Verden over er de globale klimaforandringer på den politiske dagsorden, og der er et stigende behov for strategier, som kan mindske udledningen af drivhusgasser. En kilde til udledningen af drivhusgasser er deponeret affald, hvor nedbrydningen af organisk kulstof danner metan. Emissionen af deponigas er meget dynamisk med en stor rumlig og tidslig variation. Der er derfor behov for udvikling af innovative teknologier til både måling og håndtering af deponigas, som kan hjælpe i den nødvendige konceptuelle forståelse af, hvad der styrer gastransporten og udledningsprocesserne. En metanbalance kan opstilles på baggrund af den dannede metans forskellige migrations veje, som inkluderer opsamling med henblik på energiudnyttelse eller afbrænding, horisontalt udslip til naboejendomme, metanoxidation i dæklaget samt emission til atmosfæren. En god konceptuel ramme for udarbejdelsen af en håndteringsstrategi for et deponi er en metan massebalance. Størstedelen af nærværende Ph.d. projekt blev udført i forbindelse med et nedlukket dansk deponi (Hedeland deponi, Roskilde). Mange års intensive undersøgelser har været gennemført på Hedeland deponi, for bedre at forstå under hvilke forhold den dannede deponigas spredes og emitteres til atmosfæren. En håndteringsstrategi, der tager højde for både sikkerheden for naboerne og de negative effekter på klimaet, er nødvendig. En metan massebalance for deponiet kan give et overblik og vise betydningen af de enkelte migrations veje i forhold til hinanden. Som en del af dette Ph.d. projekt er der opstillet en metan massebalance for Hedeland deponi baseret på de store mængder data, der er indsamlet i forbindelse med de mange års undersøgelser, og som dækker årene 2013-2015. Metandannelsen blev modelleret ved brug af en multifase-model baseret på førsteordens nedbrydningshastigheder (Afvalzorg) og den gennemsnitlige metandannelse blev fundet til 67 ±8.6 kg h-1. Metanindvindingen, emissionen og den horisontale migration viste sig at udgøre 38% af den modellerede dannede metan, og de bidrog med en lige stor andel hver (hhv. 9 ±2,9, 8 ±4,1 and 9 ±2,4 kg h-1). Metanoxidation i dæklaget blev identificeret som den spredningsvej, der kunne lukke metanbalancen, og den udgjorde 62% af den dannede metan. Der var adskillige indikationer, som støttede en høj oxidationsrate i dæklaget på Hedeland deponi herunder en lav total emissionsrate bestemt ved brug af sporgasmetoden og få emissions-hotspots med forhøjede koncentrationer af metan på overfladen (fundet ved en overflade screening med en flammeioniserings detektor). Identifikation af emissions-hotspots med lossepladsgas er grundlaget for etableringen af emissionsbegrænsende teknologier så som biocovers. En drone udstyret med at termokamera blev testet på to danske deponier (Hedeland deponi og Audebo deponi) som et muligt screeningsværktøj, der vil kunne imødegå den store rumlige og tidslige variation i lossepladsgas emissionen. Sammenhængen mellem udledningen af lossepladsgas (metan og kuldioxid), overfladetemperaturen målt med termokameraet og jordtemperaturen i 5 og 10 cm dybde blev undersøgt i et testområde på hver er de to deponier. På Hedeland deponi blev der ikke fundet nogen sammenhæng mellem emission af deponigas og overfladetemperaturene. Desuden var de fundne overfladefluxe meget begrænsede, hvor gennemsnitsfluxen for de fire målekampagner var begrænset til 1,3 ±16 g CH4 m-2 d-1. En gennemsnitlig metanflux på 371 ±1337 g CH4 m-2 d-1 blev fundet for Audebo deponi for de fem gennemførte målekampagner. Derudover blev der fundet højere temperaturer både på overfladen og i 5 og 10 cm dybde i de samme områder, hvor de højeste overfladefluxe af deponigas var målt, hvilket indikerer, at termokameraet vil kunne være i stand til at identificere emissioner af deponigas under de rette forhold. En minimumsflux på 150 g CH4 m-2 d-1 fra et område på mindst 1 m2 blev fundet som den nedre grænse for hvornår et termokamera er i stand til at identificere et emissions-hotspot med deponigas på et typisk dansk deponi. En fortynding af deponigas med luft vil ofte resulterer i et metanindhold i den fortyndede deponigas som er for lavt til at gassen kan udnyttes. Dog vil der ofte stadig være behov for at minimere de negative effekter på miljøet og for menneskers sikkerhed. Kilderne til fortyndet deponigas kan være afværgesystemer imod den horisontale spredning af deponigas, emissioner fra perkolat- og overvågningsbrønde eller ved at luft trænger ned i dæklaget på deponiet. En kosteffektiv begrænsningsteknologi for fortyndet deponigas kan være mikrobiel oxidation i et biofilter med aktiv tilførsel af gas. Denne teknologi blev testet i et kompostbaseret åbent pilotskala filter på Hedeland deponi konstrueret i en 30 m3 container. Filteret blev tilført deponigas fortyndet med luft til en metankoncentration på mellem 5 og 10 vol.%. Filteret blev testet i fem flowkampagner med den samme metankoncentration i indløbet i alle fem kampagner, men med en stigene metantilførsel, der resulterede i en tilførsel på mellem 106 og 794 g CH4 m-2 d-1. Den højeste fundene metanoxidationsrate var 460 g CH4 m-2 d-1 med en oxidationseffektivitet på 58%. Den højeste samlede oxidationseffektivitet, der blev fundet var 87%, og en højere effektivitet blev aldrig opnået på grund af væsentlig præferentiel transport langs siderne mellem komposten og containervæggen til trods for de installerede blokader designet til at begrænse det selektive flow. Dog viste gasprofiler i komposten en metanoxidation på næsten 100%. Test med en sporgas understøttede disse resultater og viste en metanoxidation på 86% 10 cm under filteroverfladen ved flowkampagne 5, hvor der gennemsnitligt blev tilført 701 ±47 g CH4 m-2 d-1 til filteret. På Hedeland deponi er der installeret tre afværgesystemer for at afskære den horisontale spredning af lossepladsgas til beboelsesejendommene på nabogrundene. I 2017 blev der målt et gennemsnitlig metanindhold i den oppumpede gas fra alle tre anlæg på 0,53 ±0,55 vol.% og med et indhold af ilt på over 10 vol.% i de fleste tilfælde. Håndteringen af den oppumpede afværgegas i det testede pilotskala biofilter vil resultere i en metan tilførsel på 717 g CH4 m-2 d-1. På grund af den høje pumperate på 80 m3 h-1 vil gassens opholdstid i filteret dog kun være på 3 minutter, hvilket forventes at være mindre end den nødvendige opholdstid. Ti filtre med det samme volumen som det testede filter er nødvendigt for at øge opholdstiden til 30 min. Et foreslået alternativ kunne være et 111 m2 biofilter indbygget i deponiets slutafdækning, som vil resultere i den samme mængde metan tilført pr. arealenhed som til de ti containere. Et biofilter indbygget i dæklaget kan også være en løsning på problemerne med det selektive flow ved containerløsningen. ; Climate change is on the political agenda worldwide, and abatement strategies for greenhouse gas emissions are a necessity. One source of greenhouse gas emissions is landfills, as the degradation of organic carbon in landfilled waste generates methane. Landfill gas emission patterns show high spatial and temporal variability, but the development of innovative technologies for both monitoring and mitigation will help in the much-needed conceptual understanding of governing gas transport and emission processes. A methane mass balance can be established based on the individual migration pathways for the generated methane, including methane recovery for energy utilisation or flaring, lateral migration to neighbouring plots, methane oxidation by microorganisms in the cover and emissions seeping into the atmosphere. A methane mass balance forms a good conceptual framework for setting up a mitigation strategy for a landfill. The main part of this PhD project was conducted in relation to a closed Danish landfill (Hedeland landfill, Roskilde, Denmark). Many years of intensive investigations have been conducted at Hedeland landfill to understand better the migration and emission patterns of methane generated at the site. A mitigation strategy has to be established, which takes into consideration both the safety of local residents and the negative impact on global warming from landfill gas migration and emission. A methane mass balance for the landfill could provide a valuable overview and show the individual importance of each migration pathway. As part of this PhD project, a methane mass balance was established for Hedeland landfill based on data from many years of investigation, covering the years 2013-2015. Methane generation was modelled based on a multi-phase, first-order degradation kinetics (Afvalzorg) model, with average methane generation determined at 67±8.6 kg h-1. Methane recovery, emission and lateral migration were found to cover 38% of the modelled methane generation, each accounting for an equal share (9 ±2.9, 8 ±4.1 and 9 ±2.4 kg h-1, respectively). Methane oxidation in the cover was identified as the migration pathway capable of closing the mass balance and accounting for the remaining 62% of the generated methane. Several indications supported a high oxidation rate in the landfill cover at Hedeland, including a low total emission rate, which was determined using the tracer gas dispersion method and a few emission hotspots with elevated methane concentrations at the surface (identified by screening the whole landfill surface, using a flame ionisation detector). Identification of landfill gas emission hotspots is the basis for establishing emission abatement technologies such as biocovers. To overcome the high spatial and temporal variability of landfill gas emissions, a screening tool based on an unmanned aerial system mounted with a thermal infrared (TIR) camera was tested at two Danish landfills (Hedeland and Audebo landfills). The correlation between landfill gas emissions (methane and carbon dioxide), surface temperatures obtained with the TIR camera and soil temperatures at 5- and 10-cm depths was investigated in an established test area at each of the two sites. At Hedeland landfill, no correlation was found between gas emissions and surface temperatures. In addition, identified methane surface fluxes were very limited, with an average for the four measuring campaigns of only 1.3 ±16 g CH4 m-2 d-1. An average methane flux of 371 ±1337 g CH4 m-2 d-1 was found at Audebo landfill for five measuring campaigns. Furthermore, elevated temperatures at both the surface and at 5- and 10-cm depths were found in the same area as where the highest landfill gas surface fluxes were measured, thus indicating that in the right conditions the TIR camera could be used for delineating landfill gas emissions. A minimum flux of 150 g CH4 m-2 d-1 from an area of at least 1 m2 was established as the limit for the TIR camera being able to delineate a landfill gas emission hotspot at a typical Danish landfill. When landfill gas is mixed with air it dilutes, often with a methane content too low for utilisation. However, mitigation is still needed to minimise the negative impacts on the environment, and to ensure human health and safety. Sources to dilute landfill gas could be remediation systems for lateral migration, emissions from leachate and monitoring wells or from air penetrating the cover of the landfill. A cost-efficient mitigation technology for dilute landfill gas could be microbial oxidation in an actively loaded biofilter. This technology was tested in an open-bed pilot-scale compost filter at Hedeland landfill, constructed in a 30 m3 container. The filter was loaded with landfill gas diluted with ambient air to a methane concentration of between 5 and 10 vol.%. The filter was tested in five flow campaigns with the same methane inlet concentration and an increasing methane load between 106 and 794 g CH4 m-2 d-1. The highest observed methane oxidation rate was 460 g CH4 m-2 d-1 with an oxidation efficiency of 58%. Overall, oxidation efficiencies of more than 87% were never achieved, due to substantial preferential flows at the transition point between the compost and container wall despite an attempt to design the container with blockers against preferential flows. However, pore gas profiles showed methane oxidation of 100% in the compost material. These results were supported by tracer gas tests showing an average methane oxidation of almost 86% at 10 cm below the surface of the filter in flow campaign 5, where the load had an average of 701 ±47 g CH4 m-2 d-1. At Hedeland landfill, three remediation systems have been installed to cut off laterally migrating landfill gas from reaching residential houses on neighbouring plots. In 2017, an average methane content of 0.53 ±0.55 vol.% in off-gas from these remediation systems was observed, accompanied by an oxygen content in most cases above 10 vol.%. Treatment of the remediation off-gas in the constructed pilot-scale biofilter would result in a methane load of 717 g CH4 m-2 d-1. Nevertheless, the gas retention time would only be 3 min, due to the high pump flow rate of 80 m3 h-1, which is thought to be below a critical gas retention time. To increase the retention time to 30 min, ten containers similar to the tested filter would be needed. A suggested alternative could be a 111 m2 biofilter embedded in the landfill cover, which would result in the same load as the ten containers. An embedded biofilter is also expected to be able to overcome the challenges of preferential flows experienced in the tested container solution.
Background The main instrument on EU level to control industrial releases is the Industrial Emissions Directive (IED), particularly through the publication of BAT reference documents (BREFs) and related BAT Conclusions, which is the reference for setting the permit conditions throughout EU for IED installations. However, the BREFs published so far do not contain adequate information on specific hazardous chemicals used and released from industry which makes the control difficult for the industry and the permitting and supervising authorities. One of the case sectors in the HAZBREF project is the surface treatment of metals and plastics (STM). This sector was chosen due to the use of chemicals, potential emissions, the wide range of products as well as technological processes and the upcoming STM BREF review. The other HAZBREF case sectors are textile industry and chemical industry which are addressed in separate reports. The lack of knowledge on the use and flow of specific hazardous chemicals in the industrial processes makes chemical control and reduction measures difficult. The problem is that often neither plant operators nor authorities know which substances are relevant to be treated and which handling measures are needed. Surface treatment of metals and plastics is covered by the STM BREF document, published in 2006. According to the last work programme of the EIPPCB the review of the EU STM BREF is planned to start in 2021. Purpose of the document This sectoral guidance contains information on uses of hazardous chemicals, the best practices in chemical management and recommendations on enhancing the permitting process in the STM sector. This document sums up the findings from HAZBREF project and is based on industrial case studies, interviews with authorities and expert judgment. The aim is to describe good practices in chemical management to be utilized by STM installations as well as environmental and chemical authorities. These include technical, organisational and management aspects and concrete tools supporting chemical management. The report addresses the STM sector as a whole in Europe, although the main part of the findings is generated from HAZBREF case installation and other experiences in the Baltic Sea Region. The document provides also general descriptions of BAT proposals related to management of hazardous chemicals and substances. These findings of the guidance will feed into in the forthcoming revision of the STM BREF. They are also to be used for HELCOM recommendations on how to reduce the discharge of hazardous substances into the Baltic Sea. Moreover, the document provides an overview of applicable legal requirements, procedures and other obligations of installation operators regarding use of chemicals and releases of hazardous substances. This includes guidance for tools to identify and assess relevant hazardous substances used and released from the STM installations. Main findings and proposals Improvement of chemical management system A Chemical Management System provides a systematic way of managing chemicals through the whole process on the site. Most of the companies have implemented quality management standards such as ISO 9000, ISO 14000, EMAS and integrated EHS programs which also address certain aspects of chemical management. The quality of chemical management systems in the companies differs depending on the scale of operation, ownership and awareness. Integration of good practices of chemical management within already implemented management systems strengthens the ability to reduce environmental risks. HAZBREF project strongly recommends the establishment and regular use of a chemical management system at IED installations. Development of a chemical inventory The establishment and maintenance of a chemical inventory is an importantprerequisite for effective and responsible chemicals management in the STMsector. All chemicals and raw materials along with information on their propertiesused in all processes and activities at the site should be listed in a database. Such adatabase is a key part of chemical management allowing for systematic riskassessment, management of chemicals flows and their storage. The information in the chemical list/database must be searchable and should be updated regularly. Most of the information needed is available in the safety datasheets (SDS). If some information is missing from the SDS, the supplier should be asked to provide this. Good routines to handle new and updated SDSs are crucial to have an up to date and reliable chemical database. These routines should involve on-site handling and updates as well as communication with suppliers on how SDSs are delivered. Well-managed chemical inventories can significantly simplify the environmental permit application process both for the operators and the permitting authorities. Better use of Chemical Management Tools and training of staf Numerous references and tools are available to support STM companies and competent authorities in implementing the good chemical management required in the IED. HAZBREF recommends that operators use proper tools for risk assessment and evaluation of the efficiency of chemical management. Use and improvement of risk assessment tools such as extended SDS and material flow analysis should be promoted among installation operators in this respect. The HAZBREF project has developed a comprehensive tool that helps the operators to identify the site-specific hazardous substances that should be considered in strategic and operational decisions. Awareness raising and training of staff in the use of chemical management tools and systems is crucial for implementation of good chemical management practices at the installations. Substitution A regular check aiming at identifying potentially new available and safer alternatives to the hazardous chemicals used is an important measure to minimise chemical risks at the installation. A successful substitution work can be performed in four stages: - Identification of hazardous substances - Screening for possible alternatives - Evaluation and choice of alternatives and Development of new alternatives. Substitution can be aimed for any hazardous chemical used at installation level where it is needed in order to protect environment or human health. However, regrettable substitution (i.e. move to use new chemical that is equally or more hazardous than the substituted chemical or results in cross-media effects) must be avoided. Assessment and improvement of SDS Efficient chemicals management requires high quality of the Safety Data Sheets (SDS). The SDS should sufficiently describe the chemical properties and include information about exposure (including use and emissions), eco-toxicology and proper storage and handling. A SDS must also contain information on whether the chemical product contains substances on the SVHC list, priority substances under the Water Framework Directive WFD and the POPs convention. In case a chemical supplier fails to provide a SDS of sufficient quality, it is the duty of both the operator and the competent authority to demand the missing information. This is already required by law in some countries, e.g. Germany. It is also important that the operators know how to extract and consolidate the relevant information from the SDS to their permit applications and verify the quality of different information sources. The development of an extended SDS including exposure scenarios and improved data on environmental effects would facilitate better risk assessment of individual chemicals used in specific processes. This would lead to more efficient monitoring and help focusing on substances of concern. Improved SDSs for raw materials with information on impurities or additives would facilitate more complete chemical inventories. Continuous improvement of BAT implementation The implementation of BAT needs to be continuously monitored and improved at the installation considering site specific technological, economical and environmental aspects. The findings from Polish HAZBREF case studies is that fulfilment of BAT requirements can be challenging if all improvements need to be done in a short time period. For example, closed-loop systems are considered necessary additional process-integrated techniques that it is important to implementstep by step in the installations. Circular economy The STM sector is a significant user of non-renewable resources (metals), and recycling of recovered metal containing materials such as metal substrates orelectrolytes back to the process is good practice. Such recovery processes are widely used for basic metals, such as zinc, copper and nickel, which are used as valuable secondary raw materials SRM. High costs of recovery processes and high energy consumption as well as the variety of chemicals and metals used in STM processes often hinders recycling. In cases where recycling is not feasible, pretreatment of contaminated waste water on site and subsequent off-site treatment of generated metal containing sludges is standard practice. Permitting process Beside best practices in chemical management, the project also elaborated recommendations on enhancing the permitting process in the STM sector. It can be concluded that the existing general structure and content of the permit application procedures are as such sufficient to deal with hazardous substances and chemicals. Nevertheless, in practice the permit process could be improved with more communication between the applicant and the permitting authority during the application phase. More co-operation between chemical, environmental and occupational health authorities is suggested to achieve a smooth information flow and reduce double work regarding requirements under different legislations concerning chemicals and hazardous substances. In some countries, for example in Finland, the supervising practices in different parts of a given country need harmonising so that all installations are treated equally. This requires more and better communication between the respective environmental and chemical authorities within the country. The improved exchange of information and examples of good experiences between Member States would also, in the long run, contribute to more harmonised and better practices on European level. ; Bakgrund Det huvudsakliga instrumentet på EU-nivå för att kontrollera utsläpp från industrin är industriutsläppsdirektivet (IED), särskilt genom publicering av BATreferensdokument (BREF) och relaterade BAT-slutsatser, som är referensen för att fastställa tillståndsvillkoren i hela EU för IED-verksamheter. De hittills publicerade BREF-dokumenten innehåller emellertid inte tillräckligt med information om specifika farliga kemikalier som används och släpps ut från industrin vilket gör kontrollen svår för industrin och tillstånds- och tillsynsmyndigheterna. En av sektorerna som valts ut i HAZBREF-projektet är ytbehandling av metaller och plast (STM). Denna sektor valdes på grund av användningen av kemikalier, potentiella utsläpp, det breda utbudet av produkter samt tekniska processer och den kommande STM BREF-revideringen. De andra sektorerna HAZBREF har fokuserat på är textilindustri och kemisk industri, som behandlas i separata rapporter. Bristen på kunskap om användning och flöde av specifika farliga kemikalier i de industriella processerna gör det svårt att kontrollera och minska kemikalierna. Problemet är ofta att varken verksamhetsutövare eller myndigheter vet vilka ämnen som är relevanta att åtgärda och vilka skyddsåtgärder som behöver vidtas. Ytbehandling av metaller och plast omfattas av STM BREF-dokumentet, som publicerades 2006. Enligt EIPPCB: s senaste arbetsprogram planeras revideringen av STM BREF att börja 2021. Dokumentets syfte Denna vägledning innehåller information om användning av farliga kemikalier, bästa praxis inom kemikaliehantering och rekommendationer för att förbättra tillståndsprocessen inom STM-sektorn. Detta dokument sammanfattar resultaten från HAZBREF-projektet och baseras på fallstudier, intervjuer med myndigheter och expertbedömning. Syftet är att beskriva god praxis inom kemikaliehantering som ska användas av STM-verksamheter samt miljö- och kemikaliemyndigheter. Dessa inkluderar tekniska, organisatoriska och hanteringsaspekter och konkreta verktyg som stöder kemikaliehantering. Rapporten behandlar STM-sektorn som helhet i Europa, även om huvuddelen av resultaten härrör från verksamheter som har deltagit i fallstudierna och andra erfarenheter i Östersjöregionen. Dokumentet innehåller också allmänna beskrivningar av BAT-förslag relaterade till hantering av farliga kemikalier och ämnen. Dessa resultat i vägledningen kommer att ingå i den kommande revideringen av STM BREF. De kan vidare användas för HELCOMrekommendationer om hur man kan minska utsläppen av farliga ämnen i Östersjön Dessutom ger dokumentet en översikt över tillämpliga lagkrav, förfaranden och andra skyldigheter för verksamhetsutövare beträffande användning av kemikalier och utsläpp av farliga ämnen. Detta inkluderar vägledning för hur man kan identifiera och bedöma relevanta farliga ämnen som används och släpps ut från STM-anläggningarna. Huvudsakliga resultat och förslag Förbättring av kemikaliehanteringssystemet Ett kemikaliehanteringssystem ger ett systematiskt sätt att hantera kemikalier genom hela processen på anläggningen. De flesta av företagen har implementerat olika standarder som ISO 9000, ISO 14000, EMAS och integrerade EHS-program som också behandlar vissa aspekter av kemikaliehantering. Kvaliteten på kemikaliehanteringssystem i företagen varierar beroende på deras storlek, ägarförhållanden och medvetenhet. Integrering av god praxis för kemikaliehantering i redan implementerade ledningssystem stärker förmågan att minska miljörisker. HAZBREF-projektet rekommenderar upprättande och regelbunden användning av ett kemikaliehanteringssystem vid IED-verksamheter. Utveckling av en kemikalieinventering Att upprätta och underhålla en kemikalieinventering är en viktig förutsättning för en effektiv och ansvarsfull kemikaliehantering inom STM-sektorn. Alla kemikalier och råvaror som används i alla processer och aktiviteter på anläggningen bör, tillsammans med information om deras egenskaper, listas i en databas. En sådan databas är en viktig del av kemikaliehanteringen och möjliggör systematisk riskbedömning, hantering av kemikalieflöden och lagring. Informationen i kemikalielistan/databasen måste vara sökbar och bör uppdateras regelbundet. Merparten av den information som behövs finns i säkerhetsdatabladet (SDS). Om viss information saknas i säkerhetsdatabladet bör leverantören uppmanas att lämna denna. Bra rutiner för att hantera nya och uppdaterade säkerhetsdatablad är avgörande för att ha en uppdaterad och pålitlig kemikaliedatabas. Dessa rutiner bör omfatta hantering och uppdateringar på plats samt kommunikation med leverantörer om hur säkerhetsdatablad levereras. Välskötta kemikalielistor/databaser kan avsevärt förenkla ansökan om miljötillstånd för både verksamhetsutövare och tillståndsmyndigheter. Bättre användning av verktyg för kemikaliehantering och utbildning av personal Många referenser och verktyg finns tillgängliga för att stödja STM-företag och behöriga myndigheter i genomförandet av den goda kemikaliehanteringen som krävs i IED. HAZBREF rekommenderar verksamhetsutövare att använda lämpliga verktyg för riskbedömning och utvärdering av kemikaliehanteringens effektivitet. Användning och förbättring av riskbedömningsverktyg som utökade säkerhetsdatablad och analys av materialflöden bör främjas bland verksamhetsutövare i detta avseende. HAZBREF-projektet har utvecklat ett omfattande verktyg som hjälper verksamhetsutövarna att identifiera platsspecifika farliga ämnen som bör beaktas i strategiska och operativa beslut. Att öka medvetenheten och att utbilda personal i användningen av verktyg för kemikaliehantering och kemikaliehanteringssystem är avgörande för genomförandet av god kemikaliehanteringspraxis vid verksamheterna. Substitution En regelbunden kontroll som syftar till att identifiera potentiellt nya tillgängliga och säkrare alternativ till de farliga kemikalier som används är en viktig åtgärd för att minimera kemiska risker vid verksamheten. Ett framgångsrikt substitutionsarbete kan utföras i fyra steg: - Identifiering av farliga ämnen - Screening efter möjliga alternativ - Utvärdering och val av alternativ och Utveckling av nya alternativ. Substitution kan riktas mot alla farliga kemikalier som används på verksamheten där det behövs för att skydda miljön eller människors hälsa. Substitution som senare ångras (dvs. byta till att använda en ny kemikalie som är lika eller mer farlig än den substituerade kemikalien eller som resulterar i tvärmedieeffekter) måste undvikas. Bedömning och förbättring av säkerhetsdatablad Effektiv kemikaliehantering kräver hög kvalitet på säkerhetsdatablad (SDS). Säkerhetsdatabladet bör beskriva de kemiska egenskaperna tillräckligt och innehålla information om exponering (inklusive användning och utsläpp), ekotoxikologi och korrekt lagring och hantering. Ett SDS måste också innehålla information om huruvida den kemiska produkten innehåller SVHC-ämnen, prioriterade ämnen enligt vattendirektivet WFD och POPs-konventionen. Om en kemikalieleverantör inte tillhandahåller ett säkerhetsdatablad av tillräcklig kvalitet är det både verksamhetsutövaren och den behöriga myndighetens skyldighet att kräva informationen som saknas. Detta krävs redan enligt lag i vissa länder, t.ex. i Tyskland. Det är också viktigt att verksamhetsutövarna vet hur man tar fram och sammanfattar relevant information från säkerhetsdatabladet till sina tillståndsansökningar och verifierar kvaliteten på olika informationskällor. För att förbättra riskbedömning av enskilda kemikalier, som används i specifika processer, kan ett utökat säkerhetsdatablad inklusive exponeringsscenarier och förbättrade data om miljöeffekter underlätta. Detta skulle leda till effektivare övervakning och hjälp med att fokusera på ämnen som är farliga. För att få mer fullständiga kemikalieinventeringar kan förbättrade säkerhetsdatablad för råvaror med information om föroreningar eller tillsatser underlätta. Kontinuerlig förbättring av implementeringen av BAT Implementeringen av BAT måste kontinuerligt övervakas och förbättras vid verksamheten med beaktande av platsspecifika tekniska, ekonomiska och miljöaspekter. Resultaten från de polska HAZBREF-fallstudierna är att uppfyllandet av BAT-kraven kan vara utmanande om alla förbättringar behöver göras på kort tid. Till exempel anses slutna system vara nödvändiga ytterligare processintegrerade tekniker som det är viktigt att implementera steg för steg i verksamheten. Cirkulär ekonomi STM-sektorn är en betydande användare av icke förnybara resurser (metaller), och återvinning av återvunna metallinnehållande material såsom metallsubstrat eller elektrolyter tillbaka till processen är god praxis. Sådana återvinningsprocesser används ofta för basiska metaller, såsom zink, koppar och nickel, som används som värdefulla sekundära råvaror (SRM). Höga kostnader för återvinningsprocesser och hög energianvändning samt de många olika kemikalier och metaller som används i STM-processer hindrar ofta återvinning. I de fall återvinning inte är möjlig är förbehandling av förorenat avloppsvatten på plats och efterföljande behandling av genererat metallhaltigt slam praxis. Tillståndsprocessen Förutom bästa praxis inom kemikaliehantering utarbetades även rekommendationer för att förbättra tillståndsprocessen inom STM-sektorn. Man kan dra slutsatsen att den befintliga allmänna strukturen och innehållet i tillståndsansökningsförfarandena som sådana är tillräckliga för att hantera farliga ämnen och kemikalier. I praktiken kan tillståndsprocessen ändå förbättras med mer kommunikation mellan den sökande och tillståndsmyndigheten under ansökningsfasen. Mer samarbete mellan kemikalie-, miljö- och arbetsmiljömyndigheterna föreslås för att uppnå ett smidigt informationsflöde och minska dubbelarbete avseende krav enligt olika lagstiftning om kemikalier och farliga ämnen. I vissa länder, till exempel i Finland, måste praxis för tillsyn och övervakning i olika delar av landet harmoniseras så att alla verksamheter behandlas lika. Detta kräver mer och bättre kommunikation mellan miljö- och kemikaliemyndigheter i landet. Det förbättrade informationsutbytet och exempel på goda erfarenheter mellan medlemsstaterna skulle också på sikt bidra till mer harmoniserad och bättre praxis på europeisk nivå.
Increasingly, eGovernment (the use of ICTs in order to achieve better government) is moving its focus from web presence and electronic service provision to striving for an interoperable public sector. Interoperability refers to the ability for information exchange across organizational borders, concerning technology as well as business aspects. Policy for such change has been formulated and implementation is currently taking place in many government sectors. In such programs there is a strong need for coordination with regard to the way in which interoperability is to be implemented. Interoperability work requires coordination, as it is a complex endeavour because of the interrelatedness of information systems, public services, departments and organizations, as well as policies, constraints and regulations. In order to achieve interoperability, architectural approaches are increasingly used in the public sector to try to coordinate interoperability work. One such approach, Enterprise Architecture (EA), is becoming increasingly influential. EA has been defined as an overview of the complete business processes and business systems, both in terms of how they overlap and their interrelatedness. However, previous research show that state-of-the-art EA is seldom fully applied in practice. Previous research has also proposed that information infrastructures and architectures should be seen as evolving dynamically during the implementation process through changing relationships between actors. The implementation of IS architecture for interoperability is thus seen as an evolving process of social production. As the research field is still immature further research on the evolution of public information infrastructures and architectures is needed, as well as how the strategic alignment of handling of goals, and ambiguities in implementation is done. This thesis hence addresses the challenges of implementing national public sector interoperability as an evolving process by addressing the research question: How is interoperability interpreted and enacted by different actors in public sector implementation? In order to approach the research question, an interpretive case study is performed. The case studied in this thesis is from the implementation of the Strategy for eHealth in Sweden, where healthcare is mainly publicly funded, and catered for by 20 county councils (who mainly focus on healthcare, and 290 municipalities (who also cater for a great deal of other public services). The case is an example of how interoperability is implemented, from the early stages of outlining a general picture of goals and requirements, to the formulation of a strategy and an architecture. This case is also an example of how EA influences an interoperability program through enterprise thinking. The research uses an interpretive case study approach influenced by Actor-Network Theory (ANT). ANT is used as a toolbox for telling stories about technology in practice, as emergent in socio-material relations. A number of complementary qualitative methods are used. These include semi-structured interviews, observations and document analysis, with the foremost part of the empirical material being first-hand. In order to understand interoperability implementation in the public sector I examine the background to eGovernment implementation, by contrasting conceptualizations of eGovernment evolution to contemporary theories of public policy implementation. It is shown that, during the last decade, stage models have been used as tools for describing, predicting and directing the evolution of eGovernment. The stage model approach has been criticized for presenting a linear development which has little empirical support and delimits the understanding of eGovernment development as a dynamic process. Newer stage models have started to take this criticism into consideration and alternative models on eGovernment have also been developed. Consequently, eGovernment implementation is in this thesis perceived as a process in which technologies, policies and organizations are in a process of mutual shaping, where policymaking and policy implementation are intermingled. Implementing interoperability is hence not a matter of disseminating a policy that is to be implemented in every setting exactly as stated on paper, but a process in which the goals and means of interoperability are constantly being negotiated. Also, EA has been proposed as an approach to treat technology and business in the public sector as interrelated. However, since previous research show that state-of-the-art EA is seldom fully applied in public sector practice, the concept of enterprise thinking is developed in this thesis. Enterprise thinking is intended to be a concept that describes EA as a contemporary zeitgeist which in practice is adopted in varying ways. The results of the thesis show how interoperability in eHealth was roughly outlined before implementation although still containing conflicts and ambiguities. Central to this thesis is the controversy of defining "the enterprise", as the health care sector was delimited as one enterprise, which became increasingly problematic during implementation. This to a large extent concerned municipalities, whose business area stretched much wider than just the health care sector, and hence the definition of the enterprise became problematic. Another central aspect was legal obstacles to cooperation, as there was a clash between the values of efficiency and patient privacy as a result of a new law that had been implemented in order to allow for information sharing. The legal grounds for sharing information proved to be problematic, which lead to that several involved actors perceived that a large portion of the patients in health care could not benefit from interoperability as their information could not be shared despite this law. The legal challenges also dampened the enthusiasm for the eHealth program as a whole. The program had also outlined a technology architecture before implementation. This architecture was however treated in conflicting ways, both as a blueprint (something to be implemented) and a tool for communication (as a way of discussing what was to be implemented). For instance, several municipalities perceived that the planned infrastructure was unsuitable to their business needs (as it did not meet the requirements of other actors in eGovernment), and thus questioned it, using it as a tool for communication rather than a blueprint. Meanwhile, other actors argued that the blueprint had already been decided, and thus needed to be implemented. The case also shed light on the use of informal networks, outside traditional bureaucracy, as a means to deal with interoperability. Such networks were used in order to align actions and perceptions of a large number of autonomous municipalities. This revealed issues concerning local decision as knowledge of, and resources for, ICT and architectural work was lacking in several municipalities. Also, as the networks lacked formal power no decisions could be taken jointly, but in the end had to be negotiated locally. This made coordinated decision making hard as the processes were lengthy and often lacked clear incentives. Furthermore, ambiguous feedback from national authorities, as well as an overall lack of understanding among local actors, concerning what was legal to do in terms of procurement and information sharing, complicated the situation further. These findings are summarized in four main conclusions; The process of defining which organizations are to be made interoperable, or what is to be considered as "the enterprise", is a political process which might be brought into question and require re-negotiations throughout implementation, as the drawing of boundaries of "the enterprise" can be filled with conflict. Different perspectives on an enterprise, from different architectural viewpoints, are often described as complementary, and it has previously been shown that different architectural metaphors can be used by different actors during implementation. However, in practice, different use of metaphors for architectures can open up for discussion and conflict. These may not only be different, but may also contradict other actors' use of metaphors, since different metaphors might clash. Interoperability work can be a novel task for some local governments. Therefore, there is a need for negotiation and to establish forms of formal decision making and informal dissemination because such structures might be lacking. It should be anticipated that implementation might be slow because of a lack of understanding about interoperability programs (particularly in terms of something other than ICT). In addition, there may be few forums for coordinated decision making, or there may be obstructions in the form of prior formal and legal arrangements. Enterprise thinking is interconnected with Enterprise Architecture as a zeitgeist for interoperability work. It draws upon EA as an ideal, whilst acknowledging that public organizations are influenced by this zeitgeist, although practical conditions might not allow for adoption of an EA approach. Enterprise thinking thus refers to the notion of EA as an ideal, not as a specific way of applying EA. Enterprise thinking has a process focus on interoperability. ICT, business goals, and work practices are perceived as interconnected, and hence need to be treated from a holistic perspective. How this is approached is, however, dependent upon the context in which it is implemented. Further research efforts could approach how enterprise thinking affects interoperability work in the long run with a longitudinal approach. Also, as this thesis has shown how the use of different architectural metaphors can clash, further research could focus on the positive and negative effects of negotiations being initiated by such conflict. From a project management perspective the risks and benefits of using smaller projects as "enrolment devices" for interoperability programs, where an architecture cannot be pushed but is voluntary, should be of interest. Furthermore the use of EA as an ideal which cannot be fully followed in several public settings, although might intentionally be used as a guiding light, is interesting for further research. For instance, it would be of interest to see how the rhetoric of EA may be applied in practice in order to legitimate programs. This is of interest as to examine to which extent the use of such concepts influence actual practice, or if they are only "empty words". The conceptualization of enterprise thinking proposed in the conclusions of this thesis can be used in further research. Indeed, they could be useful for investigating different approaches, influenced by EA, in different contexts. For instance, it may be of interest to countries that might not share the same institutional characteristics of Sweden, but are influenced by enterprise thinking in different ways. This would be of interest for outlining different practical approaches to enterprise thinking. Also, the further development in Sweden specifically could be of interest, as other sectors are at the time of writing preparing their own interoperability programs, and aim to benefit from the lessons learned in the healthcare sector. ; I ökande utsträckning har e-förvaltningens (användningen av IKT för att förbättra verksamheten i offentlig sektor) fokus förflyttats från webb-närvaro och elektroniska tjänster mot att sträva efter en interoperabel offentlig sektor. Interoperabilitet avser möjligheten för informationsutbyte över verksamheters olika gränser, vilket innefattar teknologiska såväl som organisatoriska aspekter. Policys för sådana förändring har utarbetats och implementeras för närvarande i flera offentliga organisationer. I sådana program finns det ett starkt behov av samordning gällande det sätt på vilket interoperabilitet skall genomföras. Interoperabilitetsarbete kräver således samordning, eftersom det är en komplex uppgift på grund sammanvävda informationssystem, offentliga tjänster, organisationer, policys, begränsningar och regler. För att uppnå interoperabilitet används arkitekturella tillvägagångssätt alltmer inom den offentliga sektorn, för att försöka samordna arbetet. Ett sådant tillvägagångssätt, Enterprise Architecture (EA), har fått ett ökande inflytande. EA har definierats som en översikt av hela affärsprocesser och affärssystem, både vad gäller hur de överlappar med varandra och hur de hänger samman. Dock visar tidigare forskning att EA i praktiken sällan tillämpas fullt ut. Tidigare forskning har också påvisat att informationsinfrastrukturer och arkitekturer bör ses som dynamiskt framväxande under implementeringsprocessen, genom förändrade relationer mellan aktörer. Implementering av informationssystemsarkitektur för interoperabilitet bör därmed ses som en framväxande och socialt producerad process. Då forskningsområdet fortfarande är omoget behövs ytterligare forskning om framväxten av offentliga informationsinfrastrukturer och arkitekturer, samt hur strategisk sammanjämkning av mål och oklarheter i implementeringen sker. Denna avhandling behandlar därför utmaningarna som finns i implementeringen av interoperabilitet i offentlig sektor, som en framväxande process, genom att behandla frågeställningen: Hur tolkas och sätts interoperabilitet i praktiken av olika aktörer under implementering i offentlig sektor? För att närma sig frågeställningen utförs en tolkande fallstudie. Fallet som studerats i denna avhandling är från implementeringen av strategin IT-strategin för vård och omsorg (eHälsostrategin) i Sverige, där vården i huvudsak är offentligt finansierad, och tillhandahålls av 20 landsting (som huvudsakligen fokuserar på sjukvård), och 290 kommuner (som också tillhandahåller en mängd andra offentliga tjänster). Fallet är ett exempel på hur interoperabilitet implementeras, från de tidiga skeden då en generell bild av mål och krav målas upp, till utformningen av en strategi och en arkitektur. Detta fall är också ett exempel på hur EA påverkar ett interoperabilitetsprogram via "enterprise thinking". En fallstudie genomförs med en tolkande ansats, influerad av Actor-Network Theory (ANT). ANT används som en verktygslåda för att berätta historier om teknik i praktiken, som framväxande genom sociomateriella relationer. Merparten av det empiriska materialet har samlats in i förstahand och ett antal kompletterande kvalitativa metoder används. Dessa metoder inkluderar semi-strukturerade intervjuer, observationer och dokumentanalys. För att förstå interoperabilitetsimplementering i offentlig sektor undersöker jag bakgrunden till implementation av e-förvaltning, genom att kontrastera begreppsbildningar av hur e-förvaltningen växer fram mot samtida teorier om implementation i offentlig sektor. Jag påvisar att under det senaste decenniet har stegmodeller använts som verktyg för att beskriva, förutsäga och styra utvecklingen av e-förvaltning. Denna typ av modeller har kritiserats då de framhåller en linjär utveckling som har bristande empiriskt stöd och begränsar förståelsen för e-förvaltningens framväxt som en dynamisk process. Nyare stegmodeller har börjat ta hänsyn till denna kritik och alternativa modeller på e-förvaltning har också utvecklats. Följaktligen ses i denna avhandling implementeringen av e-förvaltning som en process där teknik, policy och organisationer är i en ständig process av ömsesidig påverkan, där policyskapande och policyimplementering är sammanvävt. Att implementera interoperabilitet är därför inte en fråga om att sprida en policy som skall genomföras av varje aktör så som det står angivet på pappret, utan en process där mål och metoder för interoperabilitet ständigt omförhandlas. EA har föreslagits som ett tillvägagångssätt för att behandla teknik och verksamhet som integrerade. Dock, eftersom tidigare forskning visar att EA sällan tillämpas fullt ut i praktiken i offentlig sektor, så utvecklas begreppet enterprise thinking i denna avhandling. Enterprise thinking är avsett att vara ett koncept som beskriver EA som en samtida tidsandan som i praktiken närmas på olika sätt. Resultaten i avhandlingen visar hur interoperabilitet i e-hälsa skisserades ut grovt innan implementeringen, i en bild som innehöll konflikter och tvetydigheter. Centralt för denna avhandling är problematiken i att definiera verksamheten ("the enterprise"), då hälso- och sjukvårdssektorn var avgränsad som en verksamhet, vilket blev allt mer problematiskt under implementeringen. Detta berörde till stor del kommuner, vars verksamhetsområde sträcker sig mycket bredare än bara hälso- och sjukvården. Därmed blev definitionen av verksamheten problematisk. En annan central aspekt var juridiska hinder för samverkan, då det fanns en konflikt mellan värdena effektivitet och patientens integritet. Detta var delvis en följd av en ny lag som hade införts just i syfte att möjliggöra informationsutbyte. De rättsliga grunderna för att dela information visade sig vara problematiska, vilket ledde till att flera inblandade aktörer uppfattade att en stor del av patienterna i vården inte kunde dra nytta av interoperabilitet, eftersom deras information inte kunde delas trots denna lagändring. De rättsliga utmaningarna dämpade också entusiasmen för eHälsoprogrammet som helhet. Programmet hade också skisserat ut en teknikarkitektur innan implementeringen. Denna arkitektur behandlades dock på motstridiga sätt, både som en "ritning" (en klar bild av vad som skulle genomföras) och som ett verktyg för kommunikation (som ett sätt att diskutera vad som skulle genomförts). Till exempel uppfattade flera kommuner att den planerade infrastrukturen var olämpliga för deras verksamhetsbehov (då den inte uppfyllde kraven från andra aktörer inom e-förvaltning), och ifrågasatte därmed den genom att använda arkitekturen som ett verktyg för kommunikation snarare än en ritning. Samtidigt menade andra aktörer att man redan hade tagit beslut om denna ritning och att den därmed skulle följas. Fallstudien kastar också ljus på användningen av informella nätverk, utanför den traditionella byråkratin, som ett sätt för att arbeta med interoperabilitetsfrågor. Sådana nätverk användes i syfte att sammanjämka åtgärder och uppfattningar hos ett stort antal självstyrande aktörer. Detta visade på en problematik gällande lokalt beslutsfattande och resurser gällande IKT och arkitekturellt arbete, då kompetenser och erfarenheter för detta saknades hos flera kommuner. Relaterat till detta är att i de nätverk där diskussionerna fördes saknades även formell makt, och inga beslut kunde fattas gemensamt därigenom. I slutändan var man istället tvungna att diskutera de frågor som togs upp där lokalt. Detta gjorde samordnat beslutsfattande svårt eftersom processerna var långa och ofta saknade tydliga incitament. Dessutom fanns en problematik i att nationella aktörer ofta gav tvetydig respons på frågor, samt en allmän brist på förståelse bland lokala aktörer, gällande vad som var lagligt att göra beträffande upphandling och informationsutbyte. Detta komplicerade situationen ytterligare. Dessa resultat sammanfattas i fyra huvudsakliga slutsatser; 1. Processen med att definiera vilka organisationer som skall göras interoperabla, eller vad som ska betraktas som "verksamheten", är en politisk process som kan ifrågasättas och kräva omförhandlingar under implementeringen, eftersom hur man definierar gränserna kring "verksamheten" kan vara konfliktfyllt. 2. Olika perspektiv på en verksamhet, från olika arkitekturella perspektiv, beskrivs ofta som komplementära, och det har tidigare visats att olika arkitekturella metaforer kan användas av olika aktörer under implementeringen. I praktiken kan dock olika användning av arkitekturella metaforer öppna upp för diskussion och konflikt. Dessa är inte nödvändigtvis bara annorlunda och komplementära, utan kan också motsäga andra aktörers användning av metaforer, då olika metaforer kan kollidera. 3. Interoperabilitetsarbete kan vara en ny uppgift för lokala aktörer. Det finns därför ett behov av förhandlingar och att upprätta former för formellt beslutsfattande och informell "spridning" av information eftersom strukturer för detta kan saknas. Detta kan vara en långsam process på grund av bristande förståelse för interoperabilitetsprogram (särskilt i fråga om att de skulle handla om något annat än bara IKT). Dessutom finns ibland få (om ens några) forum för samordnat beslutsfattande, och det kan även finnas formella och legala hinder för detta. 4. Enterprise thinking ("verksamhetstänkande") är sammankopplat med Enterprise Architecture, som är en tidsanda för interoperabilitetsarbete. Det bygger på EA som ett ideal, då offentliga organisationerna påverkas av denna tidsanda, men att praktiska förutsättningar kanske inte möjliggör att man antar en EA-strategi. Enterprise thinking hänvisar således till EA-begreppet som ett ideal, och är alltså inte ett specifikt sätt att tillämpa EA. Enterprise thinking har ett processfokus på interoperabilitet. IKT, verksamhetens mål och arbetsrutiner ses som sammanlänkade och måste därför behandlas utifrån ett helhetsperspektiv. Hur man närmar sig detta i praktiken är dock beroende på i vilken kontext det implementeras. Vidare forskning skulle kunna behandla hur enterprise thinking påverkar interoperabilitetsarbete på lång sikt, med en longitudinell ansats. Då denna avhandling visar på hur användningen av olika arkitekturella metaforer kan kollidera föreslås ytterligare forskning som fokusera på de positiva och negativa effekterna av att förhandlingar initieras av sådana konflikter. Från ett projektledningsperspektiv kan riskerna och fördelarna med att använda mindre projekt som symboler för att få med flera aktörer i interoperabilitetsprogram fokuseras. Detta är i synnerhet intressant i arkitekturprogram där en arkitektur inte kan tvingas på aktörerna, men att implementation är frivillig. Användning av EA som ett ideal som ofta inte kan följas fullt ut i offentlig sektor, men avsiktligt användas som en ledstjärna, är intressant för vidare forskning. Till exempel skulle det vara intressant att se hur EA-retorik kan tillämpas i praktiken för att legitimera program. Det är av intresse att undersöka i vilken utsträckning användningen av dessa begrepp påverkar verksamheten, eller om de bara är tomma ord. Begreppet enterprise thinking föreslås som användbart för vidare forskning. Det kan vara användbart för att undersöka olika tillvägagångssätt, influerade av EA, i olika kontexter. Exempelvis kan det vara av intresse att se till länder som inte har samma institutionella egenskaper som Sverige, men påverkas av enterprise thinking på olika sätt. Detta skulle vara av intresse för att undersöka på vilka olika sätt enterprise thinking närmas i praktiken. Även den fortsatta utvecklingen i Sverige kan vara av särskilt intresse, då andra sektorer i skrivande stund förbereder egna interoperabilitetsprogram och ämnar dra nytta av lärdomar från arbetet inom vårdsektorn.
With a high availability of lignocellulosic biomass and various types of cellulosic by-products, as well as a large number of industries, Sweden is a country of great interest for future large scale production of sustainable, next generation biofuels. This is most likely also a necessity as Sweden has the ambition to be independent of fossil fuels in the transport sector by the year 2030 and completely fossil free by 2050. In order to reach competitive biofuel production costs, plants with large production capacities are likely to be required. Feedstock intake capacities in the range of about 1-2 million tonnes per year, corresponding to a biomass feed of 300-600 MW, can be expected, which may lead to major logistical challenges. To enable expansion of biofuel production in such large plants, as well as provide for associated distribution requirements, it is clear that substantial infrastructure planning will be needed. The geographical location of the production plant facilities is therefore of crucial importance and must be strategic to minimise the transports of raw material as well as of final product. Competition for the available feedstock, from for example forest industries and CHP plants (combined heat and power) further complicates the localisation problem. Since the potential for an increased biomass utilisation is limited, high overall resource efficiency is of great importance. Integration of biofuel production processes in existing industries or in district heating systems may be beneficial from several aspects, such as opportunities for efficient heat integration, feedstock and equipment integration, as well as access to existing experience and know-how. This report describes the development of BeWhere Sweden, a geographically explicit optimisation model for localisation of next generation biofuel production plants in Sweden. The main objective of developing such a model is to be able to assess production plant locations that are robust to varying boundary conditions, in particular regarding energy market prices, policy instruments, investment costs, feedstock competition and integration possibilities with existing energy systems. This report also presents current and future Swedish biomass resources as well as a compilation of three consistent future energy scenarios. BeWhere is based on Mixed Integer Linear Programming (MILP) and is written in the commercial software GAMS, using CPLEX as a solver. The model minimises the cost of the entire studied system, including costs and revenues for biomass harvest and transportation, production plants, transportation and delivery of biofuels, sales of co-products, and economic policy instruments. The system cost is minimised subject to constraints regarding, for example, biomass supply, biomass demand, import/export of biomass, production plant operation and biofuel demand. The model will thus choose the least costly pathways from one set of feedstock supply points to a specific biofuel production plant and further to a set of biofuel demand points, while meeting the demand for biomass in other sectors. BeWhere has previously been developed by the International Institute for Applied Systems Analysis (IIASA), Laxenburg, Austria and Luleå University of Technology and has been used in several studies on regional and national levels, as well as on the European level. However, none of the previous model versions has included site-specific conditions in existing industries as potential locations for industrially integrated next generation biofuel production. Furthermore, they also usually only consider relatively few different production routes. In this project, bottom-up studies of integrated biofuel production have been introduced into a top-down model and taken to a higher system level, and detailed, site-specific input data of potential locations for integrated biofuel production has been included in the model. This report covers the first stages of model development of BeWhere Sweden. The integration possibilities have been limited to the forest industry and a few district heating networks, and the feedstocks to biomass originating from the forest. The number of biofuel production technologies has also been limited to three gasification-based concepts producing DME, and two hydrolysis- and fermentation-based concepts producing ethanol. None of the concepts considered is yet commercial on the scale envisioned here. Preliminary model runs have been performed, with the main purpose to identify factors with large influence on the results, and to detect areas in need of further development and refinement. Those runs have been made using a future technology perspective but with current energy market conditions and biomass supply and demand. In the next stage of model development different roadmap scenarios will be modelled and analysed. Three different roadmap scenarios that describe consistent assessments of the future development concerning population, transport and motor fuel demands, biomass resources, biomass demand in other industry sectors, energy and biomass market prices etc. have been constructed within this project and are presented in this report. As basis for the scenarios the report "Roadmap 2050" by the Swedish Environmental Protection Agency (EPA) has been used, using 2030 as a target year for the scenarios. Roadmap scenario 1 is composed to resemble "Roadmap 2050" Scenario 1. Roadmap scenario 2 represents an alternative development with more protected forest and less available biomass resources, but a larger amount of biofuels in the transport system, partly due to a higher transport demand compared to Roadmap scenario 1. Finally Roadmap scenario 3 represents a more "business as usual" scenario with more restrictive assumptions compared to the other two scenarios. In total 55 potential biofuel plant sites have been included at this stage of model development. Of this 32 sites are pulp/paper mills, of which 24 have chemical pulp production (kraft process) while eight produce only mechanical pulp and/or paper. Seven of the pulp mills are integrated with a sawmill, and 18 additional stand-alone sawmills are also included, as are five district heating systems. The pulp and paper mills and sawmills are included both as potential biofuel plant sites, as biomass demand sites regarding wood and bioenergy, and as biomass supply sites regarding surplus by-products. District heating systems are considered both regarding bioenergy demand and as potential plant sites. In the preliminary model runs, biofuel production integrated in chemical pulp mills via black liquor gasification (BLG) was heavily favoured. The resulting total number of required production plants and the total biomass feedstock volumes to reach a certain biofuel share target are considerably lower when BLG is considered. District heating systems did not constitute optimal plant locations with the plant positions and heat revenue levels assumed in this study. With higher heat revenues, solid biomass gasification (BMG) with DME production was shown to be potentially interesting. With BLG considered as a production alternative, however, extremely high heat revenues would be needed to make BMG in district heating systems competitive. The model allows for definition of biofuel share targets for Sweden overall, or to be fulfilled in each county. With targets set for Sweden overall, plant locations in the northern parts of Sweden were typically favoured, which resulted in saturation of local biofuel markets and no biofuel use in the southern parts. When biofuels needed to be distributed to all parts of Sweden, the model selected a more even distribution of production plants, with plants also in the southern parts. Due to longer total transport distances and non-optimal integration possibilities, the total resulting system cost was higher when all counties must fulfil the biofuel share target. The total annual cost to fulfil a certain biofuel target would also be considerably higher without BLG in the system, as would the total capital requirement. This however presumes that alternative investments would otherwise be undertaken, such as investments in new recovery boilers. Without alternative investments the difference between a system with BLG and a system without BLG would be less pronounced. In several cases the model located two production plants very close to each other, which would create a high biomass demand on a limited geographic area. The reason is that no restrictions on transport volumes have yet been implemented in the model. Further, existing onsite co-operations between for example sawmills and pulp mills have not always been captured by the input data used for this report, which can cause the consideration of certain locations as two separate plant sites, when in reality they are already integrated. It is also important to point out that some of the mill specific data (obtained from the Swedish Forest Industries Federation's environmental database) was identified to contain significant errors, which could affect the results related to the plant allocations suggested in this report. Due to the early model development stage and the exclusion of for example many potential production routes and feedstock types, the model results presented in this report must be considered as highly preliminary. A number of areas in need of supplementing have been identified during the work with this report. Examples are addition of more industries and plant sites (e.g. oil refineries), increasing the number of other production technologies and biofuels (e.g. SNG, biogas, methanol and synthetic diesel), inclusion of gas distribution infrastructures, and explicit consideration of import and export of biomass and biofuel. A further developed BeWhere Sweden model has the potential for being a valuable tool for simulation and analysis of the Swedish energy system, including the industry and transport sectors. The model can for example be used to analyse different biofuel scenarios and estimate cost effective biofuel production plant locations, required investments and costs to meet a certain biofuel demand. Today, concerned ministries and agencies base their analyses primary on results from the models MARKAL and EMEC, but none of these consider the spatial distribution of feedstock, facilities and energy demands. Sweden is a widespread country with long transport distances, and where logistics and localisation of production plants are crucial for the overall efficiency. BeWhere Sweden considers this and may contribute with valuable input that can be used to complement and validate results from MARKAL and EMEC; thus testing the feasibility of these model results. This can be of value for different biofuel production stakeholders as well as for government and policy makers. Further, Sweden is also of considerable interest for future next generation biofuel production from a European perspective. By introducing a link to existing models that operate on a European level, such as BeWhere Europe and the related IIASA model GLOBIOM, BeWhere Sweden could also be used to provide results of value for EU policies and strategies. ; Sverige besitter goda tillgångar på skogsbiomassa och olika typer av cellulosabaserat avfall som potentiellt kan användas till framtida storskalig produktion av nästa generations biodrivmedel. Eftersom Sverige har satt som mål att vara oberoende av fossila bränslen inom transportsektorn år 2030 och helt fossilfritt 2050, är detta förmodligen också en nödvändighet. Att nå konkurrenskraftiga produktionskostnader kommer sannolikt kräva stora biodrivmedelsanläggningar. Ett råvaruintag i spannet 1-2 miljoner ton per år (motsvarande en anläggningskapacitet på 300-600 MW), kan förväntas, vilket innebär stora logistiska utmaningar. För att möjliggöra biodrivmedelsproduktion i så stora anläggningar kommer betydande infrastrukturplanering att vara nödvändigt. Den geografiska placeringen av produktionsanläggningar är därför av avgörande betydelse och måste vara strategisk för att minimera transporterna av såväl råvaror som slutprodukter. Konkurrensen om den tillgängliga råvaran från exempelvis skogsindustrin och kraftvärmesektorn, komplicerar lokaliseringsproblemet ytterligare. Eftersom potentialen för ett ökat biomassautnyttjande är begränsad, är resurseffektiviteten av stor betydelse. Integration av drivmedelsproduktion i befintliga industrier eller fjärrvärmesystem kan vara fördelaktigt ur flera perspektiv. Exempel är möjligheter till effektiv värmeintegrering, integrering av råmaterial och utrustning, samt utnyttjande av befintliga kunskaper och erfarenheter. Denna rapport beskriver utvecklingen av BeWhere Sweden – en geografiskt explicit optimeringsmodell för lokalisering av nästa generations biodrivmedelsproduktion i Sverige. Det främsta syftet med modellen är att kunna identifiera och värdera lokaliseringar som är så robusta som möjligt i förhållande till olika randvillkor, i synnerhet gällande energimarknadsaspekter, styrmedel, investeringskostnader och råvarukonkurrens. I rapporten presenteras också en översikt av nuvarande och framtida biobränsleresurser i Sverige, samt en sammanställning av tre konsekventa framtidsscenarier. BeWhere bygger på blandad heltalsprogrammering (Mixed Integer Linear Programming, MILP) och är skriven i den kommersiella programvaran GAMS, med CPLEX som lösare. Modellen minimerar kostnaden för hela det studerade systemet, inklusive kostnader och intäkter för produktion och transport av biomassa, produktionsanläggningar, transport och leverans av biodrivmedel, försäljning av biprodukter och ekonomiska styrmedel. System-kostnaden minimeras under ett antal olika bivillkor som beskriver till exempel tillgång och efterfrågan på biomassa, import/export av biomassa och biodrivmedel, anläggningsdrift och efterfrågan på biodrivmedel. Modellen kommer således välja de minst kostsamma kombinationerna av råvaror, produktionsanläggningar och leveranser av biodrivmedel, samtidigt som efterfrågan på biomassa i andra sektorer tillgodoses. BeWhere-modellen har tidigare utvecklats vid International Institute for Applied Systems Analysis (IIASA) i Laxenburg, Österrike och vid Luleå Tekniska Universitet, och har använts i ett stort antal studier på regional och nationell nivå, liksom på EU-nivå. Ingen av de tidigare modellerna har dock tagit hänsyn till platsspecifika förhållanden för potentiell integration av biodrivmedelsproduktion i exempelvis industrier. Dessutom har tidigare modeller generellt inkluderat relativt få olika produktionsalternativ. I det här projektet har bottom-up-studier av integrerad biodrivmedelsproduktion introducerats i en top-down-modell och tagits till en högre systemnivå, med beaktande av detaljerade platsspecifika data för de potentiella lägena för integrerad biodrivmedelsproduktion. Denna rapport omfattar de första faserna i modellutvecklingen av BeWhere Sweden. Integrationsmöjligheterna har här begränsats till skogsindustri och ett fåtal fjärrvärmenät, och råvarorna till biomassa som härrör från skogen. Produktionsteknikerna har begränsats till tre förgasningsbaserade koncept för produktion av DME, samt två hydrolys-och jäsningsbaserade koncept för produktion av etanol. Ingen av dessa tekniker är ännu kommersiell i den skala som beaktats i detta projekt. Preliminära modellkörningar har genomförts med det huvudsakliga syftet att identifiera faktorer med stor inverkan på resultaten, samt behov av ytterligare modellutveckling och förbättring. Dessa körningar har gjorts utifrån dagens system, med nuvarande energimarknadsvillkor och tillgång och efterfrågan på biomassa, men med ett framtidsperspektiv gällande tekniker. I nästa steg av modellutvecklingen kommer olika framtidscenarier att modelleras och analyseras. Tre olika scenarier med bedömningar av framtida befolkningsutveckling, transport- och drivmedelsbehov, tillgång och efterfrågan på biomassa i olika samhällssektorer, samt marknadspriser på energi och biomassa, har skapats och presenteras i denna rapport. Naturvårdsverkets rapport "Färdplan 2050" har använts som underlag för scenarierna, men med 2030 som tidsram. Färdplansscenario 1 är sammansatt för att efterlikna Scenario 1 i "Färdplan 2050". Färdplansscenario 2 representerar en alternativ utveckling med mer skyddad skog och färre tillgängliga biomassaresurser, men ed en större mängd biodrivmedel i transportsystemet, delvis beroende på en högre efterfrågan på transporter jämfört med i Färdplansscenario 1. Färdplansscenario 3 är slutligen mer av ett "business as usual"-scenario, med generellt mer restriktiva antaganden jämfört med de andra två scenarierna. Sammanlagt 55 potentiella platser för integrerad biodrivmedelsproduktion har inkluderats i detta skede av modellutvecklingen. Av dessa är 32 massa- och pappersindustrier, varav 24 producerar kemisk massa (sulfatmassa) och åtta tillverkar mekanisk massa och/eller papper. Sju av massabruken är även integrerade med ett sågverk. Ytterligare 18 fristående sågverk är också beaktade, liksom fem fjärrvärmesystem. Massa-och pappersbruken och sågverken ingår i modellen dels som möjliga lokaliseringar för biodrivmedelsproduktion, dels med avseende på biobränslebehov (stamved och/eller energi) som måste tillfredsställas, och dels som producenter av biobränsle (överskott av industriella biprodukter). Fjärrvärmesystemen beaktas både i form av möjliga lägen för integrerad drivmedelsproduktion, och med avseende på behov av bioenergi. I de preliminära modellkörningarna visade sig drivmedelsproduktion integrerat i kemiska massabruk baserat på svartlutsförgasning (BLG) vara särskilt gynnsamt. När BLG beaktades var både det resulterande erforderliga antalet produktionsanläggningar och det totala biobränslebehovet för att uppnå ett visst andelsmål för biodrivmedel i transportsektorn, betydligt lägre än om BLG inte beaktades. Fjärrvärmesystem visade sig generellt inte utgöra optimala lokaliseringar med de system som innefattats och de värmepriser som antagits i denna rapport. Med högre värmeintäkter visade sig att förgasning av fasta biobränslen med DME-produktion kan vara potentiellt intressant. Med BLG-baserad produktion inkluderad som produktionsalternativ skulle dock extremt höga värmepriser behövas för att göra fastbränsleförgasning i fjärrvärmesystem konkurrenskraftigt. I modellen kan mål för andelen biodrivmedel i transportsektorn anges för Sverige som helhet, eller som mål som måste uppfyllas i varje län. När målet angavs övergripande för Sverige gynnades anläggningslokaliseringar i norra Sverige, vilket ledde till mättnad av de lokala biodrivmedelsmarknaderna och ingen biodrivmedelsanvändning i de mer tätt-befolkade södra delarna. Om ett biodrivmedelsmål istället angavs länsvis valde modellen en jämnare geografisk fördelning av produktionsanläggningarna, med anläggningar även i södra Sverige. På grund av längre totala transportavstånd och icke-optimala integrations-möjligheter resulterade detta i en högre total systemkostnad jämfört med när målet angavs för Sverige som helhet. Den totala kostnaden för att uppfylla ett visst biodrivmedelsmål, liksom det totala kapitalbehovet, skulle också vara betydligt högre utan BLG i systemet. Detta förutsätter dock att alternativa investeringar annars skulle ha genomförts, såsom investeringar i nya sodapannor. Utan beaktande av alternativa investeringar skulle skillnaden mellan ett system med BLG och ett system utan BLG, vara mindre. I flera körningar valde modellen två produktionsanläggningar mycket nära varandra, vilket skulle innebära en stor efterfrågan på biomassa på ett begränsat geografiskt område. Anledningen är dels att restriktioner för transportvolymer ännu inte införts i modellen, dels att befintliga samarbeten mellan exempelvis sågverk och massabruk inte alltid fångats av de indata som använts. Detta kan medföra att vissa platser betraktats som två separata anläggningar, när de i verkligheten redan har en hög grad av integrering och därmed borde betraktas som ett läge. Under arbetets gång har en del bruksspecifika data som använts (vilka erhållits från Skogsindustriernas miljödatabas) visat sig innehålla väsentliga felaktigheter. Det är därför viktigt att poängtera att detta kan påverka resultaten gällande de anläggningslokaliseringar som framstår som mest gynnsamma. På grund av modellens tidiga utvecklingsstadium och att ett flertal potentiella produktionsalternativ och råvaror ännu inte inkluderats i modellen, måste de resultat som presenterats i denna rapport betraktas som mycket preliminära. Under arbetet har ett antal områden i behov av komplettering och vidareutveckling identifierats. Exempel är tillägg av både fler industrityper (t.ex. oljeraffinaderier) och fler potentiella anläggningsplatser, utökning av antalet produktionstekniker och drivmedel (t.ex. SNG, biogas, metanol och syntetisk diesel), inkludering av infrastrukturer för gasdistribution, samt explicit hänsyn till import och export av biomassa och biodrivmedel. Restprodukter från jordbruket och energigrödor för biogasproduktion anses också vara ett viktig och intressant tillägg till modellen. Dessutom skulle införandet av intermediärprodukter som torrefierad biomassa, pyrolysolja och lignin från kemiska massabruk göra det möjligt att inkludera ytterligare nya produktionskedjor som för närvarande är av betydande intresse för teknikutvecklare. Som diskuterats ovan behöver kvaliteten på vissa indata också förbättras innan några definitiva slutsatser kan dras om var nästa generations biodrivmedelsproduktion bör vara lokaliserad. En vidareutvecklad BeWhere Sweden-modell har potential att utgöra ett värdefullt verktyg för simulering och analys av det svenska energisystemet, industrin och transportsektorn inkluderade. Modellen kan exempelvis användas för att analysera olika biodrivmedels-scenarier och för att identifiera och utvärdera kostnadseffektiva lokaliseringar för drivmedelsproduktion, nödvändiga investeringar, samt kostnader och biomassabehov för att möta en viss efterfrågan på biodrivmedel. Idag baserar berörda myndigheter primärt sina analyser på resultat från modellerna MARKAL och EMEC. Ingen av dessa modeller tar dock hänsyn till den geografiska fördelningen av råvaror, anläggningar och energi- och råvarubehov. Sverige är ett vidsträckt land med långa transportavstånd där logistik och lokalisering av produktionsanläggningar är avgörande för den totala effektiviteten. BeWhere Sweden beaktar dessa aspekter och kan bidra med värdefulla resultat som kan användas för att i tur komplettera och validera resultat från MARKAL och EMEC, och på så sätt testa implementerbarheten av dessa modellresultat. Detta kan vara av värde för såväl intressenter i biodrivmedelstillverkning, som för myndigheter och politiska beslutsfattare. Vidare är Sverige av stort intresse för framtida tillverkning av nästa generations biodrivmedel även ur ett europeiskt perspektiv. Genom att införa en länk till befintliga modeller som verkar på europeisk nivå, såsom BeWhere Europe och den relaterade IIASA-modellen GLOBIOM, kan BeWhere Sweden också användas för att generera resultat av värde för EU:s politik och strategier.

Uanset om vi er klar over det eller ej, er nanoteknologi og nanomaterialer i det seneste årti blevet en integreret del af vores liv. Vi er gået ind i en fase, hvor den tidlige hype om fordelene ved denne – mildt sagt forbløffende – teknologi er forbi. Siden nanoteknologiens spæde begyndelse er der blevet rejst tvivl om de eventuelle negative miljø- og sundhedseffekter af nanomaterialer. Men som tiden er gået, er der blevet mere og mere stille omkring disse. Det er ikke, fordi vi har løst udfordringerne i forbindelse med risikovurdering og håndtering af nanomaterialer, men snarere fordi vi synes at være fanget af en følelse af "nanorisiko-immunitet", hvor vi efterhånden er blevet mere og mere immune overfor nyheder om de potentielle risici ved nanomaterialer. I stedet for at implementere et nyt regelsæt skræddersyet til nanomaterialer, synes Europa-Kommissionen at foretrække at igangsætte diverse udredninger af den videnskabelige litteratur med hensyn til miljø og sundhed samt at diskutere de samme risikovurderings- og lovgivningsmæssige udfordringer igen og igen. Hvis erfaringerne fra tidligere tiders håndtering af nye risici og teknologier kan benyttes som en rettesnor, kan vi nu forvente 15-20 års miljø- og sundhedsforskning, der ikke vil give endegyldige svar på, hvorvidt nanomaterialer er farlige, og som kun dråbevist vil vise glimt af den sande natur af risikoen ved anvendelsen af nanomaterialer. Denne afhandling sammenfatter vores nuværende viden indenfor risikovurdering og regulering af nanomaterialer. Konkret er fokus på de tre forskningsområder, som jeg har været involveret i siden 2009 med hensyn til: 1) at kortlægge af nuværende anvendelser af nanomaterialer i Europa, 2) at forstå begrænsningerne i den eksisterende lovgivning, og endelig 3) at adressere begrænsningerne som risikovurdering – og alternativer til risikovurdering – har, når det kommer til nanomaterialer. For at få et overblik over forbrugerprodukter i Europa som enten hævdes at indeholde nanomaterialer, eller som hævdes at være baseret på nanoteknologi, etablerede vi i 2012 en online database, Nanodatabasen (www.nanodb.dk) og begyndte systematisk at indsamle information om påståede nanoprodukters navn, producentens "nanopåstand", oprindelsesland, anvendt nanomateriale, lokalitet af det anvendte nanomateriale i produktet og mest sandsynlige eksponeringsrute blandt anden. Nanodatabasen indeholdt oprindeligt lidt mere end 1.200 produkter og indeholder nu information om mere end 3.000 forskellige produkter. Igennem vores forskning har vi fundet ud af, at de fleste produkter falder indenfor kategorierne "Health and Fitness" and "Home and Garden". De mest anvendte nanomaterialer er sølv og titaniumdioxid, men det er vigtigt at påpege, at det ikke er muligt at identificere identiteten af det anvendte nanomateriale i næsten 60% af produkterne i databasen. Evalueringsværktøjet, NanoRiskCat, blev udviklet og integreret i Nanodatabasen med det formål at kommunikere, hvad man ved om fare- og eksponeringspotentialet af produkter, som indeholder nanomaterialer. Det endelige resultat af NanoRiskCat evalueringen af et specifikt nanomateriale til en given anvendelse kan i sin simpleste form fremlægges i form af en kort titel, som beskriver anvendelse af nanomaterialet og en farvekode, hvor de første tre farvede bullets (•••׀••) refererer til den potentielle eksponering for henholdsvis professionelle slutbrugere, forbrugere og miljøet – i den rækkefølge – og de sidste to bullets refererer til farepotentialet for mennesker og miljøet. Farverne, som kan allokeres til eksponerings- og farepotentialet, er henholdsvis grøn (•), gul (•), rød (•) and grå (•), svarende til henholdsvis høj, medium, lav og ukendt. En dataanalyse af produkterne i Nanodatabasen viser, at dermal eksponering er den mest sandsynlige eksponeringsvej, og at NanoRiskCat eksponeringspotentialet såvel som menneske- og miljøfarepotentialet for de fleste produkter er enten "høj (•)" eller "ukendt (•)". En række EU forordninger og direktiver så som, bl.a. biocidforordningen, er blevet ændret i de seneste år for at tage højde for de potentielle risici forbundet med nanomaterialer og for at tage højde for nanomaterialers unikke egenskaber. Dog viser den forskning, der præsenteres i denne afhandling, at der er tre store svagheder forbundet med den nuværende regulering, såsom: 1) hvordan man definerer "nanomaterialer", 2) tærskelværdier og oplysningskrav, som ikke er skræddersyet til nanomaterialer og 3) de massive videnskabelige udfordringer, der er ved at anvende traditionel kemisk risikovurdering som metode på nanomaterialer i praksis. Resultatet af denne forskning har fået mig til at konkludere, at det, at nanomaterialer er omfattet af eksisterende lovgivning, rent juridisk ikke i sig selv er nok til at sikre beskyttelsen af miljøet og menneskers sundhed. Vi har derfor brug for en ny lovgivning, som er skræddersyet til nanomaterialer og deres anvendelser. I den sidste del af afhandlingen foreslås en sådan lovgivning kaldet Registration, Evaluation, Authorisation, Categorisation and Tools to Evaluate Nanomaterials – Opportunities and Weaknesses (REACT NOW). Afhandlingen består af ni kapitler. En kort introduktion gives i kapitel 1. I kapitel 2 præsenteres vores viden om de nuværende anvendelser af nanomaterialer. Det fastslås, at der er en generel mangel på data og adgang til data om, blandt andet vedrørende produktionsmængder og anvendelser af nanomaterialer. Den manglende viden hæmmer enhver form for kvalitativ og kvantitativ eksponeringsvurdering af nanomaterialer, hvilket igen hindrer enhver form for kemisk risikovurdering. En række politikere, forskere, NGO'er og medlemmer af offentligheden har sat spørgsmålstegn ved, om den nuværende regulering er god nok. Blandt andet fordi mange af de mest relevante EU-forordninger og direktiver er stærkt afhængige af vores evne til at færdiggøre meningsfulde videnskabelige risikovurderinger. Kapitel 3 er helliget en analyse af de ændringer, der er foretaget i den eksisterende lovgivning inden for kemikalie-, biocidholdige produkt- og fødevarelovgivningen. I kapitel 4 præsenteres en analyse og vurdering af de yderligere juridiske og tekniske revisioner, som er blevet foreslået af en række EU-landes REACH-kompetente myndigheder som de tyske UBA, BfR og BAuA og den svenske KEMI, samt NGO'erne CIEL, ClientEarth og BUND. Det konkluderes, at de ændringer, der er blevet gennemført i den eksisterende EU-lovgivning og de foreslåede yderligere ændringer, kollektivt indeholder en masse muligheder. Dog blev der ligeledes identificeret en række svagheder, og disse bliver uddybet og diskuteret i kapitel 5, da de fortsat obstruerer en effektiv regulering af nanomaterialer. I erkendelse af de udfordringer, som anvendelsen af kemisk risikovurdering indebærer og de udestående videnskabelige usikkerheder, er mere end 50 alternative beslutningsmetoder eller supplement til kemisk risikovurdering blevet udarbejdet og foreslået i de senere år. Disse analyseres i kapitel 6 for at identificere metoder, der kan anvendes til at understøtte en lovgivning, som er skræddersyet specielt til nanomaterialer og deres anvendelser. Denne evaluering er baseret på en række af de seneste videnskabelige publikationer, som systematisk gennemgår, hvorledes disse alternative metoder kan anvendes i forbindelse med risikohåndtering, beskyttelse af arbejdstagerne, forbrugernes eksponering, miljøvurdering, affald, osv. Dette fører til den erkendelse, at vi har brug for en evalueringsmetode, der er både lovgivningsmæssig relevant, og som kan anvendes på trods af manglende data og manglende adgang til information. I kapitel 7 præsenteres evalueringsmetoden NanoRiskCat. En stor styrke i NanoRiskCat er, at metoden er blevet anvendt på mere end 2.000 produkter, som enten hævdes at indeholde nanomaterialer, eller som hævdes at være baseret på nanoteknologi. Endelig introduceres REACT NOW i kapitel 8. Centrale elementer i den foreslåede lovgivning skitseres. Som en del af REACT NOW anbefales det, at producenter og importører af nanomaterialer bliver forpligtiget til at registrere deres nanomaterialer forud for kommercialisering og uafhængig af mængden, der produceres og/eller importeres. For nanomaterialer, som allerede er på markedet, bør det kræves, at producenter og importører opfylder betingelserne i REACT NOW inden for en tidsperiode som for eksempel seks måneder. Nanomaterialer defineres i REACT NOW i henhold til Europa-Kommissionens videnskabelige komite, SCENIHR's forslag og ikke i henhold til den definition, som anbefales af Europa-Kommissionen. Primær partikelstørrelsesfordeling, form, specifikt overfladeareal og overfladebehandling betragtes som identifikatorer og ikke som karakteristika, som foreslået af UBA, BfR og BAuA (2013). I praksis betyder det, at enhver variation i primær partikelstørrelsesfordeling, form, specifikt overfladeareal og overfladebehandling skal identificeres, navngives, registreres og evalueres separat. Det Europæiske Kemikalieagentur identificeres som værende den Europæiske myndighed, som bør være ansvarlig for forvaltningen og gennemførelsen af de tekniske og administrative aspekter af REACT NOW, mens bevisbyrden for at vise, at nanomaterialer er sikre, pålægges producenterne og importørerne af disse for at sikre, at relevant information og data genereres i tide. For at sikre beskyttelsen af sundheden og miljøet anbefales det, at registranten er forpligtet til at forklare det pågældende produkts funktion, begrunde dets nødvendighed og gennemføre en effektivitetsevaluering forud for en kommercialisering. I forlængelse af disse krav skal alle nanomaterialer evalueres ved hjælp af NanoRiskCat. De oplysninger vedrørende nanomaterialers fare for sundhed og miljø, som der stilles krav om, at producenterne og/eller importørerne indleverer, er fokuseret på at gøre det muligt at anvende NanoRiskCat. Det vil sige, at fokus er på, om nanomaterialet er et såkaldt "High Aspect Ratio Nanoparticles" (HARN), den nuværende klassificering og mærkning af ikke-nanoformen af materialet, dets akutte toksicitet, genotoksicitet og mutagenicitet, carcinogenicitet samt dets respiratoriske toksicitet. Vedrørende miljøet drejer det sig hovedsaglig om den nuværende klassificering og mærkning af ikke-nanoformen af materialet, dets akvatiske toksicitet, ferskvands test for nedbrydning og bioakkumulering. Dertil kommer en videnskabelig gennemgang med hensyn til udbredelse og langtrækkende transport, økosystemets effekter og nyhedsværdi. Det er vigtigt at bemærke, at NanoRiskCat bruger en trinvis fremgangsmåde. Registranten behøver kun at indsende nok information til, at der kan foretages en kategorisering af farepotentialet for miljø- og sundhed af det specifikke nanomateriale i dets specifikke anvendelse. Der anvendes 4 farvekategorier, nemlig 1) rød for, at farepotentialet er højt; 2) gul for, at farepotentialet er medium; 3) grøn for, at farepotentialet er lavt og endelig 4) grå for, at farepotentialet er ukendt. Afhængigt af resultatet af NanoRiskCat evalueringen kan det være, at producenter og importører af nanomaterialer samt producenter af nanoprodukter skal søge om tilladelse til produktion og anvendelse. Generelt bør der – som hovedregel – kun gives tilladelse til specifikke anvendelser af nanomaterialer og nanoprodukter, når anvendelsen skønnes nødvendig, effektiv og funktionel. Som en konsekvens af NanoRiskCat evalueringen kan registranten efterfølgende blive forpligtiget til at gennemføre en vurdering af tilgængelige alternativer. Dette gør sig gældende for anvendelser af nanomaterialer, som resulterer i en NanoRiskCat evaluering med 1) et rødt eksponeringspotentiale for professionelle slutbrugere og/eller et rødt eksponeringspotentiale for forbrugere kombineret med et rødt potentiale for menneskers sundhed og/eller 2) en rød miljøeksponering kombineret med en rød miljøfare. I disse tilfælde skal der indhentes en udtalelse fra de relevante videnskabelige komiteer i Europa-Kommissionen om, hvorvidt nanomaterialet og dets anvendelse er sikker. Brug og tilladelse til produktion, import og anvendelse bør kun gives, hvis den specifikke anvendelse skønnes at være nødvendig og sikker. Anvendelse af nanomaterialer, som de videnskabelige komitéer ikke anser for at være sikre, bør der ikke gives tilladelse til at markedsføre i Europa. Dette gælder fx udbredt anvendelse af HARN og indendørs forbrugeranvendelse af sprayprodukter med nanomaterialer forbundet med respiratorisk toksicitet. For alle andre kombinationer af eksponerings- og fareprofiler, dvs. NanoRiskCat kategorierne 2-4, kan agenturet anmode om en udtalelse fra de relevante videnskabelige komiteer i Europa-Kommissionen fra sag til sag. Som en generel regel bør der kun gives tilladelse til specifikke anvendelser af nanomaterialer og nanoprodukter, hvis de har et grønt fare potentiale for menneskers sundhed kombineret med et grønt professionelt slutbruger- og forbrugereksponeringspotentiale. Det samme gælder for anvendelser, der forventes at føre til miljømæssig eksponering. Her bør der kun gives tilladelse, hvis det pågældende nanomateriale har et grønt miljøfare potentiale. Skulle de videnskabelige komitéer have spørgsmål til sikkerheden af et nanomateriale og dets specifikke anvendelse, kan agenturet anmode producenter/importøren om yderligere oplysninger. Disse skal genereres inden for 3 år, som er den periode, der kan udstedes en betinget godkendelse for. For kombinationer af gule eksponerings- og farepotentialer er betingede godkendelser mulige for en tidsbegrænset periode. I dette tidsrum skal agenturet anmode registranten om at generere yderligere specifikke oplysninger. For at hjælpe industrien og navnlig små og mellemstore virksomheder med at implementere REACT NOW er der behov for teknisk- og ikke-teknisk bistand. Den skal leveres af den Europæiske Kommissions Joint Research Centre og det Europæiske Kemikalie Agentur. REACT NOW er det første forsøg på at præsentere en omfattende lovgivning, der er skræddersyet til nanomaterialer og disses anvendelser. Al lovgivning har styrker og svagheder. Det gælder også REACT NOW. Disse handler blandt andet om, at NanoRiskCat kan bruges på trods af mangel på data og information; om, hvordan man definerer "nødvendighed" og "effektivitet"; og om, at vurderingen af eksponeringspotentialet i NanoRiskCat velsagtens er noget simpel. Denne afhandling er baseret på 28 peer review artikler, som er inkluderet i appendiks til afhandlingen. Det er værd at pege på, at de fleste af de emner, der kort bliver diskuteret og præsenteret i kapitel 2-8, er beskrevet i de 28 artikler. Denne afhandling er skrevet for at præsentere REACT NOW og for at give læseren et overblik over de videnskabelige resultater, som er opnået. ; Nanotechnology and nanomaterials (NMs) have become an integrated part of our lives in the past decade, whether we realise it or not, and we have entered a phase where the early hype about the benefits of this mind-blowing technology is over. Concerns have been raised throughout this period about the adverse impacts of NMs, and although these have previously been very loud, they are now slowly quieting down. This is not because we have resolved the challenges related to assessing and managing the risks of NMs but rather because we seem to have caught a sense of "nanorisk-immunity" where we gradually have become more and more indifferent to hearing about the potential risks of NMs. Instead of implementing a regulatory framework tailored to NMs, the European Commission has initiated multiple reviews of state-of-the-scientific literature in regard to environmental, health and safety, and seems to be discussing the same risk assessment and regulatory challenges over and over. If history in regard to emerging risks and hazards can be used as a guide, we can now expect 15-20 years of univocal environmental, health and safety research that will not provide definitive answers but only dropwise glimpse into the true nature of the risks of NMs. This thesis summarises the state of research and regulatory affairs within the field of nanomaterial regulation and risk assessment. Specifically, the focus is on areas of research with which I have been involved since 2009 in regard to: 1) mapping current uses of NMs in Europe, 2) understanding the limitations of existing legislation and, finally, 3) addressing the restraints of risk assessment and alternatives to risk assessment when it comes to NMs. In order to obtain an overview of consumer products in Europe that are claimed to contain NMs or are claimed to be based on nanotechnology, we established an online inventory, The Nanodatabase (www.nanodb.dk), back in 2012 and started systematically to collect information about the proclaimed nanoproducts name, producers "nanoclaim", country of origin, used NMs, location of the NM in the product, most likely exposure route among other. The Nanodatabase originally contained a little more than 1,200 products and now has information about more than 3,000 products. Through our research, we found that most of the products fall into the category of "Health and Fitness" and "Home and Garden". The most used NMs are silver and titanium dioxide, but it is not possible to identify the NMs used for almost 60% of the products in the database. The safety evaluation tool, NanoRiskCat, was developed and integrated into The Nanodatabase with the purpose of communicating what is known about the hazard and exposure potential of consumer products containing NMs. In its simplest form, the final NanoRiskCat evaluation of a specific nanomaterial in a given application can be communicated in the form of a short title describing the use of the NM and a colour code whereby the first three coloured bullets (•••׀••) refer to the potential exposure of professional end-users, consumers and the environment – in that sequence – and the last two coloured bullets refer to the hazard potential for humans and the environment. The colours assigned to the exposure and hazard potential are green (•), yellow (•), red (•) and grey (•), corresponding to high, medium, low and unknown, respectively. A data analysis of the products in The Nanodatabase shows that for most product categories, the dominant route of exposure is dermal, and that the NanoRiskCat exposure potential as well as human and environmental hazard potential of most products is either "high (•)" or "unknown (•)". In order to address the potential risks of NMs and take the unique properties of NMs into account, a number of EU regulations and directives have been amended in recent years such as, for instance, the biocidal product regulation. However, the research presented in this thesis identifies three major weaknesses to the current regulation, namely how to define "nanomaterials", threshold values and information requirements not tailored to the nanoscale and how to overcome the obstacles of chemical risk assessment applied to NMs. The outcome of this research has led me to conclude that the fact that NMs are covered by the scope of existing legislation is not enough to ensure the protection of human health and the environment. We therefore need a new regulatory framework tailored for NMs and their applications. A proposal of such a framework termed "Registration, Evaluation, Authorisation, Categorisation and Tools to Evaluate Nanomaterials – Opportunities and Weaknesses (REACT NOW)" is proposed and presented herein. The thesis consists of nine chapters. An introduction is provided in chapter 1. In chapter 2, what is known about the current uses of NMs is presented in detail, and it is established that there is a general lack of data and access to data on, for example, production volumes and uses of NMs which hampers qualitative and quantitative occupational, consumer and environmental exposure assessment of NMs – and this in turn impedes the completion of any kind of risk assessment. The latter has repetitively led to questions being raised by politicians, NGOs, academics and members of the public about whether current regulatory frameworks are up to the job, as many of them rely heavily on, for instance, the completion of meaningful risk assessments. Chapter 3 is devoted to an analysis of the revisions that have been made to existing regulatory frameworks, such as REACH, BPR and food legislation, whereas Chapter 4 is allocated to an evaluation of proposed revisions made by a number of EU member states and REACH competent authorities such as German UBA, BfR and BAuA and the Swedish KEMI, as well as the NGOs CIEL, ClientEarth and BUND. It is concluded that the revisions that have been implemented for existing EU legislation and the proposed revisions by UBA, BfR and BAuA, KEMI and CIEL, ClientEarth and BUND collectively provide a lot of opportunities. However, a number of weaknesses have also been identified and these are elaborated on and discussed in Chapter 5, as they continue to dog the effective regulation of NMs and still need to be addressed. In recognition of the challenges that traditional chemical risk assessments entail, and outstanding scientific research questions that still need to be resolved, no less than 50 alternative decision-support tools, or supplements to traditional risk assessments, have been explored and proposed in recent years. These are analysed in Chapter 6, in order to identify tools that could potentially be used to support a new regulatory framework tailored specifically for NMs and their applications throughout the life cycle. This evaluation is based on a series of recent scientific publications which provide substantial reviews of these alternative tools applied in regard to risk governance, worker protection, consumer exposure, environmental assessment, waste, etc. This led to the realisation that we need a tool that is both regulatory-relevant and can be applied despite the lack of data and lack of access to information. Safety evaluation plays a key role in REACT NOW and the safety evaluation tool NanoRiskCat developed by Hansen et al. (2014, 2017c) is presented in detail in chapter 7. A strength of NanoRiskCat is that it has been applied to more than 2,000 products claimed to include NMs or to be based on nanotechnology. The outcome of this is presented in this thesis. Finally, in Chapter 8, REACT NOW is introduced and key components of the framework are outlined. As part of REACT NOW, I recommend that manufacturers and importers of NMs should be required to register their NM(s) prior to commercialisation and independent of production and import volumes. For NM(s) already being sold, manufacturers and importers should be required to register and fulfil the REACT NOW requirements within a certain time period e.g. six months of the adoption of the framework. NMs are defined according to SCENIHR's definition and not the one recommended by the EC. Primary particle size distribution, shape (including aspect ratio), specific surface area and surface treatment are considered "identifiers" and not the "characterisers" as suggested by UBA, BfR and BAuA (2013). In practice, this means that any variation in size, shape, surface area and surface-treated NM that is commercialised in the EU has to be identified, named, registered and safety-evaluated separately, before it is placed into a separate registration dossier. The European Chemicals Agency is identified as the European authority that should be responsible for the management and carrying out the technical and administrative aspects of REACT NOW, however the burden of proof of safety should be placed on industry to ensure that data are generated in good time. In order to ensure the protection of health and the environment, I recommend that the registrant should be required to explain a relevant product's functional use, provide justification for its use and carry out an effectiveness evaluation prior to the commercialisation of any nanomaterial. Following the requirements of REACT NOW, all uses of NMs have to be evaluated according to NanoRiskCat. The health and environmental hazard information required as part of the information requirements focuses on enabling the application of NanoRiskCat. In regard to human health it includes High Aspect Ratio Nanoparticles (HARN), bulk CLP classification, acutely toxicity, genotoxicity and mutagenicity, carcinogenicity and respiratory toxicity. For the environment, it includes bulk CLP classification, aquatic toxicity, freshwater tests for degradation, bioaccumulation and a scientific review in regard to dispersive or long-range transport, ecosystem effects and novelty. It is important to note that NanoRiskCat uses a tiered approach and that the registrant only has to submit enough information to enable the categorisation of the health and environmental hazard potential of the specific NM into high (•), medium (•), low (•) or unknown (•). Depending on the outcome of the NanoRiskCat evaluation, manufacturers and importers of NMs and producers of NM products might have to seek authorisation, which can only be given for specific uses of NMs and nanoproducts that are deemed necessary, efficient and have a functional use. For NMs that have undergone a NanoRiskCat evaluation and have 1) a red professional end-user and/or a consumer exposure profile combined with a red human health hazard profile and/or 2) a red environmental exposure profile combined with a red environmental hazard profile, the registrant is required to complete an "Alternatives Assessment" and the agency responsible for REACT NOW is required to seek opinion on safe use from the European scientific committee of relevance. In such cases, authorisation should be granted, but only if the specific use under consideration is deemed safe and necessary. Uses of NMs deemed not to be safe by the scientific committees e.g. dispersive uses of HARN, indoor consumer uses of spray products with NMs associated with respiratory toxicity, should not be granted authorisation and should not be given permission to be marketed in Europe. For all other combinations of exposure and hazard profiles, i.e. NanoRiskCat categories 2-4, the agency responsible for REACT NOW can ask for an opinion from the scientific committees of relevance on a case-by-case basis. As a general rule, authorisation should only be given for specific professional end-user and consumer applications of NMs and nanoproducts, if they have a green human health hazard profile combined with a green professional end-user exposure profile and a consumer exposure profile, respectively. The same goes for uses that are expected to lead to environmental exposure that should only be granted authorisation if the NM in question has a green environmental hazard profile. Should the agency or the scientific committees have questions about the safety of a given NM and its specific use, the agency can make a request for additional information, to be generated within 3 years, within which time conditional authorisation can be granted. For combinations of yellow exposure and hazard profiles, conditional authorisation is possible for a time-limited period during which time the agency should request the generation of additional information by the registrant. In order to assist industry and especially Small and Medium-sized Enterprises in the process of implementing REACT NOW, technical and non-technical assistance is needed and should be provided by the European Commission Joint Research Centre and the European Chemicals Agency. REACT NOW is the first attempt to present a comprehensive and transparent decision-making framework tailored to regulate the use of NMs, but as no framework is without either potential or limitations, the opportunities and weaknesses related to the implementation of REACT NOW are pinpointed. Strengths include that NanoRiskCat can be used despite lack of data and information, whereas the lack of clear-cut definitions of "necessity" and "effectiveness" could be considered a weakness along with the arguably crude exposure assessment in NanoRiskCat. In the appendix, the 28 peer reviewed journal papers on which this thesis is based are included. It is worth pointing out that most of the topics briefly discussed and presented in Chapters 2-8 are detailed in the journal papers and that this thesis is written to present REACT NOW and to give the reader an overview of the original achievements of the work.
