International audience ; For more than a century now, states have intervened strongly to alleviate the social and economic consequences of crises in capitalism.New models of regulation, such as Keynesianism, have been invented to deal with capitalist contradictions: to socialize the huge losses booked by banks and large firms, change policy instruments,correct market failures, support regions in decline, transform labor market regulations or createnew markets whilst supporting creative destruction. Crises inspire us to think in new ways about periods and varieties of capitalism, about regulation crises and dynamics and about the role, functions and characteristics of the state. At the same time, crises are a great source of tension, pushing political debates to the extreme, sparking waves of protest, and generating political pressures or antidemocratic trends that call into question the very legitimacy of the state.

International audience ; Troisième ville de Haute-Garonne en première couronne de l'agglomération toulousaine, Tournefeuille a vu sa population multipliée par douze depuis 1960, et la majeure partie des espaces agricoles consommés par une urbanisation à dominante pavillonnaire qui a engendré des paysages périurbains sans caractère ni cohérence d'ensemble. Soucieuse d'échapper à cette monofonctionnalité résidentielle et de renforcer le caractère urbain de la commune, l'équipe municipale en place depuis 1997 s'est engagée dans une politique teintée de préoccupations environnementales, qui, sans mettre fin à la croissance urbaine, s'efforce de « verdir » le décor urbain et de valoriser de différentes manières les zones naturelles existantes. Mais ce souci de mise en cohérence du territoire urbanisé, à partir d'approches plus soucieuses de l'environnement « naturel » et des pratiques qu'il autorise, supposerait un passage à l'échelle intercommunale pour être véritablement efficace.

International audience ; Ce chapitre analyse les représentations liées à l'esclavage et à sa mémoire dans les discours des représentants de deux organisations politiques des Caraïbes et des Etats-Unis nées dans la première moitié du vingtième siècle. Il s'agira d'opter pour une approche analytique du point de vue des acteurs et d'analyser les prises de paroles de leaders cherchants à donner un sens au traumatisme de l'esclavage. Ces deux organisations, souvent considérées comme des emblèmes du nationalisme noir, tentèrent toutes deux de restaurer la fierté des populations discriminées, de leur forger de nouvelles identités et d'imaginer leur destinée toujours glorieuse et rédemptrice. En amont des débats contemporains sur la mémoire de l'esclavage, elles nous montrent que pour les populations noires du Nouveau Monde, aspirer à l'égalité des droits passe nécessairement par une reformulation de l'histoire et des effets de l'esclavage sur les peuples.

13 pages ; International audience ; Nous proposons de retracer l'évolution de la PPIET en France depuis 2005 en insistant sur les aspects organisationnels, culturels et communicationnels. Puis nous nous intéressons plus particulièrement au dispositif d'intelligence économique territoriale mis en œuvre en Poitou-Charentes, région pilote en la matière. Ce travail, fruit d'une recherche-action réalisée sur une longue période, depuis 2005, insiste sur la méthode de management mise en œuvre par la puissance publique. Elle montre, outre une inadéquation existante entre les objectifs visés et l'organisation proposée, que les " jeux de pouvoir " des acteurs du dispositif public impliqués sont similaires au phénomène bureaucratique décrit par Crozier en d'autres temps. Elle trace enfin un horizon à travers la notion de communauté stratégique de connaissance, particulièrement adaptée à répondre aux enjeux liés de la mondialisation et du développement des territoires.

A unique feature in the interpretation of tax laws in China is that administrative organs have enjoyed a near monopoly status in interpreting rules. The high centralization of powers combined with the lack of effective checks leads to various problems which in turn jeopardizes the legitimacy of interpretations made by administrative organs. This article points out that, in the short run, while this monopoly status will not be changed fundamentally, the problems may be alleviated through the "self-constraints" from adopted within the government and applied in order to accord with the requirements of the "rule of law". Meanwhile, external factors are playing an increasingly important role in shaping the development and interpretation of tax law, including the supervision from civilians, tax professionals and non-government organizations as well as the influence of the international tax community. ; postprint

International audience ; In the coming decades in the process of globalization the position of the USA and Europe will weaken, while the role of developing countries will increase. The role of the two largest emerging economies – China and India – will be of special significance. What future will these fast-growing giants face? The demographers agree that pretty soon India will lead the world in population and thus surpass China, while China will encounter serious population ageing. But economic and political scenarios of the future are quite different: from resounding success and world leadership to collapse caused by demographic and socio-political troubles. Which of them is more feasible? In the present article I analyze the Chinese and Indian development models separately and comparatively and make prognosis of their perspectives in the twenty-first century. Such an analysis could be helpful for understanding Russia's ways of development.

"Seit mehr als zehn Jahren schwelt die iranische Nuklearkrise. Durch die besonnene Diplomatie Europas, und hier insbesondere Großbritanniens, Frankreichs und Deutschlands, gelang es, den Iran wie ebenso die USA und auch Russland und China in einen Verhandlungsprozess einzubinden. Dass die Möglichkeit einer diplomatischen Lösung überhaupt besteht, daran haben gerade die Europäer einen gehörigen Anteil. Sie trugen maßgeblich zur Bildung einer breiten internationalen Koalition bei, die wiederum auf der Basis von UN-Sicherheitsratsresolutionen zu für den Iran schmerzhaften Sanktionen führte. Vor diesem Hintergrund ist das Genfer Abkommen vom 24. November 2013 zu sehen, in dem Teheran erstmals zu zwar temporären, aber substantiellen Abstrichen an seinem Nuklearprogramm bereit ist und damit dem diplomatischen Prozess ermutigende neue Impulse gab. Dennoch kann weiterhin davon ausgegangen werden, dass der Iran einen völligen Verzicht auf seine Urananreicherung und seine Schwerwasserprogramme nicht als Verhandlungsergebnis akzeptieren würde. Andererseits ist aber auch nicht mit einem offenen nuklearen Ausbruch des Irans zu rechnen. In der besten aller erreichbaren Welten würde Teheran seine Urananreicherungsprogramme einschränken und sein gesamtes Atomprogramm unter intensive Kontrollen stellen - womöglich festgelegt in einer gesonderten UN-Resolution. Mit den Genfer Beschlüssen wurde zwar wichtige Verhandlungszeit gewonnen, jedoch (Stand: Dezember 2013) noch keine endgültige Lösung gefunden. Dieser Beitrag diskutiert drei mögliche Szenarien : eine nukleare Ausbruchsoption des Irans, einen faktischen Schwellenstaat Iran und einen legalen Schwellenstaat Iran." (Autorenreferat)

The article considers the key conditions and factors of the development of the Aland Islands, describes main international legal regulations determining the current status of the islands, identifies the trends in the structure of economic activities, analyzes processes of population change by regions and communes, as well as migration flows. The article also characterizes legal framework for socioeconomic development of this Finnish region. It is argued that the key factor behind modern welfare of the islands is not their political status or institutional makeup, but rather their economic and geographical position, the 'concentration effect', and the population influx. It is stressed that wide regional disparities observed within such a small territory are indicative of the spatial structure of society development — primarily under the influence of natural features, which are nearly impossible to disregard.

But only within the last 150 years, proceeding from the reasons of humanity, the states have established the international norms limiting the ways of war conducting and protecting its victims. Such basic norms are Geneva and Hague conventions. The application of intoxication substances during the First world war became an event in the development of military art, not less important than the occurrence of fire-arms in Middle Ages. This hi-tech weapon became a harbinger of war conducting means in the XX century, known today as the weapon of mass defeat.

Анализируется структура государственного управления инновационной деятельностью и нормативно-правовая база, обобщается зарубежный опыт управления инновационными процессами на уровне государства (основные направления государственной политики в области инновационной деятельности США, КНР, а также стран Европейского союза).
