Maestría en Agronegocios ; El presente trabajo de investigación, se basa en el estudio de la cadena de valor del rocoto, como respuesta a la necesidad de conocer de manera detallada la situación actual y potencial de la principal zona productora de rocoto del Perú. Se empleó la metodología ValueLink, la cual es usada en programas y proyectos de desarrollo económico en agronegocios, la cual nos proporciona herramientas para discernir la información obtenida en el trabajo de campo. A partir del trabajo de campo se pudo describir y analizar la cadena de valor encontrando los siguientes resultados: la articulación a lo largo de la cadena no es la adecuada por la presencia de varios actores antes de que el producto llegue al mercado. Los productores reciben un bajo beneficio económico debido a la poca información del precio de venta del rocoto y no estar asociados por lo que tienen un bajo poder de negociación. Así mismo para la ampliación de la superficie de producción del rocoto los productores vienen deforestando el bosque para aprovechar el nuevo terreno rico en nutrientes. Los costos de producción se basan principalmente en costos de insumos y de mano de obra. El precio de chacra representa el 58 por ciento del precio final de venta en Lima. Finalmente en el análisis de la gobernanza, que hace referencia al poder y control entre los eslabones de la cadena de valor, se encontró como resultado una gobernanza del tipo Mercado debido a que las transacciones en la cadena son relativamente simples, las que se basan en el poder del comprador. En base a estos resultados encontrados se plantearon estrategias para el mejoramiento, a nivel técnico y social, para lograr un fortalecimiento o mejora conjunta de todos los componentes de la cadena de valor del rocoto fresco de la selva central. ; One of the issues that Espinar faces is the presence of conflicts due to the expanding activity of the 'Great Mining'. The objective of this study was to understand and determine the cause-effects and the relationships of the socioenvironmental struggles of the 'Great Mining' in Espinar (1980-2013). In order to accomplish this, compiling information on the history of mining was done first, which identified and characterized cycles by the methodology of analysis of political ecology and adaptive cycles. Afterwards, qualitative models of historical evolution were produced, which allowed identification of the main actors and factors at different moments. Lastly, a survey was carried out, which aided to understand the environmental perception of the civil society. Ω (omega) moments or collapse of each cycle were characterized through analyzing the six capitals (natural, economic, human, social, political and physical). The arrival of Minero Perú gave rise to subsequent explorations and exploitations by tunnel until the 1980s with a medium amount of mining, as well as open-pit mines to present day. A single stage is divided into a partial cycle and two mini-cycles. The partial cycle is in a state of maturity, and it comprises mini-cycles: exploitation by EMETINSA S.A, until their privatization in 1994, and exploitation by Magma Copper Company until 2003. The analysis indicates that at the end of stage 0, the natural capital (Kn) and the economic one (Ke) are falling. On one hand, we have the price of the copper in decadence on an international level, and on the other hand, many local miners were devoted to handmade mining, preferably of gold. As for copper, it was difficult to be exploited due to the complex geologic organization of the mine. The social capital (Ks), the political capital (Kp) and the human capital (Kh) remain steady, whereas the physical capital (Kf) tends to fall a little, prior to the opening of the pits. To begin 'open cut' mining, a number of variables enter, jointly or simultaneously, a phase of collapse, thereby indicating that the whole system is entering the omega phase (Ω) of stage I. Kn (↓) declines because of the international price of copper. Originally, the infrastructure was faulty since it lacked electric power and highways to transfer minerals on a larger scale, which were difficult to guide due to the unfavorable behavior of the price of metals, making Ke (↓) diminish. Kp (↓) fell because many political decisions regarding exploitation had not been made, and with the clearing of the floor they lost their infrastructure, which caused the deterioration of ancestral ways of life, customs, personal relationships, as well as the introduction of mental exogenous molds to the system, causing a decline in Kf (↓). Ks (↓) had the forced expropriations of cattle and agricultural lands to clear and open the pit, plus the displacement of the populations, which generated further socio-cultural issues, such as country-city migration, breakdown of families, among others. Although Kh remained steady, it showed a slight fall at the beginning of this stage. In mini-cycle 1, Ks (↓) fell due to the drastic reduction of workforce and the dissipation of the mining organization. Kn and Ke (↑) were favorable due to the evident rise of the international price of copper since 1993, as well as the polymetallic mining exploitation, and a diversification of its production. Kp (→) remains the same, due to the central government's 'closed policy'. Kh (→) remains the same too, although its first negative effects on the environment become clear; the first indications of contamination are evidenced primarily from several environmental studies. In minicycle 2, Ks (↑) showed a slight improvement because of the agreements reached between the civil society and the mining one. Kp (↑) increased due to the connectivity, participation and proposal developed by the local government and the civil society with other international entities. Over time, Kn (↓) has been declining in terms of access to natural resources and quality, focused on the adjacent populations and the rising price of copper; the per capita income and HDI for Ke (↑) has been increasing too. Initially, the most influential actors in the partial cycle and mini-cycles were the local miners and Minero Perú, the central government, a number of expropriated populations, and EMETINSA S.A.; however, the adjacent populations to the mine, as well as the central and local government, CooperAcción, the civil society, the mine and Fundación Tintaya are currently the most influential ones. The price of copper, Law N° 18880 (nationalization), Royal Legislative Decree N° 41/81/ME/Municipal Decree (expropriation), Legislative Decree N° 674 and 708 (privatization), and the demand for metals have been major influencers, too. The influence scales of the actors reach from a global standpoint to a local one. The mining has an impact on some variables in the system, such as migration, governance, escalation, and environmental impacts. The conflict was due to the degradation of the water and soil resources, which led to socio-environmental degradation of adjacent populations. Such resources have been contaminated and degraded, and so has the quality of people's health. The mining sector is not perceived as an employment generator, despite it is claimed to contribute to the development and the sustainability of the environment (NGOs). It is suggested to conduct an analysis with adaptive cycles in order to organize the data and describe the dynamics of the system. It is also recommended to institutionalize a permanent dialogue and have a goal-oriented development in order to effectively transform the conflicts and promote individual consent for better decisions that affect our natural resources. ; Tesis
Diese Dissertation basiert auf einer auf den Menschen bezogenen, multidimensionalen Betrachtung von Entwicklung. Sie soll empirisch Übereinstimmungen und Determinanten der Gesundheit von Kindern in Ländern mit niedrigem und mittlerem Einkommen analysieren. Der erste Essay – mit verfasst von Stephan Klasen - wendet bivariate Cluster Analyse an, um die Beziehung der Verbesserungen verschiedener Gesundheits- und Bildungsindikatoren der Millennium Development Goals (MDG) zu untersuchen. Die MDGs beinhalten Schlüsselaspekte des menschlichen Wohlbefindens und sollten daher eng miteinander verkoppelt sein. Trotz der substantiellen theoretischen Grundlage für enorme Synergien zwischen MDG Zielen, ist die empirische Heterogenität der Kopplung der Prozesse zwischen verschiedenen MDGs erheblich groß. Die zentrale Fragestellung des ersten Essays dieser Dissertation ist daher, ob klare Gruppen eben jener Länder ausgemacht werden können, in denen derartige Synergien existieren (und in denen diese nicht existieren), und was die Zugehörigkeit in derartigen Gruppen treibt. Unser Beitrag ist, den MDG Fortschritt durch Indikatoren relativer Leistung zu definieren. Diese bezeichnen die Änderungsrate, die die empirisch "erwartete" Änderungsrate bei gegebenen ursprünglichen Bedingungen übersteigt. Diese Maßnahme erlaubt es uns für den unterschiedlichen Grad an Ambition impliziert durch die MDGs bei Ländern mit unterschiedlichen Ausgangslagen zu kontrollieren und lässt uns im Grunde fragen ob Länder, die außerordentlichen Fortschritt bei der Erreichung von MDGs gemacht haben, von Synergien profitiert haben. Indem wir die Cluster Analyse auf diese Indikatoren der relativen Leistung in Bezug auf verschiedene MDG Indikatoren für Gesundheit und Bildung anwenden konnten wir jene Länder, in denen sich Indikatoren in die selbe Richtung ("gute" oder "schlechte" Performer) bewegten, von solchen Ländern unterscheiden, bei denen sich Indikatoren in unterschiedliche Richtungen ("partielle" Performer) bewegten. Unsere Ergebnisse legen nahe, dass Synergien existieren, diese jedoch nur bei einer eingeschränkten Gruppe von Ländern auftreten (die "guten" Performer, die mit Fortschritt einhergehen und die "schlechten" Performer, die mit Rückschritt einhergehen). Andererseits können wir zeigen, dass bei einer beträchtlichen Anzahl an Ländern Synergien schwach oder abwesend sind, was zu umgekehrten Bewegungen im MDG Fortschritt bei mindestens einem oder zwei Paaren von nicht einkommensbezogenen MDG Indikatoren führt. Unsere Regressionsergebnisse zeigen, dass diese partielle Performance gut durch steigende Ungleichheit und niedrige institutionelle Qualität erklärt wird. Andererseits kann Wirtschaftswachstum, welches als die robusteste Determinante der Cluster-Zugehörigkeit erscheint, insbesondere gute von schlechten Performern unterscheiden. Der zweite Essay - in alleiniger Urheberschaft - analysiert die kurz- und langfristigen Determinanten von Errungenschaften bei der Gesundheit von Kindern unter Verwendung von Längsschnittsdaten aus Indonesien. Basierend auf dem analytischen Ansatz von Mosley und Chen (1984), werden insbesondere die Effekte einer Reihe von kindspezifischer, Haushalts- und Gemeindecharakteristika auf den Ernährungszustand von Kindern, gemessen in height-for age z-scores, betrachtet. Der besondere Beitrag dieser Studie ist die Verwendung von Paneldaten auf der Mikro-Ebene und einer Methodologie (dem Mundlak-Ansatz für fixe Haushalteffekte), die robuste und unverzerrte Schätzungen liefert. Desweiteren ermöglicht sie die Identificationkurz- und langfristiger Effekte unmittelbarer und sozioökonomischer Determinanten der Gesundheit von und trägt so zur bestehenden Literatur bei. Die Ergebnisse legen nahe, dass mütterliche Bildung einen positiven und langfristigen Einfluss auf die Gesundheit von Kindern hat. Dies zeigt sich teilweise in reproduktivem Verhalten und wird teilweise durch Praktiken im Umgang mit Kindern (d.h. Stillen) vermittelt. Andererseits zeigt sich kein langfristiger Effekt von Einkommen, obgleich temporäre Einkommenssteigerungen zu höheren Ausgaben und somit zu einer Verbessereung des Eernährungsstatus führen., Hierbei zeigt nur der Erwerb und die Verwendung von Vorleistungsgütern der Gesundheitsproduktion wie einer verbesserten Hygieneinfrastruktur einen ausgeprägten und signifikanten Einfluss auf die Gesundheit von Kindern. Insgesamt implizieren die Ergebnisse, dass eine Politik der Linderung von Einkommensarmut ergänzt durch Investitionen in grundlegende Gesundheitsinfrastruktur erheblich dazu beitragen, die Gesundheit von Kindern zu verbessern. Da der Zusammenhangzwischen der Bildung von Müttern, Praktiken der Kindesernährung und der Gesundheit von Kindern stark ausgeprägt ist, könnten auch Strategien, die die Qualität von Bildung erhöhen, den Ernährungszustand von Kindern verbessern. Der dritte Essay - in alleiniger Urheberschaft - untersucht die Auswirkungen des Ernährungszustandes auf den Bildungserfolg. Dabei werden Paneldaten auf der Miko-Ebene aus Indonesien verwendet. Außerdem wird eine Spezifikation mit Mutter-Fixed Effects, die durch einen Instrumentalvariablen-Ansatz erweitert wird, verwendet um für mögliche Korrelationen zwischen verschiedenen Komponenten des Fehlerterms und der unabhängigen Variable zu kontrollieren. Wir nutzen Flächenbrände, die im Jahr 1997 in Inodensien zu einer Dürre führten, und Variation zwischen Geschwistern und identifizieren so den Effekt des Ernährungszustands in den frühen Lebensmonaten auf den späteren Bildungserfolg. Schätzungen zeigen, dass Gesundheitskapital (gemessen in height-for-age z-scores in der Kindheit) die Anzahl an abgeschlossenen Schuljahren und das Ergebnis bei kognitiven Testes signifikant positiv beeinflusst. Dies impliziert, dass von einer politischen Perspektive aus Zielsetzungen im Bereich Schule und Ernährung nicht als rivalisierend betrachtet werden sollten, sondern eng miteinander verzahnt sind. Daher konkurrieren finanzielle Ressourcen, die der Kindesernährung gewidmet sind, nicht unbedingt mit solchen für Bildungszwecke. Im Gegensatz könnten sie - wie in diesem Essay beschrieben - als eine kosteneffizientere Art betrachtet werden, gegenwärtige und zukünftige sozio-ökonomische Entwicklung anzuheben. ; This dissertation, which is grounded on a human-centred and multidimensional vision of development, aims at analyzing empirically the correlates and determinants of child health in low and middle income countries. The first essay, co-authored with Stephan Klasen, applies bivariate cluster analysis to study the relationship of improvement in different health and education indicators of the Millennium Development Goals (MDGs). The MDGs represent key aspects of human well-being, and as such, they should be closely interlinked. Nevertheless, despite the substantial theoretical case for large synergies between MDG goals, empirically the heterogeneity of the linkage of progress across different MDGs can be quite substantial. The central research question in the first essay of this thesis is therefore whether one can identify clear clusters of countries where such synergies exist (and those where they do not exist), and what drives membership in these clusters. Our particular contribution is to define MDG progress in terms of relative performance indicators which describe the rate of change that exceeds the empirically 'expected' rate of change, given initial conditions. Such a measure allows us to control for the different level of ambition implied by the MDGs for countries with different initial conditions and essentially ask whether countries that succeeded in achieving extraordinary progress in MDG achievements were benefiting from synergies or not By applying cluster analysis to these indicators of relative performance on different health and education MDG indicators we are able to distinguish countries where the pair of indicators move in the same direction ('good' or 'bad' performers) from countries where the pair of indicators moved in opposite directions ('partial' performers). Our results suggest that there are synergies, but these only apply to a restricted group of countries (the 'good' performers where progress goes hand in hand, and the 'bad performers' where regress goes hand-in-hand). On the other hand, we find that in a sizable number of countries synergies are weak or absent, leading to contrary movements in MDG progress at least in one or two pairs of non-income MDG indicators. As our regression results show this partial performance is largely explained by rising inequality and low institutional quality. On the other hand, economic growth, which seems to be the most robust determinant of cluster membership, is particularly able to distinguish the good from bad performers. The second essay, in single authorship, analyzes the short and long term determinants of child health achievements, using longitudinal survey data from Indonesia. In particular, based on the analytical framework proposed by Mosley and Chen (1984), this essay investigates the effects of a set of child-specific, household and community characteristics on child nutritional status, measured by her height-for-age z-scores. The particular contribution of this study is the use of micro-level panel data and of a methodology (i.e. the Mundlak approach of household-average fixed effects) which not only delivers robust and unbiased estimates but also allows me to contribute to prior literature by identifying the short and long term effects of proximate and socio-economic determinants of child health. Results suggest that maternal education has a positive and long term effect on child health which is partly reflected in reproductive behaviour and partly conveyed through child caring practices (i.e. breastfeeding). On the other hand, while temporal increases in income allow for improved expenditure capacity and therefore to better nutritional status, there isn't any long term effect of income, apart from the one that is conveyed through the acquisition and use of the intermediate inputs such as improved sanitation infrastructure which strongly and significantly affect child health status. Overall, the findings imply that income poverty-alleviating policies complemented with investment in basic health infrastructure might strongly contribute to improving children health conditions, Also, as the linkages between maternal education, child nurturing practices and child health are found to be particularly strong, policies which are aimed at enhancing the quality of education can remarkably improve the nutritional status of children. The third essay, on single authorship, examines the effect of nutritional status on subsequent educational achievements, using micro level panel data from Indonesia and applying a maternal fixed effect specification augmented by an instrumental variables estimator in order to control for possible correlation between some of the components of the error term and the main independent variable. Differences in nutritional status between siblings are identified by using exposure in the earliest months of life to the drought associated with the Indonesian wildfires of late 1997. Estimation results show that health capital (measured by height-for-age z-scores at childhood) significantly and positively affects the number of completed grades of schooling and the score on cognitive test. This imply that from a policy perspective, school and nutrition objectives should not be seen as competing goals but are closely interlinked. Therefore, financial resources devoted to child nutrition policies do not necessarily compete with those for the education agenda; instead, as implied in this essay, they can be regarded as a more cost effective way to raise present and future socio-economic development.
La presente Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", es de carácter descriptivo y explicativo fundamentada en la experiencia profesional obtenida en el campo de la auditoría financiera y las investigaciones realizadas en torno a la labor de fiscalización y control que viene desarrollando el ente rector del Sistema Nacional de Control, en cumplimiento de lo establecido en los artículos 81° y 82° de la Constitución Política del Perú, y la atribución conferida en el artículo 22° literal f) de la Ley N° 27785 de 22.Jul.2002, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República. Actualmente, la Contraloría General de la República como ente técnico rector del Sistema Nacional de Control, viene modificando las normas de control gubernamental y procedimientos técnicos correspondientes al ejercicio del control gubernamental, de conformidad con el artículo 14° de la Ley N° 27785, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República; afectando directamente el enfoque metodológico de la auditoría financiera y otras auditorías, al haber aprobado las Normas Generales de Control Gubernamental (NGCG), a través del cual dejan sin efecto la aplicación de las Normas de Auditoría Gubernamental (NAGUs), el Manual de Auditoría Gubernamental (MAGU), la Guía de Planeamiento de Auditoría Gubernamental, y la Guía para la Elaboración del Informe de Auditoría Gubernamental. Posteriormente la Contraloría General de la República, aprobó el Manual de Auditoría Financiera Gubernamental, que es un documento normativo, de obligatorio cumplimiento, que define el proceso para el ejercicio de la auditoría a los estados financieros y presupuestales, y ha sido diseñado para su aplicación por las Sociedades de Auditoría, los Órganos de Control Institucional, así como la Contraloría General de la República en la ejecución de la auditoría financiera y presupuestaria, de conformidad con las normas de control gubernamental, concordado con las normas internacionales de auditoría vigentes. Sin embargo, pese a los cambios que viene realizando el ente rector del Sistema Nacional de Control, estos no resuelven el problema planteado en la Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", la misma que debe ser superado con el modelo metodológico que se propone en la Tesis, la misma que prioriza la validación integral de los actos y resultados de la gestión pública, el uso eficiente, eficaz y económico de los recursos y bienes del Estado, así como del cumplimiento de las normas legales y de los lineamientos de política y planes de acción establecidos por las entidades públicas en sus Planes Estratégicos. Por ello, señalamos que el Sistema Nacional de Control, no tiene un modelo metodológico de auditoría financiera que tienda a transparentar la información presupuestaria y financiera del Estado peruano, identificando los actos de corrupción y promoviendo la mejora continua de la gestión pública; asuntos que se superaría de aplicarse la metodología y herramientas modernas que proponemos, a través de la implantación y aplicación de la Auditoría Financiera Gubernamental con Enfoque Integral, la cual busca aplicar un control de advertencia o de prevención para que el administrador público conozca en tiempo real las inconsistencias detectadas en su gestión y proceda a subsanarlas, con lo finalidad de convertir a las entidades públicas en entes eficientes y eficaces, que cumplan con el fin último del control que es su mejoramiento continuo y modernización que asegure el cumplimiento de su misión, visión y objetivos en bien de los ciudadanos de nuestro país. Esta gran diferencia entre lo que se aplica en el Perú y lo que se aplica por ejemplo en Colombia, en materia de control gubernamental, ha conllevado a que se efectúe esta investigación que tiene por objetivo general, identificar y aplicar modernos enfoques de auditoría financiera integral que permita obtener resultados de la evaluación de gestión de las entidades públicas y promueva su mejora continua. Para llevar a cabo esta investigación se ha considerado tomar en cuenta el universo que conforman el Sistema Nacional de Control (empresas, entidades, ministerios y gobiernos regionales y locales) de los cuáles tomamos como muestra la información financiera auditada de 15 entidades: 05 Ministerios, 02 Universidades, 03 Gobiernos Regionales, 02 Gobiernos Locales, y 03 Empresas del Estado. Además, consideraremos entrevistarnos con 10 socios de firmas de auditores que auditaron esas entidades que representan la muestra de estudio, 10 funcionarios de entidades auditadas y 10 contadores públicos. Para cumplir con nuestro objetivo, se procedió a efectuar una encuesta a los participantes de nuestra muestra y cuyo principal dato obtenido es que el Sistema Nacional de Control actualmente no permite la evaluación integral de la gestión y sus efectos financieros y presupuestarios, plasmados en los estados financieros y estados presupuestarios; a fin de validar el uso eficiente, eficaz y económico de los recursos del Estado, por lo que es prioritario que la Auditoría Financiera Gubernamental con enfoque Integral, sea aplicada con prontitud, para lo cual deberá modificarse la normatividad actual vigente, que permita a la Contraloría General de la República, su modernización y aplicación herramientas tecnológicas y enfoques modernos de auditoría en las actividades y acciones de control que programe y ejecute en el ámbito del sector gubernamental. El enfoque de auditoría integral propuesto se fundamenta en el conocimiento integral de la entidad gubernamental a ser auditada en su entorno sistémico, el cual conlleva a evaluar la planificación de su gestión verificando el cumplimiento de su misión, visión y objetivos, a través de los documentos de gestión que generan, y su alineamiento con las políticas públicas del gobierno, asimismo, evaluar los resultados de la gestión a través de los procesos que desarrolla, identificando y proponiendo recomendaciones que superen los riesgos internos y/o externos que los hayan afectado. Este cambio metodológico se efectúa en cinco fases que explicamos ampliamente en este trabajo, el cual buscamos se formalice mediante normas que aseguren la reforma integral del Sistema Nacional de Control en el Perú. However, despite the changes being the governing body of the national system of Control, these do not solve the problem raised in the thesis entitled "Methodological model of auditing financial with comprehensive approach to national Control System", which should be overcome with the methodological model proposed in the thesis, which prioritises the comprehensive validation of acts and results of public management, the efficient, effective and economic use of the resources and assets of the State, as well as the compliance with legal norms and policy guidelines and action plans established by public entities in their plans Strategic. By this, we emphasize that the identified problems would be overcome to apply modern tools we propose, through the implementation and application of the governmental financial audit with Integral approach and methodology which it seeks to apply a warning or prevention control so the public administrator know real-time inconsistencies detected in its management and appropriate to remedy them, with the purpose of converting to public entities in efficient and effective, entities that comply with the ultimate aim of the control which is its continuous improvement and modernization that will ensure the fulfillment of its mission vision and goals for the good of the citizens of our country. This difference between what applies in the Peru and which applies for example in Colombia, in terms of Government control, has led to this investigation that general objective, identify and implement modern approaches to comprehensive financial audit that allows results of the evaluation of management of public entities and promote continuous improvement. To carry out this investigation has been considered taking into account the universe that make up the national system of Control (companies, institutions, ministries and regional and local governments) which we take as a sample 15 entities: 05 ministries, universities 02, 03 regional Governments, local government 02, and 03 State enterprises. In addition, we will consider interview 10 partners of firms of Auditors which trail those entities that represent the study sample, 10 officials from auditees and 10 public accountants. To achieve our objective, we proceeded to carry out a survey to participants in our sample and whose main retrieved data is that national Control system currently does not allow the comprehensive assessment of the management and their financial and budgetary, effects reflected in the financial statements and budget States; in order to validate the use of efficient, effective and economic resources of the State, so it is a priority that the governmental financial audit with Integral approach is applied promptly, for which need to modify the current regulations, which allow the Comptroller General of the Republic, its modernization and application technology tools and modern approaches of auditing activities and control actions that you schedule and execute in the scope of the sector government. The proposed comprehensive audit approach is based on the comprehensive understanding of the Government entity to be audited in their systemic environment, which leads to evaluate its management planning by verifying the fulfillment of its mission, vision and objectives, through documents management generated, and their alignment with the policies of the Government, also evaluate the results of management through processes that developed, identifying and proposing recommendations that exceed the internal and/or external risks that have affected them. This methodological change is carried out in five phases which widely explained in this work, which seek to formalize rules that ensure the comprehensive reform of the national system of Control in the Peru. La presente Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", es de carácter descriptivo y explicativo fundamentada en la experiencia profesional obtenida en el campo de la auditoría financiera y las investigaciones realizadas en torno a la labor de fiscalización y control que viene desarrollando el ente rector del Sistema Nacional de Control, en cumplimiento de lo establecido en los artículos 81° y 82° de la Constitución Política del Perú, y la atribución conferida en el artículo 22° literal f) de la Ley N° 27785 de 22.Jul.2002, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República. Actualmente, la Contraloría General de la República como ente técnico rector del Sistema Nacional de Control, viene modificando las normas de control gubernamental y procedimientos técnicos correspondientes al ejercicio del control gubernamental, de conformidad con el artículo 14° de la Ley N° 27785, Ley Orgánica del Sistema Nacional de Control y de la Contraloría General de la República; afectando directamente el enfoque metodológico de la auditoría financiera y otras auditorías, al haber aprobado las Normas Generales de Control Gubernamental (NGCG), a través del cual dejan sin efecto la aplicación de las Normas de Auditoría Gubernamental (NAGUs), el Manual de Auditoría Gubernamental (MAGU), la Guía de Planeamiento de Auditoría Gubernamental, y la Guía para la Elaboración del Informe de Auditoría Gubernamental. Posteriormente la Contraloría General de la República, aprobó el Manual de Auditoría Financiera Gubernamental, que es un documento normativo, de obligatorio cumplimiento, que define el proceso para el ejercicio de la auditoría a los estados financieros y presupuestales, y ha sido diseñado para su aplicación por las Sociedades de Auditoría, los Órganos de Control Institucional, así como la Contraloría General de la República en la ejecución de la auditoría financiera y presupuestaria, de conformidad con las normas de control gubernamental, concordado con las normas internacionales de auditoría vigentes. Sin embargo, pese a los cambios que viene realizando el ente rector del Sistema Nacional de Control, estos no resuelven el problema planteado en la Tesis titulada "Modelo Metodológico de la Auditoría Financiera con Enfoque Integral para el Sistema Nacional de Control", la misma que debe ser superado con el modelo metodológico que se propone en la Tesis, la misma que prioriza la validación integral de los actos y resultados de la gestión pública, el uso eficiente, eficaz y económico de los recursos y bienes del Estado, así como del cumplimiento de las normas legales y de los lineamientos de política y planes de acción establecidos por las entidades públicas en sus Planes Estratégicos. Por ello, señalamos que el Sistema Nacional de Control, no tiene un modelo metodológico de auditoría financiera que tienda a transparentar la información presupuestaria y financiera del Estado peruano, identificando los actos de corrupción y promoviendo la mejora continua de la gestión pública; asuntos que se superaría de aplicarse la metodología y herramientas modernas que proponemos, a través de la implantación y aplicación de la Auditoría Financiera Gubernamental con Enfoque Integral, la cual busca aplicar un control de advertencia o de prevención para que el administrador público conozca en tiempo real las inconsistencias detectadas en su gestión y proceda a subsanarlas, con lo finalidad de convertir a las entidades públicas en entes eficientes y eficaces, que cumplan con el fin último del control que es su mejoramiento continuo y modernización que asegure el cumplimiento de su misión, visión y objetivos en bien de los ciudadanos de nuestro país. Esta gran diferencia entre lo que se aplica en el Perú y lo que se aplica por ejemplo en Colombia, en materia de control gubernamental, ha conllevado a que se efectúe esta investigación que tiene por objetivo general, identificar y aplicar modernos enfoques de auditoría financiera integral que permita obtener resultados de la evaluación de gestión de las entidades públicas y promueva su mejora continua. Para llevar a cabo esta investigación se ha considerado tomar en cuenta el universo que conforman el Sistema Nacional de Control (empresas, entidades, ministerios y gobiernos regionales y locales) de los cuáles tomamos como muestra la información financiera auditada de 15 entidades: 05 Ministerios, 02 Universidades, 03 Gobiernos Regionales, 02 Gobiernos Locales, y 03 Empresas del Estado. Además, consideraremos entrevistarnos con 10 socios de firmas de auditores que auditaron esas entidades que representan la muestra de estudio, 10 funcionarios de entidades auditadas y 10 contadores públicos. Para cumplir con nuestro objetivo, se procedió a efectuar una encuesta a los participantes de nuestra muestra y cuyo principal dato obtenido es que el Sistema Nacional de Control actualmente no permite la evaluación integral de la gestión y sus efectos financieros y presupuestarios, plasmados en los estados financieros y estados presupuestarios; a fin de validar el uso eficiente, eficaz y económico de los recursos del Estado, por lo que es prioritario que la Auditoría Financiera Gubernamental con enfoque Integral, sea aplicada con prontitud, para lo cual deberá modificarse la normatividad actual vigente, que permita a la Contraloría General de la República, su modernización y aplicación herramientas tecnológicas y enfoques modernos de auditoría en las actividades y acciones de control que programe y ejecute en el ámbito del sector gubernamental. El enfoque de auditoría integral propuesto se fundamenta en el conocimiento integral de la entidad gubernamental a ser auditada en su entorno sistémico, el cual conlleva a evaluar la planificación de su gestión verificando el cumplimiento de su misión, visión y objetivos, a través de los documentos de gestión que generan, y su alineamiento con las políticas públicas del gobierno, asimismo, evaluar los resultados de la gestión a través de los procesos que desarrolla, identificando y proponiendo recomendaciones que superen los riesgos internos y/o externos que los hayan afectado. Este cambio metodológico se efectúa en cinco fases que explicamos ampliamente en este trabajo, el cual buscamos se formalice mediante normas que aseguren la reforma integral del Sistema Nacional de Control en el Perú. Introducción La vida social humana se sustenta en la cooperación de una forma diferente respecto a otras especies. Los científicos han indagado en la evolución de la cooperación desde distintos puntos de vista (Trivers, 1971; Dawkins, 1976; Axelrod y Hamilton, 1981; Axelrod, 1984; Caporael et al., 1989; Boyd & Richerson, 1990; Wilson & Sober, 1994; Bergstrom, 2002; Boyd et al., 2003; Gintis et al., 2003; Bowles & Gintis, 2004; Gintis et al., 2008; Boyd et al., 2010) pero ninguna de tales explicaciones dan cuenta de la complejidad de las relaciones cooperativas humanas. En este trabajo de tesis se analizan las relaciones cooperativas destacando su relación intrínseca con las relaciones de confianza. ¿Por qué cooperamos? ¿Cuál es la influencia de la confianza en la cooperación y qué papel juega la historia evolutiva en este puzle? Tomando en consideración las formas sociales adoptadas por nuestros antepasados humanos, es posible pensar en ciertos rasgos cognitivos y psicológicos específicos relevantes para entender las relaciones actuales de cooperación y, en un sentido más amplio, las relaciones sociales. El objetivo es, en definitiva, enmarcar las relaciones sociales humanas en un entorno evolutivo para explicar comportamientos sociales que existen en la actualidad. Contenido de la investigación Esta tesis trata de responder a las cuestiones planteadas anteriormente basándose primero en la relación que existe entre la evolución de la socialidad y la cognición humanas, como hipótesis de partida a contrastar en estudios posteriores. Desde esta perspectiva y, utilizando una metodología multidisciplinar procedente de disciplinas tales como la Sociología, Psicología y Antropología, se diseña un plan de investigación que trata de profundizar en mayor medida en dichos temas. El trabajo de tesis parte inicialmente de una revisión crítica sobre estudios que tratan de relacionar el comportamiento social en primates y la evolución del neocórtex –la Hipótesis del Cerebro Social de Dunbar (Dunbar, 1992; Dunbar, 1998; Dunbar & Shultz, 2007; Shultz & Dunbar, 2007; Dunbar, 2010). De dicha revisión, resulta evidente la necesidad de utilizar un enfoque más matizado para explicar la enorme complejidad de las relaciones sociales humanas. Para ello, ofrece un enorme interés el análisis de la influencia del mecanismo psicológico de la confianza. No obstante, los estudios de Dunbar, especialmente aquellos relacionados con las características propias de los grupos sociales humanos en relación a la capacidad cognitiva, son continuamente revisados a lo largo de todo este trabajo. Posteriormente se propone un marco teórico sobre los factores que influyen en la confianza (Parsons, 1970; Barber, 1983; Good, 1988; Yamagishi, 1998; Glaeser et al., 2000; Uslaner, 2002; Six, 2005; Bjørnskov, 2006; Hardin, 2006) y su posible configuración en un entorno evolutivo. Sobre esta base teórica, se diseña el posterior trabajo empírico, siempre teniendo en cuenta la hipótesis de que el ser humano tiene un comportamiento social ampliamente influenciado por un contexto de relaciones dentro de los pequeños grupos en los que ha convivido durante la mayor parte de su historia evolutiva. El marco teórico explica los elementos que conforman la confianza, la tipología y su posible configuración a lo largo de la historia evolutiva. Constituyen el substrato utilizado para llevar a término el análisis de la confianza y del comportamiento cooperativo en los siguientes trabajos empíricos. Los estudios empíricos siguen un plan basado en un diseño propio, procedente de la revisión de la literatura (Fey, 1955; Rosenberg, 1957; Wrightsman, 1964, 1974; Rotter, 1967; Survey Research Center, 1969; Christie & Geis, 1970; Johnson-George & Swap, 1982; Rempel et al., 1985; World Values Survey Association, 2009), con cuestionarios para medir el nivel de confianza general y personal en un grupo. Además se usa un juego experimental – dilema del prisionero con algunas variantes– que demuestra el comportamiento cooperativo real de los individuos. El juego se realiza en condiciones de confianza y de no confianza entre los miembros de un mismo grupo. El estudio piloto se lleva a cabo inicialmente en dos grupos diferentes. Los resultados muestran ya la influencia de las relaciones cercanas de confianza personal en la cooperación y el interés de analizar las redes de confianza (Radcliffe-Brown, 1940; Barnes, 1954; Milgram, 1967; Mitchell, 1969; Wasserman & Faust, 1994; Molina, J.L., 2001; White & Harary, 2001; Newman et al., 2003; Freeman, 2004; Eguíluz et al., 2005; Fowler & Christakis, 2010) en mayor profundidad. Los resultados de este trabajo se confirman en un estudio similar posterior con otros grupos más numerosos y más comparables entre sí. Los nuevos resultados muestran cómo la cooperación se relaciona en buena medida con un compromiso afectivo de reciprocidad que proviene de la confianza personal, como elemento adaptativo hacia una cooperación más exitosa, incluso en condiciones de anonimato y pese a la posibilidad de causar un perjuicio en el individuo a corto plazo. Además, el estudio incluye un análisis en profundidad de las redes de confianza de estos grupos para constatar la importancia que ciertas topologías de redes de confianza pueden tener en la cohesión general de un grupo. La última parte de la tesis presenta una perspectiva más antropológica con la realización de trabajo de campo en dos zonas caracterizadas por su gran diversidad étnica: el norte de Ghana y Oaxaca, en México. Estos lugares permiten estudiar cómo interaccionan los grupos y por qué mantienen sus identidades étnicas a pesar de una historia en común. Se pretende analizar si los mecanismos de la confianza personal que aparecen a nivel individual pueden trasladarse también a grupos más grandes o a sociedades. En este caso, además de la observación directa de los grupos y de la inclusión de su contexto histórico, social, económico y político, se utilizan entrevistas y redes personales de cooperación. En el trabajo de Ghana (Rattray, 1931, 1932; Syme, 1932; Tait, 1961; Hilton, 1962; Hart, 1971; Drucker-Brown, 1975, 1992; Fussy, 1979; Laari, 1987; Awedoba, 1989, 2001; Wilks, 1989; Assimeng, 1990; Kotey, 1995; Schlottner, 2000; Oppong, 2002; Tonah, 2005), se hace un recorrido por el contexto de los grupos y se explican las características de sus redes de confianza y cooperación. En este trabajo, se observa la eficacia de la diversificación étnica como medio para crear pequeños grupos más resistentes a la hora de enfrentarse a entornos difíciles. Se muestra también la adopción de formas culturales que permiten extender los mecanismos de la confianza personal en colectivos mayores. En el último trabajo se comparan los resultados anteriores con los de México (Chance, 1979; Zeithin, 1990; Campbell, 1993; Oseguera, 2004; Reina Aoyama, 2004; Barabas, 2006, 2008; Trejo Barrientos, 2006; Spores, 2008; Joyce, 2010; Nahmad Sitton, 2013), en un análisis cross-cultural para identificar posibles elementos "universales" en las redes de confianza y cooperación y también las influencias culturales. Conclusiones Mediante los anteriores trabajos se muestra que la confianza es uno de los mecanismos cognitivos y psicológicos más anclado en la historia evolutiva humana. Su origen evolutivo se observa en los resultados de esta tesis: al demostrarse la mayor influencia de la confianza personal sobre la confianza general a la hora de influir en la cooperación, la cual necesita de las relaciones cercanas y por tanto del pequeño grupo para su aparición –dadas las limitaciones cognitivas y temporales para mantener este tipo de relaciones con gran número de personas–, y su fuerte conexión con aspectos emocionales inconscientes –uno de los mecanismo más primitivos en los seres humanos. De hecho, tanto en el trabajo empírico como en el de campo, aparece la configuración de redes de confianza en torno a pequeños grupos. La confianza personal también puede extenderse a colectivos mayores. Incluso en las grandes sociedades más desarrolladas los individuos siguen creando sus pequeños grupos en todos los ámbitos de su vida. Sin embargo, en algunas sociedades, donde existen mayores dificultades de supervivencia, como las analizadas en esta tesis, se observan determinadas herramientas culturales que sirven para extender la confianza personal a un mayor número de personas: conceptos tales como grupos étnicos, clanes, linajes, familias, comunalidad, municipalidad en el caso oaxaqueño, valores internalizados, etc… son eficaces en este sentido. De este modo, la cultura provee de los mecanismos necesarios para crear fuertes lazos de cohesión basados en los elementos emocionales. La mayor cohesión y una actitud más abierta de confianza que surgen de tales herramientas culturales ayudan a enfrentarse a los entornos de forma más eficaz. Así pues, se podría predecir que a medida que los entornos resultan más difíciles, aparece una mayor diversificación de los grupos. Con la comparación de los resultados de Ghana y México, se profundiza en mayor medida en los elementos comunes en las redes de confianza y cooperación –aspectos universales–: los grupos pequeños y distintos niveles de emocionalidad implícita en los vínculos de confianza; y aquellos elementos culturales que se adecuan al contexto histórico y a la situación económica de los grupos, para crear una mayor o menor cohesión de sus miembros en función de sus necesidades. De este modo, además de identificarse en el campo diferentes indicadores para medir la confianza, también se identifican ciertas formas culturales que parecen más eficaces que otras a la hora de cohesionar los grupos, a saber, los valores y el sentimiento de identidad y pertenencia grupal, frente a la normatividad. ; Introducció La vida social humana es basa en la cooperació i la confiança d'una manera diferent de la d'altres espècies. Els científics han investigat la cooperació humana des de diferents punts de vista (Trivers, 1971; Dawkins, 1976; Axelrod y Hamilton, 1981; Axelrod, 1984; Caporael et al., 1989; Boyd & Richerson, 1990; Wilson & Sober, 1994; Bergstrom, 2002; Boyd et al., 2003; Gintis et al., 2003; Bowles & Gintis, 2004; Gintis et al., 2008; Boyd et al., 2010), però encara hi ha moltes preguntes sobre l'evolució de la cooperació sense explicació. Aquest treball de tesi analitza les relacions cooperatives emfasitzant la seva relació intrínseca amb les relacions de confiança. Per què cooperem? Quina és la influència de la confiança en la cooperació i el paper de la història evolutiva en aquest trencaclosques? Tenint en compte les formes socials adoptades pels avantpassats humans, és possible pensar en certs trets cognitius i psicològics específics que podrien tenir una importància clau per entendre les actuals relacions de cooperació i, en un sentit més ampli, les relacions socials. L'objectiu de la tesi és, en definitiva, emmarcar les relacions socials en un entorn evolutiu per explicar els comportaments socials que existeixen avui en dia. Contingut de la investigació Aquesta tesi tracta de respondre les preguntes anteriors, a partir de la relació entre l'evolució de la sociabilitat i la cognició humà, com hipòtesi inicial per contrastar els estudis posteriors. Des d'aquesta perspectiva i utilitzant una metodologia multidisciplinària de la Psicologia, Antropologia i Sociologia, es va dissenyar un pla de recerca que pretén aprofundir en aquest plantejament. Amb aquest objectiu en ment, el treball de tesi es basa inicialment en una revisió crítica d'estudis anteriors que intenten relacionar el comportament social dels primats i l'evolució del neocórtex –la Hipòtesi del Cervell Social de Dunbar (Dunbar, 1992; Dunbar, 1998; Dunbar & Shultz, 2007; Shultz & Dunbar, 2007; Dunbar, 2010). Aquesta revisió mostra clarament la necessitat d'un enfocament més matisat per explicar aquesta relació a causa de l'enorme complexitat de les relacions socials humanes. Per això, l'estudi de la influència del mecanisme psicològic de la confiança ofereix un interès enorme. No obstant això, els estudis de Dunbar, especialment aquells relacionats amb les característiques dels grups socials humans en relació amb la seva capacitat cognitiva, sóntinguts en compte al llarg de tot aquest treball. Després d'aquesta revisió es proposa un marc teòric sobre els factors que influeixen en la confiança (Parsons, 1970; Barber, 1983; Good, 1988; Yamagishi, 1998; Glaeser et al., 2000; Uslaner, 2002; Six, 2005; Bjørnskov, 2006; Hardin, 2006) i la seva possible configuració en un entorn evolutiu. En base a aquest marc teòric, es dissenyen els treballs empírics posteriors, sempre tenint en compte la hipòtesi que l'ésser humà té un comportament social àmpliament influenciat per un context de relacions dintre de petits grups. Aquest és el context social en que han viscut els humans durant la major part de la seva història evolutiva. El marc teòric explica els elements que conformen la confiança, la tipologia i la seva possible configuració al llarg de la història evolutiva. Constitueix el substrat utilitzat per dur a terme l'anàlisi de la confiança i del comportament cooperatiu en els següents treballs empírics. Aquests estudis empírics segueixen un pla basat en un disseny propi, a partir de la revisió de la literatura (Fey, 1955; Rosenberg, 1957; Wrightsman, 1964, 1974; Rotter, 1967; Survey Research Center, 1969; Christie & Geis, 1970; Johnson- George & Swap, 1982; Rempel et al., 1985; World Values Survey Association, 2009), amb qüestionaris per mesurar el nivell de confiança personal i general en un grup. També s'utilitza un joc experimental –el dilema del presoner amb algunes variacions– que demostra el comportament cooperatiu efectiu dels individus. El joc es realitza en condicions de confiança i sense confiança entre els membres d'un mateix grup. L'estudi pilot inicial es realitza en dos grups diferents. Els resultats ja mostren la influència de les relacions estretes de confiança personal en la cooperació i l'interès de anàlisi de xarxes de confiança (Radcliffe-Brown, 1940; Barnes, 1954; Milgram, 1967; Mitchell, 1969; Wasserman & Faust, 1994; Molina, J.L., 2001; White & Harary, 2001; Newman et al., 2003; Freeman, 2004; Eguíluz et al., 2005; Fowler & Christakis, 2010) en major profunditat. Els resultats d'aquest treball es confirmen en un similar estudi posterior amb altres grups més nombrosos i més comparables entre si. Els nous resultats mostren com la cooperació s'incrementa en gran mesura si es dóna un compromís afectiu inconscient de reciprocitat que ve de la confiança personal, com un element adaptatiu cap a una cooperació més efectiva i recíproca, fins i tot en condicions d'anonimat i malgrat la possibilitat de causar un prejudici en el curt termini. A més, l'estudi inclou una anàlisi en profunditat de les xarxes de confiança d'aquests grups per determinar la importància que poden tenir certes topologies de xarxes de confiança en la cohesió general d'un grup. En la darrera part de la tesi, s'utilitza una perspectiva més antropològica amb la realització de treballs de camp en dues àrees que es caracteritzen per la seva gran diversitat ètnica: nord de Ghana i Oaxaca, a Mèxic. Aquests llocs permeten estudiar com interactuen els grups i per què es mantenen les seves identitats ètniques malgrat una història i un territori en comú. Es pretén examinar també si els mecanismes de la confiança personal, que funcionen clarament a nivell individual, poden trobar-se també en grups grans o societats de gran escala. En aquest cas, a més de l'observació directa dels grups i la inclusió del seu context històric, social, econòmic i polític, s'utilitzen entrevistes i xarxes personals de cooperació. En el treball de Ghana (Rattray, 1931, 1932;) Syme, 1932; Tait, 1961; Hilton, 1962; Hart, 1971; Drucker-Brown, 1975, 1992; Primmirat, 1979; Laari, 1987; Awedoba, 1989, 2001; Wilks, 1989; Assimeng, 1990; Kotey, 1995; Schlottner, 2000; Oppong, 2002; Tonah, 2005), es mostra el context dels grups i s'explica les característiques de les seves xarxes de confiança i cooperació. En aquest estudi es posa de manifest l''eficàcia del fenomen de la diversificació ètnic com un mitjà per crear petits grups més resistents quan s'enfronten amb entorns difícils. També s'analitza l'adopció de formes culturals que permeten ampliar el mecanisme de la confiança personal a grups més grans. En l'últim treball de la tesi es comparen els anteriors resultats de Ghana amb els de Mèxic (Chance, 1979; Zeithin, 1990; Campbell, 1993; Oseguera, 2004; Reina Aoyama, 2004; Webmoney, 2006, 2008; Trejo Barrientos, 2006; Espores, 2008; Joyce, 2010; Nahmad Sitton, 2013), en una anàlisi intercultural per identificar possibles elements "universals" a les xarxes de confiança i cooperació i així com les influències culturals que modulen aquestes predisposicions humanes en cada cas. Conclusions Els diversos treballs en conjunt mostren que la confiança és un mecanisme cognitiu i psicològic ancorat en la història evolutiva humana, que ha jugat un paper important en l'evolució de la cooperació que caracteritza les societats humanes. El seu origen evolutiu es desprèn dels resultats d'aquesta tesi: es demostra que la confiança personal té més influència que la confiança general en la cooperació, que la confiança necessita relacions properes i, per tant, del petit grup per la seva aparició – tenint en compte les limitacions cognitives per mantenir aquestes relacions amb un gran nombre de persones– i la seva estreta connexió amb aspectes emocionals inconscients – un dels mecanismes més primitiu en humans. De fet, la configuració de les xarxes de confiança en petits grups apareixen tant als treballs empírics com als treballs de camp,. La confiança personal també es pot ampliar a col·lectius més grans. Fins i tot a les societats més desenvolupades les persones continuen creant els grups reduïts en tots els àmbits de la seva vida. No obstant això, en algunes societats, on hi ha importants dificultats de supervivència, com les analitzades en aquesta tesi, hi ha certes eines culturals que serveixen per ampliar la confiança personal a un major nombre de persones: conceptes com grups ètnics, clans, llinatges, famílies, coincidència, "comunalidad" i municipi en cas d'Oaxaca, valors interioritzats, etc. són eficaços en aquest sentit. Així, la cultura proporciona els mecanismes necessaris per a crear uns vincles forts de cohesió basats en elements emocionals. Una major cohesió i una actitud més oberta de confiança derivada de tals eines culturals ajuden a enfrontar-se als ambients més eficaçment. Així, es podria predir que quan els entorns són més difícils, es mostrarà una major diversificació dels grups. Amb la comparació dels resultats de Ghana i Mèxic, s'aprofundeix en major mesura en els elements comuns en les xarxes de confiança i cooperació –aspectes universals–: petits grups i diferents nivells d'emocionalitat implícita en els vincles de confiança; i elements culturals que s'adeqüin al context històric i la situació econòmica dels grups, per crear una més o menys cohesió dels seus integrants segons les seves necessitats. Així, a més d'identificar en el camp diferents indicadors i eines per mesurar la confiança, són també identificades certes formes culturals que semblen més eficaces que altres quan es tracta d'unir els grups, és a dir, els valors i el sentit d'identitat i grup de pertinença, davant les normes i l'autoritat. ; Introduction Human social life is sustained by cooperation in a different way with respect to other species. Scientists have investigated human cooperation from different points of view (Trivers, 1971; Dawkins, 1976; Axelrod y Hamilton, 1981; Axelrod, 1984; Caporael et al., 1989; Boyd & Richerson, 1990; Wilson & Sober, 1994; Bergstrom, 2002; Boyd et al., 2003; Gintis et al., 2003; Bowles & Gintis, 2004; Gintis et al., 2008; Boyd et al., 2010) but many questions about the evolution of cooperation remain open. In this dissertation the cooperative relationships are analyzed emphasizing its intrinsic link with trust relationships. Why do we cooperate? What is the influence of trust on cooperation and which role does human evolutionary history play in this puzzle? Considering the social forms our ancestors lived by, it is possible to think in certain cognitive and psychological traits that might have a key importance in order to understand the relationships of cooperation and, in a wider sense, the social relationships it made possible. The goal is, in short, framing social relationships in an evolutionary framework in order to explain the social behaviors of nowadays. Content of research This work attempts to answer these questions firstly on the basis of the relation between the evolution of human sociality and cognition, as a hypothesis to be tested in the following studies. From this perspective and using a multidisciplinary methodology including Sociology, Psychology and Anthropology, a research plan was designed in order to further examine these topics. This dissertation starts with a critical review of some previous studies that relate the social behavior in primates to the evolution of the neocortex –Dunbar's Social Brain Hypothesis (Dunbar, 1992; Dunbar, 1998; Dunbar & Shultz, 2007; Shultz & Dunbar, 2007; Dunbar, 2010). This review shows the need for a more nuanced approach in order to explain this dependence because of the enormous complexity of human social relationships. To achieve this goal, the analysis of the psychological mechanism of trust offers a huge interest. However, Dunbar's studies, especially those that relate human social groups to cognitive ability, are continuously in the background throughout all this work. Next, a theoretical framework is introduced to characterize trust and the factors that influence it (Parsons, 1970; Barber, 1983; Good, 1988; Yamagishi, 1998; Glaeser et al., 2000; Uslaner, 2002; Six, 2005; Bjørnskov, 2006; Hardin, 2006), as well as their possible configuration in an evolutionary environment. On the basis of this theoretical framework the subsequent empirical work is designed, always keeping in mind the assumption that humans have a social behavior widely influenced by a context of relationships within small groups. They are the social configuration humans lived most of their evolutionary history. In the theoretical framework the elements that make up trust, its typology and its possible configuration in the evolutionary history are explained. This work is the substrate used to groundthe analysis of trust and cooperative behavior carried out in the following empirical works. These empirical studies follow an original plan, grounded in a literature review (Fey, 1955; Rosenberg, 1957; Wrightsman, 1964, 1974; Rotter, 1967; Survey Research Center, 1969; Christie & Geis, 1970; Johnson-George & Swap, 1982; Rempel et al., 1985; World Values Survey Association, 2009), which involves the development of new questionnaires to measure the level of general and personal trust in a group. In addition, an experimental game –a prisoner's dilemma with some variants– is included in order to show the effective cooperative behavior of participants. The game is played in conditions of trust and non-trust among the members of the group. The pilot study is initially conducted in two different groups. The results already show the influence of close relationships of personal trust in cooperation and the interest of analyze trust networks (Radcliffe-Brown, 1940; Barnes, 1954; Milgram, 1967; Mitchell, 1969; Wasserman & Faust, 1994; Molina, J.L., 2001; White & Harary, 2001; Newman et al., 2003; Freeman, 2004; Eguíluz et al., 2005; Fowler & Christakis, 2010) more deeply. The results of this work are confirmed in a subsequent similar study with other more numerous and more comparable groups. The new results show how cooperation relates largely to an affective commitment of reciprocity that comes from personal trust, as adaptive element towards a more successful cooperation, even in conditions of anonymity, and despite the possibility of causing a cost in individuals in the short term. In addition, the study includes an analysis in depth of these groups' trust networks to analyze the importance that certain topologies of trust networks can have on the general cohesion of a group. The last part of the dissertation shows a more anthropological perspective with the completion of fieldwork in two areas characterized by a great ethnic diversity: Northern Ghana and Oaxaca, in Mexico. These locations allow study how groups interact and why they keep their ethnic identities despite a history and a territory in common. To examine whether the personal trust mechanisms present at an individual level can be also extended to larger groups or societies is aimed. In this case, in addition to the direct observation of groups and the inclusion of its historical, social, economic and political context, interviews and personal networks of cooperation are used. The work of Ghana (Rattray, 1931, 1932) Syme, 1932; Tait, 1961; Hilton, 1962; Hart, 1971; Drucker-Brown, 1975, 1992; Primmirat, 1979; Laari, 1987; Awedoba, 1989, 2001; Wilks, 1989; Assimeng, 1990; Kotey, 1995; Schlottner, 2000; Oppong, 2002; Tonah, 2005) shows the context of groups and the features of their trust networks of trust and cooperation are explained . In this work, the effectiveness of ethnic diversification as a means to create small groups more resilient when face with difficult environments is shown. The adoption of cultural forms that allow extend personal trust in larger collectives is also presented. The last work compares the Ghana results with those of Mexico (Chance, 1979; Zeithin, 1990; Campbell, 1993; Oseguera, 2004; Queen Aoyama, 2004; Barabas, 2006, 2008; Trejo Barrientos, 2006; Spores, 2008; Joyce, 2010; Nahmad Sitton, 2013), in a cross-cultural analysis to identify possible "universal" elements in trust and cooperation networks, and also cultural influences. Conclusions The previous works show that trust is a cognitive and psychological mechanism anchored in human evolutionary history. Their evolutionary origin is supported by the results of this dissertation: to demonstrate the higher influence of personal trust than general trust in fostering cooperation. Close relationships are needed for personal trust and they require small groups for its emergence –given the cognitive and temporal constraints required in order to keep such relationships with a larger number of people. Close relationships also involve an emotional dimension –a most primitive mechanism in humans. In fact, small group dynamics was found both in experimental games and in fieldwork. Personal trust also plays a role in large scale societies, where individuals continue to create their small groups in all areas of their life. However, in those societies where survival is more difficult and resources scarce certain cultural tools (such as values or norms) appear whose function is to extend personal trust to a greater number of people: groups such as ethnic groups, clans, lineages, families, commonalities, municipalities (as in the Oaxaca case). Thus, culture provides the necessary mechanisms to create strong bonds of cohesion based on emotional elements beyond the small group. Greater cohesion and a more open attitude of trust arising from such cultural tools help at time to face environments more efficiently. Thus, it could be predicted that more difficult environments show a greater group diversification. In addition, the comparison of Ghana and Mexico results allows a deeper analysis of the common elements of trust and cooperation networks -their universal aspects-: small groups and different levels of emotionality implied in the bonds of trust; and cultural elements that are suited to the historical context and the economic situation of groups, to create a more or less cohesion of its members according to their needs. Thus, in addition to identify in the field several indicators to measure trust, more effective cultural forms to foster cooperation is also identified: the values and the sense of identity of group membership, instead of formal regulations and authority.

Los científicos han indagado en la evolución de la cooperación desde distintos puntos de vista (Trivers, 1971; Dawkins, 1976; Axelrod y Hamilton, 1981; Axelrod, 1984; Caporael et al., 1989; Boyd & Richerson, 1990; Wilson & Sober, 1994; Bergstrom, 2002; Boyd et al., 2003; Gintis et al., 2003; Bowles & Gintis, 2004; Gintis et al., 2008; Boyd et al., 2010) pero ninguna de tales explicaciones dan cuenta de la complejidad de las relaciones cooperativas humanas. En este trabajo de tesis se analizan las relaciones cooperativas destacando su relación intrínseca con las relaciones de confianza. ¿Por qué cooperamos? ¿Cuál es la influencia de la confianza en la cooperación y qué papel juega la historia evolutiva en este puzle? Tomando en consideración las formas sociales adoptadas por nuestros antepasados humanos, es posible pensar en ciertos rasgos cognitivos y psicológicos específicos relevantes para entender las relaciones actuales de cooperación y, en un sentido más amplio, las relaciones sociales. El objetivo es, en definitiva, enmarcar las relaciones sociales humanas en un entorno evolutivo para explicar comportamientos sociales que existen en la actualidad. Contenido de la investigación Esta tesis trata de responder a las cuestiones planteadas anteriormente basándose primero en la relación que existe entre la evolución de la socialidad y la cognición humanas, como hipótesis de partida a contrastar en estudios posteriores. Desde esta perspectiva y, utilizando una metodología multidisciplinar procedente de disciplinas tales como la Sociología, Psicología y Antropología, se diseña un plan de investigación que trata de profundizar en mayor medida en dichos temas. El trabajo de tesis parte inicialmente de una revisión crítica sobre estudios que tratan de relacionar el comportamiento social en primates y la evolución del neocórtex –la Hipótesis del Cerebro Social de Dunbar (Dunbar, 1992; Dunbar, 1998; Dunbar & Shultz, 2007; Shultz & Dunbar, 2007; Dunbar, 2010). De dicha revisión, resulta evidente la necesidad de utilizar un enfoque más matizado para explicar la enorme complejidad de las relaciones sociales humanas. Para ello, ofrece un enorme interés el análisis de la influencia del mecanismo psicológico de la confianza. No obstante, los estudios de Dunbar, especialmente aquellos relacionados con las características propias de los grupos sociales humanos en relación a la capacidad cognitiva, son continuamente revisados a lo largo de todo este trabajo. Posteriormente se propone un marco teórico sobre los factores que influyen en la confianza (Parsons, 1970; Barber, 1983; Good, 1988; Yamagishi, 1998; Glaeser et al., 2000; Uslaner, 2002; Six, 2005; Bjørnskov, 2006; Hardin, 2006) y su posible configuración en un entorno evolutivo. Sobre esta base teórica, se diseña el posterior trabajo empírico, siempre teniendo en cuenta la hipótesis de que el ser humano tiene un comportamiento social ampliamente influenciado por un contexto de relaciones dentro de los pequeños grupos en los que ha convivido durante la mayor parte de su historia evolutiva. El marco teórico explica los elementos que conforman la confianza, la tipología y su posible configuración a lo largo de la historia evolutiva. Constituyen el substrato utilizado para llevar a término el análisis de la confianza y del comportamiento cooperativo en los siguientes trabajos empíricos. Los estudios empíricos siguen un plan basado en un diseño propio, procedente de la revisión de la literatura (Fey, 1955; Rosenberg, 1957; Wrightsman, 1964, 1974; Rotter, 1967; Survey Research Center, 1969; Christie & Geis, 1970; Johnson-George & Swap, 1982; Rempel et al., 1985; World Values Survey Association, 2009), con cuestionarios para medir el nivel de confianza general y personal en un grupo. Además se usa un juego experimental – dilema del prisionero con algunas variantes– que demuestra el comportamiento cooperativo real de los individuos. El juego se realiza en condiciones de confianza y de no confianza entre los miembros de un mismo grupo. El estudio piloto se lleva a cabo inicialmente en dos grupos diferentes. Los resultados muestran ya la influencia de las relaciones cercanas de confianza personal en la cooperación y el interés de analizar las redes de confianza (Radcliffe-Brown, 1940; Barnes, 1954; Milgram, 1967; Mitchell, 1969; Wasserman & Faust, 1994; Molina, J.L., 2001; White & Harary, 2001; Newman et al., 2003; Freeman, 2004; Eguíluz et al., 2005; Fowler & Christakis, 2010) en mayor profundidad. Los resultados de este trabajo se confirman en un estudio similar posterior con otros grupos más numerosos y más comparables entre sí. Los nuevos resultados muestran cómo la cooperación se relaciona en buena medida con un compromiso afectivo de reciprocidad que proviene de la confianza personal, como elemento adaptativo hacia una cooperación más exitosa, incluso en condiciones de anonimato y pese a la posibilidad de causar un perjuicio en el individuo a corto plazo. Además, el estudio incluye un análisis en profundidad de las redes de confianza de estos grupos para constatar la importancia que ciertas topologías de redes de confianza pueden tener en la cohesión general de un grupo. La última parte de la tesis presenta una perspectiva más antropológica con la realización de trabajo de campo en dos zonas caracterizadas por su gran diversidad étnica: el norte de Ghana y Oaxaca, en México. Estos lugares permiten estudiar cómo interaccionan los grupos y por qué mantienen sus identidades étnicas a pesar de una historia en común. Se pretende analizar si los mecanismos de la confianza personal que aparecen a nivel individual pueden trasladarse también a grupos más grandes o a sociedades. En este caso, además de la observación directa de los grupos y de la inclusión de su contexto histórico, social, económico y político, se utilizan entrevistas y redes personales de cooperación. En el trabajo de Ghana (Rattray, 1931, 1932; Syme, 1932; Tait, 1961; Hilton, 1962; Hart, 1971; Drucker-Brown, 1975, 1992; Fussy, 1979; Laari, 1987; Awedoba, 1989, 2001; Wilks, 1989; Assimeng, 1990; Kotey, 1995; Schlottner, 2000; Oppong, 2002; Tonah, 2005), se hace un recorrido por el contexto de los grupos y se explican las características de sus redes de confianza y cooperación. En este trabajo, se observa la eficacia de la diversificación étnica como medio para crear pequeños grupos más resistentes a la hora de enfrentarse a entornos difíciles. Se muestra también la adopción de formas culturales que permiten extender los mecanismos de la confianza personal en colectivos mayores. En el último trabajo se comparan los resultados anteriores con los de México (Chance, 1979; Zeithin, 1990; Campbell, 1993; Oseguera, 2004; Reina Aoyama, 2004; Barabas, 2006, 2008; Trejo Barrientos, 2006; Spores, 2008; Joyce, 2010; Nahmad Sitton, 2013), en un análisis cross-cultural para identificar posibles elementos "universales" en las redes de confianza y cooperación y también las influencias culturales. Conclusiones Mediante los anteriores trabajos se muestra que la confianza es uno de los mecanismos cognitivos y psicológicos más anclado en la historia evolutiva humana. Su origen evolutivo se observa en los resultados de esta tesis: al demostrarse la mayor influencia de la confianza personal sobre la confianza general a la hora de influir en la cooperación, la cual necesita de las relaciones cercanas y por tanto del pequeño grupo para su aparición –dadas las limitaciones cognitivas y temporales para mantener este tipo de relaciones con gran número de personas–, y su fuerte conexión con aspectos emocionales inconscientes –uno de los mecanismo más primitivos en los seres humanos. De hecho, tanto en el trabajo empírico como en el de campo, aparece la configuración de redes de confianza en torno a pequeños grupos. La confianza personal también puede extenderse a colectivos mayores. Incluso en las grandes sociedades más desarrolladas los individuos siguen creando sus pequeños grupos en todos los ámbitos de su vida. Sin embargo, en algunas sociedades, donde existen mayores dificultades de supervivencia, como las analizadas en esta tesis, se observan determinadas herramientas culturales que sirven para extender la confianza personal a un mayor número de personas: conceptos tales como grupos étnicos, clanes, linajes, familias, comunalidad, municipalidad en el caso oaxaqueño, valores internalizados, etc… son eficaces en este sentido. De este modo, la cultura provee de los mecanismos necesarios para crear fuertes lazos de cohesión basados en los elementos emocionales. La mayor cohesión y una actitud más abierta de confianza que surgen de tales herramientas culturales ayudan a enfrentarse a los entornos de forma más eficaz. Así pues, se podría predecir que a medida que los entornos resultan más difíciles, aparece una mayor diversificación de los grupos. Con la comparación de los resultados de Ghana y México, se profundiza en mayor medida en los elementos comunes en las redes de confianza y cooperación –aspectos universales–: los grupos pequeños y distintos niveles de emocionalidad implícita en los vínculos de confianza; y aquellos elementos culturales que se adecuan al contexto histórico y a la situación económica de los grupos, para crear una mayor o menor cohesión de sus miembros en función de sus necesidades. De este modo, además de identificarse en el campo diferentes indicadores para medir la confianza, también se identifican ciertas formas culturales que parecen más eficaces que otras a la hora de cohesionar los grupos, a saber, los valores y el sentimiento de identidad y pertenencia grupal, frente a la normatividad. ; [cat] La vida social humana es basa en la cooperació i la confiança d'una manera diferent de la d'altres espècies. Els científics han investigat la cooperació humana des de diferents punts de vista (Trivers, 1971; Dawkins, 1976; Axelrod y Hamilton, 1981; Axelrod, 1984; Caporael et al., 1989; Boyd & Richerson, 1990; Wilson & Sober, 1994; Bergstrom, 2002; Boyd et al., 2003; Gintis et al., 2003; Bowles & Gintis, 2004; Gintis et al., 2008; Boyd et al., 2010), però encara hi ha moltes preguntes sobre l'evolució de la cooperació sense explicació. Aquest treball de tesi analitza les relacions cooperatives emfasitzant la seva relació intrínseca amb les relacions de confiança. Per què cooperem? Quina és la influència de la confiança en la cooperació i el paper de la història evolutiva en aquest trencaclosques? Tenint en compte les formes socials adoptades pels avantpassats humans, és possible pensar en certs trets cognitius i psicològics específics que podrien tenir una importància clau per entendre les actuals relacions de cooperació i, en un sentit més ampli, les relacions socials. L'objectiu de la tesi és, en definitiva, emmarcar les relacions socials en un entorn evolutiu per explicar els comportaments socials que existeixen avui en dia. Contingut de la investigació Aquesta tesi tracta de respondre les preguntes anteriors, a partir de la relació entre l'evolució de la sociabilitat i la cognició humà, com hipòtesi inicial per contrastar els estudis posteriors. Des d'aquesta perspectiva i utilitzant una metodologia multidisciplinària de la Psicologia, Antropologia i Sociologia, es va dissenyar un pla de recerca que pretén aprofundir en aquest plantejament. Amb aquest objectiu en ment, el treball de tesi es basa inicialment en una revisió crítica d'estudis anteriors que intenten relacionar el comportament social dels primats i l'evolució del neocórtex –la Hipòtesi del Cervell Social de Dunbar (Dunbar, 1992; Dunbar, 1998; Dunbar & Shultz, 2007; Shultz & Dunbar, 2007; Dunbar, 2010). Aquesta revisió mostra clarament la necessitat d'un enfocament més matisat per explicar aquesta relació a causa de l'enorme complexitat de les relacions socials humanes. Per això, l'estudi de la influència del mecanisme psicològic de la confiança ofereix un interès enorme. No obstant això, els estudis de Dunbar, especialment aquells relacionats amb les característiques dels grups socials humans en relació amb la seva capacitat cognitiva, sóntinguts en compte al llarg de tot aquest treball. Després d'aquesta revisió es proposa un marc teòric sobre els factors que influeixen en la confiança (Parsons, 1970; Barber, 1983; Good, 1988; Yamagishi, 1998; Glaeser et al., 2000; Uslaner, 2002; Six, 2005; Bjørnskov, 2006; Hardin, 2006) i la seva possible configuració en un entorn evolutiu. En base a aquest marc teòric, es dissenyen els treballs empírics posteriors, sempre tenint en compte la hipòtesi que l'ésser humà té un comportament social àmpliament influenciat per un context de relacions dintre de petits grups. Aquest és el context social en que han viscut els humans durant la major part de la seva història evolutiva. El marc teòric explica els elements que conformen la confiança, la tipologia i la seva possible configuració al llarg de la història evolutiva. Constitueix el substrat utilitzat per dur a terme l'anàlisi de la confiança i del comportament cooperatiu en els següents treballs empírics. Aquests estudis empírics segueixen un pla basat en un disseny propi, a partir de la revisió de la literatura (Fey, 1955; Rosenberg, 1957; Wrightsman, 1964, 1974; Rotter, 1967; Survey Research Center, 1969; Christie & Geis, 1970; Johnson- George & Swap, 1982; Rempel et al., 1985; World Values Survey Association, 2009), amb qüestionaris per mesurar el nivell de confiança personal i general en un grup. També s'utilitza un joc experimental –el dilema del presoner amb algunes variacions– que demostra el comportament cooperatiu efectiu dels individus. El joc es realitza en condicions de confiança i sense confiança entre els membres d'un mateix grup. L'estudi pilot inicial es realitza en dos grups diferents. Els resultats ja mostren la influència de les relacions estretes de confiança personal en la cooperació i l'interès de anàlisi de xarxes de confiança (Radcliffe-Brown, 1940; Barnes, 1954; Milgram, 1967; Mitchell, 1969; Wasserman & Faust, 1994; Molina, J.L., 2001; White & Harary, 2001; Newman et al., 2003; Freeman, 2004; Eguíluz et al., 2005; Fowler & Christakis, 2010) en major profunditat. Els resultats d'aquest treball es confirmen en un similar estudi posterior amb altres grups més nombrosos i més comparables entre si. Els nous resultats mostren com la cooperació s'incrementa en gran mesura si es dóna un compromís afectiu inconscient de reciprocitat que ve de la confiança personal, com un element adaptatiu cap a una cooperació més efectiva i recíproca, fins i tot en condicions d'anonimat i malgrat la possibilitat de causar un prejudici en el curt termini. A més, l'estudi inclou una anàlisi en profunditat de les xarxes de confiança d'aquests grups per determinar la importància que poden tenir certes topologies de xarxes de confiança en la cohesió general d'un grup. En la darrera part de la tesi, s'utilitza una perspectiva més antropològica amb la realització de treballs de camp en dues àrees que es caracteritzen per la seva gran diversitat ètnica: nord de Ghana i Oaxaca, a Mèxic. Aquests llocs permeten estudiar com interactuen els grups i per què es mantenen les seves identitats ètniques malgrat una història i un territori en comú. Es pretén examinar també si els mecanismes de la confiança personal, que funcionen clarament a nivell individual, poden trobar-se també en grups grans o societats de gran escala. En aquest cas, a més de l'observació directa dels grups i la inclusió del seu context històric, social, econòmic i polític, s'utilitzen entrevistes i xarxes personals de cooperació. En el treball de Ghana (Rattray, 1931, 1932;) Syme, 1932; Tait, 1961; Hilton, 1962; Hart, 1971; Drucker-Brown, 1975, 1992; Primmirat, 1979; Laari, 1987; Awedoba, 1989, 2001; Wilks, 1989; Assimeng, 1990; Kotey, 1995; Schlottner, 2000; Oppong, 2002; Tonah, 2005), es mostra el context dels grups i s'explica les característiques de les seves xarxes de confiança i cooperació. En aquest estudi es posa de manifest l''eficàcia del fenomen de la diversificació ètnic com un mitjà per crear petits grups més resistents quan s'enfronten amb entorns difícils. També s'analitza l'adopció de formes culturals que permeten ampliar el mecanisme de la confiança personal a grups més grans. En l'últim treball de la tesi es comparen els anteriors resultats de Ghana amb els de Mèxic (Chance, 1979; Zeithin, 1990; Campbell, 1993; Oseguera, 2004; Reina Aoyama, 2004; Webmoney, 2006, 2008; Trejo Barrientos, 2006; Espores, 2008; Joyce, 2010; Nahmad Sitton, 2013), en una anàlisi intercultural per identificar possibles elements "universals" a les xarxes de confiança i cooperació i així com les influències culturals que modulen aquestes predisposicions humanes en cada cas. Conclusions Els diversos treballs en conjunt mostren que la confiança és un mecanisme cognitiu i psicològic ancorat en la història evolutiva humana, que ha jugat un paper important en l'evolució de la cooperació que caracteritza les societats humanes. El seu origen evolutiu es desprèn dels resultats d'aquesta tesi: es demostra que la confiança personal té més influència que la confiança general en la cooperació, que la confiança necessita relacions properes i, per tant, del petit grup per la seva aparició – tenint en compte les limitacions cognitives per mantenir aquestes relacions amb un gran nombre de persones– i la seva estreta connexió amb aspectes emocionals inconscients – un dels mecanismes més primitiu en humans. De fet, la configuració de les xarxes de confiança en petits grups apareixen tant als treballs empírics com als treballs de camp,. La confiança personal també es pot ampliar a col·lectius més grans. Fins i tot a les societats més desenvolupades les persones continuen creant els grups reduïts en tots els àmbits de la seva vida. No obstant això, en algunes societats, on hi ha importants dificultats de supervivència, com les analitzades en aquesta tesi, hi ha certes eines culturals que serveixen per ampliar la confiança personal a un major nombre de persones: conceptes com grups ètnics, clans, llinatges, famílies, coincidència, "comunalidad" i municipi en cas d'Oaxaca, valors interioritzats, etc. són eficaços en aquest sentit. Així, la cultura proporciona els mecanismes necessaris per a crear uns vincles forts de cohesió basats en elements emocionals. Una major cohesió i una actitud més oberta de confiança derivada de tals eines culturals ajuden a enfrontar-se als ambients més eficaçment. Així, es podria predir que quan els entorns són més difícils, es mostrarà una major diversificació dels grups. Amb la comparació dels resultats de Ghana i Mèxic, s'aprofundeix en major mesura en els elements comuns en les xarxes de confiança i cooperació –aspectes universals–: petits grups i diferents nivells d'emocionalitat implícita en els vincles de confiança; i elements culturals que s'adeqüin al context històric i la situació econòmica dels grups, per crear una més o menys cohesió dels seus integrants segons les seves necessitats. Així, a més d'identificar en el camp diferents indicadors i eines per mesurar la confiança, són també identificades certes formes culturals que semblen més eficaces que altres quan es tracta d'unir els grups, és a dir, els valors i el sentit d'identitat i grup de pertinença, davant les normes i l'autoritat. ; [eng] Human social life is sustained by cooperation in a different way with respect to other species. Scientists have investigated human cooperation from different points of view (Trivers, 1971; Dawkins, 1976; Axelrod y Hamilton, 1981; Axelrod, 1984; Caporael et al., 1989; Boyd & Richerson, 1990; Wilson & Sober, 1994; Bergstrom, 2002; Boyd et al., 2003; Gintis et al., 2003; Bowles & Gintis, 2004; Gintis et al., 2008; Boyd et al., 2010) but many questions about the evolution of cooperation remain open. In this dissertation the cooperative relationships are analyzed emphasizing its intrinsic link with trust relationships. Why do we cooperate? What is the influence of trust on cooperation and which role does human evolutionary history play in this puzzle? Considering the social forms our ancestors lived by, it is possible to think in certain cognitive and psychological traits that might have a key importance in order to understand the relationships of cooperation and, in a wider sense, the social relationships it made possible. The goal is, in short, framing social relationships in an evolutionary framework in order to explain the social behaviors of nowadays. Content of research This work attempts to answer these questions firstly on the basis of the relation between the evolution of human sociality and cognition, as a hypothesis to be tested in the following studies. From this perspective and using a multidisciplinary methodology including Sociology, Psychology and Anthropology, a research plan was designed in order to further examine these topics. This dissertation starts with a critical review of some previous studies that relate the social behavior in primates to the evolution of the neocortex –Dunbar's Social Brain Hypothesis (Dunbar, 1992; Dunbar, 1998; Dunbar & Shultz, 2007; Shultz & Dunbar, 2007; Dunbar, 2010). This review shows the need for a more nuanced approach in order to explain this dependence because of the enormous complexity of human social relationships. To achieve this goal, the analysis of the psychological mechanism of trust offers a huge interest. However, Dunbar's studies, especially those that relate human social groups to cognitive ability, are continuously in the background throughout all this work. Next, a theoretical framework is introduced to characterize trust and the factors that influence it (Parsons, 1970; Barber, 1983; Good, 1988; Yamagishi, 1998; Glaeser et al., 2000; Uslaner, 2002; Six, 2005; Bjørnskov, 2006; Hardin, 2006), as well as their possible configuration in an evolutionary environment. On the basis of this theoretical framework the subsequent empirical work is designed, always keeping in mind the assumption that humans have a social behavior widely influenced by a context of relationships within small groups. They are the social configuration humans lived most of their evolutionary history. In the theoretical framework the elements that make up trust, its typology and its possible configuration in the evolutionary history are explained. This work is the substrate used to groundthe analysis of trust and cooperative behavior carried out in the following empirical works. These empirical studies follow an original plan, grounded in a literature review (Fey, 1955; Rosenberg, 1957; Wrightsman, 1964, 1974; Rotter, 1967; Survey Research Center, 1969; Christie & Geis, 1970; Johnson-George & Swap, 1982; Rempel et al., 1985; World Values Survey Association, 2009), which involves the development of new questionnaires to measure the level of general and personal trust in a group. In addition, an experimental game –a prisoner's dilemma with some variants– is included in order to show the effective cooperative behavior of participants. The game is played in conditions of trust and non-trust among the members of the group. The pilot study is initially conducted in two different groups. The results already show the influence of close relationships of personal trust in cooperation and the interest of analyze trust networks (Radcliffe-Brown, 1940; Barnes, 1954; Milgram, 1967; Mitchell, 1969; Wasserman & Faust, 1994; Molina, J.L., 2001; White & Harary, 2001; Newman et al., 2003; Freeman, 2004; Eguíluz et al., 2005; Fowler & Christakis, 2010) more deeply. The results of this work are confirmed in a subsequent similar study with other more numerous and more comparable groups. The new results show how cooperation relates largely to an affective commitment of reciprocity that comes from personal trust, as adaptive element towards a more successful cooperation, even in conditions of anonymity, and despite the possibility of causing a cost in individuals in the short term. In addition, the study includes an analysis in depth of these groups' trust networks to analyze the importance that certain topologies of trust networks can have on the general cohesion of a group. The last part of the dissertation shows a more anthropological perspective with the completion of fieldwork in two areas characterized by a great ethnic diversity: Northern Ghana and Oaxaca, in Mexico. These locations allow study how groups interact and why they keep their ethnic identities despite a history and a territory in common. To examine whether the personal trust mechanisms present at an individual level can be also extended to larger groups or societies is aimed. In this case, in addition to the direct observation of groups and the inclusion of its historical, social, economic and political context, interviews and personal networks of cooperation are used. The work of Ghana (Rattray, 1931, 1932) Syme, 1932; Tait, 1961; Hilton, 1962; Hart, 1971; Drucker-Brown, 1975, 1992; Primmirat, 1979; Laari, 1987; Awedoba, 1989, 2001; Wilks, 1989; Assimeng, 1990; Kotey, 1995; Schlottner, 2000; Oppong, 2002; Tonah, 2005) shows the context of groups and the features of their trust networks of trust and cooperation are explained . In this work, the effectiveness of ethnic diversification as a means to create small groups more resilient when face with difficult environments is shown. The adoption of cultural forms that allow extend personal trust in larger collectives is also presented. The last work compares the Ghana results with those of Mexico (Chance, 1979; Zeithin, 1990; Campbell, 1993; Oseguera, 2004; Queen Aoyama, 2004; Barabas, 2006, 2008; Trejo Barrientos, 2006; Spores, 2008; Joyce, 2010; Nahmad Sitton, 2013), in a cross-cultural analysis to identify possible "universal" elements in trust and cooperation networks, and also cultural influences. Conclusions The previous works show that trust is a cognitive and psychological mechanism anchored in human evolutionary history. Their evolutionary origin is supported by the results of this dissertation: to demonstrate the higher influence of personal trust than general trust in fostering cooperation. Close relationships are needed for personal trust and they require small groups for its emergence –given the cognitive and temporal constraints required in order to keep such relationships with a larger number of people. Close relationships also involve an emotional dimension –a most primitive mechanism in humans. In fact, small group dynamics was found both in experimental games and in fieldwork. Personal trust also plays a role in large scale societies, where individuals continue to create their small groups in all areas of their life. However, in those societies where survival is more difficult and resources scarce certain cultural tools (such as values or norms) appear whose function is to extend personal trust to a greater number of people: groups such as ethnic groups, clans, lineages, families, commonalities, municipalities (as in the Oaxaca case). Thus, culture provides the necessary mechanisms to create strong bonds of cohesion based on emotional elements beyond the small group. Greater cohesion and a more open attitude of trust arising from such cultural tools help at time to face environments more efficiently. Thus, it could be predicted that more difficult environments show a greater group diversification. In addition, the comparison of Ghana and Mexico results allows a deeper analysis of the common elements of trust and cooperation networks -their universal aspects-: small groups and different levels of emotionality implied in the bonds of trust; and cultural elements that are suited to the historical context and the economic situation of groups, to create a more or less cohesion of its members according to their needs. Thus, in addition to identify in the field several indicators to measure trust, more effective cultural forms to foster cooperation is also identified: the values and the sense of identity of group membership, instead of formal regulations and authority.
El deudor solidario y su participación en el negocio jurídico, surge como un estudio que busca comprender los alcances y limitaciones que posee el codeudor dentro de los negocios jurídicos que se celebran. Dicho interés, surge de una sensación de injusticia que se percibe en la sociedad respecto de aquellos que en su momento fueron codeudores de una obligación ajena -lejos de cualquier interés- y se vieron constreñidos como si se tratara del deudor principal y no de un garante. Una primera incursión sobre este primer aspecto resolvió el interrogante; la calidad jurídica que representa ser deudor solidario, obedece a un modo de ser de las obligaciones solidarias pasivas, donde cada deudor es visto por el acreedor como un deudor principal, ya que cada uno de los codeudores se han obligado por el pago total del crédito en caso de que sea necesario, y que un error común dentro de la sociedad era el de pensar que deudor solidario es sinónimo de fiador; debido a ello se suscita un inconformismo casi general cuando se reconviene al mal llamado "fiador", y no al aparente deudor principal; una posición lejos del imaginario de las consecuencias que contrae el haberse obligado como codeudor del crédito. No conforme con la distinción entre fiador y codeudor, se esgrime sobre los orígenes teleológicos de la doctrina solidaria para despejar toda duda sobre la correcta aplicación de esta figura jurídica, y es allí donde se pone al descubierto una cantidad de aspectos oscuros de este modo de ser de las obligaciones; tales como: ambigüedad en su origen, doctrina sin consenso a través del tiempo, contravenciones con otras normas sustanciales, etc. Con base en ello, se construyó de inmediato el planteamiento del problema y la pregunta de investigación, con la cual se busca responder si, ¿se puede vincular un deudor solidario al negocio jurídico solo como requerimiento de garantía personal? Para resolver tal interrogante, se hicieron diferentes lecturas del proyecto inédito del código civil construido por don Andrés Bello; donde él identifica la corriente ideológica a seguir para las obligaciones solidarias; individualizadas dichas teorías, se pudo remontar a lo que se aproxima a un origen de estas obligaciones. Con base en todo lo anterior, se logró identificar que la corriente ideológica que ha seguido la legislación colombiana es la francesa -indicada por Bello- que explica la solidaridad pasiva a través de la existencia de una representación recíproca entre los codeudores de una obligación. Esta explicación ha sido motivo de cítricas sustanciales muy notorias desde finales del siglo XIX, tales como los efectos secundarios que de ella se desprenden por equipararse a la representación; los más divulgados, son el hecho de que la culpa o la mora solo traiga consecuencias para el deudor que la cometió y no para los demás, y la situación en que, el codeudor demandado no puede proponer las excepciones personales de los demás deudores que "representa". Sin embargo, como ya se anotó la legislación colombiana sigue esta corriente ideológica y las cortes han resuelto todos los problemas jurídicos que han subsistido referente a la solidad pasiva sin ningún inconveniente. Más bien, ha dejado este debate a la doctrina expuesta por tratadistas nacionales, la cual se debe decir, en su mayoría concuerdan con que la teoría francesa es artificiosa y peligrosa. Todas estas fuentes permitieron adelantar una metodología de investigación jurídica y documental que a grandes rasgos brindaron información clara y confiable, que se complementó con herramientas de recolección de información, como la encuesta y la entrevista, aplicadas con el fin de reconfirmar la percepción que se tiene sobre la solidaridad pasiva. El resultado final deja en claro que hay una evidente necesidad de reformar la estructura de las obligaciones solidarias en Colombia, siguiendo tendencias legislativas modernas que se extrajeron del derecho comparado. Bajo tales parámetros se propone realizar un amplio debate jurídico, que siente una nueva posición lejos de explicaciones arbitrarias; para ello se presenta el trazado de una ruta de reforma teleológica, ideológica y estructural, que subsume cada uno de los efectos secundarios que poseen las obligaciones solidarias vigentes, sin que pierdan su esencia. Así mismo, se responde finalmente el interrogante sobre la implementación moderna que se da a la solidaridad pasiva dentro de los negocios jurídicos, a través de una formula sencilla de interpretación literal, teleológica e histórica. ; The joint debtor and his participation in the legal business, arises as a study that seeks to understand the scope and limitations of the co-debtor within the legal businesses that are held. This interest arises from a sense of injustice that is perceived in society with respect to those who, at the time, were co-debtors of a foreign obligation - far from any interest - and were constrained as if it were the main debtor and not a guarantor . A first incursion on this first aspect solved the question; the legal quality that represents being joint debtor, obeys to a way of being of the passive solidary obligations, where each debtor is seen by the creditor as a main debtor, since each of the co-debtors have been obliged by the total payment of the credit in case it is necessary, and that a common error within society was to think that a joint debtor is synonymous with guarantor; due to this, an almost general nonconformity arises when the so-called "guarantor" is recalled, and not to the apparent principal debtor; a position far from the imaginary of the consequences of having been forced as a co-debtor of credit. Not in accordance with the distinction between guarantor and co-debtor, the teleological origins of the doctrine of solidarity are used to dispel any doubt about the correct application of this juridical figure, and that is where a number of obscure aspects of this type of be of obligations; such as: ambiguity in its origin, doctrine without consensus through time, contraventions with other substantial norms, etc. Based on this, the problem statement and the research question were immediately constructed, with which it seeks to answer whether, can a solidary debtor be linked to the legal business only as a requirement of personal guarantee? To solve this question, different readings were made of the unpublished project of the civil code built by Mr. Andrés Bello; where he identifies the ideological current to follow for the obligations of solidarity; Individualized these theories, could be traced back to what approaches an origin of these obligations. Based on all of the above, it was possible to identify that the ideological current that Colombian law has followed is the French one -indicated by Bello- that explains passive solidarity through the existence of a reciprocal representation between the co-debtors of an obligation. This explanation has been the cause of very noticeable substantial citrus since the late nineteenth century, such as the secondary effects that result from it by equating to representation; the most publicized, are the fact that the fault or default only brings consequences for the debtor who committed it and not for others, and the situation in which the defendant co-debtor can not propose the personal exceptions of the other debtors that " It represents". However, as noted in the Colombian legislation, this ideological trend continues and the courts have solved all the legal problems that have persisted regarding passive solitude without any inconvenience. Rather, it has left this debate to the doctrine exposed by national writers, which must be said, for the most part agree that the French theory is artificial and dangerous. All these sources allowed us to advance a methodology of legal and documentary research that broadly provided clear and reliable information, which was complemented with information gathering tools, such as the survey and the interview, applied in order to reconfirm the perception that we have. about passive solidarity. The final result makes it clear that there is an evident need to reform the structure of solidarity obligations in Colombia, following modern legislative tendencies that were extracted from comparative law. Under such parameters it is proposed to carry out a broad legal debate, which feels a new position away from arbitrary explanations; For this, the route of a path of teleological, ideological and structural reform is presented, which subsumes each one of the secondary effects that the valid solidarity obligations have, without losing their essence. Likewise, the question is finally answered about the modern implementation given to passive solidarity within the legal business, through a simple formula of literal, teleological and historical interpretation.
The purpose of this research is to increase our understanding of how sustainable entrepreneurship (SE) can enable the commercialisation of radical clean technologies (cleantech). The aim is to realise more sustainability-oriented innovation (SOI) in order to move towards an economy with closed carbon loops and an efficient (re-)use of resources. Previous research focussed on drivers, barriers, and success factors for SE and identified sustainability-specific characteristics that could be added to findings of conventional innovation and entrepreneurship studies. Hence, new cleantech ventures face barriers related to SOI (e.g., path dependencies, regulatory dependencies or absence of business cases) and entrepreneurship-related hurdles in general. In particular, the interplay of the dimensions sustainability effect and market impact has been discussed in the light of SE's capabilities to contribute to a sustainability transition. Furthermore, risk capital in the form of venture capital (VC) has been acknowledged to play an important role in the commercialisation of cleantech via SE. Recent research suggests facilitating SE with dedicated systems that address these specifics and help to coordinate both dimensions. Three management problems are reflected in this research and discussed in the doctoral thesis. First, specific barriers of new radical cleantech ventures on multiple levels (internal, external, hybrid) have not been examined in light of overcoming these hurdles with dedicated support systems. Second, the financial supply from private actors for these ventures in an early stage of their development is scarce due to unfavourable risk-return ratios. Hence, strategies that increase the capital supply by decreasing risk and increasing returns are necessary. Lastly, although previous research has examined different roles and activities that support system actors such as intermediaries should carry out, little is known about the evolution of these roles and activities or the evolution and survival of intermediary actors themselves. The empirical setting of this PhD project is directed at niche, intermediary and system actors in the radical cleantech field with a focus on carbon dioxide (CO2) utilisation. This research draws from over 80 interviews with individuals from new ventures, large incumbents and infrastructure provider, investors, investment experts, and innovation intermediaries primarily in Europe, North America, and Australia. Methodology applied in this research is a set of qualitative and semi-quantitative methods. Data from semi-structured interviews and documentation are analysed using Atlas.ti software and are combined with semi-quantitative evaluations from recorded interview data and collected survey data in case-study and "mixed-methods" approaches. Results from these analyses are manifold. First, cross-linkage barriers – bridging internal and external barrier dimensions – occur in addition to barriers within the internal organisation and external stakeholders and complete the barrier framework for new CO2 utilisation ventures. Second, commercialising the technologies of these ventures confirms the tensions between the dimensions of sustainability effect and market impact and thereby supports the notion of increased complexity in comparison to conventional new technology ventures. Third, 27 strategies are identified that potentially affect the investor's decision-making for early-stage, hardware-, material- or chemical-based cleantech venture investments by either increasing expected returns (archetypes a and b) or decreasing risks (archetypes c and d). Fourth, the potential, relevance and implementation complexity of these strategies are determined, and on this basis, strategy clusters for recommendations to bridge the valley of death are developed for investors, ventures, service providers and public authorities. Fifth, the dynamics of innovation intermediaries over time are revealed and described based on their characteristics, scope, objectives, and roles and activities. Lastly, four dimensions are identified that influence the survival of coordinating innovation intermediaries: neutrality (independence from public administration or politics in terms of funding or technological orientation), technological context (interplay of market, policy, and technology), shared consensus (alignment and shared vision of stakeholders), and internal value creation (financial and non-financial values to sustain operations). Contribution to theory is the advancement of a barrier framework for new hardware-, material- or chemical-based cleantech ventures with an emphasis on the contextual relationships between internal and external dimensions. Moreover, both dynamic capabilities and stakeholder synergies are confirmed to be appropriate theories to describe internal and external barriers. In addition, the valley of death is used to describe the effect of strategies on the risk-return ratio of early-stage radical cleantech investments. Lastly, static typologies of characteristics, scope, objectives, and roles and activities are complemented by dynamic considerations about the evolution and survival of innovation intermediaries that are influenced by internal and external dimensions. In summary, all articles acknowledge internal (organisation) dimensions and external (stakeholder) dimensions across either the niche, intermediary or system (regime) level and confirm – in an overall framework – the notion to use innovation intermediaries as a connector between niche- and regime-level activities. Managerial implications are derived from this research for relevant stakeholders alongside the innovation process of new radical cleantech. First, four critical aspects of a dedicated support system (actors, resources, institutional settings, and the coordination of support systems) are used to provide recommendations to new ventures, policy makers and intermediary third parties about how to facilitate a successful commercialisation from CO2 utilisation ventures. Second, hands-on strategies within five areas of recommendation sensitise stakeholders (investors, new ventures, service provers and public authorities) beyond policy makers only of their stake in bridging the valley of death for new early-stage and hardware-, material- or chemical-based cleantech ventures. Third, innovation intermediation process is enriched by recommendations to acknowledge the technology-specific requirements of SOI for initiators (e.g., policy makers) and operators (innovation intermediaries) of this process. ; Zweck dieser Forschung ist es, unser Verständnis dafür zu verbessern, wie Sustainable Entrepreneurship (SE) die Kommerzialisierung radikaler sauberer Technologien (Cleantech) ermöglichen kann. Ziel ist es, nachhaltigkeitsorientierte Innovationen (SOI) zu realisieren, um eine Wirtschaft mit geschlossenen Kohlenstoffkreisläufen und einer effizienten (Wieder-)Nutzung von Ressourcen zu erreichen. Die bisherige Forschung konzentrierte sich auf Treiber, Barrieren und Erfolgsfaktoren für SE und identifizierte nachhaltigkeitsspezifische Merkmale ergänzend zu den Ergebnissen konventioneller Innovations- und Entrepreneurship-Studien. Demnach sehen sich neue Unternehmen im Cleantech-Bereich mit Barrieren im Zusammenhang mit SOI (z.B. Pfadabhängigkeiten, regulatorische Abhängigkeiten oder das Fehlen von Business Cases) und mit unternehmerischen Hürden im Allgemeinen konfrontiert. Insbesondere wurde das Zusammenspiel der Dimensionen Nachhaltigkeitseffekt und Marktwirkung im Hinblick auf die Fähigkeit von SE, zu einer Nachhaltigkeitstransition beizutragen, diskutiert. Darüber hinaus wurde Risikokapital in Form von Venture Capital (VC) als wichtiger Bestandteil der Kommerzialisierung von Cleantech durch SE anerkannt. Jüngste Forschungsergebnisse legen nahe, SE mit speziellen Systemen zu unterstützen, die diese Besonderheiten berücksichtigen und dazu beitragen, Nachhaltigkeitseffekt und Marktwirkung zu koordinieren. Drei Managementprobleme spiegeln sich in dieser Forschung wider und werden in dieser Dissertation diskutiert. Erstens wurden spezifische Barrieren neuer, radikaler Cleantech-Ventures auf mehreren Ebenen (intern, extern, hybrid) nicht untersucht, um diese Hürden mit speziellen Unterstützungssystemen zu überwinden. Zweitens ist die finanzielle Versorgung dieser Vorhaben durch private Akteure in einem frühen Stadium ihrer Entwicklung aufgrund ungünstiger Risiko-Rendite-Verhältnisse unzureichend. Daher sind Strategien notwendig, die das Kapitalangebot durch sinkende Risiken und steigende Renditen erhöhen. Drittens ist wenig über die Entwicklung der Rollen und Aktivitäten von Systemakteuren wie Intermediäre oder die Entwicklung und das Fortbestehen dieser Intermediäre selbst bekannt, obwohl frühere Forschungen verschiedene Rollen und Aktivitäten untersucht haben. Der empirische Rahmen dieses Promotionsvorhabens richtet sich an Nischen-, Intermediär- und Systemakteure im radikalen Cleantech-Bereich mit Fokus auf die Nutzung von Kohlendioxid (CO2). Die Studie basiert auf 78 Interviews mit Personen aus neuen Unternehmen, großen etablierten Unternehmen und Infrastrukturanbietern, Investoren, Investmentexperten und Innovationsintermediären vor allem in Europa, Nordamerika und Australien. Die angewandte Methodik ist eine Reihe von qualitativen und semi-quantitativen Methoden. Daten aus halbstrukturierten Interviews und Dokumentationen werden mit der Software Atlas.ti analysiert und mit semi-quantitativen Auswertungen aus aufgezeichneten Interviewdaten und gesammelten Befragungsdaten in Fallstudien- und "Mixed-Methods"-Ansätzen kombiniert. Die Ergebnisse dieser Analysen sind vielfältig. Erstens treten neben Barrieren innerhalb der internen Organisation und externen Stakeholdern auch Vernetzungsbarrieren auf, die die internen und externen Barrieredimensionen überbrücken und den Barriererahmen für neue CO2-Verwertungsvorhaben vervollständigen. Zweitens bestätigt die Kommerzialisierung der Technologien dieser Unternehmen die Spannungen zwischen den Dimensionen Nachhaltigkeitseffekt und Marktauswirkung und unterstützt damit die Auffassung von erhöhter Komplexität im Vergleich zu herkömmlichen neuen Technologieunternehmen. Drittens werden 27 Strategien identifiziert, die die Entscheidungsfindung des Investors für hardware-, material- oder chemiebasierte Cleantech-Venture-Investitionen im Frühstadium beeinflussen können, indem sie entweder die erwarteten Erträge erhöhen (Archetypen a und b) oder die Risiken verringern (Archetypen c und d). Viertens werden Potenzial, Relevanz und Umsetzungskomplexität dieser Strategien ermittelt und auf dieser Basis Strategiecluster für Empfehlungen zur Überbrückung des "Valley of Death" für Investoren, Unternehmen, Dienstleister und die öffentliche Hand entwickelt. Fünftens wird die Dynamik von Innovationsintermediären im Laufe der Zeit anhand ihrer Eigenschaften, ihres Umfangs, ihrer Ziele und ihrer Rollen und Aktivitäten aufgezeigt und beschrieben. Schließlich werden vier Dimensionen identifiziert, die das Fortbestehen der koordinierenden Innovationsintermediäre beeinflussen: Neutralität (Unabhängigkeit von öffentlicher Verwaltung oder Politik in Bezug auf Finanzierung oder technologische Orientierung), technologischer Kontext (Zusammenspiel von Markt, Politik und Technologie), gemeinsamer Konsens (Ausrichtung und gemeinsame Vision der Akteure) und interne Wertschöpfung (finanzielle und nichtfinanzielle Werte zur Aufrechterhaltung der Geschäftstätigkeit). Theoretischer Beitrag ist die Weiterentwicklung eines Barriereframeworks für neue hardware-, material- oder chemiebasierte Cleantech-Ventures mit Schwerpunkt auf den kontextuellen Beziehungen zwischen Innen- und Außendimensionen. Darüber hinaus werden sowohl dynamische Fähigkeiten als auch Stakeholder-Synergien als geeignete Theorien zur Beschreibung interner und externer Barrieren bestätigt. Zudem wird das "Valley of Death" angewendet, um die Auswirkungen von Strategien auf das Risiko-Rendite-Verhältnis von radikalen Cleantech-Investitionen im Frühstadium zu beschreiben. Schließlich werden statische Typologien von Merkmalen, Geltungsbereich, Zielen, Rollen und Aktivitäten durch dynamische Überlegungen über die Entwicklung und das Fortbestehen von Innovationsintermediären ergänzt, die von internen und externen Dimensionen beeinflusst werden. Zusammenfassend lässt sich sagen, dass alle Artikel interne (Organisations-)Dimensionen und externe (Stakeholder-)Dimensionen entweder auf Nischen-, Intermediär- oder Systemebene bestätigen und – in einem Gesamtrahmen – den Gedanken bestätigen, Innovationsintermediäre als Bindeglied zwischen Nischen- und Regimeaktivitäten einzusetzen. Management-Implikationen für die relevanten Stakeholder entlang des Innovationsprozesses neuer radikaler Cleantech werden auch aus dieser Forschung abgeleitet. Erstens werden vier kritische Aspekte eines dedizierten Fördersystems (Akteure, Ressourcen, institutionelle Rahmenbedingungen und die Koordination von Fördersystemen) genutzt, um Empfehlungen an neue Unternehmen, politische Entscheidungsträger und zwischengeschaltete Dritte zu geben, wie eine erfolgreiche Kommerzialisierung von CO2-Nutzungsvorhaben erleichtert werden kann. Zweitens sensibilisieren praktische Strategien in fünf Empfehlungsbereichen die Stakeholder (Investoren, neue Unternehmen, Dienstleister und Behörden) über die politischen Entscheidungsträger hinaus nur für ihre Beteiligung an der Überbrückung des "Valley of Death" für neue, auf Hardware, Material oder Chemie basierende Cleantech-Unternehmen. Drittens wird der Innovationsintermediationsprozess durch Empfehlungen zur Anerkennung der technologiespezifischen Anforderungen von SOI für Initiatoren (z.B. politische Entscheidungsträger) und Betreiber (Innovationsintermediäre) dieses Prozesses bereichert.

Fecha de lectura: 25-06-2015 ; Almost a quarter century ago, the LEADER approach - Liaisons Entre Activités de Developpement de l´Economie Rural - was launched in the European Union, based on nine main approaches: the area-based approach, bottom-up approach, Partnership approach and the Local Action Group, innovation, integrated and multi-sectoral approach, Networking and cooperation between areas, and Local financing. LEADER what started as a community initiative, since 2007 became part of the fourth axis of the rural development policy in the European Union (EU). The aim of this study is to shed light on the transformation of rural economies, from the following claims: 1) Identify the endogenous and exogenous factors highlighted in the current local development policies, especially those related to equity and the trilogy strategy, territory and partnership; 2) Establish baselines between the LEADER (European Union) and Support Program for the Sustainable Development of the North Forest Zone of Pernambuco - PROMATA (Brasil) programs, seeking to contribute to the expansion of the panorama of the experiences of endogenous local development; 3) Conduct a SWOT analysis as applied to the study of territories, focusing on nine key aspects of the LEADER approach. For field research in the European Union were considered less developed areas, and the Rural Development Groups (Spain) - Local Development Associations (Portugal) who attended at least one of the first two stages of LEADER . Thus, the survey was conducted in the region of Andalusia, in the provinces of Córdoba, Granada and Jaén; and in the region of Trás-os- Montes, Alentejo and Algarve. In Brazil, the search includes the five municipalities in the Territory Pilot PROMATA - Aliança, Buenos Aires, Nazaré da Mata, Tracunhaém and Vicência - located in the Zona da Mata Norte of Pernambuco. Since the implementation of the LEADER approach to the analysis of PROMATA, followed by a comparative study between LEADER and PROMATA is possible to infer that the LEADER methodology, based on the theory of endogenous development, can be transferred to other Local Development Strategies (LDS) out of European Union. The territorial approach requires a dynamic space, less tied to their political and administrative structure, and more identified with the socio-cultural issues. In this context, there is no room to deny the past, nor to deny the changes and develop the future. It is also necessary to realize the elasticity of the binder, as may be necessary to choose a strong transversal theme, for an extended area. You can also confirm the importance of bottom-up approach to strengthen the LDS, through community empowerment and effective participation in local development solutions. We conclude that the participation of different local actors effectively inserted into the social and cultural context is essential to create a critical mass for both the implementation of the LDS. Still, we need tools that expand the capacity of perception of positive impacts in the areas of intervention, especially that which have better quality of life, before the action of the Development Strategies. For the integrated and multisectoral approach in LEADER is possible to observe a strong vertical integration between different levels of government, favored by the political and administrative structure of the European Union. Not so in Brazil, where the EDL have reduced their ability to respond, because they are not connected in a systemic way to further initiatives. For the success of the projects supported, and the presence of a Local Action Group (LAG) experienced and strengthened, it is necessary to take into account the state of the local business culture and fostering entrepreneurship through appropriate technical assistance and capacity building for development business plans, which must precede the initiatives. While in EU actions in favor of equity it seeks to promote equal opportunities for minority groups in Brazil is sought primarily to ensure access of the economically disadvantaged population to basic care services. Finally, it is observed that a lower level of education and institutionalization leads the greater difficulty in performing follow-up actions and Local Development Strategies evaluation. ; Hace casi un cuarto de siglo que la metodología Leader -Liaisons Entre Activités de Developpement de l´Economie Rural, en francés- se puso en marcha en la Unión Europea. Sus aspectos esenciales son el enfoque territorial, el enfoque ascendente, el partenariado y los grupos de acción local, la innovación, el enfoque integrado y multisectorial, la puesta en red, la dinamización y la cooperación y la descentralización financiera. El Leader, que empezó como una iniciativa comunitaria, desde 2007 pasó a integrar el cuarto eje de la política de desarrollo rural en la Unión Europea (UE). El objetivo general de la presente tesis es arrojar luz sobre la transformación de las economías rurales a partir de los siguientes objetivos: 1) identificar los factores endógenos y exógenos de relieve en las actuales políticas de desarrollo local, principalmente los relacionados con la equidad y la trilogía estrategia, territorio y partenariado; 2) establecer puntos de comparación entre los programas Leader (Unión Europea) y Programa de Apoyo al Desarrollo Sostenible de la Zona da Mata de Pernambuco-Promata (Brasil), buscando contribuir a la ampliación del panorama sobre las experiencias de desarrollo local endógeno; 3) realizar un análisis DAFO aplicado a los territorios de estudio, centrándose en los aspectos esenciales de la metodología Leader. Para la investigación de campo, en la Unión Europea han sido considerados los territorios menos desarrollados, y los grupos de desarrollo rural (España) y asociaciones de desarrollo local (Portugal) que participaron en por lo menos una de las dos primeras etapas de Leader. De manera que la investigación se ha llevado a cabo en la comunidad autónoma de Andalucía, en las provincias de Córdoba, Granada y Jaén, y en la región de Trás-Os-Montes, Alentejo y Algarve. En Brasil, la investigación incluye los cinco municipios del Territorio Piloto del Promata -Aliança, Buenos Aires, Nazaré da Mata, Tracunhaém y Vicência- situados en la Zona da Mata Norte de Pernambuco. A partir de la aplicación de los enfoques Leader para el análisis del Promata, seguido del estudio comparativo entre Leader y Promata, es posible inferir que la metodología Leader, fundamentada por la teoría del desarrollo endógeno, puede ser transferida a otras estrategias de desarrollo local (EDL) fuera de la Unión Europea. El enfoque territorial presupone un espacio dinámico, menos vinculado a su estructura político-administrativa, y más identificado con las cuestiones socioculturales. En este contexto, no hay espacio para negar el pasado, ni tampoco para negar los cambios que construyen el futuro. Además, es necesario también percibir la elasticidad del elemento aglutinante, una vez que puede ser necesario elegir un tema fuerte transversal, en relación a un territorio ampliado. También es posible confirmar la importancia del enfoque ascendente para fortalecer la EDL, por medio del empoderamiento de la comunidad y su efectiva participación en las soluciones para el desarrollo local. Se concluye que la participación de los diferentes actores locales efectivamente insertos en el contexto social y cultural es fundamental para crear una masa crítica para la aplicación de la EDL. Todavía faltan instrumentos que amplíen la capacidad de percepción de los impactos positivos en las zonas de intervención, principalmente en las que dispongan de mejor calidad de vida, antes de la acción de las estrategias de desarrollo. En cuanto al enfoque integrado y multisectorial, en Leader es posible observar la fuerte integración vertical entre los distintos niveles de gobierno, favorecida por la estructura político-administrativa de la Unión Europea. Eso no sucede en Brasil, donde el potencial de intervención de las EDL se ve reducido porque estas no están conectadas de manera sistemática a las demás iniciativas. Para el éxito de los proyectos apoyados, además de la presencia de un grupo de acción local (GAL) experimentado y fortalecido, es necesario tener en cuenta el estado de la cultura emprendedora local y el fomento del emprendimiento, por medio de una adecuada asistencia técnica y capacitación para la elaboración de planes de negocios, que deben preceder a las iniciativas. Mientras que en las acciones de la UE en favor de la equidad se busca promover la igualdad de oportunidades para los grupos minoritarios, en Brasil se busca en primer lugar garantizar el acceso de la población económicamente desfavorecida a los servicios de asistencia básica. Por último, se observa que un menor nivel de educación y de institucionalización lleva a una mayor dificultad para realizar las acciones de acompañamiento y evaluación de las estrategias de desarrollo local
El tema que aborda esta Tesis para optar el Grado de Maestro, titulada "Impacto de las Normas Legales del Subsector Pesquería en la Efectividad de las Políticas Públicas en la Pesca Artesanal", reflejará la percepción actual de los pescadores artesanales acerca de su relación con los agentes del gobierno y con los otros actores involucrados en la actividad pesquera en el Perú. En esta Tesis se pretende evaluar el impacto que las normas legales del Subsector Pesquería, han producido en la efectividad de las políticas públicas, durante el período gubernamental 2006-2011, circunscrita al ámbito de la pesca artesanal. Además, se pretende analizar la relación entre las normas legales y las políticas públicas, que siempre ha sido muy poco transparente en el Perú y que, en el caso de las políticas en materia de pesca artesanal, no son una excepción. Ello permitirá una mejor posición del Estado para desarrollar políticas públicas más asertivas y eficaces en el Subsector Pesquería. La presente Tesis se estructura en cuatro (04) Capítulos. El Capítulo I describe el problema, los objetivos de la investigación para evaluar el impacto que las normas legales del Subsector Pesquería, han producido en la efectividad de las políticas públicas de la pesca artesanal, durante el período gubernamental 2006-2011; así como, la importancia, limitaciones y alcances del presente trabajo de investigación. En el Capítulo II se expone el planteamiento teórico en el que se presentan los antecedentes de investigación para el presente trabajo. Como base teórica general, se efectúa una descripción de la situación de la pesquería ·en el Perú, el panorama de la pesquería mundial, historia de la pesquería en el Perú y la situación del sector pesquero nacional y del recurso anchoveta, dada su importancia económica. Asimismo, se exponen como bases teóricas específicas para la presente investigación, la pesca artesanal como objeto de estudio y sus políticas públicas en el sector pesquero nacional. También se expone la situación de la pesca artesanal en Chile y Colombia y algunas reflexiones de la realidad nacional en este tipo de pesquería. En este Capítulo se aborda también las normas legales para el Subsector Pesquería, relacionadas con la pesca artesanal que conllevaron al establecimiento de los criterios de cumplimiento, publicidad, oportunidad, criterio técnico y capacidad de resolución de problemas para la variable independiente "normas legales". Para evaluar el impacto de estas normas legales y su efectividad de las políticas públicas en la pesca artesanal como variable dependiente, se definen algunas aproximaciones sobre el concepto de políticas públicas con los criterios de participación de sus actores, la conflictividad y el criterio técnico de los actores sobre las políticas públicas. Este Capítulo termina con el planteamiento de las hipótesis de investigación, las variables y presenta la matriz de consistencia. Finalmente, de todo el marco teórico derivan las diez (10) hipótesis centradas específicamente en la importancia de las normas legales en el Subsector Pesquería y su impacto en la efectividad de las políticas públicas en la pesca artesanal, que se intentan contrastar a lo largo de esta Tesis. El Capítulo III está referido a la metodología utilizada; en ella, se presenta la forma cómo se aborda el problema; es decir, la especificación del modelo de trabajo, la recopilación de la información, el desarrollo de la encuesta y el tamaño de la muestra que presentan los resultados, para los que hemos utilizado encuestas por muestreo, aplicando el programa SPSS y se recurre a un análisis cualitativo y cuantitativo. El Capítulo IV presenta la prueba de hipótesis general y las específicas. Las conclusiones de esta Tesis de Magíster presentadas en este Capítulo, confirman o rechazan las hipótesis que se plantean sobre el "Impacto de las Normas Legales del Subsector Pesquería en la Efectividad de las Políticas Públicas en la Pesca Artesanal". Asimismo, se muestran las siguientes recomendaciones: que los operadores gubernamentales deben invertir mucho más en la difusión de las normas legales, más allá de la publicación formal en los medios oficiales; sobre todo, tratándose de un sector en el que las limitaciones educativas, la informalidad y la desorganización, son tan evidentes. Una segunda recomendación es que la autoridad pública debe tener mayor presencia e involucrarse más en la resolución de los problemas de la pesca artesanal, en el nivel de formulación de las normas legales como en la implementación de las políticas públicas. Finalmente, se presenta la bibliografía utilizada para el presente trabajo de investigación. ; The subject approached by this Thesis for the degree of Magister, entitled "Impact of the Standards Legal of the Subsector Fishery in the Effectiveness of the Policies Publics in the Fishing Craft", will reflect the current perception of artisanal fishermen about their relationship with the agents of the Government and other actors involved in fishing activities in the Peru. This Thesis aims to evaluate the impact that this legal standard of the Fishery Subsector, have occurred in the effectiveness of public policies, during the governmental period 2006- 2011, circumscribed the scope of artisanal fisheries. In addition, intends to analyze the relationship between legal standards and public policy, which has always been very transparent in the Peru and for policies on artisanal fisheries, are not an exception. This will allow a better position of the State to develop public policies more assertive and effective in the Fishery Subsector. The present Thesis is structured in four chapters (04). The chapter one describes the problem and research objectives to evaluate the impact of the legal norms of the Fishery Subsector, have occurred in the effectiveness of public policies in artisanal fisheries, during the governmental period 2006-2011. In the Chapter II there is exposed the theoretical exposition in which they present the precedents of investigation for the present work. As theoretical general base, a description is effected of to situation of the fishery iii Peru, the panorama of the world fishery, history of the fishery in Peru and the situation of the fishing national sector; and, of the resource anchoveta, given his economic importance. Likewise, they are exposed as theoretical specific bases for the present investigation, the handcrafted fishing as object of study, his public policies in the fishing national sector. Also, there is exposed the situation of the handcrafted fishing in Chile and Colombia and some reflections of national reality in this type of fishery. In this Chapter, the legal procedure is approached also for the Subsector Fishery, related to the handcrafted fishing that they carried to the establishment of the criteria of obeisance, advertising, opportunity, technical criterion and capacity of resolution of problems for the independent variable "legal procedure". To evaluate the impact of these legal procedure and his efficiency of the public policies in the handcrafted fishing as variable salesman, you define some approximations on the concept of public policies with the criteria of participation of his actors, the conflict and the technical criterion of the actors on the public policies. This Chapter ends with the exposition of the hypotheses of investigation, the variables and presents the counterfoil of consistency. Finally, from the whole theoretical frame there derive ten (10) hypotheses centered specifically on the importance of the legal procedure on the Subsector Fishery and his impact in the efficiency of the public policies in the handcrafted fishing, which tries to be confirmed along this Thesis. The Chapter III is recounted to the used methodology; in her, one presents the form how the problem is approached; it is to say, the specification of the model of work, the summary of the information, the development of the survey and the size of the sample that present the results, for that we have used surveys for sampling applying the program SPSS and one resorts to a qualitative and quantitative analysis. Toe Chapter IV presents the test of general hypothesis and the specific ones. Toe conclusions of this Magister's Thesis, presented in this Chapter, confirm or reject the hypotheses that appear on the II Impact of the Legal Procedure of the Subsector Fishery in the Efficiency of the Public Policies in the Handcrafted Fishing 11 Likewise, the following recommendations appear: that the governmental operators must invest much more in the diffusion of the legal procedure, beyond the formal publication in the official means; especially, treating itself about a sector in which the educational limitations, the informality and the disorganization, they are so evident. Toe second recommendation is that the public authority must have major presence and to interfere more in the resolution of the problems of the handcrafted fishing, in the level of formulation of the legal procedure as in the implementation of the public policies. Introduction/background Sexuality education is compulsory in Danish public school as a part of health education. There is a national curriculum which is based on the theory of critical health education and promotion (e.g. Jensen 1997; Carlsson et al 2009; Simovska & Jensen 2012), emphasising health-related action competence of pupils as one of the key intended outcomes. However, research has documented that there are major differences between the intentions stated in the curriculum and the classroom practices (Sex & Samfund 2005, Sex & Samfund 2012; Lindegard, 2012). The study discussed in this paper suggests that the participation of teachers in the national sexuality education campaign, titled Uge Sex, has a positive impact on teachers' practices through providing an appropriate support for teachers in implementing the critical pedagogical approach. Uge Sex is a campaign that aims at supporting the development of pupils' action competence in regards to sexuality, wellbeing, rights and health. The campaign has achieved large success resulting in 230,000 pupils (35.6 % of the total population) enrolled in the campaign week this year. This calls for an in-depth insight into its impact as well as the implementation process. Important questions to be asked are (a) does the campaign actually support the development of action competence? and (b) is the implementation characterized by dimensions consistent with critical health pedagogy? Theoretical/analytical framework The Uge Sex materials, as well as the campaign as a whole, are characterized by an approach to sexuality education inspired by the tradition of critical health education, as mentioned above, as well as norm critical pedagogy developed within the theory of Swedish queer pedagogy (Brade et al 2008, Bromseth et al 2010, Kirk et al 2010). Furthermore, the approach is based on research findings indicating that a secure, inclusive learning environment for all pupils is an important factor for the effectiveness of sexuality education (UNESCO 2009). The theory of change (Green & Tones 2012) of the campaign is based on the hypothesis that there is a link between certain implementation factors, including a cross-disciplinary approach, secure and inclusive environments for the pupils, focus on pupil involvement through dialogue, and the immediate positive effects on the participating pupils. These effects are identified as changes in the health-related action competence of pupils, their positive attitudes towards the sexuality education lessons and increased awareness of classroom diversity as a positive value. Earlier research related to the campaign suggests that implementation of a critical pedagogy approach into classroom practices is characterized by challenges concerning several of these factors (Roien 2012). The aim of this paper is to discuss these implementation challenges further in order to learn how pupils can benefit more from sexuality education in school. Methodology/methods The study draws on quantitative and qualitative data from multiple data sources gathered in 2012 and 2013. These include two large scale questionnaires among 500 randomly selected teachers as well as 800 randomly selected pupils from 4th-6th grade (age 10-12) as well as 7 in-depth interviews with teachers and 3 case studies including interviews with pupils and classroom observations. The data from the different sources was triangulated in order to secure validity of interpretations (Green & Tones 2012). The analysis combined inductive and theoretically driven strategies, drawing on the concepts of action competence, empowerment and participation in health education. Key Results The findings show minor tendencies towards the development of action competence of the pupils, concerning mainly a positive development in their knowledge and ability to identify action possibilities. The campaign seems to support those pupils that have insufficient knowledge on possible actions to solve dilemmas related to sexuality issues. Furthermore, a positive attitude towards sexuality education has been identified among the majority of the participating pupils.The findings do not document any increased awareness of classroom diversity among the pupils as a positive value. In regards to the implementation of the campaign, especially one factor is identified as having positive influence on pupils' learning, namely the effort to create a secure learning environment based on the recommendations from Uge Sex materials. On the other hand, other implementation factors prove to be highly problematic in connection to the principles of critical health education. These include: lack of an inter-disciplinary approach to sexuality education, low priority of pupil participation and a very traditional view of the role of the teacher as an expert and 'transmitter' of appropriate knowledge. With regard to the lack of increase in the pupil's awareness of diversity as a positive value it is suggested that this can be related to the focus of Uge Sex as a purely educational campaign focusing solely on teaching without including a whole-school approach to health promotion and diversity Conclusions The findings demonstrate that the implementation of a critical sexuality education approach by the teachers is challenged by the traditional approach to sexuality education, characterized by established boundaries between subjects, a view of the role of the pupils as passive and the teacher as the one who decides on content, methods and resources (Green & Tones 2012; Simovska and Jensen 2005). This approach results in a low level of pupil participation and points to the difficulties teachers face when implementing the sexuality education processes intended by the Uge Sex concept. Nevertheless, the findings suggest that a focused effort through concrete recommendations and exercises that teachers can use in the classroom, can be beneficial. Finally, the findings point to the critical role of the whole-school approach, and the lack of it in the campaign. This can be seen as a barrier in regards to pupils' learning linked to wider health promotion and the value of diversity. Implications The insight into the implementation of the Uge Sex campaign by the teachers provides important knowledge concerning the challenges teachers face when working with critical comprehensive sexuality education focused on the development of pupils' action competence. The findings point to the need for professional development of the teachers so that they can work with participatory and action-oriented teaching methods as well as with an open concept of sexuality that allows for diversity and human rights to be freely discussed in relation to sexuality issues. The findings provide implications for future research and development of the school practice of sexuality education as a part of health education and health promotion as well as for introducing health pedagogy and health promotion related to sexuality education within the initial teacher training at teacher training colleges and in-service professional development. Population ageing has become one of the most burning issues on the agenda of the social policy-makers in the industrialised countries. In 2050, about a quarter of the population of Belgium will be aged 65+ and a tenth 80+. This change in the population structure is associated with an increase in the demand for community care. Therefore, the organisation of a sustainable long-term care system is one of the main challenges to address. So far, the family seems to remain the first, the main and the most stable source of elderly care. But family care has its limitations (it is not available for the family-less elderly and may have detrimental consequences for the care-givers if long-term and/or heavy care is needed). Social policies should be developed in order to support or to substitute family care and to provide sustainable long-term care for the elderly in the community. To do that, the first step is to have a good knowledge of the determinants and the dynamics of the care provided to the elderly by their family. This dissertation focuses on the care provided by the spouse and the children (the 'family care-givers') in Belgium. The approach is quantitative and, using the Life Course as theoretical framework, the dissertation tries to explore the 'longitudinal' and 'contextual' aspects of the study phenomenon. The main originality is to carry out a longitudinal analysis of the elderly family care characteristics in a representative sample of Belgian elderly. The three main research questions are addressed: Who is receiving family care? What are the characteristics of the received family care? How do these characteristics evolve over time? But before starting the analyses and answering those questions, the context and the methodology should be specified. Therefore the dissertation has been divided into three parts. The contextual part starts with a discussion of the concept of care and a presentation of the Life Course approach, continues with the review of the literature, then describes the Belgian context and ends with a comparison of the existing surveys dealing with elderly family care in Belgium. The methodological part begins with a presentation of the analysed survey (the Panel Study of Belgian Households-PSBH 1992-2002) and the study sample (the 1,123 respondents of Belgian nationality, who have answered - at least - both to the first and the third wave and are aged 65+ in 1994), afterwards, the preparation of the analysis file is detailed and the used variables are presented. The analysis part includes three chapters (one for each of the research questions). The family elderly care is a complex phenomenon which is part of an existing relationship. The risk of under-declaration is highlighted from the presentation of the care concept onward and many efforts were done in the data preparation to correct this declaration bias. But it still appears in the analyses results and can, therefore be considered as a main finding because it shows that the current terminology and its related question wording should be revised. In the conclusion, 'close support' is suggested as an alternative to 'family care'. Being more positive and inclusive, it would favour care declaration and allow the development of more comprehensive preventive supportive policy measures. Another important finding is the presence of regional differences: elderly Flemish were more likely to receive intensive and long-term family care and Brussels inhabitants were the most likely to rely only on care services or to receive no care at all. These differences were explained by the differences in elderly care policy orientations which also reflect strong cultural differences. Finally, the longitudinal approach highlighted that once the family starts to care, it is often for a long time, and especially when the elderly is very old or if a child cares for a spouseless parent. In both cases, care services are often used in complement. The elderly having a spouse are less likely to use care services and this should be a major concern for social policy-makers: elderly couples are often both frail and, without external support, they would be at high risk of institutionalisation. ; Dans les pays industrialisés, le vieillissement de la population est devenu une des questions les plus préoccupantes pour les décideurs en matière de politiques sociales. Des politiques sociales devraient être développées pour soutenir ou se substituer à l'aide apportée par la famille, afin d'assurer la prise en charge à domicile des personnes âgées sur le long terme. Pour cela, la première chose à faire est d'acquérir une bonne connaissance des déterminants et de la dynamique de l'aide apportée aux personnes âgées par leurs proches. Cette thèse de doctorat s'intéresse spécifiquement à l'aide apportée par le conjoint et les enfants (les care-givers) en Belgique. L'approche est quantitative et, prenant l'approche Life Course comme cadre théorique, cette recherche tente d'explorer les aspects 'longitudinaux' et 'contextuels' du phénomène étudié. Son originalité principale est de procéder à une analyse longitudinale des caractéristiques de l'aide apportée à un échantillon représentatif des personnes âgées belges. Trois questions de recherche sont posées : « Qui reçoit de l'aide des membres de la famille ? », « Quelles sont les caractéristiques de cette aide ? » et « Comment ces caractéristiques évoluent-elles dans le temps ? ». Mais, avant de commencer les analyses et de proposer des réponses à ces questions, le contexte et la méthodologie sont décrits. Ainsi, la thèse de doctorat est divisée en trois parties. La partie contextuelle commence par une discussion du concept d'aide et une présentation de l'approche Life Course, elle continue avec la revue de la littérature, puis la description du contexte belge et fini par une comparaison des enquêtes quantitatives existantes en Belgique comportant des questions relatives à l'aide apportée par la famille à un proche âgé. La partie méthodologique commence par la présentation de l'enquête analysée (le Panel Study of Belgian Households-PSBH 1992-2002) et de l'échantillon étudié (les 1,123 personnes de nationalité belge, qui ont répondu aux questionnaires de la première et de la troisième vague de l'enquête et qui ont 65 ans ou plus en 1994); ensuite, la préparation du fichier d'analyse est détaillée, de même que sont présentées les variables utilisées. Le risque de sous-déclaration est mis en évidence dans de la présentation du concept d'aide et de nombreux efforts ont été fait lors de la préparation des données pour corriger ce biais de déclaration. Malgré cela, la sous-déclaration apparait toujours dans les analyses et peut, de ce fait, être considérée comme un des résultats principaux de cette recherche, parce que cela montre que la formulation des questions relatives à l'aide dans les enquêtes devrait être revue. Dans la conclusion, le terme de 'soutien proche' (close support) est proposé comme alternative à 'aide de la famille' (family care). Ayant une connotation plus positive et étant plus inclusif, ce terme devrait favoriser la déclaration de l'aide et permettre le développement de politiques de prévention. Un autre résultat important est la présence de fortes différences régionales : l'aide apportée aux personnes âgées par leur famille était plus intensive et de plus de plus longue durée en Flandre alors que les Bruxellois avaient plus souvent uniquement recours à l'aide de professionnels. Cela peut être dû aux différences d'orientations politiques en termes d'aide aux personnes âgées mais celles-ci reflètent aussi des différences culturelles. Enfin, l'approche longitudinale a mis en évidence le 'long-terme' de l'aide apportée par la famille, en particulier lorsque la personne est très âgée ou qu'un enfant s'occupe d'un parent isolé. The elderly having a spouse are less likely to use care services and this should be a major concern for social policy-makers: elderly couples are often both frail and, without external support, they would be at high risk of institutionalisation. ; Dans les pays industrialisés, le vieillissement de la population est devenu une des questions les plus préoccupantes pour les décideurs en matière de politiques sociales. En 2050, un quart de la population belge aura 65 ans ou plus et un dixième aura au moins 80 ans. Cette évolution va de pair avec une augmentation de la demande de soins à domicile. Dès lors, la mise en place d'un système soutenable de soins de longue durée est un des grands défis à relever par nos sociétés. Jusqu'ici, la famille reste la première source d'aide, la principale et la plus stable dans le temps. Mais l'aide apportée par la famille a ses limites (elle n'est pas disponible pour toutes les personnes âgées et, lorsqu'elle l'est, le fait d'aider peut avoir des conséquences négatives pour l'aidant, si l'aide est très intense ou de très longue durée). Des politiques sociales devraient être développées pour soutenir ou se substituer à l'aide apportée par la famille, afin d'assurer la prise en charge à domicile des personnes âgées sur le long terme. Pour cela, la première chose à faire est d'acquérir une bonne connaissance des déterminants et de la dynamique de l'aide apportée aux personnes âgées par leurs proches. Cette thèse de doctorat s'intéresse spécifiquement à l'aide apportée par le conjoint et les enfants (les care-givers) en Belgique. L'approche est quantitative et, prenant l'approche Life Course comme cadre théorique, cette recherche tente d'explorer les aspects 'longitudinaux' et 'contextuels' du phénomène étudié. Son originalité principale est de procéder à une analyse longitudinale des caractéristiques de l'aide apportée à un échantillon représentatif des personnes âgées belges. Trois questions de recherche sont posées : « Qui reçoit de l'aide des membres de la famille ? », « Quelles sont les caractéristiques de cette aide ? » et « Comment ces caractéristiques évoluent-elles dans le temps ? ». Mais, avant de commencer les analyses et de proposer des réponses à ces questions, le contexte et la méthodologie sont décrits. Ainsi, la thèse de doctorat est divisée en trois parties. La partie contextuelle commence par une discussion du concept d'aide et une présentation de l'approche Life Course, elle continue avec la revue de la littérature, puis la description du contexte belge et fini par une comparaison des enquêtes quantitatives existantes en Belgique comportant des questions relatives à l'aide apportée par la famille à un proche âgé. La partie méthodologique commence par la présentation de l'enquête analysée (le Panel Study of Belgian Households-PSBH 1992-2002) et de l'échantillon étudié (les 1,123 personnes de nationalité belge, qui ont répondu aux questionnaires de la première et de la troisième vague de l'enquête et qui ont 65 ans ou plus en 1994); ensuite, la préparation du fichier d'analyse est détaillée, de même que sont présentées les variables utilisées. La partie analyse compte trois chapitres (un par question de recherche). L'aide apportée par la famille est un phénomène complexe parce qu'elle s'inscrit dans une relation préexistante. Le risque de sous-déclaration est mis en évidence dans de la présentation du concept d'aide et de nombreux efforts ont été fait lors de la préparation des données pour corriger ce biais de déclaration. Malgré cela, la sous-déclaration apparait toujours dans les analyses et peut, de ce fait, être considérée comme un des résultats principaux de cette recherche, parce que cela montre que la formulation des questions relatives à l'aide dans les enquêtes devrait être revue. Dans la conclusion, le terme de 'soutien proche' (close support) est proposé comme alternative à 'aide de la famille' (family care). Ayant une connotation plus positive et étant plus inclusif, ce terme devrait favoriser la déclaration de l'aide et permettre le développement de politiques de prévention. Un autre résultat important est la présence de fortes différences régionales : l'aide apportée aux personnes âgées par leur famille était plus intensive et de plus de plus longue durée en Flandre alors que les Bruxellois avaient plus souvent uniquement recours à l'aide de professionnels. Cela peut être dû aux différences d'orientations politiques en termes d'aide aux personnes âgées mais celles-ci reflètent aussi des différences culturelles. Enfin, l'approche longitudinale a mis en évidence le 'long-terme' de l'aide apportée par la famille, en particulier lorsque la personne est très âgée ou qu'un enfant s'occupe d'un parent isolé. Dans les deux cas, l'aide professionnelle est souvent utilisée en complément. Les personnes âgées vivant en couple ont moins fréquemment recours aux services d'aide à domicile et cela devrait interpeller les décideurs politiques : les deux conjoints sont souvent fragiles et, sans aide extérieure, ils ont un risque d'institutionnalisation plus élevé. ; (DEMO 3) -- UCL, 2011
Malnutrition, poverty and the unsustainable exploitation of natural resources pose serious problems in sub-Saharan Africa (SSA). Overfishing and deforestation not only damage ecosystems, but also put livelihoods at risk in rural economies. The development of nature-based tourism, aquaculture and bioenergy production from papyrus briquettes provide opportunities for improvement. Co-management is becoming increasingly important in SSA to prepare and implement development plans. It aims to provide a framework in which governments work closely together with key stakeholders in village communities, but often success has been limited. Namibia and Zambia are used as case studies in this thesis because despite co-management, malnutrition, poverty and high exploitation of natural resources is evident. A modeling approach can evaluate the impact of different policy (or development) programs ex-ante in order to derive recommendations for action. Quantitative approaches such as computer-based mathematical programming therefore provide an important tool to support policy planning and explore development opportunities, as simulations can indicate the feasibility and potential acceptance of policy (or development) programs. As a result, there is great interest in computer-based models to support the design of development and management plans. The literature also points to research needs for nature-based tourism, aquaculture and papyrus briquettes as bioenergy in SSA. This need is addressed in this thesis by developing computer-based mathematical programming models. Against this background, the overall objective of this thesis is to develop computer-based mathematical programming models to investigate the impact of different development opportunities on rural economies and natural resources in SSA. The focus of this thesis is on nature-based tourism and aquaculture applied to a region in Namibia, and papyrus briquetting applied to a rural area in Zambia as possible (management) options. In detail, the following research questions are raised: (1) Does nature-based tourism improve local livelihoods? (2) Does nature-based tourism have the potential to reduce overfishing? (3) Does aquaculture improve local livelihoods? (4) Does aquaculture have the potential to reduce local overfishing? (5) Does papyrus harvesting and processing improve local livelihoods? (6) Does papyrus harvesting and processing have the potential to reduce the pressure on local forest resources? Chapter 2 investigates the impact of nature-based tourism on rural development and conservation in Namibia's Zambezi Region. Co-management and nature-based tourism often go hand in hand to drive conservation and economic development in SSA. However, the complementarity of the two strategies is controversially discussed in the literature. A mathematical optimization model was developed which represents the economy of a rural case study region and analyzes the trade-offs between nature conservation and development objectives. The model is based on survey data from 200 households collected in 2012. Two different modeling scenarios were developed. Results show that in the scenario describing unrestricted resource extraction, local communities mainly benefit from fishing and utilizing forest products. The current problem of overfishing is highlighted and would be further worsened by the absence of the angling tourism sector. Furthermore, important macro- and micronutrients are missing in the daily diets. In comparison, the scenario representing the social optimum, implying sustainably managed fish stocks and appropriate diets for community inhabitants, shows that community households increase agricultural diversification and shift livelihoods towards tourism employment. As long as appropriate dietary substitutes for fish are available, the overall welfare can be maintained. Model results indicate the high willingness to pay for fish of angling tourists compared to local consumers. Revealed marginal values provide information for developing sustainable regional management plans and guide values for development interventions. Nature-based tourism thus has the potential to improve livelihoods and stop overfishing. Chapter 3 examines the impact of aquaculture development on fish stocks and livelihoods in rural Namibia. Aquaculture is widely recognized as a way to reduce malnutrition and poverty. So far, research with respect to aquaculture has mainly focused on Asia, and the few studies available from SSA are predominantly ex-post partial analyses. A village Computable General Equilibrium (CGE) model was constructed to investigate whether aquaculture improves local livelihoods and simultaneously has the potential to counteract local overfishing. The model is applied to a rural case study region in Namibia's Zambezi Region where malnutrition, poverty and fish resource overexploitation pose current problems. A Social Accounting Matrix (SAM) from 2012 is used as a database for the analysis. The village CGE model shows that aquaculture is a viable livelihood activity improving household incomes and utility through labor reallocations. Furthermore, aquaculture can counteract malnutrition through increased fish consumption. Higher opportunity costs lead to households leaving the fisheries and switching to aquaculture. These substitution effects offer the possibility of reducing the pressure on local freshwater fish stocks. The results also predict that the price of fish from aquaculture is below the regional market price and thus more affordable for the poor. However, the subsistence fish harvest still exceeds the sustainability limit, and the simulation of a strict fish conservation policy leads to declining incomes and increasing deforestation. Policy makers can use the results to introduce aquaculture support programs in rural areas. The findings indicate that such interventions should take particular account of the poorest households, which are most dependent on fisheries. The derived opportunity costs provide information about payments that are necessary to make policy interventions acceptable for different household groups. Chapter 4 analyzes the impacts of introducing a small-scale papyrus briquetting business in rural Zambia. Papyrus is increasingly suggested as an alternative bioenergy source to reduce the pressure on forest ecosystems. However, there are few studies on the economic viability of papyrus wetlands and the benefits for local communities. A village CGE model was developed to examine whether papyrus harvesting and processing has the potential to improve local livelihoods and simultaneously counteract the pressure on local forest resources. The model is applied to a village in northern Zambia where overexploitation of forest resources to produce energy from firewood and charcoal poses a serious problem. The analysis is based on a SAM, which was constructed from survey data of 105 households collected in 2015. The model results show that papyrus briquettes are a possible alternative biofuel and that this technology of papyrus briquetting improves household income and utility through labor reallocations. Higher opportunity costs lead to households switching from firewood extraction and charcoal production activities to papyrus harvesting and processing for bioenergy production. Revealed group-specific opportunity costs of the CGE analysis represent the incentive price for households to stop deforestation. Replacing energy supplies from firewood and charcoal with papyrus briquettes results in substitution effects between forest land and wetland and thereby reduces the pressure on local forest resources. However, sustainable harvesting regimes are required to maintain papyrus as an alternative biofuel source. The CGE approach allows for an economy-wide ex-ante analysis at village level and can support management decisions to ensure the success of papyrus bioenergy interventions. Annex A contains a user manual for the construction of a SAM for a village economy. The methodology is well established at the national level. The procedure for developing national SAMs is extensively documented in literature. However, it can also be constructed for smaller economies, such as a village. Studies dealing with village SAMs are rare. In addition, there are hardly any guidelines for design. In order to complete this gap, theoretical principles and data requirements are discussed; a hypothetical village SAM is constructed by using numerical examples. Subsequently, the SAM of a real-world village case study from Zambia is analyzed. It is demonstrated how macroeconomic indicators can be calculated and microeconomic information obtained. Furthermore, a village SAM provides the database for scientific modeling approaches, such as optimization and CGE models, which are presented. Village SAMs are thus a useful management tool and support policy planning at local and regional level. ; Unterernährung, Armut und die nicht nachhaltige Ausbeutung natürlicher Ressourcen sind schwerwiegende Probleme in Subsahara-Afrika. Überfischung und Entwaldung schädigen nicht nur die Ökosysteme, sondern gefährden auch die Existenzgrundlage der ländlichen Wirtschaftsräume. Die Förderung von Naturtourismus, Aquakultur und Bioenergieproduktion aus Papyrusbriketts stellen Möglichkeiten zur Verbesserung dar. Co-Management gewinnt immer stärker an Bedeutung in Subsahara-Afrika, um Entwicklungspläne zu erstellen und umzusetzen. Es soll einen Rahmen schaffen, in dem Regierungen eng mit den wichtigsten Interessengruppen in dörflichen Gemeinden zusammenarbeiten, allerdings häufig mit begrenztem Erfolg. Namibia und Sambia werden in dieser Arbeit als Fallstudien verwendet, da trotz Co-Management Unterernährung, Armut und eine starke Ausbeutung der natürlichen Ressourcen offensichtliche Herausforderungen darstellen. Ein Modellierungsansatz kann die Auswirkungen verschiedener Politik- (oder Entwicklungs-)Programme ex-ante bewerten, um Handlungsempfehlungen abzuleiten. Quantitative Ansätze, wie die computergestützte mathematische Programmierung, bieten daher ein wichtiges Instrument zur Unterstützung der Politikplanung und Erarbeitung von Entwicklungsmöglichkeiten, da Simulationen auf die Realisierbarkeit und wahrscheinliche Akzeptanz von Politk- (oder Entwicklungs-)Programmen hinweisen können. Es besteht folglich ein hohes Interesse an computergestützten Modellen, um die Erstellung von Entwicklungs- und Managementplänen zu unterstützen. Die Literatur verweist zudem auf Forschungsbedarf für Naturtourismus, Aquakultur und Papyrusbriketts als Bioenergie in Subsahara-Afrika. Dieser Bedarf wird im Rahmen der Arbeit durch die Entwicklung computergestützter mathematischer Programmierungsmodelle adressiert. Vor diesem Hintergrund ist das übergeordnete Ziel dieser Arbeit, computergestützte mathematische Programmierungsmodelle zu entwickeln, um die Auswirkungen verschiedener Entwicklungsmöglichkeiten auf ländliche Ökonomien und die natürlichen Ressourcen in Subsahara-Afrika zu untersuchen. Als mögliche (Management-)Option wird der Naturtourismus und die Aquakultur am Beispiel Namibias und die Papyrusbrikettierung am Beispiel Sambias hervorgehoben. Im Einzelnen werden die folgenden Forschungsfragen aufgeworfen: (1) Verbessert der Naturtourismus die lokalen Lebensgrundlagen? (2) Hat der Naturtourismus das Potenzial, die Überfischung zu reduzieren? (3) Verbessert Aquakultur die lokalen Lebensgrundlagen? (4) Hat Aquakultur das Potenzial, die lokale Überfischung zu reduzieren? (5) Verbessert die Papyrusernte und -verarbeitung die lokalen Lebensgrundlagen? (6) Hat die Papyrusernte und -verarbeitung das Potenzial, den Druck auf die lokalen Waldressourcen zu reduzieren? Kapitel 2 untersucht die Auswirkungen des Naturtourismus auf die ländliche Entwicklung und den Naturschutz in Namibias Sambesi Region. Co-mangement und Naturtourismus gehen oft Hand in Hand, um den Naturerhalt und die ökonomische Entwicklung in Subsahara-Afrika zu fördern. Inwiefern sich diese beiden Strategien ergänzen, wird jedoch in der Literatur kontrovers diskutiert. Es wurde ein mathematisches Optimierungsmodell entwickelt, welches die Wirtschaft einer ländlichen Fallstudienregion repräsentiert und die Zielkonflikte zwischen Naturschutz und Entwicklungszielen untersucht. Die Datenbasis des Modells stellen Umfragedaten von 200 Haushalten aus dem Jahr 2012 dar. Es wurden zwei unterschiedliche Modellierungsszenarien entworfen. Die Ergebnisse zeigen, dass in dem Szenario der uneingeschränkten Ressourcenextraktion die lokalen Gemeinden hauptsächlich von der Fischerei und der Nutzung von Waldprodukten profitieren. Das derzeitige Problem der Überfischung wird aufgezeigt und würde durch das Fehlen des Angeltourismus noch weiter verschärft werden. Zudem zeigt die Simulation das Fehlen wichtiger Makro- und Mikronährstoffe in der täglichen Ernährung. Im Vergleich zu dieser, den Status quo repräsentierenden Modellierung zeigt das Szenario des sozialen Optimums, welches nachhaltig bewirtschaftete Fischbestände und eine angemessene Ernährung der Gemeindebewohner beinhaltet, dass die Haushalte der Gemeinde ihre landwirtschaftliche Diversifizierung erhöhen und ihre Lebensgrundlagen zugunsten von Tourismusbeschäftigungen verlagern. Solange geeignete Ernährungssubstitute für Fische zur Verfügung stehen, kann die allgemeine Wohlfahrt aufrechterhalten werden. Die Modellergebnisse zeigen die hohe Zahlungsbereitschaft für Fische von Angeltouristen im Vergleich zu lokalen Konsumenten. Aufgedeckte Marginalwerte liefern Informationen für die Entwicklung nachhaltiger regionaler Managementpläne und Richtwerte für Entwicklungsmaßnahmen. Naturtourismus hat somit das Potenzial, die Lebensgrundlagen zu verbessern und die Überfischung zu stoppen. Kapitel 3 behandelt die Auswirkungen der Entwicklung der Aquakultur auf die Fischbestände und Lebensgrundlagen im ländlichen Namibia. Aquakultur ist allgemein als eine Möglichkeit bekannt, Unterernährung und Armut zu reduzieren. Bisher hat sich die Forschung bezüglich dieses Themas hauptsächlich auf Asien konzentriert und die wenigen verfügbaren Studien aus Subsahara-Afrika sind überwiegend Ex-post-Teilanalysen. Daher wurde ein ländliches Gleichgewichtsmodell entwickelt, welches untersucht, ob Aquakultur die lokalen Lebensgrundlagen verbessert und gleichzeitig das Potenzial hat, der lokalen Überfischung entgegenzuwirken. Das Modell wird auf eine ländliche Fallstudienregion in der Sambesi Region Namibias angewendet, die von Unterernährung, Armut und Überfischung gekennzeichnet ist. Für die Analyse wird der Datensatz einer Sozialrechnungsmatrix aus dem Jahr 2012 verwendet. Das ländliche Gleichgewichtsmodell zeigt, dass Aquakultur eine realisierbare Aktivität zur Verbesserung des Einkommens und des Nutzens der Haushalte durch Arbeitsreallokationen ist. Darüber hinaus kann die Aquakultur der Unterernährung durch erhöhten Fischkonsum entgegenwirken. Höhere Opportunitätskosten führen dazu, dass Haushalte die Fischerei verlassen und zur Aquakultur wechseln. Diese Substitutionseffekte bieten die Möglichkeit, den Druck auf die lokalen Süßwasserfischbestände zu verringern. Die Ergebnisse prognostizieren zudem, dass der Preis für Fisch aus der Aquakultur unter dem regionalen Marktpreis liegt und somit für einkommensschwache Haushalte bezahlbar ist. Der Subsistenzfischfang übersteigt jedoch noch immer die Nachhaltigkeitsgrenze und die Simulation einer strengen Fischschutzpolitik führt zu sinkenden Einkommen und zunehmender Entwaldung. Politische Entscheidungsträger können diese Resultate nutzen, um Förderprogramme für Aquakultur in ländlichen Gebieten einzuführen. Die Ergebnisse deuten darauf hin, dass bei diesen Maßnahmen insbesondere die ärmsten Haushalte, die am stärksten von der Fischerei abhängig sind, berücksichtigt werden sollten. Abgeleitete Opportunitätskosten geben Aufschluss über Zahlungen, die notwendig sind, um politische Interventionen für verschiedene Haushaltsgruppen akzeptabel zu gestalten. Kapitel 4 analysiert die Auswirkungen der Einführung eines Papyrusbrikettbetriebes im ländlichen Sambia. Papyrus wird zunehmend als eine alternative Bioenergiequelle vorgeschlagen, um den Druck auf die Waldökosysteme zu verringern. Es gibt jedoch nur wenige Studien über die Wirtschaftlichkeit von Papyrus-Feuchtgebieten und den Nutzen für die lokale Bevölkerung. Es wurde ein ländliches Gleichgewichtsmodell entwickelt, um zu untersuchen, ob die Ernte und Verarbeitung von Papyrus das Potenzial hat, die lokalen Lebensgrundlagen zu verbessern und gleichzeitig dem Druck auf die lokalen Waldressourcen entgegenzuwirken. Das Modell wird auf ein Dorf im Norden Sambias angewendet, wo die Ausbeutung der Wälder zur Energiegewinnung aus Feuerholz und Holzkohle ein schwerwiegendes Problem darstellt. Die Analyse verwendet eine Sozialrechnungsmatrix, die auf Erhebungsdaten von 105 Haushalten aus dem Jahr 2015 basiert. Die Modellergebnisse zeigen, dass Papyrusbriketts ein möglicher alternativer Biokraftstoff sind und dass diese Technologie der Papyrusbrikettierung das Einkommen und den Nutzen der Haushalte durch Arbeitsreallokationen verbessert. Höhere Opportunitätskosten führen dazu, dass die Haushalte von der Feuerholzgewinnung und Holzkohleproduktion auf die Papyrusernte und -verarbeitung zur Erzeugung von Bioenergie wechseln. Die aufgedeckten gruppenspezifischen Opportunitätskosten der Gleichgewichtsanalyse stellen einen Anreiz für Haushalte dar, die Entwaldung zu stoppen. Der Austausch von Energie aus Feuerholz und Holzkohle durch Papyrusbriketts führt zu Substitutionseffekten zwischen Waldfläche und Feuchtgebiet und entlastet damit die lokalen Waldressourcen. Um Papyrus als alternative Biokraftstoffquelle zu erhalten, sind jedoch nachhaltige Erntemethoden erforderlich. Der Gleichgewichtsansatz ermöglicht eine gesamtwirtschaftliche Ex-ante-Analyse auf Dorfebene und kann Managemententscheidungen unterstützen, um den Erfolg von Papyrus-Bioenergie-Interventionen sicherzustellen. Annex A beinhaltet ein Benutzerhandbuch für den Bau einer Sozialrechnungsmatrix einer ländlichen Ökonomie. Die Anwendung dieser Methodik ist auf nationaler Ebene bereits etabliert. Die Vorgehensweise zur Erstellung nationaler Sozialrechnungsmatrizen ist in der Literatur ausführlich dokumentiert. Sie kann aber auch für kleinere Ökonomien, wie ein Dorf, entwickelt werden. Studien, die sich mit dörflichen Sozialrechnungsmatrizen beschäftigen, sind selten. Zudem gibt es kaum Richtlinien zur Gestaltung. Um diese Lücke zu schließen, werden theoretische Grundlagen und Datenanforderungen diskutiert; eine hypothetische dörfliche Sozialrechnungsmatrix wird mit Hilfe numerischer Beispiele konstruiert. Anschließend wird eine Sozialrechnungsmatrix einer realen Dorf-Fallstudie aus Sambia analysiert. Es wird aufgezeigt, wie makroökonomische Indikatoren berechnet und mikroökonomische Informationen ermittelt werden können. Darüber hinaus wird erläutert, inwiefern eine dörfliche Sozialrechnungsmatrix die Datenbasis für wissenschaftliche Modellierungsansätze wie Optimierungs- und Gleichgewichtsmodelle bietet. Dörfliche Sozialrechnungsmatrizen sind somit ein nützliches Managementinstrument und unterstützen die Politikplanung auf lokaler und regionaler Ebene.
