This new volume presents a wealth of fresh data documenting and analyzing the different positions taken by governments in the development of the European Constitution. It examines how such decisions have substantial effects on the sovereignty of nation states and on the lives of citizens, independent of the ratification of a constitution. Few efforts have been made to document constitution building in a systematic and comparative manner, including the different steps and stages of this process. This book examines European Constitution-building by tracing the two-level policy formation process from the draft proposal of the European Convention until the Intergovernmental Conference, which finally adopted the document on the Constitution in June 2004. Following a tight comparative framework, it sheds light on reactions to the proposed constitution in the domestic arena of all the actors involved. It includes a chapter on each of the original ten member states and the fifteen accession states, plus key chapters on the European Commission and European Parliament. This book will be of strong interest to scholars and researchers of European Union politics, comparative politics, and policy-making.

Today, Europe is living a new decisive time as it has been in its past after World War II, in search of unity in diversity in the name of a peace project to safeguard future. If, on the one hand, Europe expresses aspirations for profound changes in its external environment, in the domestic context, it ends up colliding with aspects linked to sovereignty and human rights; on the other hand, in European foreign policy, the model reveals the search to legitimize its action. Precisely, the objective and the motivation of this study seek, through the qualitative methodology in Political Science, to analyse and understand the current context of the European Union in the international system. In fact, it is identified that this new hierarchy of powers, in the reaffirmation of the Westphalian system, where economic power comes, is bound to consolidate the democratic development between the old and new times of international relations in the destiny of Europe. From the results obtained during the analysis, in order to face again the unpredictability of the world scenario, it is a reality that Europe must promote the re-encounter of an alternative role, in other words, to assume its initial project of European edification in the name of equality of circumstances and rights of its affirmation in the global arena. PurposeThe purpose of this paper is to analyse the role of the enlargement process of the European Union as a factor fostering international competitiveness of EU Member States. The paper argues that the economic integration process has reduced the technological gap between old and new EU Member States, and this pattern of technological innovation can partially explain the strong impulse on the export dynamics of European countries.Design/methodology/approachThe paper builds an augmented gravity model by including the role of technological innovation, proxied by the stock of knowledge at the sector level. The authors gather together information on patents applied to international offices and bilateral export flows available from COMTRADE dataset.FindingsBy using a dynamic panel data estimator the authors find three main empirical evidences. First, the enlargement process has produced an overall larger positive impact on export flows for new Members than for old ones, and more importantly that sectors with the higher technological content have received the strongest impulse. Second, the augmented gravity model allows shaping the crucial role of technological innovation in fostering export competitiveness. Third, this impact seems to be stronger for old EU Member States than for new ones.Research limitations/implicationsThe major limitation concerns time span adopted in this work. By expanding the dataset to further years it could be possible to better disentangle the effects also related to the new wave of the EU enlargement.Social implicationsThe policy implication derived is that the more the new EU Members catch up technologically as a result of the integration process, the more they will benefit in terms of economic development.Originality/valueThe major originality of this paper is the construction of an augmented gravity model by including the role of technological innovation, applied to distinguished manufacturing sectors in a dynamic panel setting.

Diplomatic, economic and other relations between the Republic of Kazakhstan and the European Union have been officially established since 1993. Such interaction between Kazakhstan and the European Union has been effective for both sides. The aim of this research is to consider the economic, political, diplomatic and cultural relations between the European Union and Kazakhstan, as well as to propose recommendations for countries that are just beginning relations with the Union. The creation of a single dense economic and currency space on the European continent, the expansion of the Union, a strategy to advance the world economy, the formation of a common defense and security system, integration and components of global processes have become the main requirements of this union. Political, trade, economic and investment cooperation between the Republic of Kazakhstan and the EU is carried out within the framework of the Partnership and Cooperation Agreement signed on 23 January 1995 in Brussels and entered into force on 1 July 1999. On the basis of the agreement, it was possible to establish appropriate discussions on trade, investment, general economic relations, as well as cooperation in energy, transport, environment and finance. For the European Union, Kazakhstan has established partnerships in Central Asia as a key and effective partner. Thus, it became clear that Kazakhstan is a Eurasian state connecting Europe and Asia and a "Golden Bridge" in terms of geopolitical location.

Significant demand and use of food supplements increase requirements to ensure their safety. Free trade of goods, fair competition in the market and consumer health is the main priority of harmonized European Food law. The basic European legislative requirements for production and marketing of Food supplements are presented. Оutlines the main aspects of harmonization and transposition of EU Food Law, problems of implementation and future needs for harmonization of currently unresolved elements of legislation of Food supplements such as the setting of maximum levels of vitamins and minerals and a list of plants that are authorized for use in the production of Food supplements. ; BG; en; EFSAfocalpoint@mzh.government.bg

BACKGROUND Although sudden cardiac death (SCD) is recognized as a high-priority public health topic, reliable estimates of the incidence of SCD or, more broadly, out-of-hospital cardiac arrest (OHCA), in the population are scarce, especially in the European Union. OBJECTIVES The study objective was to determine the incidence of SCD and OHCA in the European Union. METHODS The study examined 4 large (ie, >2 million inhabitants) European population-based prospective registries collecting emergency medical services (EMS)-attended (ie, with attempted resuscitation) OHCA and SCD (OHCA without obvious extracardiac causes) for >5 consecutive years from January 2012 to December 2017 in the Paris region (France), the North Holland region (the Netherlands), the Stockholm region (Sweden), and in all of Denmark. RESULTS The average annual incidence of SCD in the 4 registries ranged from 36.8 per 100,000 (95% CI: 23.5-50.1 per 100,000) to 39.7 per 100,000 (95% CI: 32.6-46.8 per 100,000). When extrapolating to each European country and accounting for age and sex, this yields to 249,538 SCD cases per year (95% CI: 155,377-343,719 SCD cases per year). The average annual incidence of OHCA in the 4 registries ranged from 47.8 per 100,000 (95% CI: 21.2-74.4 per 100,000) to 57.9 per 100,000 (95% CI: 19.6-96.3 per 100,000), corresponding to 343,496 OHCA cases per year (95% CI: 216,472-464,922 OHCA cases per year) in the European Union. Incidence rates of SCD and OHCA increased with age and were systematically higher in men compared with women. CONCLUSIONS By combining data from 4 large, population-based registries with at least 5 years of data collection, this study provided an estimate of the incidence of SCD and OHCA in the European Union. Relations between the European Union (EU) and the Islamic Republic of Pakistan are based on a Cooperation Agreement on Partnership and Development, in force since 2004. This accord seeks to enhance two-way trade, support comprehensive and sustainable development, and promote investment and mutually beneficial economic, technical, and cultural links. ft helps build Pakistan's economic capacity to interact more effectively with the EU and the world. The EU and Pakistan are pursuing a strategic relationship that aims to eradicate poverty and extremism by advancing economic and development goals and supporting sustained democratic governance as agreed in a summit in June 2009. Both partners must realize that it would be mutually beneficial to explore new innovative avenues of cooperation and collaboration in different fields to give the existing relationship a firmer footing.

This paper analyses the relationship between fiscal decentralization and the level of the public debt in the twenty seven member countries of the European Union. Our panel data analysis points to the importance of size as fiscal decentralization reduces public debt in large and small countries, but not in medium - size countries. In addition, our results show that the number of government levels and average size of the lowest government unit is insignificant with respect to the public debt in these countries.
