"This report recapitulates the political developments that Turkey has gone through since the AKP took office in 2002, and which have changed the landscape of political identities. The AKP rule accounts for certain leaps forward in Turkey's democratization process. A new civic consciousness has emerged and surfaced in the Gezi Park protest. The government's reactions were repressive and uncompromising: growing control of the media and disregard of fundamental rights made it to the international headlines and are cause for concern. However, Turkey is not necessarily heading towards ever greater authoritarianism. The segments of Turkish society that demand their rights to participation and freedom fuel the struggle for further democratization. European politics can back this process through cultural diplomacy and the accession criteria but needs to be a reliable negotiating partner to meet this end." (author's abstract)

Der vorliegende Report erfasst zentrale moralische, politische, eschatologische und genderspezifische Rechtfertigungsnarrative dschihadistischer Salafisten. "Maritime and territorial disputes in Asia could trigger a military conflict between China and the United States. China has been quarreling with Japan and the Philippines over islands and islets in the East and South China Seas. Tokyo and Manila have alliance ties with Washington and the United States could be entangled in their allies' conflict. The author describes the alliance agreements that could apply and assesses what the treaties say and how the involved actors interpret them. "Recognition is a multi-faceted concept. In IR theory it also seems to be an undervalued concept as it only focuses on the relationship between states and the mutual recognition of identities as well as cultural and religious differences. Honneth's concept of recognition as leading principle of social relations dominates the debates in political theory. Besides this focus on intersubjective agency, the recognition of rights and human rights also plays a role in political theory. The working paper focuses on this approach and argues that the emergence of certain human rights can be grasped through drawing on concept of recognition of rights. The paper therefore relies on the approach of Jens Bartelson who summarizes the debate on states' recognition under the heading of 'three dimensions of recognition': the moral/social, political and legal recognition. The working paper draws on this conceptual clarification and relates it to the recognition of rights. It argues that the recognition of sexual gender-based violence (SGBV) as part of international law can be explained by relying on Bartelson's concept as heuristic. The working paper traces the norm emergence process of SGBV from its social, political and its final legal recognition as part of the Rome Statute of the International Criminal Court (ICC). Nevertheless, the attempt of the NGO-network to strengthen individual women's rights during the negotiations of the Rome Statute was opposed by certain states blocking a broader definition of gender-based crimes." "For power transition theory (PTT) Germany offers a crucial case. Three wars initiated by Germany/
Prussia (the War of 1870/71, World War I and World War II) are among the chief vindications of PTTs central insight, that power transitions are prone to great power wars. In all three instances, Germany/Prussia was not only a rising power but also dissatisfied with the prevalent international
order just as PTT expects. However, between 1870 and 1939 there are two further periods in which
Germany reached parity with the dominant power in the 1920s. Peace prevailed according to PTT
because Germany was satisfied with the status quo of the international order at the time. In this
working paper, I will inquire into the Weimar Republics satisfaction status and show that PTT's
standard argument claiming that Germany was satisfied is problematic. I argue that to bring the
Weimar case in line with PTT it is necessary to adjust PTT in two ways: a) to discard the notion of
satisfaction as a dichotomous variable and b) to correct PTT's tendency to approach complex power
relations as if they were simple bilateral stand-offs. This finding has important ramifications for the interpretations of the current global power shifts and a possible future power transition." (author's abstract)

"Since the election of Rodrigo Duterte as president, the Philippines have been engulfed in a vicious campaign against drug-related crime. More than 1,500 suspects have been killed by police officers in so-called legitimate encounters. An analysis of past patterns of killings by police shows that there are widespread, if less conspicuous, antecedents to the current spate of police-perpetrated vigilante justice. In the past and now, the differences between provinces and regions are attributable to the attitudes of officials in power at the local level. The pressure exerted on local officials by the current national administration reduces their options for resisting the invitation to carry out acts of vigilante justice. The current patterns of strongman rule also exhibit disturbing similarities to the ones used by Ferdinand Marcos before the declaration of martial law in 1972 (and should be seen as an ominous portent of what lies ahead)." "Debates about the onset, termination, and recurrence of civil wars commonly address power relations and political arrangements between adversaries. The dataset presented here contributes to these debates by introducing novel variables on military balances and political compromises after 48 civil wars that ended between 1990 and 2009. It is structured as a time series in which each observation represents one post-conflict year in a government-rebel dyad between 1990 and 2012. Overall, the dataset covers 554 post-conflict years in 33 countries and includes in-depth case descriptions that document and substantiate all coding decisions made. An initial application suggests that greater divergences between political compromise and military balance contribute to the recurrence of civil war." (author's abstract)

With the digitalization of our culture, video games are an ever increasing part of our life. They contribute to peer to peer interactions, education, music and the arts. A video game can be created by hundreds of musicians and artists, and they can have production budgets that exceed modern blockbuster films. Inaccessible video games are analogous to movie theaters without closed captioning or accessible facilities. The movement to have accessible video games is small, unorganized and misdirected. Just like the other battles to make society accessible were accomplished through legislation and law, the battle for video game accessibility must be focused toward the law and not the market.
