PurposeThis paper argues that this animal surveillance has the potential for considerable function creep going far outside the scheme's original objectives and acts as a conduit for more problematic surveillance of humans. This results in social sorting of people with subsequent unforeseen consequences leading to discrimination and curtailment of freedoms for both animals and their owners. Ultimately this opens people up to further intrusive targeting by commercial interests and, more alarmingly, scrutiny from law enforcement agencies.Design/methodology/approachAn empirical study examining an initiative involving the collection of canine DNA sources data from publicly available Cabinet, Select Committee and Scrutiny Committee records from the London Borough of Barking and Dagenham (LBBD). It also draws on news media sources, publicity material from the company running the scheme and from this and other local authorities. Methods include analysis of documents, semiotic and discourse analysis.FindingsThis paper highlights the importance of animals to surveillance studies and examines the extent to which animals are a part of the surveillant assemblage in their own right. It also demonstrates how nonhuman animals extend the reach of the surveillant assemblage.Social implicationsThe scheme was called a badge of considerate dog ownership, yet it is one that can be franchised to tie up with diverse income streams being described as advantageous in the age of austerity. In 2017, it was reported that this scheme was to be rolled out in other areas and was moving from being voluntary to being mandatory with the enforcement of Public Space Protection Orders (PSPOs). These have been described as "geographically defined ASBOS" that have come into force under the Anti-social Behaviour and Policing Act (2014); they often work to criminalise activities that were not previously considered illegal.Originality/valueIn the theorising of surveillance, animals have been largely overlooked. Epidemiological studies proliferate, yet the role of animals in many aspects of everyday surveillance has been neglected.
The present study substantiates the economic basis for regulating land relations in the agricultural sector, outline the main stages of the formation and development of land relations in Russia. It also carries out a comparative analysis of land relations in Russia and foreign countries, presents theoretical aspects of economic regulation of land relations in the agricultural sector and considers domestic and foreign experience of the regulation of land relations. The activities of human society in connection with land are carried out on the basis of social relations, the key element of which is land relations. Transformations and regulation of land relations occur in the process of agrarian transformations. Historically, it has been proven that the implementation of agrarian reforms that change the socioeconomic situation, the working conditions of people, the production and marketing of products, does not bring about solid results without a proper transformation of land relations. The unique role of land relations in the system of agrarian reforms suggests that agrarian restructuring must begin with land reform. ; peer-reviewed

"This book analyses the mobilisation of race, rights and the law in Malaysia. It examines the Indian community in Malaysia, a quiet minority which consists of the former Indian Tamil plantation labour community and the urban Indian middle-class. The first part of the book explores the role played by British colonial laws and policies during the British colonial period in Malaya, from the 1890s to 1956, in the construction of an Indian "race" in Malaya, the racialization of labour laws and policies and labour-based mobilisation culminated in the 1940s. The second part investigates the mobilisation trends of the Indian community from 1957 (at the onset of Independent Malaya) to 2018. It shows a gradual shift in the Indian community from a "quiet minority" into a mass mobilising collective or social movement, known as the Hindu Rights Action Force (HINDRAF), in 2007. The author shows that activist lawyers and Indian mobilisers played a crucial part in organizing a civil disobedience strategy of framing grievances as political rights and using the law as a site of contention in order to claim legal rights through strategic litigation. RESUMEN: La coincidencia entre "las educaciones" y la política demarca la posibilidad de preservar y reconstruir el ámbito político desde el ámbito cultural en el momento actual en el que aquel pretende ser destruido por quienes orientan sus acciones bajo los supuestos de la ideología política neoliberal. Con la finalidad de argumentar esta afirmación, en este texto se ha partido de ensayar una definición de los conceptos educación y política, para relacionarlos, para definir la educación política y subrayar el alcance de reconstruir el ámbito político desde la diversidad de procesos educativos que se pueden configurar en las sociedades y, en especial, desde la formación de docentes que ejerzan una función social intelectual en torno a la educación política. ; ABSTRACT: The coincidence between "the educations" and politics marks the possibility of preserving and reconstructing the political domain from the cultural realm in the present times, when it risks being destroyed by those who follow the principles of the neoliberal political ideology. To support this statement, this text starts by examining a definition of the concepts of education and politics, in order to relate them to each other, define political education, and highlight the possibilities of reconstructing the political domain based on the diverse educational processes that can be shaped in societies, especially by the training of teachers who play an intellectual social role in terms of political education.
