Malgré les avancées technologiques, la e-médecine française reste mal placée dans le peloton des pays industrialisés et ne s'adapte pas rapidement à l'évolution mondiale de l'informatique (Cloud sécurisé difficilement accessible, dossiers informatisés très disparates, Internet des objets peu labellisés, réglementation trop rigide avec un principe de précaution omniprésent, robotique innovante, mais rachetée par des sociétés japonaises). Les NBIC, les enjeux économiques et philosophiques des grandes entreprises du Net et les souhaits des patients mal informés se conjuguent aux potentielles dérives éthiques informatiques américaines pour engendrer une inquiétante révolution transhumaniste. L'inertie des textes législatifs européens, va enfin faire évoluer les lignes en mai 2018 pour permettre la création plus facile de plateformes médicales sécurisées régionales ou nationales. Les souhaits ministériels, abondamment médiatisés, doivent devenir des réalités pour que le corps médical travaille de concert avec des sociétés informatiques dynamiques, libérées des carcans administratifs et législatifs. Les médecins, dont le métier va considérablement évoluer pourront ainsi créer et s'approprier de nouveaux outils sécurisés pour traiter et prendre en charge leurs patients dans une France vieillissante, où la santé est en pleine mutation sociologique et territoriale. ; Despite technological advances, French e-medicine remains poorly placed in the industrialized countries and does not adapt quickly to the global evolution of computing (secure cloud accessible with difficulty, computerized files very disparate, IoT labeled regulations, too rigid regulation with an omnipresent precautionary principle, innovative robotics, but bought by Japanese companies). The NBIC, the economic and philosophical stakes of the big companies of the Net and the wishes of the ill-informed patients are combined with the potential American computer ethics drift to engender a disturbing transhumanist revolution. The inertia of the European legislative texts will finally evolve the lines in May 2018 to allow the easier creation of regional or national secure medical platforms. Ministerial wishes, which are widely publicized, must become realities for the medical profession to work with dynamic computer companies, free from administrative and legislative constraints. Physicians, whose profession will evolve considerably, will thus be able to create and appropriate new safe tools to treat and manage their patients in an aging France, where health is changing sociologically and territorially.

Chaque révolution technologique s'accompagne de bouleversements et avec eux, de questionnements notamment éthiques autour des bénéfices qu'elle apporte, et des craintes qu'elle fait naître. Dès 1974, les enjeux et questions éthiques autour de l'utilisation de l'informatique puis du numérique ont été soulevés en France. Le développement exponentiel des moyens informatiques ces dernières années ne cesse d'alimenter le débat public, mais aussi l'imaginaire collectif nourri d'œuvres littéraires et cinématographiques de science-fiction que nous avons désormais du mal à distinguer de notre réalité. Garante du respect de la vie privée et des libertés individuelles et publiques depuis 1978, la cnil veille à ce que le développement de ces technologies s'effectue dans le respect des personnes concernées, particulièrement lorsqu'il peut s'agir de personnes en situation de fragilité sociale. Si le droit et l'éthique font partie de son adn , la Commission s'est vue confier en 2016 une nouvelle mission de réflexion sur les enjeux éthiques soulevés par les technologies numériques. La réflexion éthique sur un sujet aussi vaste et transversal que le numérique ne pouvant se concevoir en vase clos, c'est dans cet esprit d'ouverture qu'elle a animé un large débat public qui a débouché sur la publication d'un rapport.

For three years, we have been analyzing in depth the links between information systems (IS) and democracy in organizations for three years. Today, we propose an operational tool: a method for evaluating the Influence of ISon Democracy in Organizations (ISIDOR), which is the subject of this paper. This method is structured by a complete referential within the framework of methods engineering. It is articulated around four axes: paradigms, models, implementation process and support tools. In this paper, we present our referential and thedifferent elements composing the method. Relié à des inconnus par des technologies numériques simplifiant l'accès à l'information et à la communication, l'humain du XXIe siècle, même le moins tenté par les nouvelles technologies, laisse partout des traces de ses actions. Relevant de la sphère publique ou privée, les traces numériques de ce Nouveau Monde sont manipulables et susceptibles de ressurgir dans des contextes imprévisibles. Chaque jour, ce fonctionnement inquiète d'autant plus que le numérique gagne progressivement toutes les pratiques contemporaines. Issus de champs disciplinaires variés (sciences de la communication, informatique, linguistique, sociologie, etc.), les universitaires de renom, réunis ici, non seulement lèvent le voile sur la façon dont se fabriquent et s'utilisent les traces numériques, mais aussi analysent les réponses aux risques encourus, qu'elles relèvent d'une protection passive (« le droit à l'oubli ») ou active (la performance dans la gestion des traces numériques).

De suite d'instructions traduites en langage informatique, les "algorithmes" ont été investis d'un sens bien différent depuis qu'ils sont devenus des compagnons quotidiens de nos activités en ligne, et influencent notre vie économique, sociale et politique. Ils sont aussi de vastes assemblages sociotechniques distribués qui comprennent données, plateformes, calculs, hypothèses, monétisation de l'attention, etc., qui reconfigurent l'innovation dans un large éventail d'activités et concentrent un pouvoir dont il est difficile de saisir la nature. La relation entre la société et ses algorithmes est conflictuelle. Par l'intermédiaire d'une méthodologie interdisciplinaire croisant sciences sociales et design, nous cherchons à nous saisir des erreurs commises au quotidien par les technologies de calcul pour en rendre visible certaines caractéristiques, rendre compte de l'expérience des utilisateurs de services numériques qui sont calculés par les algorithmes, et poser les bases d'une éthique de la négociation avec l'agentivité algorithmique. Nous faisons appel à la figure du glitch pour convoquer un imaginaire alternatif qui rééquilibre la relation entre intelligence humaine et intelligence artificielle.
