Der Übersichtsartikel über rechtsextreme Musik in der Bundesrepublik Deutschland beginnt mit einer Skizze des Phänomens 'Rechtsrock' bzw. 'White Power Musik' und seiner historischen Entwicklung. Mit Rechtsrock ist vor allem die Musik rechtsextremer Skinheads gemeint, die in den 1970er Jahren ihren Anfang nimmt. Dabei ist jedoch zu beachten, dass es 'die' deutsche Rechtsrockszene nicht gibt, sondern nur unterschiedliche Akteure mit unterschiedlichen Interessen, die unterschiedliche Arten von Musik produzieren und verbreiten. Aber auch die Anhängerschaft dieser Musik geht weit über das Spektrum subkulturell geprägter Rechtsextremisten hinaus, sodass unter dem Begriff Rechtsrock jegliche Art von Musik zusammengefasst werden kann, deren inhaltliche Botschaft Rechtsextremismus ist, zum Teil ganz offen, zum Teil subtil und versteckt. Als Fallbeispiel für den Versuch, das rechtslastige politische Engagement mit einem finanziellen Standbein zu verbinden, werden die unternehmerischen Aktivitäten in der rechtsextremen Musikbranche von T. Lemmer beschrieben. Dem ehemaligen Fraktionsgeschäftsführer der Republikaner-Abspaltung Freie Wählergemeinschaft (FWG) im Düsseldorfer Landtag gelingt es Ende 1993, Geschäftsräume für seinen Plattenvertrieb anzumieten. Das zweite Fallbeispiel präsentiert die grenzüberschreitenden Vorgehensweisen der szeneinternen Organisation Blood and Honour bei dem Ziel, mit der Musik politische Botschaften zu übermitteln. In einer abschließenden Bewertung stellt der Autor fest, dass Rechtsrock bzw. White Power Musik bei der Weiterentwicklung und Vernetzung der internationalen Rechtsextremismusszene eine entscheidende, wenn nicht gar die wichtigste Rolle spielt. (ICG2).

The interest in developing effective multicultural education practices derives from the increasing heterogeneity of most societies... The growing worldwide relevance of cultural awareness in general and multicultural competence in particular (did not) imply a comitant growth in the appreciation for the disciplinary contributions of cultural anthropology... In fact, anthropology has benefited only mariginally from the "cultural turn" taken by the humanities and social sciences since the mid-1970s. The article characterizes the American case underlining that the contributions of scientists have been disregarded or downright misused. Than it reviews the results of the COER survey (Commission of Ethnic Relation) which was organized in preparation for the 14th ICAES (International Union of Anthropological and Ethnological Sciences) world congress which was held in 1998 in Virginia (USA). Finally there are given some basic recommendations in developing multicultural education. (DIPF/Orig./St.)
The women's movement in contemporary India is argued to work both within & against the patriarchal state. The development of such an ambivalent & complex strategy is traced through three successive phases -- affiliated, autonomous, & sustainable development -- each linked to the changing focus of the postcolonial state. Ways that the women's movement has challenged state development plans are demonstrated, focusing on the struggle of the Chhatra Yuva Sangharsh Vahini (CYSV) to allow women access to land & other productive resources beginning in 1975. Cooperative alliances between activists in the women's movement & other social movements are described, along with some of their challenges to the state's political & economic agenda. In the era of globalization, the Indian state has become much more subject to international pressures & agreements, often to the benefit of the goals of the women's movement. K. Hyatt Stewart
Differences between the transnational identities fashioned by Japanese Americans living in HI during the 1920s & by Japanese Americans living in the present-day US are studied. Demographics of HI's early-20th-century Japanese American population are overviewed, & of the federal government's rationale for acculturating this community are provided. Personal narratives produced by Japanese American high school students in 1926 are analyzed to determine how members of this community constructed transnational identities. The study revealed that many students desired to function as cultural intermediaries between Japan & the US, & perceived traditional American & Japanese societies as sharing similar values. It is concluded that the replacement of American society's concern with creating an international melting pot with regard for establishing a global multicultural space is partially responsible for alterations in Japanese American transnational identities. 10 References. Bei der Kooperation und bei der Fusion von Unternehmen stellt sich immer auch die Frage, ob wirtschaftliche Macht entsteht. Eine solche kö nnte zu Lasten von Wirtschaftssubjekten genutzt werden, die nicht an der Kooperation/Fusion beteiligt, aber davon betroffen sind. Es geht vor allem um konkurrierende Unternehmen und um die Marktgegenseite. Die Wettbewerbspolitik soll marktbeherrschende Stellungen und die Einschränkung des Wettbewerbs durch Unternehmenskonzentration verhindern. Sowohl die Ausgestaltung wettbewerbspolitischer Regelungen durch die Politik als auch die Entscheidung konkreter Fälle durch die Wettbewerbsbehö rden sind der interessengeleiteten Einflussnahme unterschiedlicher Gruppen ausgesetzt. Wettbewerbspolitik findet nicht im luftleeren Raum statt. Dieser Zusammenhang, der eine politö konomische Analyse der Wettbewerbspolitik nahe legt, gilt bereits auf nationaler Ebene. Er gewinnt jedoch eine zusätzliche Dimension mit dem Fortschreiten der Internationalisierung des Wirtschaftens. Da in diesem Prozess auch Kooperationen und Fusionen grenzüberschreitend werden, kö nnen mehrere Behö rden für konkrete Fälle zuständig sein. Nun kommt zum Tragen, dass die Wettbewerbstheorie keine eindeutigen Schlussforderungen für die Ausgestaltung der Politik zulässt und dass der institutionelle Hintergrund die Entscheidungen beeinflusst. Dies kann dazu führen, dass Wettbewerbsbehö rden zu abweichenden Fallentscheidungen kommen. Für die betroffenen Unternehmen ist diese mit Unsicherheit verbunden, die Transaktionskosten verursacht und wohlfahrtsfö rdernde Kooperationen verhindern kann. Im vorliegenden Arbeitspapier Nr. 26 zeigt Andrea Neugebauer die Hintergründe auf, die zu divergierenden Fallentscheidungen bei internationalen Kooperationen/Fusionen führen können und stellt ihre Überlegungen zur Diskussion. Metadata only record ; In this article, we build on an accompanying critique of recent writings in international biodiversity conservation (this issue, 15 January 2002, pp. 17-40). Many scholars and observers are calling for more stringent enforcement of protected area boundaries given the perceived failure of integrated conservation and development projects and other people-oriented approaches to safeguard biodiversity. Pointing to many ongoing, field-based efforts, we argue that this resurgent focus on authoritarian protection practices largely overlooks key aspects of social and political process including: clarification of moral standpoint, legitimacy, governance, accountability, learning and non-local forces. Following a discussion of these six points, we offer a series of recommendations aimed at highlighting existing work and encouraging dialogue and constructive debate on the ways in which biodiversity protection interventions are carried out in developing countries.

AbstractThis study evaluates the impact of state policies on forest cover in Costa Rica, focusing on the influence of public policies on private incentives for preserving forest cover. Three periods are analyzed: the "laissez-faire period" when high rates of deforestation were largely unrestrained; the "interventionist period" when state policies created protection for some wildlands, especially with the creation of parks and reserves, but when many regulatory policies produced mixed results at best; and the current "hybrid period" featuring major policy changes and mixing market-oriented and interventionist approaches but not always in a coherent design. Despite significant successes, current policies appear unlikely to provide sufficient incentive to maintain the desired amount of forest cover unless the international community compensates Costa Ricans for the benefits that their forests provide the world.
To meet its overall objective of ensuring food security for all households, the Government of Bangladesh undertakes several activities: it intervenes in markets to stabilize prices, targets food distribution to poor households and provides emergency relief after natural disasters. This paper provides measures of the variability of domestic and international rice prices, and examines the mix of government intervention and private sector participation in rice markets. The analysis shows that the relatively high degree of price stability achieved in the 1990s was due in large part to private sector imports that stabilized markets following major production shortfalls. Domestic rice procurement contributed relatively little to raising domestic producer prices at harvest time, involved only a small percentage of farmers, and incurred excessive costs following successful harvests because of procurement prices set far in excess of market prices." ; Non-PR ; IFPRI1 ; MSSD

Demonstrations ; International audience ; We present a model-based case tool dedicated to the prototyping of highly interactive (also called post-WIMP) applications. Such applications are challenging to model and to prototype, since they require the use of non-standard widgets and interaction techniques and exhibit a complex dynamic behavior. The tool, called PetShop, embodies the results of several years of research about the formal modeling of interactive systems, and its main application domain is safety-critical interactive applications such air-traffic control or military command and control systems. PetShop stands apart from most formal-based tools since it supports and promotes an iterative and user-centered design process, and also stands apart from most model-based tools since it goes beyond WIMP interfaces and does not sacrifice the formal validation of models.

AbstractThis research note seeks to explain why a large number of Latin American countries have privatized their pension systems in recent years. It argues that the privatization schemes are a response to the severe capital shortages that have plagued their countries intermittently in recent years rather than to the financial problems facing some of the pension systems. The likelihood of pension privatization, I argue, is determined in large part by the vulnerability of countries to capital shortages as well as the influence wielded by international financial institutions, especially the World Bank. Whether such reforms are politically feasible, however, depends largely on the strength of organized labor and the president's degree of control over the legislature. A statistical examination of recent pension policy in Latin America provides support for most of these arguments.
This paper presents an analysis of the opinions of different groups from: scientists, international regulatory bodies, non-governmental organizations and industry; with an interest in the problem of identifying chemical substances with endocrine disrupting activity. There is also discussion of the consequences that exposure to endocrine disruptors may have for human health, considering concrete issues related to: the estimation of risk; the tests that must be used to detect endocrine disruption; the difficulties to establish an association between dose, time of exposure, individual susceptibility, and effect; and the attempts to create a census of endocrine disruptors. Finally, it is proposed that not all hormonal mimics should be included under the single generic denomination of endocrine disruptors. ; This work was supported by a 96/99 Research Project from the Health Department of the Andalusian Regional Government.
