"Beginnend mit den theoretischen Grundlagen des liberalen Handelsfriedens beschäftigt sich der Beitrag nach einer kurzen Abhandlung des klassischen Liberalismus vor allem mit neueren theoretischen Entwicklungen. Demnach kann Globalisierung das Übermitteln von mit Kosten verbundenen Signalen erleichtern und somit Kommunikation glaubhaft machen. Globale Märkte dienen als Forum, um Entschlossenheit zu signalisieren. Empirisch hat die These des liberalen Handelsfriedens in den vergangenen Jahren recht eindeutige Unterstützung erhalten, wenn auch nicht ohne Einschränkungen. Der vorliegend Beitrag gibt nicht nur einen möglichst umfassenden Überblick über die zahlreichen, vor allem quantitativen Arbeiten zu diesem Thema, sondern zeigt auch kritische Beurteilungen und Weiterentwicklungen in diesem Bereich auf. Wenn sich auch die meisten Untersuchungen bisher auf Handelsverflechtungen als Indikatoren für wirtschaftliche Integration bezogen haben, so gibt es doch erste Studien, die den Einfluss von ausländischen Direktinvestitionen auf die internationale Sicherheit analysieren. Abschließend werden die Auswirkungen von Globalisierung auf das Bürgerkriegsrisiko von Staaten diskutiert." (Autorenreferat)

The International Cotton Advisory Committee held its ninth plenary meeting in Washington from May 22 to 31, 1950. Principal goals of the meeting were to further progress toward the committee's three major objectives of 1) furnishing information on the current economic international position of cotton, 2) serving as a forum for the exchange of views and ideas looking toward a solution of the international cotton industry's problems, and 3) formulating suggestions for international economic study in dealing with world cotton problems. Representation at the meeting was the largest since the committee had been organized in 1939; delegates from the following governments participated: Argentina, Australia, Austria, Belgium, Brazil, Canada, China, Egypt, France, Greece, India, Italy, Mexico, the Netherlands, Pakistan, Peru, Turkey, the United Kingdom and the United States.

Vielmehr schreiben sie auch eine Theoriegeschichte der Internationalen Beziehungen mit Hilfe dreier Paradigmen, welche das Zusammenspiel zwischen diesen Theorieschulen durch die Ausrichtung auf bestimmte zu erklärende Größen strukturiert haben: das Friedens-, das Kooperations- und das global governance-Paradigma. Das Friedensparadigma mit seiner praxeologischen Ausrichtung auf die Kriegsverhinderung dominierte die junge Disziplin nach dem Ersten Weltkrieg für mehrere Jahrzehnte. Keinen grundsätzlichen Widerspruch dazu, aber eine wegweisende Neuerung brachte das Kooperationsparadigma angesichts wachsender Interdependenzen etwa seit Mitte der 1970er Jahre mit sich. Gerade sein Erfolg führte seit Ende der 1980er Jahre zur Herausbildung des global governance-Paradigmas, das 'die Gesamtheit der kollektiven Regulierung sozialer Problemlagen im globalen Raum' in den Blick nimmt. Im Moment sehen uns die beiden Autoren als Zeugen der Emergenz eines neuen Paradigmas, welches internationale Institutionen im Hinblick auf ihre Autorität und Legitimität kritischer betrachtet."
