Die Idee der öffentlichen Philosophie geht von der Überzeugung aus, dass die antike Frage nach dem guten Leben durch die moderne politische Philosophie diskreditiert und in den Bereich des Privaten verdrängt worden ist und Fragen der öffentlichen Moral als private Fragen verstanden werden, die in die Öffentlichkeit getragen werden. Die gesellschaftlichen Entwicklungen seit Ende der 1960er Jahre – Studentenrevolten und Neoliberalismus – haben trotz scheinbarer Gegensätze diesen Grundsatz durch die einseitige Betonung des Individualismus weiter verstärkt. Dies drückt sich in den Bildungsinstitutionen aus, deren Aufgabe infolge der PISA-Studie im Wesentlichen in der Umsetzung individueller Lernstrategien und der Förderung von Selbstverwirklichung gesehen wird. Diese Entwicklungen führen dazu, dass Fragen nach Lebensführung, Geschmack, Tugenden als Zwang gedeutet werden, wenn sie als öffentliche Frage gestellt werden. Im Rückgriff auf Hannah Arendt und Hans-Georg Gadamer erhebt eine öffentliche Philosophie den Anspruch, diese Fragen wieder als öffentliche zu begreifen, um insbesondere in den Diskussionen über Bildungseinrichtungen unsere Aufmerksamkeit darauf zu richten, dass es in ihnen um mehr geht als um Lerneffizienz und Selbstverwirklichung.

"Human population genetic research (HPGR) seeks to identify the diversity and variation of the human genome and how human group and individual genetic diversity has developed. This book asks whether developing countries are well prepared for the ethical and legal conduct of human population genetic research, with specific regard to vulnerable target group protection. The book highlights particular issues raised by genetic research on populations as a whole, such as the capacity for current frameworks of Western developed countries to provide adequate protections for target groups in human population genetic research, and explores potential groups of people that may suffer harm in this kind of research. Using The People's Republic of China as a key example, Yue Wang argues that since the target groups of HPGR are almost always vulnerable groups from isolated and rural areas of developing countries, the ethical and legal frameworks for human subject protection need to be reconsidered in order to eliminate, or at least reduce, the vulnerability of those groups. While most research in this field focuses on the impact on individuals, this book breaks new ground in exploring how the interests of target groups are also seriously implicated in genetic work. The book argues that current regulations are far from sufficient to prevent harm to vulnerable groups and puts forward an alternative model for group protection in the context of human population genetic research in developing countries. "Technology shapes every aspect of human experience and it is the primary driver of social and ecological change. Given this, it is surprising that we spend so little time studying, analyzing, and evaluating new technologies. Seit dem Ende des Ost-West-Konflikts sind "neue" oder "asymmetrische" Kriege, die in zerfallenen Staaten, gegen Milizen, Warlords oder Terroristen geführt werden, zur Regel geworden. Die auf das Staatensystem des Westfälischen Friedens zugeschnittene Lehre des gerechten Krieges, nach der in der Philosophie und im Völkerrecht kriegerische Handlungen traditionell bewertet werden, wird so auf die Probe gestellt. Philipp von dem Knesebeck identifiziert diejenigen Aspekte asymmetrischer Konflikte, die Herausforderungen für die Lehre des gerechten Krieges darstellen und zeigt anhand von Beispielen Ansätze für ihre Bewältigung auf.
