Tax policy has a significant impact on the tourism sector, its development, employment, and the decision of tourists to visit a destination. The impact of tax policy on the price of tourism services also reflects on the tourism and travel sector's competitiveness level. The subject of this paper is tax policy in the area of tourism in Serbia and some neighboring and European Union countries (Croatia, Montenegro, Albania, Macedonia, Bulgaria, Slovenia, Hungary, Romania). The aim of the paper is the analysis of tax rates in the tourism sector in the countries under consideration, and the level of tourism sector's competitiveness in terms of the impact of tax policy on business and investment. Methodological basis in this paper relies on the World Economic Forum data (WEF) on Travel & Tourism Competitiveness Index (TTCI). Research has shown unfavorable position of Serbia, as well as most countries in the region, in terms of effects of tax policy on business and investment. ; Poreska politika ima značajan uticaj na poslovanje turističkog sektora, njegov razvoj, zaposlenost, ali i na odluku turista o poseti neke destinacije. Uticaj poreske politike na visinu cena usluga u turizmu odražava se i na nivo konkurentnosti sektora turizma i putovanja. Predmet istraživanja u ovom radu jeste poreska politika u oblasti turizma u Srbiji i zemljama u okruženju, od kojih su neke članice Evropske unije (Hrvatska, Crna Gora, Albanija, Makedonija, Bugarska, Slovenija. The identification and analysis of regional disparities are increasingly important issues for a better understanding of regions and their socioeconomic development, and the subsequent application of regional policies. The objective assessment of regional disparities is an important step in directing regional policies by individual countries and supranational institutions such as the European Union. The paper deals with selected indicators of regional socio-economic disparities in the territory of the Czech Republic that were observed, visualized and evaluated to contribute to measuring regional disparities. The indicators were divided into three categories - demographic, economic and infrastructural - and defined and analyzed at the level of the Czech NUTS3 regions (counties), with the data organized as a geodatabase within ArcGIS software. A synthetic index was used to define and analyze the disparities within the three categories. The values for the indicators, along with the results of the regional evaluation, were presented cartographically as a series of cartograms, and the analysis and cartographic visualizations were used to reach conclusions about existing disparities. ; Prepoznavanje i analiza regionalnih dispariteta sve su prisutnija tema u razumijevanju regija i njihova socioekonomskog razvoja, kao i posljedičnoj primjeni regionalnih politika. Objektivna procjena regionalnih dispariteta postala je, stoga, važan korak u usmjeravanju regionalnih politika i od strane pojedinih država i od strane supranacionalnih institucija poput Europske unije. U radu se obrađuju odabrani pokazatelji regionalnih dispariteta na teritoriju Češke Republike, te se razmatraju, vizualiziraju i evaluiraju s ciljem doprinosa mjerenju regionalnih dispariteta. Pokazatelji su podijeljeni u tri kategorije – demografske, ekonomske i infrastrukturne – te su analizirani na razini čeških NUTS 3 regija (pokrajina) i organizirani u bazu prostornih podataka u okruženju softwarea ArcGIS. Upotrebom sintetičkog indeksa definiraju se i analiziraju dispariteti unutar spomenutih triju kategorija. Vrijednosti pokazatelja i rezultati evaluacije regija kartografski su prikazani u vidu niza kartograma, te se na temelju analize i kartografskih vizualizacija donose zaključci o postojećim disparitetima.

Avrupa Birliği'nde, 6 ayda bir değişen rotasyon sistemiyle gerçekleşen dönem başkanlığı, ülke devlet ve hükümet başkanlarının kendilerini uluslararası alanda gösterebilecekleri bir sistemdir. Dönem başkanlığını yürüten üye ülke, trio olarak adlandırılan üçlü gruplar halinde bir arada çalışmaktadırlar. Trio, uzun vadeli hedefler belirlemekte ve 18 aylık bir süre boyunca ön planda olacak önemli konuları belirleyen ortak bir gündem hazırlamaktadır. Avrupa Birliği'nin başından beri var olan bu sistem, genişleme ve derinleşme süreçleriyle yenilenmiş ve daha verimli hale getirilmeye çalışılmıştır. Bu çalışma kapsamında, özellikle Lizbon Antlaşması'nın yürürlüğe girmesinden sonra dönem başkanlığı yapan ülkelerin politikaları analiz edilecektir. Bu çerçevede trionun ortak bir politika mı yürüttüğü yoksa her dönem başkanı ülkenin kendi önceliklerini mi uygulamaya çalıştığı araştırılacaktır. Sonuç olarak, politik öneme sahip olan bu sistemin, Avrupa Birliği'nde politika yapımına ne derece katkı sağladığı anlaşılmaya çalışılacaktır. ; The rotating presidency, which takes place every 6 months in the European Union, is a system in which the heads of states and governments can show themselves in the international arena. Member states which are holding the presidency work together closely in groups of three, called trios. The trio sets long-term goals and prepares a common agenda determining the major issues over an 18 month period. This system, which has existed since the beginning of the European Union, has been renovated and developed by processes of enlargement and deepening. In this study, especially after the entry into force of the Treaty of Lisbon, the politics of the countries that preside over the term will be analyzed. In this framework, it will be analyzed that whether the trio has a common policy or each president country tries to apply the country's own priorities. As a result, it will be attempted to understand the extent to which this system, which has a political prescription, contributes to policy-making in the European Union.

Politika Kraljevine Srba, Hrvata i Slovenaca prema krajevima koji su prethodno bili u sastavu Austro-Ugarske Monarhije bila je politika pokoravanja i iskorištavanja. Proces centralizacije nastojao je svu moć odlučivanja i raspolaganja novcem poreznih obveznika skoncentrirati u Beograd. Tu je politiku provodila vodeća politička snaga, Narodna radikalna stranka. Osijek je bio jedan od gradova čiji je razvoj stradao zbog takve politike. Kako radikali nisu imali dovoljno političke moći u Osijeku, silom su namentnuli svoju vlast kroz instituciju komesarijata. Ta je privremena institucija pod pritiskom središnje vlasti postala dugotrajna te se održala godinu i pol (od listopada 1926. do travnja 1928.). Za vrijeme komesarijata u Osijeku gradska je blagajna bila na raspolaganju radikalima. Oni su u potpunosti zanemarili razvojni plan grada Osijeka te osmislili izvlačenje općinskoga novca ulaganjem u investicije koje gradu nisu donosile ništa osim troškova. ; Te policy of the Kingdom of Serbs, Croats and Slovenes to areas that had previously been part of the Austro-Hungarian Monarchy was a policy of subjugation and exploitation. Te process of centralization sought the full power of decision-making and management of taxpayers' money to concentrate in Belgrade. Such a policy was carried out by the leading political force, the People's Radical Party. Osijek was one of the cities whose development suffered as a result of such a policy. As Radicals did not have enough political power in Osijek, they forced their power through the institution of Commissioner. Tis was to be a temporary institution, and under pressure from the central government became a long-term, maintaining a year and a half (October 1926 - April 1928). During the commissariat in Osijek city's treasury was available to the Radicals. Tey completely neglected the development plan of the city of Osijek and created extracting municipal money by investing in investments that the city did not bring anything to the city but cost.

Rad problematizira vanjsko-političku situaciju Republike Srbije koja se nalazi između članstva u euroatlantskim integracijama, odnosno koja je vojno neutralna država okruženama članicama Organizacije Sjeveroatlantskog ugovora. Nadalje, u radu se, primjenom istraživačke metode analize sadržaja, analiziraju članci objavljeni na portalima ''Politika Online'' i ''Danas''. Članci uzeti u obzir odabrani su unutar dvomjesečnog roka (svibanj i lipanj 2016. godine). Cilj analize sadržaja jest utvrđivanje usmjerenja medija spram spomenute teme i vanjsko-političke situacije Srbije, kao utvrđivanje općih novinarskih standarda prilikom prenošenja takvih vijesti (poput argumentiranosti, uravnoteženosti i objektivnosti). Članci su razvrstani prema pripadnosti u rubrici, a zatim kronološki. Suvremena dilema Srbije, koja se nalazi i između članstva u Europskoj Uniji, i sa visokim intenzitetom suradnje sa NATO savezom (članica programa Partnerstvo za mir) neobično je važna za sigurnosni aspekt čitavog prostora Jugoistočne Europe. ; This paper reviews the situation of foreign policy of the Republic of Serbia, which is located between membership in Euro-Atlantic integration, and it's military neutrality while surrounded by members of the North Atlantic Treaty Organization. Furthermore, through the application of research methods of content analysis articles analysed were published on the portals '' Politika Online '' and '' Danas ''. Articles were selected within the two-month period (during the months of May and June 2016). The goal of the content analysis is to determine the orientation of the media towards these themes and situation of foreign policy of Serbia, as well as identification of the general journalistic standards when transmitting such news (such as objectivity and balance). Bu çalışma reel döviz kurunda oluşan şokların Türkiye'de işlenmiş tarım ürünleri ihracatı üzerine etkilerini ortaya koyabilmek için yapılmıştır. Bu konuda yapılmış birçok çalışma olmasına rağmen, bunların hiçbiri sadece işlenmiş tarım ürünlerine odaklanmamıştır. İşlenmiş tarım ürünlerine odaklanmış bu çalışma sadece literature zenginleştirmeyecek, aynı zamanda politikalar oluşturulması için politika yapanlara yardımcı olacaktır. Bu çalışmada VAR modeli ile kullanılmıştır. Bulgular; Etki-Tepki ve Varyans Ayrıştırma testi sonuçlarına göre yorumlanmıştır. Sonuçlar reel döviz kurları ve işlenmiş tarım ürünleri ihracatı arasında anlamlı bir ilişki olduğunu göstermektedir. Bu ilişki işlenmiş ürünlerde ilk üç aylık dönem için pozitif yönde olmaktadır. Ancak etki daha sonraki aylarda azalan eğilimli olarak devam etsede anlamını yitirmektedir. Öte yandan reel döviz kurlarında oluşan şoklar işlenmiş tarım ürünleri ihracatı öngörü hata varyansının ancak yaklaşık %0.2-0.7'ini açıklayabilmektedir. Bulgular politika yapımında yararlı olabilir. ; This study is performed to present the effects of real exchange rate shocks on exports of processed agricultural products in Turkey. Although there are a lot of studies on this topic, but none of them has focused solely on the processed agri-products. As processed agri-products are getting more popular, with a more focused approach this study will not only enrich the literature, but also help policy-makers in devising policies. Vector Autoregressive (VAR) model is used in this study. the findings are interpreted according to the impulse- response analysis and variance (forecast error) decomposition results. the results indicate that there is a significant relationship between real exchange rates and exports of processed agricultural products. This relationship is positive during the first quarter. However, later on, it becomes negative with a downward slope. on the other hand, the shocks of real exchange rate can explain only %0.2-0.7 of prediction error variance for exports of processed agricultural products. the findings can be useful in policy making.

Maģistra darbs veltīts fiskālās politikas izpētei Latvijā un it īpaši tās saistībai ar iedzīvotāju labklājību. Kā darba mērķis izvirzīta fiskālās politikas instrumentu izmantošanas izpēte un tās pilnveidošana, lai celtu iedzīvotāju labklājību. Darba teorētiskajā daļā pētīti fiskālās politikas pamatvirzieni un to ietekmējošie faktori. Darbā uzsvērts, ka fiskālā politika ir saistīta ar reālo sociāli ekonomisko situāciju un būtiski ietekmē iedzīvotāju labklājību. Īpaša uzmanība veltīta pēckrīzes sociāli ekonomiskās situācijas problēmu identificēšanai uzsverot, ka fiskālās politikas uzdevums ir risināt šīs problēmas. Darba empīriskā daļa veltīta divu, pēc autores viedokļa, svarīgāko fiskālo instrumentu – nodokļu un valsts pabalstu – padziļinātai izpētei. Noslēgumā autore formulē rekomendācijas nodokļu un pabalstu sistēmas pilnveidošanai cerot, ka tādējādi tiks celta iedzīvotāju labklājība. Darba apjoms 81 lpp., tajā ievietoti 23 attēli, 7 tabulas. The aim of the thesis is the study of utilization of fiscal policy instruments to enhance the welfare of the people. The theoretical part examines the fiscal policy framework and the factors influencing it. The thesis emphasises that fiscal policy is related to the real socio-economic situation and has a significant impact on the well-being of the population. Particular attention is paid to the post-crisis socio-economic situation to identify problems arguing that fiscal policy is intended to address these problems. The empirical part is devoted to a deeper exploration of two, from the author's point of view, main fiscal instruments - taxes and state benefits. In conclusion, the author formulates recommendations for the improvement the tax and benefit systems in the hope that this will raise the well-being of the population. Competiveness of regions is one of the most important policies formulating regional policy. The new focus on the specific fea­tures of the region and its competiveness encourages using the regional policy measures reflective of broader conception of the rural countryside. The new rural policy targeting and monitoring needs for typologies taking into account the diversity of rural regions. While creating region typologies for policy goals, it was essential to find new criteria and indicators for the measurement of the rural region's economic potential. The economic dyna­mism becomes an important indicator of the region's economic potential proposed by OECD organisation. This paper examines methodology to build a typology of economic dynamism for rural regions of Lithuania relevant for rural policy purposes. The re­search results shows that suggested typology based on economic dynamism, which is measured by the number of employed in all population aged 15–64, at this period is not suitable methodologi­cal tool for classification of rural regions in Lithuania. Priimant Lietuvos kaimo politikos sprendimus, regionų grupavimas pagal ekonominio konkurencingumo rodiklius taip pat labai aktualus. Kuriant regionų tipologijas, valdymo tikslams ieškoma naujų kriterijų ir rodiklių, padedančių atskleisti regionų ekonominio potencialo skirtumus. Straipsnyje pristatomi tyrimo, skirto įvertinti Lietuvos kaimiškųjų regionų tipologijų (pagal ekonominį dinamišku­mą) atitiktį kaimo politikos tikslams, rezultatai. Tyrimas parodė, kad EBPO propaguojamas regionų ekonominio dinamiškumo kriterijus, matuojamas užimtųjų dalies (15–64 m. amžiaus gyventojų skaičiaus) augimu regione, dabartiniame Lietuvos kaimo raidos etape neatspindi realių kaimiškųjų regionų ekonominių problemų. Priimant su Lietuvos regionų ekonomikos aktyvinimu susijusius kaimo politikos sprendimus, turėtų būti atliekami išsamesni tyrimai, padedantys atskleisti priežastis, formuojančias ekonominio konkurencingumo skirtumus regionuose. Bu çalışma 2000'li yıllarda Türkiye'de Kıbrıs sorununun hem resmi devlet politikası bağlamında hem de kamuoyunda algılanış ve ele alınışında yaşanan dönüşümü değişik boyutlarıyla betimlemeyi ve tarih-sel bir perspektif ışığında analiz etmeyi amaçlamaktadır. Bu amaç doğrultusunda makale, Kıbrıs meselesinin tarihsel gelişiminin eleştirel bir tahlilini, özellikle de 1999 sonrası döneme ve büyük sermaye ve onun temsilcisi TÜSİAD'ın söz konusu dönüşümde oynadığı role odaklanarak, yapmaktadır. Bu çalışmada, Türkiye'nin Kıbrıs politika sındaki ve kamuoyunun konuya bakışındaki dönüşümü anlamak ve analiz etmek için, bu süreci ülkenin genel siyasi atmosferi ve dönemin hegemonik vizyon/proje/görüşleri ile ilişkilendirmenin gerekliliği savu-nulmaktadır. The paper examines the changing character of nation / state power and power relationships between state, regions and cities under the conditions of rapid grobalization and postfordist capitalism. European states, regions and cities sustain not only the pressure of globalizational factors and challenges, but they are the targets of Euro-integrational policy, especcially that of Euro-regionalization and urbanization. A part of state power is transmitted up to a supranational level and some part – down to regional and local levels, thus the authorities of a subnational level are empowered to act on their own account for good competitive positions in domestic and global markets. Some peculiarities of Lithuania's transition to a capitalist system are highlighted and landmarks of urbanization are concidered. Attention is paid to Vilnius urban development from the point of view of European regional and urban development policy trends. Valstybėms narėms vis labiau susisaistant dalis valstybės galios perduodama į aukštesnį supranacionalinį lygmenį, o dalis į žemesnį subnacionalinį lygmenį. Miestai ir regionai įgauna vis daugiau savarankiškumo, jų valdymo srityje ryškus perėjimas nuo centralizuoto prie daugialygio ar tinklinio, nuo vadybinio prie antrepreneriško valdymo. Riots in French "banlieues" can be properly understood only within a context of the French economic and social history in the last few decades. "Trente glorieuses", the increase of the immigrant population, French "welfare state" and urban politics, the effects of the economic crisis of the 70`s, dismantling and marginalization of the working class environment, concentration of the unemployment and poverty in the "banlieues", segregation and ghettoization - these are the necessary elements of any sociological interpretation of the actual crisis. Between the "urban poverty" and the riots, several mediations have also an important impact: new security policy and police violence - the evolution of Welfare state towards the Penal state, new forms of racism and social exclusions, inefficiency of the "Republican model of integration", suburban youth sub-culture as an attempt of neutralizing the growing stigma etc. Persistent treating of a segment of citizenry as suspect, intrinsically prone to violence - as potential enemies, could prove to be, in the future, a self-fulfilling prophecy. ; Pobune u francuskim predgrađima mogu se razumeti samo u kontekstu ekonomske i društvene istorije Francuske u poslednjih nekoliko decenija. "Trente glorieuses", rastući imigracioni talasi, "socijalna država", urbana politika, potom posledice ekonomske krize sedamdesetih, destrukturacija i marginalizacija radničke sredine, koncentracija nezaposlenosti i siromaštva u predgrađima, segregacija i getoizacija - neophodni su elementi sociološke interpretacije sadašnje krize. Između "urbanog siromaštva" i pobuna deluje i niz medijacija, institucionalnih ili više difuznih, kao što je nova politika bezbednosti i policijsko nasilje, zaokret od "države blagostanja" ka "represivnoj državi", novi oblici rasizma i društvenog izopštavanja, neefikasnost "republikanskog modela integracije", omladinska potkultura predgrađa kao pokušaj neutralizacije rastuće stigme itd. Uporno tretiranje jednog dela građana - omladine imigrantskog porekla iz predgrađa - kao sumnjivog, "prirodno" sklonog nasilju i kao potencijalnog neprijatelja - moglo bi se u budućnosti pokazati kao samoispunjavajuće proročanstvo.

The short review of planning system and practice in Serbia has been given, of spatial planning and environmental policies and of relevant legislation in particular. Attention has been paid to the landscape treatment in legislative grounds, and in spatial planning and practice. A few assumptions have been wade, upon the lack of methodological and integrated approach to the landscape protection and management in the legislative grounds and planning practice. Strategic plans (spatial and town master plans) and sectoral plans and policies (for soil, forestry etc) have been reviewed in attempt to check the stated assumptions. The problems of landscape and of green open space protection and maintenance have been brought up. In respect of the EU recommendations, legislation and instruments the establishment of the landscape concept and of the landscape planning and its integration into the spatial planning, environmental policies and related sectoral planning have been investigated. The prerequisite to the concept implementation is the survey and establishment of regional landscape diversification and of the different regional approaches to landscape planning. . ; Dat je kratak prikaz stanja i problema sistema i prakse planiranja u Srbiji, posebno prostornog i envajermentalnog planiranja i relevantnih zakonskih osnova. Analiziran je tretman predela u zakonskim osnovama i praksi prostornog planiranja. Pošlo se od pretpostavke o nedostatku integralnog pristupa zaštiti i uređenju predela, koja je proverena na primeru pojedinih zakona i prakse prostornog i urbanističkog planiranja, zatim planova, programa i politika zaštite životne sredine (posebno prirodnog nasleđa), kao i sektorskih planova i politika. Ukazano je na probleme planske implementacije, korišćenja i zaštite planiranih i podignutih zelenih površina. Polazeći od EU preporuka, regulative i instrumenata, analizirane su mogućnosti integrisanja koncepta predela i planiranja predela u planski proces, u prvom redu. u proces prostornog planiranja. Preduslov za implementaciju koncepta predela i unapređenje prakse planiranja je sprovođenje baznih istraživanja i ustanovljavanje regionalne diferencijacije predela (predeonih jedinica) i različitih regionalnih pristupa planiranju predela. .

Özet:Dört bölümden oluşan bu çalışmada ilk önce finansal varlık fiyatlarının para politikası üzerindeki etkileri ayrıntılı olarak incelenmiş yine bu bölümün en son alt başlığında ise finansal durağanlığın sağlanmasında uygulanabilecek yeni bir politika önerisi sunulmuştur. Daha sonraki bölümde enflasyon hedeflemesi de dahil olmak üzere alternatif para politikalarına değinilmiştir. Buna ek olarak bu bölümde Türkiye'de uygulanan para politikaları kısa bir tarih çerçevesinde incelenmiştir. Finansal varlık fiyatları ekonomideki bireylerin gelecek beklentilerine dair içerdiği bilgi dolayısıyla Türkiye Cumhuriyet Merkez Bankası'nın IMF'e verdiği niye mektunda da belirttiği gibi 2002 yılının ikinci yarısında uygulamayı programına aldığı enflasyon hedeflemesi politikası için önemli bir noktadır. Metinde teorik olarak açıklanan ve daha sonra uygulanan modelle de desteklenen sonuca göre enflasyon hedeflemesinde finansal varlık fiyatları aktarım mekanizmasındaki etkilerinden dolayı kritik bir noktadır. Son bölümde ise Türkiye Cumhuriyet Merkez Bankası'nın politika reaksiyon fonksiyonunda finansal varlık fiyatlarının etkisi uyarlanmış bir model yardımıyla gösterilmeye çalışılmıştır.Abstract:This study consists of four sections. First of all the impact of the financial asset prices on monetary policy was conceived and in the last subsection of this part which is about achieving the financial stability, a new proposition is emphasised. In Section III., in a broad perspective, alternative monetary policies including the inflation targeting policy were analysed. Additionally, the monetary policies in Turkey with an historical background were scrutinised. The information included in the financial asset prices about the future expectations of the economic agents, is a crucial point that CBRT (Central Bank of Republic of Turkey) is scheduling to apply the inflation targeting policy in year 2002 as it declared with the Letter of Intent to IMF. Likewise mentioned in the text and the model concluded, for the inflation targeting policy the financial asset prices are the critical point, as a result of their effect through the transmission mechanism. In the last and the decisive section, a modified model is utilised in estimating CBRT's policy reaction function in order to perceive the effect of financial asset prices on monetary policy.

The realization and the protection of national interest is, traditionally, linked with the state of national security; national Security implies unobstructed achieving, enjoying and developing of national values and certainty of realizing national interests, absence of threats to national values and interests, as well as absence of fear that they will be endangered. Capability of state to regularly determine and efficiently realize national interests, depends on the level of security of society, state and international community. The policy of carrying out national interests is complicated because it is 'stretched' between real national needs, social interests, political and informal (interest and lobbying) groups, national power, the state of national and international security, national and international right, foreign policy of other states and political international organizations. As well as to propagation of national interests, statesmen are not always objective, and often changes in regime in countries in transition sometimes require drastically change in agenda of national interests. Eventually, contra positive attitudes in terms of declaring and the manner of achieving national interests can encourage conflicts of national and international proportions, especially in societies with undeveloped tolerance, security and political culture, in which the continuity in leading national politics does not exist. In such turbulent circumstances it is not that simple to define and achieve national priorities, and with that ensure national security. That is the situation with the Republic of Serbia too, which is a country in transition and in the process of international integrations. ; Dostizanje i zaštita nacionalnih interesa se, tradicionalno, vezuje za stanje bezbednosti države i nacije: nacionalna bezbednost upravo podrazumeva nesmetano dostizanje, uživanje i razvoj nacionalnih vrednosti i izvesnost realizovanja nacionalnih interesa, odsustvo pretnji po nacionalne vrednosti i interese, kao i odsustvo straha da će biti ugroženi. Od sposobnosti države da pravilno utvrdi i efikasno realizuje nacionalne interese, zavisi i stepen bezbednosti društva, države i međunarodne zajednice. Politika sprovođenja nacionalnih interesa je složena i u disperziji između realnih nacionalnih potreba, interesa društvenih, političkih i neformalnih (interesnih i lobističkih) grupa, nacionalne moći, stanja nacionalne i međunarodne bezbednosti, nacionalnog i međunarodnog prava, spoljne politike drugih država i politike međunarodnih organizacija. Uz to, u propagiranju nacionalnih interesa državnici nekada nisu objektivni, a česte promene režima u tranzicijskim državama neretko uslovljavaju i drastičnu promenu agende nacionalnih interesa. Najzad, oprečnost stavova u pogledu deklarisanja i načina dostizanja nacionalnih interesa može da podstakne konflikte nacionalnih i međunarodnih razmera, posebno u društvima sa nerazvijenom tolerancijom, bezbednosnom i političkom kulturom, i u kojima i ne postoji kontinuitet u vođenju nacionalne politike. U tako turbulentnim okolnostima nije jednostavno definisati i dostići nacionalne prioritete, a time ni osigurati nacionalnu bezbednost. U takvoj situaciji se nalazi i Republika Srbija, kao zemlja u tranziciji koja teži međunarodnim integracijama.

Fiscal consolidation is one of the most commonly used instruments of fiscal policy in order to "recover" the economy of a country. Successful implementation of the fiscal consolidation plan leads to a reduction of the budget deficit and public debt, with expansive effects primarily related to GDP growth. However, the success of fiscal consolidation does not depend only on a good plan or precise strategy. The complexity of fiscal consolidation requires knowledge of the entire macroeconomic system. The aim of this paper is to, based on previous experience, define the conditions which determine successful fiscal consolidation. Also, the paper will emphasize the most common mistakes which prevent consolidation from going in the desired direction. It should be mentioned that there is no unique fiscal policy and that each country has the opportunity to formulate a fiscal consolidation strategy based on its predispositions, expecting to bring the best results. ; Fiskalna konsolidacija predstavlјa jedan od najčešće korišćenih instrumenata fiskalne politike u cilјu "ozdravlјenja" privrednog i ekonomskog ambijenta jedne države. Uspešnim sprovođenjem plana fiskalne konsolidacije postiže se smanjenje budžetskog deficita i javnog duga, uz ekspanzivne efekte, koji se prvenstveno odnose na rast BDP-a. Međutim, za uspeh fiskalne konsolidacije nije dovolјno imati dobar i jasan plan i preciznu strategiju. Kompleksnost fiskalne konsolidacije zahteva poznavanje celokupnog makroekonomskog sistema. Cilј rada jeste da, na osnovu prethodnih iskustava, definiše koji su to preduslovi koji opredelјuju uspešnu fiskalnu konsolidaciju. Isto tako, u radu će biti naglašene najčešće greške zbog kojih konsolidacija ne ide u želјenom pravcu. Treba naglasiti da ne postoji jedinstvena fiskalna politika i da svaka zemlјa ima mogućnost da na osnovu svojih predispozicija formuliše strategiju fiskalne konsolidacije, za koju veruje da će doneti najbolјe rezultate.
