"This book is a concise but comprehensive guide to the history, present and possible futures of carbon capture and storage policy and action in the United Kingdom. There have been multiple failed starts, promises and 'last chances' for carbon capture and storage (CCS) in Europe, North America, China and Australia, but thus far it has repeatedly collided with the political and economic realities that the technology is too expensive and complicated to gain and keep policymakers' support. However, in the UK that might be changing, with explicit government support for CCS to help decarbonise industry. Set within the broader context of global interest in CCS, this book first outlines the technologies involved in the types of capture technology, transport options and storage options in the UK. It then briefly introduces an overarching policy analysis framework (John Kingdon's Multiple Streams Approach) and uses it to give an account of the long history of CCS interest and efforts in three chapters covering the 1970s to 2002, 2003 to 2015, and 2016 to the present day. This book offers the first comprehensive study of defence offsets and its economic, security, political and theoretical implications. Originating in the second half of the 19th century, defence offsets - additional economic, industrial and technological benefits to states for buying foreign weapons - have since been a key feature of the global arms trade and defence industry. And yet, offsets are an under-researched and under-theorised phenomenon. This book fills this gap in the literature by offering the first general theory of defence offsets, as well as the first systematic analysis of the offset phenomenon. By building on the insights of scholars of defence economics and drawing from the International Relations liberal paradigm, as well as reviving and adapting Robert Putnam's two-level game framework, the book proposes a liberal-rationalist theory of defence offsets. It then proves the worth of such a theory through Qualitative Comparative Analysis (QCA) of fifty-four fighter aircraft transfers from 1992 to 2021 inclusive, and three in-depth case studies addressing offsets negotiated and agreed to as part of fighter aircraft competitions in Brazil, India, and South Korea.

This book explores non-Western approaches to foreign policy in the context of Iran in order to encourage wider consideration of non-Western scholarship in international relations. Throughout its existence IR has drawn primarily on Western thought and experience, leaving other perspectives on the periphery of discourse. As the field becomes more about contexts beyond the West, this has become a challenge for creating a truly 'global' field of study. Concepts like 'national interest,' 'rationality' and 'pragmatism' are often applied to Iran without considering what these concepts mean in the context of Iranian political identity. The aim of this book is to highlight the contemporary relevance of native Iranian and non-Western perspectives to IR analysis, returning complexity and critique to Iranian studies. To do this, the author examines four of Iran's political encounters with the West, including its resistance to sanctions policy and negotiations surrounding its nuclear program. Ultimately, the book argues that ignoring Iranian motivations of identity has routinely resulted in missed opportunities, growing tensions and failed coercive policy.

This edited volume examines the competitive dynamics of two order-building projects in the Indo-Pacific, namely China's Belt and Road Initiative (BRI) and the US-led Free and Open Indo-Pacific (FOIP). Foci are on how far the two major powers are able to use institutional projects to (re)order the region of the Indo-Pacific to suit their policy preferences, and on how regional powers perceive and navigate between the two ordering projects. This book discusses a wide array of actors in the Indo-Pacific, covering the two major powers of China and the United States, middle powers of Australia and New Zealand, India, Japan, South Korea and Taiwan, and institutional actors of ASEAN, AUKUS, the Quad and the Pacific Islands Forum. Drawing on the concept of international order, the chapters examine the actor-specific foreign policies in relation to the rivalry between the FOIP and the BRI.

An allegation is made that a war crime was committed by a soldier during a conflict. Who should investigate the allegation? How should they investigate? This book explores a topic of critical importance in legal and policy discussions surrounding the accountability of military operations in armed conflict, and problematises some presumptions that are often made about the topic. The work provides the international legal framework necessary to address these questions and establishes the precise standards of independence and impartiality as applicable to investigations in armed conflict. It questions the assumption that the standards of independence and impartiality of investigations should be measured in the same way that we measure these standards for judges, courts, and tribunals. It also explores the ways in which military institutions and culture, as well as the context of armed conflict, may impact on the effectiveness of investigations or the perception of justice by those affected. By demonstrating the precise ways in which military investigations can contribute to or hinder the effectiveness of investigations, the book clarifies States' responsibilities with regard to their accountability efforts for serious violations of international law in armed conflict.
