International audience ; La France et une partie de l'Europe sont occupées par l'Allemagne nazie quand le Général De Gaulle lance l'appel du 18 juin 1940 et négocie la participation des colonies à la guerre pour reconquérir territoire et souveraineté. La promesse de l'indépendance leur est alors faite. Le monde d'après-guerre se réorganise en une nouvelle architecture internationale par les Nations Unies pendant que les luttes pour l'indépendance s'intensifient. C'est dans ce démantèlement des empires, les visions de nouvelles organisations étatiques et le renouveau des relations internationales que se situe la proposition malgache d'un État Libre dans l'Union Française et les oppositions françaises qu'elle suscite en 1947 et par la suite. Ces tensions aboutissent à deux types de décolonisations politiques: la décolonisation étatique et les décolonisations ultramarines. Leurs conséquences territoriales et géopolitiques sont le moteur des dynamiques des Ressources et Contestations Territoriales Internationales des Îles Éparses, comme le cas de l'archipel des Chagos ou celui de Mayotte et d'autres territoires dans le monde jusqu'à aujourd'hui. Depuis les années soixante-dix et les néo-décolonisations, une nouvelle génération de négociations territoriales s'appuie sur la démocratisation onusienne et le droit international tandis que de nouvelles formes de conflits et contestations territoriaux rejettent ceux-ci. La dimension économique s'affirme dans la territorialisation maritime. La découverte de ressources colossales d'hydrocarbures dans le Canal du Mozambique depuis 2008 et les débuts de leur exploitation-impactant les Zones Économiques Exclusives des Îles Éparses-révèle de nouvelles interactions des Contestations Territoriales Internationales avec les dynamiques de la globalisation. Elles sont mises en cartes géopolitiques océan Indien, exposées et présentées avec la communication scientifique.

Israel's unilateral, lopsided appropriation of the common Palestinian-Israeli waters has left Palestinians in the occupied territories with a substandard level of consumption and has created a wide water gap between them and Israelis. This article explores how redistribution can be worked out on the basis of the factors stipulated in the doctrine of "equitable apportionment" of international water law. Those factors are: the natural attributes of the water source; prior or existing use; social and economic needs; alternative resources and their comparative costs; and avoidance of appreciable harm. Although international water law is nonbinding and lacks enforcement mechanisms, it may serve as a guide for negotiations. (DÜI-Hns)

Confusion and misconceptions about the state and nature of "theory" have reached monumental proportions in the field of international relations. This situation is debilitating both because it misleads academics and policymakers alike about the contributions that can be made by theorists of international relations and because it operates to set back serious efforts to pursue theory in the field. Accordingly, I write in an effort to cut through some of this confusion and to set the problems of constructing theories about international phenomena in perspective. Specifically, I wish to explicate the following theses in these pages:1

Je présente ici la démarche théorique et méthodologique qui m'a permis de développer une approche à la fois empirique et englobante de l'Agence des Nations unies pour les réfugiés (HCR). En m'appuyant sur une ethnographie embarquée et des outils d'analyse issus de l'anthropologie politique j'ai étudié le fonctionnement interne de l'organisation et les relations dans lesquelles sont pris ses agents et ses bureaux, ce qui m'a permis de saisir aussi la portée de l'action planétaire de l'organisation des années 2000. En plus de souligner le renouveau théorique que connaît l'anthropologie lorsqu'elle déploie ses méthodes pour étudier des institutions bureaucratiques, le terme de « bureaugraphie » fait ressortir l'importance que l'infrastructure matérielle de l'organisation a eu au niveau de la construction de l'objet HCR et dans l'analyse de mes données. Après une introduction sur le renouveau des études consacrées aux organisations internationales, j'explique comment j'ai pu « désinstituer » le HCR et envisager son dispositif bureaucratique éclaté comme un terrain. Ensuite, je montre la manière dont j'ai délimité le périmètre de mon enquête et décris les procédés qui m'ont permis de passer d'une observation localisée à une réflexion englobante. Enfin, je relate le parcours de distanciation épistémologique qu'il m'a fallu entreprendre pour identifier, dans la production de savoirs experts, une forme d'autorité majeure de l'organisation.

AbstractThis article aims to understand the phenomenon of international terrorism by wedding a constructivist understanding of terrorism with an overview of the historical evolution of the state. The Westphalian state has replaced three types of authority: religious, personal and local. Political challenges to the modern international system inevitably derive their claim to legitimacy from one of these other forms of authority. I argue that there is a correlation between the kind of legitimacy claim a 'terrorist' cause is based on and how threatening we find the activities based on that claim. The less the distance between the unrecognised legitimacy claim on the one hand and the principles conferring legitimacy in the modern states system on the other, the less ontologically threatening we find the claimants to be. All historical variants of modern 'terrorism' fall into one of two categories of disruptive activity. They are either based in claims to local authority and target only particular states, or in claims to personal and/or religious authority and reject the modern states system altogether. Groups labelled as terrorist can therefore be classified as system-affirming or system-threatening. The former is a contained problem, but the latter has followed geographically broadening spread pattern throughout the international system.

Ferner unterzieht die Autorin das Narrativ des feministischen Orientalismus in der Forschung einer kritischen Revision. Sie berücksichtigt die Rolle des Nationalstaates Türkei in der Etablierung von Beziehungen zwischen den Feministinnen. Somit vertieft dieser Band unser Verständnis von komplexen Vorgängen der interkulturellen Verständigung und der Geschlechterordnung als Strukturprinzipien globaler Moderne. Elife Biçer-Deveci interprets the relationship of the international women's movement in its early stage with methods of the entangled history and brings the perspective of Ottoman-Turkish feminists to the fore. Thereby, she highlights ambiguities and cultural communication problems in the history of this relationship. Beyond of that, the author subjects the narrative of feminist orientalism in current research to a critical revision. She includes the role of the nation-state Turkey in the relationship of feminists. Thus, the book deepens our knowledge about complex processes of intercultural understanding and of gender order as structural principles of the global modern era.

Situations of mass refugee influx represent by their very size and urgency daunting evidence of human suffering and cruelty. Consequently, the level and quality of refugee protection in times of crisis is tested. The choices to be made have to take into due consideration the prevalent conditions and restraints. They will probably always result in compromises. The question is whom or what the compromises are about? The focus in the present volume has been set on a detailed examination of some legal preconceptions commonly found in situations of mass refugee in-migration. The author concludes that situations when refugees arrive en masse do not, as a rule, qualify as a public emergency that threatens the life of the nation under contemporary international human rights law, and that mass expulsion of refugees as an emergency measure is prohibited at all times when this entails the risk of violating rights immune to derogation
