Is the euro area getting closer with regard to business cycles? The study investigates the linkage between business cycle convergence and financial portfolio choice for a panel of 18 European countries. For this purpose an index is constructed which measures the similarity of investment portfolios. The idea is that financial portfolio choice has an impact on business cycles and contributes to convergence via the consumption-wealth linkage. The background of the analysis is the International Asset Pricing Model (IAPM). The results of fixed effects GMM TSLS estimations confirm the linkage. The effect is higher for country-pairs that are built by one euro area member and one member outside the euro area.

China's re-entry into the international community in the 1970s created important opportunities for trade-dependent European states such as the Federal Republic of Germany (FRG). At the same time Bonn did not want to risk the gains of Ostpolitik by openly collaborating with the Soviets' arch-enemies in Beijing. The following article argues that while never questioning the priority of detente in Europe, the FRG eventually succeeded in forging close relations with China by focusing on areas of cooperation that were below the radar of Cold War politics, such as small-scale projects of technical assistance, student exchange, and regional cooperation through the German Lander. On an initiative of the Swedish Government, Boverket has commanded an international study of methods and practices in urban regeneration and housing policies that allow tackling urban and social segregation. The focus should be on regeneration projects that aim at: improving the quality of the housing stock, mixing housing types, renovating buildings. The purpose of the analysis was to understand the decision‐making processes, the project management, the financial contributions, the partnership engaged as well as the role of the participation of inhabitants in the process. Seven different countries have been chosen for their experience in this particular topic, notably England, Germany, Denmark, France, the United States, Canada and the Netherlands.

Es gilt: "Keine Entwicklung ohne Sicherheit", aber auch "Keine Sicherheit ohne Entwicklung". Diese Maximen werden zunehmend zu einem neuen entwicklungspolitischen Paradigma. Die Notwendigkeit dafür resultiert aus den Erfahrungen früherer Militäreinsätze: Bei nahezu allen größeren Einsätzen ist auf militärische Effizienz ziviles Chaos gefolgt. Afghanistan, der Balkan, Liberia, der Sudan und für verschiedene Geber auch der Irak sind aktuelle Fallbeispiele, die das enge Wechselverhältnis von entwicklungspolitischem und militärischem Engagement belegen. Teilweise wird sogar davon ausgegangen, dass Entwicklungspolitik Risiken in Post-Konflikt-Situationen in einem Umfang vermindern helfen kann, der eine Verringerung von Militärpräsenz erlaubt. Der Beitrag zeigt, dass für die Debatte über das entwicklungspolitisch-militärische Verhältnis in Nachkriegssituationen die Mandatierung und damit die Legitimierung von Militäreinsätzen die entscheidende Rolle spielt. Die Notwendigkeit von mandatierten militärischen Einsätzen wird heute (überwiegend) anerkannt. Weiterhin werden internationale militärische Friedensmissionen zunehmend mit Nation-building-Aufgaben betraut. Die konkrete Ausgestaltung der UN-Friedensoperationen variiert dabei erheblich. Das betrifft auch die Frage, wie stark militärische und zivile Aktivitäten (einschließlich Wiederaufbau) dort als Aufgaben umrissen werden und inwieweit der Schutz der Zivilbevölkerung im Mandat enthalten ist. Can process conditionality really enhance poverty reduction in developing countries? This question is addressed in the framework of a politico-economic model considering political distortions both on the recipient and on the donor side. It turns out that process conditionality is a very useful tool to raise the welfare of the poor as long as the international aid organizations hold all necessary information to assess the political situation in recipient countries and to select the true representatives of the poor into a participatory process. If they do not hold this information or if other bureaucratic interests reduce their incentive to acquire this information, process conditionality loses its effectiveness in achieving the desired objective.

"In den letzten beiden Jahrzehnten haben große, multinationale Unternehmen ihre Produktionsprozesse zunehmend segmentiert und innerhalb eines Landes oder über Ländergrenzen hinweg auf verschiedene Regionen verteilt. In der Bekleidungsindustrie wird dieser Prozess durch so genannte Export Processing Zones (EPZ) in Entwicklungsländern verkörpert, wo importierte Materialien von Auftragnehmern (Kontraktoren) für multinationale Bekleidungseinzelhändler zusammengenäht werden. Für den Verkauf wird die Fertigware anschließend in entwickelte Länder exportiert. In der Automobilbranche zeigen sich extreme Formen der segmentierten Produktion in der Modularen Massenproduktion (Mass Modular Production, MMP), die sich dadurch auszeichnet, dass multinationale Automobilhersteller nicht nur einzelne Teile, sondern fertige Module von externen Unternehmen beziehen. Der vorliegende Beitrag zeigt auf, dass diese neuen Produktionsformen mit enormen Herausforderungen für die Arbeitnehmerschaft verbunden sind und Mitursache für die Verschlechterung der Arbeitsbedingungen und die abnehmende Stärke der Gewerkschaften sind. Des Weiteren wird dargelegt, dass die Arbeitnehmerschaft in dem Maße, in dem sie ein Verständnis für diese neuen Produktionssysteme entwickelt, neue Strategien findet, ihnen zu begegnen. Insbesondere gehören hierzu netzwerkartige Formen der internationalen Solidarität zwischen Arbeitnehmern, die breite Bündnisse mit sich bringen und neue Wege eröffnen, gegen die Muttergesellschaften vorzugehen." Die beiden vorherrschenden Friedensmodelle der Zeit vor 1989 - "Frieden durch Abschreckung" und "Frieden durch Entspannung" - haben an Plausibilität verloren. Zugleich ist die Annahme überholt, das das Friedenshandeln exklusiv an die Tätigkeit des Staates gebunden ist. Sowohl das sicherheitspolitische Denken als auch die Friedensbewegung gingen vom stattlichen Gewaltmonopol aus und definierten sich - als Nichtregierungsorganisationen - vom Staat aus. Der Autor legt dar, weshalb diese Form der Staatsfixierung nicht mehr aufrecht zu erhalten ist. Zum einen müsse das Verhältnis von Staat und Gesellschaft neu verstanden werden, zum anderen liegt der Grund für ein neues gesellschaftsbezogenes Verständnis von Friedensverantwortung im neuen Charakter friedensgefährdender und friedenszerstörender Konflikte. Als dritten Faktor sieht er die elementare friedensethische Einsicht, daß bei der Bearbeitung von Konflikten den gewaltfreien Mitteln der Vorrang vor allen Mitteln der Gewalt zukommt. Ausgehend von diesen Überlegungen schildert er die Diskussion über Organisation und Förderung eine Zivilen Friedensdienstes in Bosnien. Er skizziert zwei Grundmodelle. Daß die Möglichkeiten gewaltfreier Konfliktbearbeitung auch in den internationalen Beziehungen ausgebaut werden, ist eine entscheidende Voraussetzung dafür, daß die Debatte über militärische Interventionen als äußerstes Mittel zur Beendigung von Gewalt aus der "Engführung befreit" wird, unter der sie gerade in Deutschland in den letzten Jahren gelitten hat, lautet ein Fazit. THERE IS NOW A NEW GERMAN QUESTION: HOW SHOULD THE WORLD REACT TO A GERMANY THAT IS UNITED, DEMOCRATIC, AND RESPONSIBLE, THAT IS NOT BENT ON AGGRESSION, BUT THAT REMAINS POWERFULLY INFLUENTIAL AND THAT HAS ITS OWN INTERESTS AND PURSUES THEM? THE NEW UNITED GERMANY IS UNLIKE ANY EARLIER GERMAN STATES, AND ITS ELECTORATE IS CONSERVATIVE IN THE DEEPEST SENSE OF THE WORD. THIS ARTICLE EXPLORES THE POLICIES OF THE NEW UNITED GERMANY AND THE RELATIONSHIP BETWEN AMERICA AND GERMANY. IT NOTES THAT SHAPING A EUROPE AND A WORLD THAT SUITS GERMANY AND ALL ITS NEIGHBORS AND ALLIES MAY PROVE TO BE THE MOST CHALLENGING PART OF ALL INTERNATIONAL RELATIONS.
