As the field of conflict analysis and resolution continues to grow, scholars and practitioners increasingly recognize that we can learn from one another. Theory must be informed by practice and practice must draw on sound theory. Above and beyond this lies a further recognition: Otherout at least attempting to actually engage and transform entrenched conflicts our field cannot hope to achieve its potential. The Memorandum of Understanding (MoU) in Helsinki in 2005, the Government of Aceh agrees to unconditionally accept the Act of Government of Aceh, delivering the principles of special autonomy and ending the 30-years conflict. The Act orders explicitly and implicitly to legislate some bylaws for implementing the norms of autonomy. Despite passing bylaws, both Government of Aceh and Central Government have involved in endless regulation conflict, including land and flag bylaw. This article uses black-letter law approach as research method, focusing on several government official texts, and case law happening during this conflict.
AbstractFragmentation, institutional overlaps, and norm collisions are often seen as fundamental problems for the global (legal) order. Supposedly, they incite conflict and disorder. However, some scholars have also emphasised functional and normative advantages of the resulting institutional pluralism. We argue that the consequences of the increasing international institutional density are conditional on whether and how different norms, institutions, and authorities are coordinated. In distinction from thefragmentation frameworkin international law and theregime complexity frameworkin international relations, this introduction outlines aninterface conflict frameworkthat enables important insights into this question and guides the contributions assembled in this issue. It zooms in on the micro-level of conflict between actors that justify incompatible positional differences with reference to different international norms. In particular, the concept of interface conflicts allows studying the conditions under which overlaps and norm collisions become activated in conflicts as well as the ways in which such conflicts are handled. Foreshadowing the main findings of the contributions to this Special Issue, we hold that interface conflicts are neither inevitable nor unmanageable. Most importantly, it seems that, more often than not, conflicts stimulate cooperative forms of management and contribute to the building of inter-institutional order.

Reporting War and Conflict brings together history, theory and practice to explore the issues and obstacles involved in the reporting of contemporary war and conflict. The book examines the radical changes taking place in the working practices and day-to-day routines of war journalists, arguing that managing risk has become central to modern war correspondence. How individual reporters and news organisations organise their coverage of war and conflict is increasingly shaped by a variety of personal, professional and institutional risks. The book provides an historical and theoretical context to risk culture and the work of war correspondents, paying particular attention to the changing nature of technology, organisational structures and the role of witnessing. The conflicts in Iraq, Afghanistan and Syria are examined to highlight how risk and the calculations of risk vary according to the type of conflict. The focus is on the relationship between propaganda, censorship, the sourcing of information and the challenges of reporting war in the digital world. The authors then move on to discuss the arguments around risk in relation to gender and war reporting and the coverage of death on the battlefield. Reporting War and Conflict is a guide to the contemporary changes in warfare and the media environmentthat have influenced war reporting. It offers students and researchers in journalism and media studies an invaluable overview of the life ofa modern war correspondent.
We study the role of inter-group differences in the emergence of conflict. In our setting, two groups compete for the right to allocate societys resources, and we allow for costly intergroup mobility. The winning group offers an allocation, that the opposition can either accept, or reject and wage conflict. Expropriating a large share of resources increases political strength by attracting opposition members, but such economic exclusion implies lower per capita shares and higher risk of conflict. In equilibrium, allocations are non-monotonic in the cost of mobility. Moreover, limited commitment with respect to mobility gives rise to inefficient conflict in equilibrium.
Considerable attention has been given to different behavioral strategies of conflict management (e.g., avoidance, compromise, collaboration). However, conflict theory and research has overlooked a simple, but effective strategy for managing conflict: the use of social accounts or explanations. In this paper, we review the literature on the use of social accounts in conflict situations and find it supports the argument that social accounts can be an effective conflict- management strategy. Based on this analysis, we propose several promising directions for future theory development and research concerning the role of social accounts in conflict situations. In addition, we identify tradeoffs and dilemmas created when social accounts are used to manage conflict.
