"UN Security Council Resolution 1973 and the ensuing NATO-led operation in Libya indicate, on the one hand, that the idea of humanitarian invention is still alive. In fact, it was the first instance in which the Security Council authorized the use of force against the will of the acting government of a functioning state. On the other hand, the international reaction to these events shows that the meaning of the underlying concept of a responsibility to protect (R2P) remains contested. This report discusses the impact of the Libya intervention on the perceptions held by regional actors – the European Union and African Union - toward the concept of R2P. The authors warn that these events might reinforce existing normative frictions and argue that the EU should act according to the principle of local ownership." (author's abstract)

"The level of violence exerted in order to safeguard control and domination is alarmingly high in the Muslim regions of the Southern Philippines. Numerous studies and reports of local politics and society hold the civil war, American colonialism and Philippine internal imperialism responsible for this phenomenon. Despite fundamental changes of the political and economic framework during previous centuries, these ancient patterns of violence have remained a crucial cornerstone of the power of the ruling elite up to today. Thus, reducing violence will only be possible if reformist Muslims and Muslim researchers face up to their own violent roots. Peter Kreuzer's investigation shows that current practices can be traced back to former centuries and identified as an essential part of social order and practices of control and domination rooted in pre-Islamic times." "Since the beginnings of the hacienda economy about 150 years ago the local oligarchs in Negros Occidental, a province of the Philippines, have established themselves not only as supreme economic powerholders, but also as politically, socially and culturally dominant force. Even though the mainstay of their grip on power is economic control, rule by law, and political office they regularly also take recourse to intimidation and violence. The dominant position of oligarchy in local and national politics dooms any strategy that aims at their political disempowerment to failure. Efforts at reform should be scaled down to taming the oligarchs by bringing them under the rule of law and thereby replacing the current practice of rule by law. Given the social practice that effectively puts the elite above the law, this already is a Herculean task. In this PRIF report the author critically analyses the structures that enable oligarchy in Negros Occidental. He arrives at the conclusion that only a robust implementation of reliable law enforcement which operates independently of political inference will provide a solution for these issues, even though it may not help to overcome oligarchy." Die Bundesregierung will damit Kosten sparen, die Effektivität von Auslandseinsätzen steigern und die Bundeswehr entlasten. Doch diese Praxis ist riskant. Die Autoren zeigen anhand vieler Beispiele, dass die Privatisierung von Sicherheitsdienstleistungen nicht ausreichend demokratisch kontrolliert ist, in Einsatzländern zu mehr Unsicherheit führen und die Legitimität internationaler Vertreter und Institutionen des Gastlandes gefährden kann. "In den muslimisch besiedelten Regionen im Süden der Philippinen eskalieren seit Jahren Gewalt und Willkür. Eine kleine Gruppe mächtiger Familien übt uneingeschränkt mithilfe von para-staatlichen Akteuren Gewalt aus, um ihre sozialen Ordnungsvorstellungen durch- und die eigene lokale politische, soziale und ökonomische Dominanz fortzusetzen – und das innerhalb der formaldemokratischen Ordnung der Philippinen. Der Autor deckt mittels einer historischen Analyse die Machtstrukturen der lokalen Eliten auf und zeigt, wie traditionell gewalthegenden Elemente mittlerweile an Bedeutung verloren haben, ohne dass entsprechende Elemente moderner Staatlichkeit erfolgreich an ihre Stelle getreten wären. Traditionelle Ordnungssysteme und Staatlichkeit gehen hier eine ungute Verbindung ein, in der die gewalthaltigen Bestandteile beider Ordnungen gestärkt werden. Soziale Ordnung degeneriert zunehmend zu einer, ihrer normativen Grundlage entkleideten, Machtordnung. Die lokalen Eliten sehen die Ursachen dieser Entwicklung beim philippinischen Staat oder den Kolonialmächten und versäumen es, sich mit den eigenen gewaltförmigen Traditionen auseinanderzusetzen. "When he took office, Obama promised to launch 'a new chapter of engagement' with Latin America. Jonas Wolff examines the evolution of US relations with Bolivia and Ecuador during both the second Bush presidency and the first years of the Obama Administration. Surprisingly, he discerns no remarkable differences between the two policies. On the one hand, the Bush Administration reacted less confrontationally than anticipated to the election of left-wing political leaders Morales and Correa. On the other hand, Obama largely continued the pragmatic policies of the later Bush years. The present study searches for motives and identifies the limits inherent in contemporary US policies toward Latin America." (author's abstract)

"The next elections in Kenya will probably be held in December of 2012, and they are already casting an ominous shadow. Will these elections again be accompanied by an escalation of violence as in 2007? Focusing on Nairobi, Kenya's urban heart of politics, the author analyzes the decisive characteristics and dynamics of the Kenyan post-election violence from the perspective of the urban poor. Aiming to draw a lesson from the past, he recommends that domestic as well as international actors promote the formation of a truly inter-ethnic alliance that includes Kenya's main antagonized groups. In regard to the micro level, he points to the complex nature of violence in the slums, warns against repressive police tactics and emphasizes that secure supply corridors to Kenya's impoverished areas need to be kept open at any circumstances." Gerechtigkeitsbelange treten in den internationalen Beziehungen häufig auf. Sie sind in allen Verhandlungen präsent und daher ein Kernbestandteil internationaler Diplomatie. Einen Gegenstand mit dem Etikett 'Gerechtigkeit' zu versehen, kann in derselben Weise als Sprechakt analysiert werden, wie der Vorgang der 'Versicherheitlichung' ('securitization'). 'Justization' definiert eine Sachfrage als moralisch relevant, emotional belastet und nur bedingt kompromissfähig. Der Sprechakt signalisiert internationalen Partnern eine harte Verhandlungsposition und dient der Mobilisierung der einheimischen Öffentlichkeit. Ist es zur 'Justization' gekommen, so haben Diplomaten und politische Führungen später Probleme, Verhandlungskompromisse an die Öffentlichkeit zu verkaufen, die zuvor mit Gerechtigkeitsansprüchen mobilisiert wurde. Öffentliche Diplomatie, in der Gerechtigkeitsbelange auftreten, macht daher Einigungen schwieriger. Da Gerechtigkeitsvorstellungen in kulturellen Traditionen verankert sind, die sich erheblich unterscheiden können, ist für Verständigung, Kompromiss und Lösungen die Brückenbildung über die Kulturgrenzen hinweg nötig. Das ist zwar nicht unmöglich, ist aber zugleich eine gewaltige Aufgabe. Der Autor beschäftigt sich in seinem HSFK-Arbeitspapier mit der Analyse von 'Justization' und ihren Folgen, die einen Wissenszuwachs über das Wesen von Verhandlungen verspricht, indem sie den herkömmlichen Interessenanalysen eine wichtige moralische Dimension hinzu fügt.

We show that political economy factors play an important role in shaping the exchange rate policies of transition economies. We argue that tradables producers prefer a floating rate to allow active exchange rate policy to affect their competitiveness, while internationally exposed sectors prefer a fixed rate to provide currency stability. We find support for that argument using data on de facto and de jure exchange rate behavior for 21 countries during the period from 1992 to 2004. Our empirical results serve as the basis for predictions regarding the adoption of the euro in the EU accession countries and other countries in Central and Eastern Europe.
