Evaluates the condition of the international women's movement through the example of how the subject of "women's rights as human rights" was handled at the fourth UN-organized world women's conference held in Beijing, People's Republic of China. Issues discussed include efforts to move from local to global & from micro- to macrofeminism, mobilization & expectations of southern hemisphere women, roles of autonomous & institutionalized women's movements, & internationalization of the debate over how women fit into human rights & democratization discourse. It is concluded that the women's movement is being strengthened by networking & international cooperation, but it continues to be strategically weak. An increase in lobbying has brought autonomous movements & governments closer, but has also created new hierarchies within the international movement. Adapted from the source document.
