Valery Tishkov is a well-known Russian historian and anthropologist, and former Minister of Nationalities in Yeltsin's government. In the last 20 years, the tourism industry has witnessed the proliferation of many ecolabels with different scopes and criteria and sometimes with a limited area of recognition, which has caused confusion among guests. In order to offer a tool useful for consumers and recognised all over Europe, in 2001 the European Union decided to extend its official ecolabel to the hospitality sector. Fifteen years since its introduction, Italy represents the first country in Europe in terms of adhesion to the European Ecolabel while in other countries like Austria, Spain and France, only a limited number of properties are certified. This paper aims at presenting a study of 36 Italian accommodation establishments with the European Ecolabel (out of 194, the 18.6% of the total) and analyses their motivations, difficulties, costs, and benefits deriving from its implementations.

Despite inauspicious circumstances, the European Commission embarked on an ambitious programme of management reform in 2000, and in 2003 the reform Progress Review claimed that it had been implemented. There is now a substantial body of literature examining the theory and practice of public management reform under different conditions. Using these models and an implementation matrix differentiating between types of reform action, this article analyses these claims. The findings suggest a considerable gap exists between reform rhetoric and the reality of its application.
The EU reformed the regulatory rules of the Eurozone in response to the European sovereign debt crisis, empowering the EU to more effectively enforce the Stability and Growth Pact (SGP), which is designed to prevent debt crises. Given recent empirical evidence that the EU's willingness to enforce EU law depends on public opinion, under what conditions will EU residents view SGP enforcement as an effective way of tackling the crisis? I theorize how individuals will evaluate SGP enforcement and test my theory's predictions using cross-national survey data from all Eurozone member states and Bayesian multi-level models. I find that respondents' preferences over SGP enforcement depend on the interaction of their political support for the European Economic and Monetary Union and their member state's noncompliance with the SGP criteria. Public buy-in for SGP enforcement is lower precisely when enforcement is most important.

AbstractClimate change mitigation and adaptation are among the policy areas covered by the European Union (EU) in trans‐governmental cooperation with the neighboring countries. Although this cooperation is open to all European Neighborhood Policy countries and Russia, there is significant cross‐country variance. This article maps the EU's climate networks in the neighborhood and, building on time‐series cross‐sectional data analysis, explains the cross‐country differences. The study contributes to Europeanization and network governance literatures by demonstrating that the main driver of EU engagement in climate networks in the region is interdependencies stemming from geographic proximity. Meanwhile, state capacity is an important condition for establishing climate cooperation: climate cooperation develops more with closer neighbors that have stronger state capacity. Importantly, contrary to the logic of its international climate commitments, climate vulnerabilities do not define the extent of the EU's engagement in climate networks with its neighborhood.
Polityka państwa jest pochodną wielu czynników zarówno o charakterze wewnętrznym, jak i zewnętrznym. Realizowana jest poprzez odpowiednie działania w różnych dziedzinach jego funkcjonowania. Od 2015 r. nastąpiło ożywienie debaty nad kwestiami migracji, będącymi następstwem kryzysu imigracyjnego, humanitarnego, z jakim zmaga się Europa. Według danych Międzynarodowej Organizacji ds. Migracji liczba osób szukających schronienia lub lepszego życia w Europie wzrosła czterokrotnie w ciągu jednego roku. Sytuacja ta wymusiła podjęcie działań przez Unię Europejską oraz poszczególne państwa mających na celu ograniczenie skali nielegalnej imigracji. Celem artykułu jest analiza polityki migracyjnej Polski w kontekście działań podjętych przez instytucje unijne. Pierwsza część pracy zawiera rozważania teoretyczne dotyczące polityki migracyjnej. W drugiej natomiast autor przedstawił próby rozwiązania kryzysu migracyjnego przez Unię Europejską i postawę polskich rządów wobec imigrantów oraz kwestii ich relokacji. Artykuł przedstawia zmiany, jakich dokonano w polskim systemie prawno-instytucjonalnym. Podjęta analiza wskazuje, że w polityce migracyjnej, mającej w znacznej mierze charakter reakcyjny, naczelną wartością jest bezpieczeństwo. ; The state policy is a derivative of many factors, both internal and external. It is implemented through appropriate activities in various fields of its functioning. From 2015, there has been a revival of the debate over migration issues that are the result of the humanitarian crisis that Europe has been struggling with. According to data from the International Organization for Migration, the number of people seeking a refuge or a better life in Europe has increased fourfold in one year. This situation has forced action by the European Union and individual states aimed at limiting the scale of illegal immigration.
