagrinėjama vadybiškumo raida Lietuvos aukštajame moksle (AM) ir suvokimas akademinėje bendruomenėje. Sistemiškai aptariami istoriniai Lietuvos AM valdymo ir politikos pokyčiai bei atlikta APIKS projekto įgyvendinimo Lietuvoje metu vykusios valstybinių universitetų akademinės bendruomenės apklausos (N= 389) duomenų analizė. Tyrimas atskleidė Lietuvos AM politikos slinktį link į rinką orientuotos paradigmos. Apklausos rezultatai parodė, kad dauguma respondentų mano universitetą esant labai orientuotą į vadybą, taigi aukštas vadybiškumo lygis praktiniu lygmeniu atitinka vykdomą AM politiką. Straipsnyje aptariami reikšmingiausi teoriniai ir praktiniai tyrimo rezultatai.
Per pastaruosius keletą metų "debesų" technologijos (angl. Cloud Computing) tapo realybe – kompanijos, siūlančios paslaugas internete, pradėjusios nuo bandomųjų paslaugų, jau gali džiaugtis sulaukusios vis didesnio realaus verslininkų susidomėjimo visame pasaulyje. Šalia tradicinių paslaugų atsiranda ir nauja – komunikacija kaip paslauga. Straipsnio tikslas – aptarti vieningos komunuikacijos paradigmą debesyje ir įvertinti naujos kartos komunikacijos (Komunikacija 2.0) požymius. Tam tikslui pasirinkta Lync 2010 komunikavimo platforma (integruota į "Microsoft Office 365" "debesį") analizuojama teoriniu ir praktiniu aspektais. Straipsnyje aptariami "Lync 2010" ekspertų Lietuvoje apklausos rezultatai bei analizuojamos "Lync" forumo bendruomenės internete aktyvumo tendencijos. Teorinės įžvalgos ir praktiniai "Lync 2010" komunikacijos vertinimai patvirtina, kad ši komunikavimo platforma yra efektyvi, užtikrina greitą ir paprastą komunikaciją vieningoje interaktyvioje aplinkoje, prie kurios dinamiškai galima prisijungti naudojant įvairius ryšio kanalus. Gauti analizės rezultatai patvirtina, kad "Lync 2010" komunikavimo platforma turi Komunikacijos 2.0 bruožų, kurie praktikoje iš esmės padidina komunikacijos ir bendradarbiavimo efektyvumą, suteikia patogumą komunikuojantiems. Aptariami ir probleminiai "Lync 2010" aspektai. Tyrimo rezultatai taip pat rodo, kad versle panaudojamos ne visos vienodai intensyviai "Lync 2010" siūlomos komunikavimo galimybės (pvz., ekspertinė veikla). In addition to traditional and new services, there is Communication as a service. The aim of the article is to discuss the paradigm of unified communications in the cloud computing and to evaluate the features of the next generation of communications (Communications 2.0). Purposefully, the Lync 2010 communications platform (integrated into the Microsoft Office 365 cloud) was selected, and an analysis of its theoretical and practical aspects was made. This paper discusses the survey of Lync 2010 results in the Lithuania and analyses the activity trends of the Lync forum community.Theoretical observations and practical assessments of Lync 2010 confirm that the Communications platform is efficient, providing fast and simple interactive communications within a single environment which can be accessed dynamically using various communication channels. The obtained results confirm that the Communications 2.0 features of the Lync 2010 communications platform considerably increase the efficiency of communications and cooperations in practice and provide comfort for communicating people. Also, the problematic aspects of Lync 2010 are discussed. The results show that not all Lync 2010 communication tools are used equally intensively (for example, expert activities). The paper summarises the main advantages and disadvantages of venture capital funds as well as their relation with national economic development. It analyses venture capital funds operating in Lithuania, investment strategies and dynamics. Additionally, it overviews the relation between the funds and the Government. According to the venture capital accessibility ratio, Lithuania is above the European Union average and overtakes such countries as Poland, Czech Republic and even Germany. However, the analysis of particular private capital transactions demonstrates that Lithuania could only compete with Central and Eastern European countries. Santrauka Straipsnyje nagrinėjami sparčiai populiarėjantys, bet Lietuvoje įmonėms finansuoti dar retai naudojami rizikos kapitalo fondai, jų ypatumai, investicijų pritraukimo ir investavimo į įmonę procesas. Apibūdinami pagrindiniai rizikos kapitalo fondų privalumai ir trūkumai, jų sąsaja su šalies ekonomikos plėtra. Nagrinėjami Lietuvoje veikiantys rizikos kapitalo fondai, jų investavimo strategija, atliktų investicijų dinamika, apžvelgiamas šalies vyriausybės sąryšis su šiais fondais. The article discusses theoretical and practical aspects of the legal adjustment of the systems of local self-governance; it presents a description of the models of the organization of the local governance; it also points out the general features of the institutes of self-governance; furthermore, it presents the concept of the local self-governance consolidated in the European legislation. The article studies the distribution of competences of the institutions of the local self-governance and emphasizes the significance of the principle of subsidiarity (especially the decision taking on the lowest level) in the democratization of governance. In addition, it looks into the problems of the legal adjustment of the local self-government in the context of the democratic governance of the state. The article accentuates the necessity of the objective evaluation of the possibilities to transpose the institutions of local self-governance of foreign countries into the system of national legislation. The article presents the principles of the organization of the local self-governance enshrined in the Constitution of the Republic of Lithuania and considers the compliance of the powers of the self-government Council, the Mayor and the Head of Administration laid down in the Law on Local Self-Governance. In order to avoid possible ambiguity in the text of the Constitution, it suggests setting a more detailed and clearer definition of the institutional structure of the self-governance and the powers of the subjects. This article analyzes some of the theoretical and practical problems of the introduction of individual constitutional complaint. However this work mainly focuses on the solutions for the dilemma between overburdening of the constitutional court and providing an efficient human rights protection system. These issues are analyzed on the basis of different Lithuanian and foreign constitutional law scholarly works, which enable to reveal the widest possible amplitude of approaches to the discussed subject. Specific aspects of introduction of individual constitutional complaint mechanism are analyzed on the basis of experience of foreign countries and generalizing it "Draft study on individual access to constitutional justice" by European Commission for Democracy through Law (Venice Commission). In this article are mainly used historical, comparative, analytical and systematic research methods.This work led to the conclusion, that the essential idea of constitutionalism is the limitation of government to protect human rights and therefore the prevalence of constitutional complaint in Europe reflects an even deeper entrenchment of constitutionalism in this region. The introduction of this institute in national law system would be an important step in the promotion of human rights and the development of constitutionalism in Lithuania. The delay of introduction of constitutional complaint mechanism in the national law system reflects that the trend to contrast constitutionalism and democracy is still evident, as if possibility for the persons to apply to the Constitutional Court would led to the constraints of the will of the majority. However, the modern concept of democracy is no longer associated only with the will of the majority and parliamentary sovereignty, its essence is the balance between majority government and respect for the fundamental rights and freedoms. The balance between the excessive workload of the Constitutional Court and the efficiency of individual access to the constitutional justice, would comply with the normative constitutional complaint model, combined with extension of the possibilities of other persons (for example ombudsman institution) to address the Constitutional Court. The requirement of exhaustion of other legal remedies, time-limits for applications, obligation to be legally represented and other conditions for opening proceedings, which allow rejecting frivolous, repetitive, potentially unsuccessful complaints, could also help to solve the problem of overburdened Constitutional Court. In order to make that these conditions would not unduly restrict the possibility of a person to defend their violated rights, there should be some exceptions. ; Šiame straipsnyje bandoma atsakyti į klausimą, kodėl Lietuvoje delsiama įtvirtinti individualaus konstitucinio skundo mechanizmą, atremti šio instituto priešininkų argumentus ir paskatinti atnaujinti pradėtas iniciatyvas dėl šio konstitucinių teisių gynimo instrumento įtvirtinimo nacionalinėje teisės sistemoje. Straipsnyje aptariami kai kurie teoriniai ir praktiniai su individualaus konstitucinio skundo įtvirtinimu susiję klausimai. Tačiau daugiausiai dėmesio šiame darbe skiriama sklandžiai funkcionuojančio Konstitucinio Teismo ir efektyvaus žmogaus teisių gynimo mechanizmo dilemos išsprendimo galimybėms.
To put the global ideas of green architecture into practice, the evaluation of a possibility of creating a more sustainable environment is required, as it helps with solving the tasks of current urbanization and aesthetics of landscapes. It is also necessary to take a critical approach with regard to the history of city development, a current sprawl of housing growth and demographic trends, as well as to information that pertains to growing demand for natural areas designated for construction in countries with low GDP. Based on practical and theoretical research, the author arrives at the conclusion that technological, aesthetic and policy solutions to green architecture should be evaluated as measures for the interrelated system. The main criteria of success in Lithuania are brownfield development, local resources and identity protection priorities. Systematic public information on the best practice and education could facilitate changes in the current paradigm: the best quality of life could be reached only in private housing in suburban natural areas; it is the market price that reflects the quality of life. Miestų raidos istorija, esamos urbanistinės tendencijos ir praktika įpareigoja įsigilinti bei kritiškai vertinti naujas globalias architektūrines koncepcijas. Remiantis teoriniais teiginiais ir praktiniais pavyzdžiais, teigiama, jog žaliosios architektūros objektai turi būti vertinami kaip sudėtinė tarpusavyje susietos technologinių, estetinių ir politinių priemonių sistemos dalis. The article examines the procedure and issues of preparation, defence and assessment of graduation papers of students majoring in accounting at the Faculty of Economy of Vilnius College. A graduation paper – a generalization of all study results on which basis the author is awarded a professional bachelor's degree – is the most important form of student's independent work that discloses his/her preparedness for work. While preparing and defending a graduation paper, graduates have a possibility to demonstrate the knowledge acquired as well as practical skills. The graduation paper analyses theoretical and practical aspects of the formation and implementation of an accounting policy in a business company; provides conclusions and suggestions for future perspectives. After examining and analysing the preparation and assessment of graduate papers in the accounting study programme at the Faculty of Economics of Vilnius College, it may be claimed that the most popular topics of graduation papers in 2013 were as follows: preparation of a set of financial statements and analysis of indicators; accounting and analysis of fixed tangible assets; accounting and analysis of income. The defence of graduation papers is a public procedure and takes place in a sitting-meeting of a Qualifying Commission appointed by order of the Director of Vilnius College and is assessed in conformity with the procedure laid down in the methodological instructions for study works. Reviewers and the Qualifying Commission evaluated the majority of graduation papers as "excellent" and "good". In terms of the competences achieved it may be claimed that 92 percent of all the graduation papers were evaluated at the highest (9-10 points) and average (7-8 points) level. ; Buhalterinės apskaitos studijų programa baigiama absolvento kompetencijos įvertinimu – baigiamojo darbo rengimu ir gynimu. The main purpose of this article has been to prove the influence of product quality comparative testing results on the market, to demonstrate the importance of comparative testing of consumer products as a means of consumer information and consultation, to analyse its methodology and impact on market structures as well as on the behaviour of companies and consumers, and to determine possibilities for the practical application of comparative testing in Lithuania. The key objectives have been to analyse the framework of Lithuanian governmental institutions and public organisations responsible for the formulation and implementation of consumer policies, and their capabilities to perform product testing. In addition, peculiarities of the consumer market as well as the need for product information, which are both important factors for product testing, have been overviewed.Utilising comparative product testing methodology and research on how test results could be applied, it can be said that the formation of an independent, well-informed consumer base able to make calculated decisions requires planned and concentrated governmental efforts. Comparative product testing is one of the tools available for consumer education and information. Its significance and effectiveness in creating a consumer society such as this cannot be denied.When creating a comparative product testing system in Lithuania we need to take into account the experience of other Western countries in this field, as well as the potentiality of Lithuanian institutions to prepare and conduct testing of certain products. Research shows that at present in Lithuania it is food products which lend themselves most readily to product testing, while services fare worst. From the technological and economic viewpoints, co-operation among the Baltic States and any prior specialisation in this area would be useful when conducting product quality comparative testing. ; Sparčiai augant Lietuvos ekonomikai, didėja ir vartojimo mastas, plečiasi mažmeninės prekybos tinklai, didėja galutinio vartojimo produktų pasiūla. Intensyvi konkurencija verčia įmones ieškoti būdų, kaip išsilaikyti rinkoje. Be kitų vadybos sprendimų, įmonės investuoja į produktų tobulinimą, jų paskirstymą ir rinkotvarką. Viso to padarinys yra didžiulis pasirinkimas, labai daug ir įvairios informacijos apie produktų pasiūlą rinkoje. Todėl vartotojui iškyla daug problemų pasirenkant geriausiai jo poreikius tenkinantį produktą. Dažnai marketingo informacija tampa pagrindinis pasirinkimą lemiantis veiksnys, todėl įmonės įsitraukia į šias reklamos lenktynes. Tačiau tai ne visada sudaro efektyvaus vartotojų apsisprendimo ir gaminių kokybės gerėjimo prielaidas.Lietuvoje tik pastaruoju metu atkreiptas dėmesys į vartotojų ugdymą ir informavimą. Visgi dirbama daugiau teisinėje srityje. Tik 2003 metais pradėti pirmieji vartotojų švietimo ir informavimo darbai - priimta ir patvirtinta Lietuvos nacionalinė vartotojų švietimo programa. Europos Komisijos komunikate "Europos Sąjungos vartotojų politikos strategija" ypatingas dėmesys skiriamas vartotojų švietimui ir informavimui. Nuolat pabrėžiama. vartotojų poreikis objektyviai informacijai Europos vartotojai įvardijamas kaip informuotas, galintis objektyviai rinktis prekes ir paslaugas, besirūpinantis savo gyvenimo kokybe žmogus. Europos Sąjungos preliminarioje vartotojų teisių apsaugos ir politikos programoje aiškiai išskirtas lyginamųjų testų organizavimo rėmimas, tokių organizacijų finansavimas bei reikalavimai joms. 2004 m. Lietuvai įstojus į ES, šių tikslų ir nuostatų veikimo laukas išsiplėtė ir į Lietuvą. Vykdant vartotojų politiką Lietuvoje, rengiant vartotojų švietimo ir informavimo projektus, bus gaunama svari finansinė ir techninė ES parama. Projektuojant lyginamųjų produktų testų sistemą Lietuvoje, svarbu įvertinti kitų šalių patirtį, pasinaudoti turimomis žiniomis. Aktualu numatyti galimus rinkos pokyčius, jos dalyvių veiksmus, pavojus jų veiklai ir jos galimybes. Svarbu įvertinti lyginamųjų testų sistemos, kaip vartotojų švietimo politikos įrankio, galimybes Lietuvoje.Mokslinė problema. Produktų kokybės lyginamieji testai yra vienas iš kokybės vadybos posistemio elementų. Jų teoriniai aspektai dar nebuvo nagrinėti Lietuvos mokslinėje literatūroje. Projektuojant lyginamųjų produktų testų sistemą Lietuvoje, taip pat svarbu įvertinti kitų šalių patirtį, numatyti galimus rinkos pokyčius, jos dalyvių veiksmus, pavojus bei galimybes. Aktualu įvertinti lyginamųjų testų sistemos, kaip vartotojų švietimo politikDs įrankio, galimybes Lietuvoje. Tyrimo tikslas - apibendrinti produktų kokybės testų raidą ir tipologiją, išryškinti jų rezultatų įtaką rinkai bei nustatyti produktų lyginamųjų testų sistemos formavimo Lietuvoje prielaidas. Tyrimo metodologija: straipsnis parengtas naudojant mokslinės, normatyvinės ir teisinės literatūros, bei ekonominės veiklos loginę analizę ir apibendrinimus, apimančius teorinių teiginių ir verslo praktikos veiksmų sisteminių, ir autoriaus atlikta Lietuvos valstybinių institucijų ir visuomeninių organizacijų, formuojančių ir įgyvendinančių šalies vartotojų politiką, 26 ekspertų apklausa. Ekspertai buvo atrinkti iš Lietuvos valstybinių institucijų ir visuomeninių organizacijų, formuojančių ir įgyvendinančių šalies vartotojų politiką. Tyrime dalyvavo nacionalinės vartotojų teisių apsaugos tarybos, Valstybinės masto ir veterinarijos tarnybos, Valstybinės ne maisto produktų inspekcijos, akredituotų bandymų laboratorijų specialistai ir visuomeninių vartotojų organizacijų atstovai. Tyrimo anketoje buvo pateikti 24 klausimai, kuriais siekta įvertinti Lietuvos vartotojų elgsenos ypatumus, prekių ir paslaugų rinkos specifiką, vartotojų informuotumo lygį atskirų prekių grupių testavimo aktualumą ir šalies instucinės sistemos techninį pasirengimą įdiegti prekių lyginamojo testavimo sistemą. Tyrimo rezultatai apdoroti matematinės statistikos metodais.Tyrimas parodė, kad produktų kokybės lyginamųjų testų rezultatai smarkiai paveikia įmonių marketingo veiksmus. Kaip patogus informacijos apie konkurentų produkciją rinkimo būdas testų rezultatai gali būti panaudoti sugretinimui atlikti. Kaip rodo atlikti tyrimai, net ir tos įmonės, kurių gaminiai nebuvo testuoti stebi rinką ir atsižvelgia į testų rezultatus tobulindamos savo produktus. Taigi testų rezultatai yra reikšmingas informacijos tėkmės kanalas rinkoje ir skatina įmones prisitaikyti ir veikti lanksčiai bei kelti savo produkcijos kokybės lygį.Lietuvos vartotojai pasigenda informacijos apie produktus. Tokį informacijos poreikį labiausiai junta jauni, išsilavinę, palyginti dideles pajamas gaunantys žmonės. Būtent tokios socialinės ir ekonominės padėties gyventojai sudaro daugumą testų vartotojų (pirkėjų, prenumeratorių) Vokietijoje. Labiau informuoti vartotojai yra reiklesni produktų kokybei ir linkę mokėti daugiau už geresnės kokybės prekes ir paslaugas. Todėl ugdant, informuojant vartotojus galima paveikti jų kokybės suvokimą. Lietuvos vartotojų svarbiausias prioritetas yra mažos paslaugų kainos ir gana menkas dėmesys jų kokybei. Tai gali skatinti įmones mažinti savo gamybos sąnaudas kokybės sąskaita. Nors ES ir Vokietijoje vartotojams svarbiausias dalykas taip pat yra pa- slaugų kainos, didesnis reiklumas kokybei gali keisti įmonių veiksmus. Ekspertų nuomone, Lietuvos vartotojai yra mažiausiai informuoti apie produktų kokybę, saugumą ir papildomas sąlygas, o silpniausios, ekspertų vertinimu, vartojimo produktų sritys yra kainos pagrįstumas, produktų kokybė ir papildomos sąlygos. Lyginant šiuos rezultatus galima teigti kad vartotojų informuotumas turi įtakos produktų kokybės parametrų vertinimui. Kuriant produktų lyginamojo testavimo sistemą Lietuvoje, reikėtų atsižvelgti į Vakarų šalių patirtį šioje srityje bei Lietuvos institucijų galimybes pasiruošti ir atlikti tam tikrų produktų testus. Tyrimai parodė, kad šiuo metu Lietuvoje yra geriausios galimybės testuoti maisto produktus, o prasčiausios - paslaugas. Atliekant produktų kokybės lyginamuosius testus techniškai ir ekonomiškai būtų pravarti Baltijos valstybių kooperacija ir specializacija.Apibendrinus produktų kokybės lyginamųjų testų taikymo metodikų ir testų rezultatų pritaikymo galimybių tyrimo duomenis galima teigti, kad savarankiškų, gerai informuotų, sugebančių priimti apgalvotus sprendimus vartotojų visuomenei formuoti reikia sutelktų ir planuojamų valstybės pastangų. Produktų lyginamųjų testų rezultatai ir jų sklaida, kaip vienas vartotojų švietimo ir informavimo priemonių, yra reikšmingi ir efektyvūs kuriant žinių visuomenę.
