International audience ; This article examines the rationales of Dutch politicians for tackling the perceived pressing problem of 'anti-social behaviour' (ASB) and the question did they copy the British approach? The first part will describe in short the concept of policy transfer and the recent British fight against ASB. The focus will be on the introduction of the Anti-social Behaviour Order. The second part is an empirical study into the Dutch retreat from 'condoning' ASB, consisting of interviews with Dutch politicians focusing on their ideas for tackling ASB. Those are compared with the British's rationales. This kind of comparative elite ethnography is not common in criminology, but this article aims at providing evidence of its benefits. By answering the research question an insight into the origins of policy in the sphere of criminal justice can be obtained.

International audience ; This paper examines processes of de-localisation and the phenomenon of the 'spectre of China' in the European clothing industry following the removal of quota-constrained trade in 2005. The paper examines the changing geographies of trade and production in the European clothing industry, with a specific focus on the patterns of de-localisation and production resilience in East-Central Europe (ECE). Through an analysis of trade flows to core EU markets we show how the articulation of sourcing strategies, trade policies and locational decisions are producing distinctions in more liberalised global trading environment between shifts towards the globalisation of production networks alongside an intensification of the regionalisation of clothing production in lower-cost producing regions of ECE (and north Africa) that are proximate to major markets. The paper also examines some of the reasons for these different geographies of sourcing.

Der Beitrag zu den politischen Beziehungen zwischen Deutschland und Frankreich betrachtet aus historischer Perspektive die europäischen Projekte der beiden Staaten im Zeitraum von Anfang der 1920er bis zum Beginn der 1930er Jahre, also zwischen den beiden Weltkriegen. So werden im ersten Schritt zunächst fünf europapolitische Vereinigungen dargestellt: (1) Deutsche Liga für Menschenrechte/Ligue des droits de l'homme, (2) Deutsch-Französisches Studienkomitee/Comité franco-allemand d'information et de documentation, (3) Europäischer Kulturbund/Fédération internationale des Unions Intellectuelles, (4) Deutsch-Französische Gesellschaft und Ligue d'études germaniques sowie (5) Europäischer Zollverein/Union Douanière Européenne. Der zweite Schritt stellt sodann die europapolitischen Netzwerke im Kontext der deutsch-französischen Frage vor, wozu folgende Einrichtungen gehören: (1) Colpacher Kreis, (2) Dekaden von Pontigny, (3) Davoser Hochschulkurse sowie (4) Ecole Nouvelle de la Paix in Paris. Diese Akteure unterhalb der administrativen und parteipolitischen Ebene sind als Generatoren und Diskussionsforen für die praktische Umsetzung der Europa-Idee tätig. Gerade in der Zwischenkriegszeit kommt diesen Netzwerken und Vereinigungen eine besondere Bedeutung zu, da die Widerstände und Vorbehalte in der politischen Administration Frankreichs und Deutschlands gegen Internationalisierungstendenzen nachweislich noch größer sind als in den Nachkriegs-Jahrzehnten nach 1945. International audience ; Multi-user multimodal interactive systems involve multiple users that can use multiple interaction modalities. Although multi-user multimodal systems are becoming more prevalent (especially multimodal systems involving multitouch surfaces), their design is still ad-hoc without properly keeping track of the design process. Addressing this issue of lack of design tools for multi-user multimodal systems, we present the COMM (Collaborative and MultiModal) notation and its on-line editor for specifying multi-user multimodal interactive systems. Extending the CTT notation, the salient features of the COMM notation include the concepts of interactive role and modal task as well as a refinement of the temporal operators applied to tasks using the Allen relationships. A multimodal military command post for the control of unmanned aerial vehicles (UAV) by two operators is used to illustrate the discussion.

International audience ; L'ouvrage propose une approche des différents aspects juridiques de l'utilisation de l'énergie solaire. Il réunit les contributions de juristes universitaires appréhendant les questions d'ores et déjà traitées par notre droit mais aussi celles à venir. Une première partie est consacrée au contexte juridique de développement de l'énergie solaire (capacité du système juridique à promouvoir cette forme d'énergie, captation de l'énergie solaire par les concepts juridiques classiques, potentiel d'insertion dans l'espace public). Une deuxième partie s'intéresse particulièrement au régime juridique de l'énergie solaire photovoltaïque, qui fait l'objet de spécificités liées à sa destination commerciale (implantation des unités de production et droit des contrats, sûretés, exploitation des unités de production, tarif d'achat, régimes de responsabilité etc.). Au-delà du droit, l'ouvrage participe aussi à la réflexion qui doit être menée, à travers l'énergie solaire, sur notre modèle de société.

En Brasil, Lula defiende la Amazonía en palabras, pero en los hechos impulsa una política económica que tiene como prioridad la entrega de los recursos naturales al capital nacional e internacional. ¿A quién interesa la conservación de la Amazonía brasileña? ; Does Brazil have "green" policy towards its Amazonian region? The author claims that Lula's fierce rhetoric on environmental issues does not reflect the actual policies implemented by his government in the Brazilian Amazonian region. These policies, contrary to the government's discourse, are favourable to the domestic and international exploitation of the natural resources found in the Amazonia.

International audience ; Le fonctionnement des échanges urbains en cas de risque majeur représente un enjeu récemment repris par la politique de sécurité civile en France. La mise en œuvre de nouveaux outils de secours et de sauvegarde interroge la définition des risques et du fonctionnement urbain. Le plan communal de sauvegarde (PCS), outil-phare de gestion opérationnelle, est étudié à travers trois exemples (Nantes, Lyon et Le Havre) en tant qu'objet technique véhiculant des modalités concrètes de protection en cas de danger, mais surtout en tant que vecteur de normes institutionnelles, politiques et territoriales. Si le souci d'opérationnalité du PCS justifie son utilisation pour toute panne du fonctionnement urbain, c'est aussi un moyen puissant pour promouvoir l'image d'une ville-système où le blocage des flux de biens, de services ou d'informations est considéré comme un risque majeur.

A couple of times a year (usually around International Women's Day or the latest gender controversy) there'll be a journalist on the phone, asking me, 'where is feminism now?' Angela McRobbie's The Aftermath of Feminism: Gender, Culture and Social Change provides the perfect answer, though one that probably won't be dutifully reported in the pages of the Courier­ Mail. McRobbie has always been a preeminent figure in feminist cultural studies, and this work highlights her continuing importance. Indeed, The Aftermath of Feminism reminds us of the power of feminist cultural studies to explain what's going on, whether this is in the media, popular culture, everyday life, governmentality, the corporate world, or their interrelationships. And McRobbie's diagnosis of 'a social and cultural landscape which could be called post‐feminist' is uncompromising, far‐reaching in scope, and deeply disturbing.

Comprehensive Approach (CA) and Whole-of-Government Approach (WGA) are rather new concepts within the field of security studies. They can be described as approaches based on the assumption that greater integration, coherence and coordination will result in more effective peacekeeping operations. The concept of CA has been adopted by different international organizations and WGA by several countries which in different ways have realted to the concept in propositions and steering documents. Sweden, Finland, Norway and Denmark have also realized the importance of CA/WGA, not least as regards the ongoing operation in Afghanistan where all the Nordic countries are involved and where the operation is characterized by a range of actors working in different missions withing the same field. What do these Nordic national strategies towards CA/WGA look like? Might we speak of a common Nordic CA/WGA model?

International audience Degradation of historical buildings is mainly due to the intrusion of water which is the main vector of pollutants. Different types of surface treatment have been proposed to avoid or limit this effect. One alternative to chemical treatments is the use of the carbonatogenesis property of some bacteria. This bacterial production has been evidenced on concrete and on limestone samples in an aqueous environment. However, the carbonate production was measured indirectly and the experimental protocol was far from real conditions of use. In this paper, with the same protocol as an industrial one, and using a surface selective investigation method, grazing incidence X-ray diffraction, we show the structural and morphological evolution of the carbonate coating produced on model plaster samples. This substrate was chosen in order to unambiguously detect the bacterial carbonate production.

International audience ; By means of an analysis of Kusturica's only film about America, Arizona Dream, this article argues that while the United States offers a vision of a united society founded on diversity, it also represses, altering in the process both society and the landscape. National unity is consequently a dream – a dream the film suggests that has often been dreamed up by un-Americans. Filtered through Kusturica's own perceptions of America – and his position on the Balkan War (1991-2001) – the film seems to suggest sadness at the loss of a multi-ethnic, multi-cultural perspective. Through its representations of geography and ethnic diversity, and its dense network of filmic citations, what Arizona Dream ultimately offers is consequently a European auteur's view of the United States rather than a systematic deconstruction of the "imagined community" of "America."

By giving an account of the official visit paid by Chinese premier Wen Jiabao in Italy (october 2010), the paper outlines the current status of China-Italy bilateral relations. While the recent past is studded with lost opportunities, nowadays the two countries seems to be in tune again. Italy is urged to move away from the short-minded and inconsistent vision adopted in the past, to embrace pragmatism and coherence necessary to carry out the good will expressed in the bilateral agreements that were just signed. Today China is an economic power, able to delineate the future of the international community through its own political and monetary strategies. Only by overcoming the eternal contradictions between risk and opportunity and adopting a long-sighed, systematic, European-centred policy will Italy be able to put into action its strategic partnership with PRC.

Mit seiner Bascombe-Trilogie, deren mutmaßlich abschließender Teil vor kurzem erschienen ist und von weiten Teilen der Kritik, national wie international, hymnisch bejubelt wurde, hat Richard Ford für ein wahres Ereignis in der erzählenden Literatur um das Jahr 2000 gesorgt. Um die Bedeutsamkeit der drei Romane "The Sportswriter" (1986), "Independence Day" (1995) und "The Lay of the Land" (2006) herauszustreichen, hat man sie immer wieder mit einem anderen berühmten Romanzyklus der amerikanischen Literatur verglichen, mit John Updikes vier "Rabbit"-Romanen (erschienen in den Jahren 1960 bis 1990). Liefert Updike ein Sittenbild Amerikas von der Eisenhower-Ära bis zur Präsidentschaft von Bush sen., so Ford eines der achtziger und neunziger Jahre. Darüber hinaus könnte man Fords drei Bascombe-Romane auch mit anderen Zeit- und Gesellschaftsromanen neueren Datums in Zusammenhang bringen, etwa mit jenen von Philip Roth und Jonathan Franzen. Und man könnte noch weiter ausholen: Im Grunde steht Ford in der Tradition der großen Realisten des 19. Jahrhunderts und ihrer Gesellschaftsromane. Wie sie porträtiert er anhand einer fiktiven Handlung und eines fiktiven Figurenarsenals den "zeitgeist" einer gegebenen Epoche. Die Bascombe-Romane stellen geradezu ein Paradebeispiel dafür dar, was Erich Auerbach in seinem Mimesis-Buch zu einem zentralen Kriterium für literarischen Realismus erklärt hat: die Bewegtheit des politisch-gesellschaftlichen Hintergrundes, die in und zwischen den Zeilen zu spüren sein müsse.
