Wie können wir Chinas Integrationsverhalten verstehen? Die Volksrepublik strebt nach einer neuen verantwortungstragenden Rolle und fordert damit die integrierte Staatengemeinschaft heraus. Am Beispiel der WTO zeigt sich, inwieweit Chinas Integrationsverhalten Resultat eines dynamischen Konfliktaustrags über die eigene Rolle in der Welt ist. Das Verständnis über den Kooperationszweck sowie von der aktiven Mitgliedschaft hat sich von der normenimportierenden zur etablierenden verändert. Daher zielt dieser Band darauf, tiefgreifende Kenntnisse zur innenpolitischen Kontroverse der chinesischen Rollenfindung und musterhaften Rollenanfechtung zu erlangen, um Annahmen über das zukünftige Konfliktpotenzial nach innen wie außen umfassender einschätzen zu können. Dazu liefert dieses Buch über den innerparteilichen Faktionalismus einen Zugang, um die domestischen Rollendynamik zu verstehen und regulative Auswirkungen auf Chinas außenpolitische Rolle zu erklären.

Teilzeitarbeit in Führungsetagen ist eine Ausnahme, obwohl das Thema Arbeitszeitreduzierung durch veränderte Familienarrangements und zunehmende berufliche Belastung wichtiger geworden ist. Daran hat weder der seit mehr als 20 Jahren bestehende Rechtsanspruch auf einen Teilzeitarbeitsplatz noch das im Jahr 2019 eingeführte Rückkehrrecht auf einen Vollzeitarbeitsplatz nach zeitlich begrenzten Arbeitszeitreduktionen etwas geändert. Dieser Beitrag nutzt Daten der Europäischen Arbeitskräfteerhebung, um Teilzeitarbeit von Führungskräften in Deutschland sowohl im zeitlichen als auch im internationalen Vergleich einzuordnen und damit ein empirisches Fundament für die gesellschaftliche Diskussion um Teilzeitführungskräfte zu legen. Die Auswertungen zeigen: In Deutschland arbeiteten im Jahr 2019 laut eigener Aussage rund 14 Prozent der Führungskräfte in Teilzeit. Im europäischen Vergleich gehört Deutschland damit zu den Ländern mit dem höchsten Anteil an teilzeitarbeitenden Führungskräften. Die Auswertungen zeigen auch, dass in Deutschland der Anteil der weiblichen Führungskräfte in Teilzeit mit rund 32 Prozent deutlich über dem der männlichen Führungskräfte liegt (rund 3 Prozent) und es große Unterschiede nach Altersgruppen gibt. Als Motiv für eine Arbeitszeitreduktion geben Führungskräfte, insbesondere Frauen, zumeist Pflege- und Betreuungsverpflichtungen.

Recent research into the public's attitude toward the use of nuclear weapons repeats long-standing mistakes in how international relations theorists think about morality. Falsely equating consequentialism with state egoism and normative obligations with restrictions on the use of weapons of mass destruction implies that ethically motivated beliefs about foreign affairs must be other-regarding and that other-regarding behavior is not utilitarian in character. Drawing on empirical research into moral psychology, we argue that liberal, other-regarding morality is only one kind of ethical foundation. Alternative moral concerns such as retribution, deference to authority, and in-group loyalty also help to determine foreign policy beliefs. We find that all three are associated with support for the use of nuclear weapons in the American public. Our survey respondents act as moral utilitarians who weigh different ethical considerations in forming their judgments.

Does the level of public support for democracy promotion policies vary with the characteristics of potential autocratic targets? We conduct an experimental study with a conjoint design on a sample of 1,464 US citizens that manipulates several core characteristics of potential autocratic targets. We then compare citizens' preferences with the cross-national evidence testing the determinants of democracy promotion success. We find that respondents support the use of coercive measures (military action and sanctions) precisely in contexts where, according to comparative research, these instruments are unlikely to foster democratization: oil-rich, exclusionary, personalistic regimes with no elections, and with no ties to the United States. Conversely, the characteristics driving public support for the use of democracy aid are more consistent with those favoring effectiveness: autocratic regimes with multi-party elections and with links to the United States. These findings have important policy implications by contributing to understand the micro-foundations of target selection.

The article considers the dependence of political representation at the regional level on the specific configuration of the national political and legal field. The full value and normativeness of public representation are substantiated, as well as the contradictions of the interests of regional political elites and bureaucratic power practices are outlined.The purpose of this article is to clarify the importance of bureaucracy as a factor in the functioning of the regional elite against the background of the challenges of socio-political representation.Research methods. A descriptive method was used to describe the implementation of autonomous government by citizens and to resolve their issues based on the activities of local governments; the method of comparison is used to reflect the composition of regional political elites of European countries and the specifics of the mechanisms of representation at the parliamentary local and regional levels; a method of generalization to demonstrate challenges for elites in the sense of an adequate understanding of their importance and role in political processes at the national and international levels.Results. The assessment of the distribution of powers and the tendencies of influencing the situation in regional communities and territorial units are characteristic only for the countries that are going through a period of democratic transformations and for sustainable democracies. It has been proven that if the bureaucracy is the main actor in the implementation of technical management decisions, the elites can only be coordinators in setting priorities and differences on certain aspects of decision-making at the macro level. Emphasis is placed on the implementation of democratic reform programs, which provide for the representation of the people at all levels of administrative-territorial division. The properties of the elites elected by the citizens, which act only as a temporary component of the general system of decision-making and their implementation, are revealed. It is not possible to represent all, without exception, local communities at the regional level, due to the diversity of their economic and socio-infrastructural potential. An interpretation of the essence of the mechanisms of real democratic political leadership is proposed, which would ensure the support of the population of regional elites as factors of real representation of communities. ; В статье рассмотрена зависимость политического представительства на уровне региона от конкретной конфигурации национального политико-правового поля. Обоснованы полноценность и нормативность общественного представительства, а также обозначены противоречия интересов региональных политических элит и бюрократических властных практик.Целью данной статьи является выяснение значения бюрократизма как фактора функционирования региональной элиты на фоне вызовов общественно-политического представительства.Методы исследования. Использовано дескриптивный метод для описания реализации гражданами автономного управления и решения своих вопросов на основе деятельности местных правительств; метод сравнения применен для отображения состава региональных политических элит европейских стран и специфики механизмов представительства на парламентском локальном и региональном уровнях; метод обобщения для демонстрации вызовов для элит в смысле адекватного понимания своего значения и роли в политических процессах общенационального и международного уровня.Результаты. Дана оценка распределения полномочий и тенденции влияния на ситуацию в региональных сообществах и территориальных единицах характерные только для стран, переживающих период демократических трансформаций и для постоянных демократий. Доказано, что если бюрократия выступает основным главными актерами осуществления технических управленческих решений, то элиты могут быть только координаторами в установлении приоритетов и различий по отдельным аспектам принятия решений на макроуровне. Акцентировано внимание на реализации программ демократических реформ, предусматривающих обеспечение народного представительства на всех уровнях административно-территориального деления. Раскрыты свойства избранных гражданами элит, выступающих лишь временным компонентом общей системы принятия решений и их реализации. Отмечена невозможность представительства всех без исключения локальных сообществ на региональном уровне из-за многообразия их экономического и социально-инфраструктурного потенциала. Предложено толкование сущности механизмов реального демократического политического лидерства, которое бы обеспечивало поддержку населения региональных, как факторов реального представительства общин. ; У статті розглянуто залежність політичного представництва на рівні регіону від конкретної конфігурації національного політико-правового поля. Обґрунтовано повноцінність і нормативність громадського представництва, а також окреслено протиріччя інтересів регіональних політичних еліт та бюрократичних владних практик.Метою даної статті є з'ясування значення бюрократизму як чинника функціонування регіональної еліти на тлі викликів громадсько-політичного представництва.Методи дослідження. Використано дескриптивний метод для опису реалізації громадянами автономного урядування і вирішення своїх питань на основі діяльності місцевих урядів; метод порівняння застосований для відображення складу регіональних політичних еліт європейських країн та специфіки механізмів представництва на парламентському локальному і регіональному рівнях; метод узагальнення для демонстрації викликів для еліт в сенсі адекватного розуміння свого значення і ролі у політичних процесах загальнонаціонального і міжнародного рівня.Результати. Дано оцінку розподілу повноважень і тенденції впливу на ситуацію у регіональних спільнотах і територіальних одиницях характерні лише для країн, які переживають період демократичних трансформацій і для сталих демократій. Доведено, що якщо бюрократія виступає головним актором здійснення технічних управлінських рішень, то еліти можуть бути лише координаторами у встановленні пріоритетів та відмінностей щодо окремих аспектів ухвалення рішень на макрорівні. Акцентовано увагу на реалізації програм демократичних реформ, які передбачають забезпечення народного представництва на всіх рівнях адміністративно-територіального поділу. Розкрито властивості обраних громадянами еліт, що виступають лише тимчасовим компонентом загальної системи ухвалення рішень та їх реалізації. Відзначено неможливість представництва всіх, без винятку, локальних спільнот на регіональному рівні, через різноманіття їх економічного та соціально-інфраструктурного потенціалу. Запропоновано тлумачення сутності механізмів реального демократичного політичного лідерства, яке б забезпечувало підтримку населення регіональних еліт як чинників реального представництва громад.

This article considers the construction of the market of Impact Investing – financial investment with the intentional pursuit of "impact" alongside financial return – as one case of the broader turn to Social Finance. Impact Investing is championed by proponents for its ability to provide a sustainable and scalable market-based solution to societal and environmental problems, in contrast to the limited efforts of government and civil society. This article delineates the work of the market maker who motivated the construction of a judgment device to address the issue of quality uncertainty in this new market. I offer a genealogy of this rating system for firms as potential impact investments, showing that it was commissioned by proponents of Impact Investing who, having first engaged in boundary work to distinguish Impact Investing from other spaces of Social Finance, then sought to appeal to traditional investors by mimicking the calculative tools used in traditional capital markets. Yet, the adaptation of a financial rating system to the new field was complicated by the multivocal status of "impact" as a boundary object involving multiple, disparate actors committed to the common project of creating a judgement device for impact investment yet diverging on the question of how impact was to be created by businesses and for whose benefit. The result was a slippage between the conception of impact espoused by the market maker of Impact Investing and the type of impact gauged by the rating system itself, with likely reactive effects for impact investors and investees. I conclude by positing that the development of suitable judgement devices that capture and communicate the impact of socially or environmentally oriented financial activity is one critical yet understudied condition for the ability of social finance markets to achieve their promise.

Does public opinion act as a constraint on military action, are ordinary citizens the easily manipulated targets of the public relations efforts of their governments, or does the general public react as assertively to threats as decisionmakers? This article examines the causal connection between military action, public opinion and threats. Empirically, it focuses on the pattern of EU member state participation in two recent military operations: the 2011 intervention in Libya and the operation against the self-proclaimed Islamic State (IS). Three competing causal models on the relationship between threats, public opinion and military action were derived from the scholarly literature and tested with coincidence analysis. The results of the analysis show that public opinion acted as a constraint on executives during the Libya operation. However, there was no direct causal link between public opinion and military participation in the operation against IS, in which both military action and public support were an effect of threat. More generally, the results suggest that the context of the intervention is decisive for the relation between threat, military action and public support. More specifically, whether public opinion constitutes a constraint on military action or is an effect of threats to national interests depends on whether these threats are clear and tangible.

Why do small states sometimes defy the behavioral expectations of powerful allies? Realism would suggest that they would not only ally themselves with more powerful states to ensure their security but would maintain that security through an accommodative strategy toward their protector once an alliance had been formed. Yet, this does not always happen; and the present article, building on Harnisch's (2014) pioneering effort to integrate role theory and the two-level game metaphor, investigates why. It offers and tests the hypothesis that, when small states prioritize their domestic role conceptions in formulating their foreign policy, they defy the behavioral expectations of more powerful allies. The 2014 visa revocation crisis between Hungary and the United States is used to illustrate this process: and contrary to what the literature suggests, the finding is that ego-dominated role-taking in international relations remains possible today even for small states.

The current paper centers on the distinction of the profiles of the moderate political discourses between 1812 and 1816, both those emitted by the rebel group leaders and those uttered by the ruling authorities of the Viceroyalty of New Spain, in order to observe how these moderate postures set the tone for conciliatory viceroyal policies. Furthermore, it is also intended to contribute with two approaches for the Mexican War of Independence historiography. On one side, it is proposed that conciliatory policy began since the absolutist restoration in 1814, that is, before viceroy Apodaca, to whom the conciliatory policy has been attributed up until now, took over his duties in 1816. On the other side, an effort is made to establish that existing moderate political postures on each faction turned out not to be altogether antagonistic with one another. ; El presente trabajo se centra en distinguir el perfil de los discursos políticos moderados entre los años de 1812 y 1816, tanto aquellos emitidos por los líderes del grupo de sublevados como los enunciados por las autoridades virreinales de la Nueva España, con la finalidad de observar cómo esas posturas moderadas dieron pauta para la política conciliadora virreinal. Además, se busca aportar dos enfoques para la historiografía de la guerra de independencia de México. Por un lado, se propone que hubo indicios del inicio de la política de conciliación desde la restauración absolutista de 1814, es decir, antes de la entrada en funciones del virrey Apodaca en 1816, a quien hasta ahora se le atribuye la política conciliatoria. Por otro, se busca establecer que las posturas políticas moderadas existentes en cada bando no resultaban del todo antagónicas entre sí.

Das seit 2008 bestehende Professorinnenprogramm zielt auf eine Erhöhung des Professorinnenanteils und die Verstärkung von strukturellen Gleichstellungswirkungen. Mit dem Ansatz einer rigorosen Wirkungsevaluation wird untersucht, ob sich kausale Effekte des Programms auf die Erhöhung des Professorinnenanteils nachweisen lassen. Im Vergleich von teilnehmenden und nicht teilnehmenden Hochschulen mit einer Pre-Post-Messung und der Berechnung der Differenz von Differenzen kann ein Effekt von 1,8% an teilnehmenden Hochschulen nachgewiesen werden. Auswahleffekte haben keinen Einfluss. Eine Zeitreihenanalyse belegt, dass bundesweit der Professorinnenanteil stärker stieg, als nach dem Durchschnitt der Vorjahre zu erwarten war. Wie sich die Wirkungen in den Hochschulen entfalten, ist eine offene Forschungsfrage. Mit dem Beitrag konnte ein quasi-experimentelles Forschungsdesign in einem Politikfeld verwirklicht werden, in dem rigorose Wirkungsevaluationen bisher wenig Anwendung finden.
