This Working Paper is the elaboration of discussion emerged during the workshop 'Global Governance by Indicators: Measuring corruption and corruption indicators' convened by the Global Governance Programme of the European University Institute in Florence on 17 and 18 October 2013. It is based on the workshop's background paper published as EUI RSCAS WP 2014/13 http://hdl.handle.net/1814/29872 ; While, in the last decades, the proliferation of corruption indicators has stimulated an increasing sophistication of both data collection and management, academics and policy-makers have been confronted with significant challenges and criticisms over their efforts to elaborate anti-corruption strategies. Both theoretical and methodological issues related to the use of corruption indicators highlight the need to better consider the narrative emerging from the use of numbers; in particular by evaluating both policy context and implications involved in the construction of corruption through governance indicators. The present working paper promotes the idea of approaching corruption indicators from a broader multidisciplinary and multifocal perspective. It addressed three core dimensions of the analysis of key governance indicators: the construction of corruption indicators and their use as well as the discourse about them.

Machiavelli's The Prince is five hundred years old this year. Political scientists have considered this book as a founding text of their discipline, while accusing its author of offering no 'genuine insights into social organization as the basis of politics'. Conceived as a synthesis of recent advances in Machiavelli scholarship, this essay aims to illuminate one of the fundamental concepts of The Prince, that of 'people in arms', interpreting it through the background of the experience of the Florentine Secretary and of the financial crisis undermining the Republic of the Great Council around 1500. Intertwining the history of political ideas with economic and political sociology, it insists on the tension between the development of democratic institutions and the forms of the public debt, showing how Machiavelli's project of mass conscription undermined the system articulating mercenary armies together with public indebtment, on which the financial elites of Florence had built their political and economical hegemony. Contributing to reorder the relationship between debt and political sovereignty, Machiavelli's concept of the 'people in arms' was intended to establish the conditions for the autonomy of the Republic against the power of finance. The political communication of Matteo Renzi. On 8the December 2012, Matteo Renzi became the secretary of the Democratic Party with 68.1 percent of the vote. A few months later he is the youngest prime minister in the history of the Italian Republic. Renzi becomes the icon of the national policy, the central character in the redefinition of the new communication strategies. From the beginning, the already former mayor of Florence is characterized by a language distinguished by an informal register, which compels political opponents to change the approach to the electorate. A skilled user of the new instruments offered by the so-called Web 2.0 and Social Networks, Matteo Renzi feels the effects of the acceleration that the television contents and the new rhythms of the 80s have marked our language. The analysis aims to investigate, from the rhetorical of view, the different aspects of consensus-building and electoral tactics adopted by the Secretary of the Democratic Party. In the background, the changes recorded in the broader context of political communication in the light of the extraordinary success of television, with its logic of simplification, the collapse of the parties, the loss of consent and the increasing personalization of politics

In the late nineteenth century, Venice underwent political, economic, and cultural changes that affected its heritage and identity. The development of photography, the development of the mass tourism industry, and the success of Italian Unification in 1861 significantly influenced these changes. Photographs like Palazzo Ducale, Venice by the Fratelli Alinari came to represent both the death and rebirth of Venice. To Venetians, the depiction of the Palazzo Ducale in isolation was a melancholic reminder that the era of the independent and economically prosperous Republic of Venice had died following Napoleon's invasion of Venice in 1797. To tourists, photographs of Venice's art and architecture were an affordable visual commodity that preserved the memory of their visits. As an easily distributable form of advertisement, photographs of Venice's art and architecture promoted the tourism industry that reinvented Venice's economy based on the sale of the experience of historic Venice. The city's embrace of photography and tourism helped to preserve its heritage while it also helped to settle its relationship with the rest of the Italian peninsula. Popular albums of photographs that combined images of Florence, Rome, and Venice propagated a unified Italian identity, even if that identity was not yet fully ingrained in the Italians themselves by the late nineteenth century.

The key objective of the article is to explore the evolution of the audit methodology of the European Court of Auditors, the external auditor of EU finances. The author identifies significant landmarks of the process, by splitting the whole period into three parts from its foundation until recent progresses. The research method applied is the consultation of the documents available at the Historical Archives of the European Union in Florence and the European Court of Auditors in Luxembourg (within the framework of the Postgraduate Research Grant Programme), and interviews with auditors of the Court and professionals who have the knowledge of the overall external audit. The article concludes that the Courts methodological framework reflects from all aspects the professional standards on auditing. Both the legal framework and the Courts institutional evolution highly influenced the development of the methodology. The outcome of the research later serves as a reference point to investigate whether a common methodology to EU funds across Member States is possible and of intention. This aspect is a fundamental prerequisite of the feasibility of the single audit concept in the context of the external audit function and internal control chain of EU funds.

Наследие обоих мыслителей чрезвычайно актуально и сегодня, когда встает вопрос об этическом измерении политики на международной арене. ; The author examines the legacy of two great Christian thinkers, the American Reinhold Niebuhr and the Italian Giorgio La Pira, both very influential during the Cold Wa r. Niebuhr was a Protestant theologian and political adviser to the American establishment. The Mayor of Florence, La Pira, was a prominent Italian statesman and an eminent Catholic thinker. The author analyzes their views on international relations, in particularly on the western policy towards the Soviet Union, the use of nuclear weapons, the war in Vietnam and communism. The legacy of two thinkers is highly topical in front of the ethical dimension of choices needed in international politics today.

As the world struggles with accommodation of diversity in a wide variety of situations, including armed struggles with sometimes transnational security dimensions, it is clear that ethnic, religious and linguistic identity constitutes a reality, which needs to be taken into account. This book offers a theory about the nature and essence of minority participation and representation, while describing possible problematic aspects, which need to be taken into account when devising various institutions and mechanisms. Moving from political theory and philosophy through positive international (human rights) law and practice to implementation and other manifestations in particular domestic situations, this volume constitutes a reliable source on the subject matter, bridging theory and practice. This book is of use to a wide audience of academics, practitioners, policy makers, NGOs, and to all those interested in diversity management and institutional design in societies that are to a greater or lesser extent divided along ethnic, linguistic or religious lines. An interview with Davilo Zolo, a professor of the Philosophy of Law & Political Philosophy at the University of Florence. Zolo identifies the complex problems of today's world as: the concentration of international political power in the hands of a few countries, notably the US, the growing division between rich & poor, violence practiced by government & non-government terrorists alike, environmental hazards, & the rise of new powers like China. These problems make it difficult to predict international relations in the next 10 years. Zolo discusses the difference between the terms imperialism & hegemony. The imperial paradigm of the Romans had three morphological & functional characteristics: strength, centralization, & expansion; non-representation but functioning government within a plural society; & a pacifist & universalist ideology. The US practices a brand of neo-imperialism now. Zolo discusses the praxis of humanitarian intervention in the new world order in the wars of Yugoslavia & the Gulf -- it is aggressive intervention legitimized. There is a lack of consensus about the definition of terrorism, for example, in the case of Israeli & Palestinian violence. The European Social Forum hosted by Florence, Italy, in Nov 2002, was expected by many to balloon into a giant violent political protest. It did not. There was not a single act of violence, & participation was way beyond expectations, with 60,000 participants, representing 426 associations in 105 countries, taking part in the 30 plenary sessions, 160 seminars, 180 workshops, & 75 cultural events. The protests that did take place were seen as a moment of consolidation of a social movement. The ESF formally declared "We want a World of differences, freedom, & reciprocal respect." This chapter focuses on how this "movement of movements" mobilizes, constructs its own resources & opportunities, exploits a vast but heterogeneous social capital but has an individualistic Zeitgeist that discourages traditional militantism, develops tolerant identities, & frames differences as an enriching characteristic of the movement. This reconstruction of the movement's identity & politics is based on survey of ESF activists, 6 focus groups, & semi-structured interviews with representative country samples, totaling 2,384 participants. The findings lead to the conclusion that from this movement for global justice there emerges a conception of democracy as a search for a common good, starting from a pluralist confrontation among equals. 7 pages, 5 figures. ; We present an analytical, numerical and experimental study of the switching time and jitter of current induced polarization switching in Vertical-Cavity Surface-Emitting Lasers in the presence of spontaneous emission noise. Assuming that the switching is induced by changes in the dichroism, the problem can be reduced to the well-known first passage time problem in gain switched Class-A lasers.
