ÖZETHerhangi bir devlet organizasyonun olmadığı durumlarda toplumsal düzenin devamlılığı nasıl sağlanmıştır sorusu sosyal bilimcilerin araştırdığı konulardan olmuştur. Evans Pritchard'ın, Nuer kabilesi üzerine yaptığı çalışma, toplumdaki kurumların toplumsal ve ekonomik örgütlenme üzerindeki etkilerini ortaya koymuştur. Tez konusu olarak "Kafkas Toplumlarında Kurumlar ve Ekonomik Örgütlenme Biçimlerinde Değişim" konusunu seçmemizin nedeni, bu toplumun da tıpkı Pritchard'ın çalıştığı Nuer kabilesi gibi yüzlerce yıl herhangi bir devlet düzenlemesi olmadan istikrarlı bir yönetim organizasyonu sergilemiş olmasıdır. Toplumsal kurumlar, toplumun ekonomik örgütlenme biçimini de belirlemiş, kurumsal değişim ise beraberinde toplumsal ve ekonomik örgütlenme biçiminin değişimini getirmiştir.Çalışmamızın birinci bölümünde kavramlara dair çizilecek çerçevede Kafkas toplumunun sosyal yapısını yorumlamada nasıl bir yol izleneceğine dair teorik kavramlar tablosu ortaya konacaktır. Bu yüzden yorumlamanın anahtarları olarak kullanacağımız kavramlar tanıtılacaktır. Kurum kavramına ve toplumsal değişmenin ne olduğunu belirlemeye çalışacağımız bu bölümde, tarihi anlamlandırmanın kalıpları olan kavramlar da Weber'in Toplumsal etkinliği anlamaya yönelik çalışması olan Toplumsal ve Ekonomik Örgütlenme Kuramı izleğinde yürüyecektir. Bununla birlikte toplumsal etkinliği anlamaya yönelik çalışmalar yapan diğer sosyologların görüşlerine de özet olarak yer verilecektir. Çalışmanın bundan sonra gelen bölümleri Weber'in bu teorilerinin süreğinde Kafkas toplumunun yapısını anlamlandırmaya yönelik olacaktır. Bu yüzden toplum, toplumsal etkinlik, kurum, kural, kurumsal değişime dair farklı görüşler bu bölümde ele alınacaktır.İkinci bölümde Kafkas toplumlarının sosyal örgütlenme biçimi ve bu sosyalörgütlenmenin hususiyetleri ele alınarak, toplumun yapısal karakteri ortaya konulmayaçalışacaktır. Sosyal örgütlenme biçimi, bir yönüyle ekonomik etkinliklerin düzenlenmesine de kaynaklık ettiği için, toplumun yönetim sistemi ve bu yönetim sisteminin zihniyet yapısı ortaya konulmaya çalışılacaktır. Toplumsal değişim büyük oranda kurumlar ve kuralların değişimine bağlı olan bir süreç olduğundan dolayı, kurumların ve kuralların değişimine sebep olan faktörler ele alınacak ve sosyal örgütlenme biçimindeki değişim de bu bölümde incelenecektir. Özellikle 18-19. yüzyıllar, bölgenin sosyal yapısının, dışa açılmak zorunda bırakıldığı dönemlerdir. Bu yüzden de değişim büyük oranda bu yüzyıllarda olmuştur. Biz de çalışmamızda Kafkas toplumlarında değişimden bahsederken özellikle bu yüzyılları göz önünde bulunduracağız.Üçüncü bölümde ise Kafkas toplumlarındaki ekonomik etkinliklerine kısaca değinildikten sonra, bu ekonomik etkinlikler ve bir önceki kısıtlamalar dâhilinde Kafkas toplumunun ekonomik örgütlenme biçimi ortaya çıkarılmaya çalışılacaktır. Kurumsal değişimin fiyatlardaki değişime bağlı olduğu gerçeğini göz önünde bulundurarak ekonomik etkinliklerin ve kimi fırsatların toplumsal kuruluşlar bazında nasıl anlaşıldığı ortaya konulmaya çalışılacak, kurumsal değişime bağlı olan ekonomik örgütlenme biçimindeki değişim yahut daha farklı bir ifadeyle zihniyetteki değişime bağlı olan ekonomik yapıdaki değişim ele alınacaktır.ABSTRACTThe question " How is the continuity of social order achieved in the event of lacking inany governmental system" is one of the matter being searched by sociologist. İt is a good example of " How affectiveof these instutions while arranging the economic activities.İn the first chapter of our study, a theoretical concepts table concerning the way/theroute while commenting on Caucasus Community's social form will be put forward. So theconcepts used as keys of interpretation will be introduced. Also, in this part we will try todetermine instution concept and what a social change is. İn addiation to this, the concepts,which are explanation forms of history, will follow the example of Weber's social aneconomic organizations theory related to understanding social activity. Besides this, the othersociologist opinions studying interpretation of social activity. Will be discussed in a summaryform. The other parts of study will try to explain the form of Caucasus community in the lightof Weber's theories. ÖZETÖzellikle 1958 yılından itibaren Irak'ta, sürekli olarak hükümet darbeleri gerçekleştirilmiştir. Yabancı devletlerin Irak'ın içişlerine karışması (özellikle zengin petrol kaynaklarına kavuşabilmek için), bu darbelerin en önemli sebeplerinden biri olmuştur. Bu nokta da ülke üzerinde Nâsır'ın uygulamaya çalıştığı politikanın her zaman yön değiştirmesi (bir dönem dostu olan bir ülkeyle kısa süre sonra düşman haline gelmesi), Irak'ta kendisine olan sempatiyi ve güveni sarsmıştır. İhtilalci liderler tarafından Irak halkına verilen sözler (huzur, refah, zenginleşme), eski hükümetler için yapılan eleştiriler unutulmuştur. Eski hatalar, yeni ihtilalci liderler tarafında tekrarlanmıştır ve böylece Irak'ta kısa aralıklarla birçok darbe gerçekleştirilmiştir. Yaşanan bu kaos ortamında Iraklı Türkler, belirttiğim gibi baskı ve zulümlerle karşılaşmıştır. Bir dönem komünist olmaya bile zorlanan Türkler, ölmeyi tercih ederek canları pahasına savaşmıştır. 1958-1979 yılları arasında Irak'ta yaşanan olaylar, akla hayale sığmaz bir hal almıştır. Bu olaylar nedeniyle Dış İşleri Bakanlığımız tarafından gerekli açıklamalar yapılmıştır ve özellikle sınırlarımızda askeri tedbirler alınmıştır. Türk gençlik dernekleri ve MTTB'nin gösterdiği tepki, takdir edilecek şekilde olmuştur. Birleşmiş Milletlere kadar başvuran bu dernekler, ne pahasına olursa olsun yurttaşlarımızın ezilmesine izin vermeyeceklerini açıklamıştır. 1979 yılında Irak'ta çatışmasız bir şekilde başa gelen Saddam Hüseyin ise, verdiği idam kararlarıyla tam bir diktatörlük sistemi uygulamıştır. Saddam Hüseyin'in başa gelmesi diğer ülkeleri tarafından olağan karşılanmıştır, çünkü Saddam arka planda olduğu dönemde de (Hassan el-Bekr dönemi) ülkeyi sessizce yönetmiştir. İhtilaller konusunda çok deneyimli olan Saddam, kendi mevkiini sağlamlaştırmak ve ülke halkını korkutarak bastırmak için birçok idam kararı almıştır. Böylece Irak, tarihte hep çatışmaların odak noktası olmuştur. ABD tarafından başlatılan Irak'taki son iç karışıklık, günümüzde de devam etmektedir. SUMMARYCoup d'états (revolutions) have been realized continuously in Iraq, especially since 1958. The main reason of these revolutions was foreign interventions in the internal affairs of Iraq (the cause of the interventions was especially in order to gain rich oil sources of the country). Public sympathy and trust to Nâsır lost due to his floating policies. For example; Iraq was a friendly country but she became an enemy for Egypt in a short time. People of the country wanted to live in a peace. However, domestic chaos, which prevailed in the Country, was increased because of Nâsır. In the following years, another country (Russia) gained a considerable influence on Iraq. For example in military, political, economic and cultural issues. So this caused to new chaoses in Iraq. Although it was not accepted by Iraqi authorities, it was clearly seen that Iraq had been a Soviet satellite. The worst side of the convergence between Iraq-Russia was seen when communist Kurds escaped from pressures of General Nuri Sait and his friends. Turkey was the most affected country because of conflict between Iraqi Kurds and communist Kurds who had returned to their country. Problems related to Turkey's national and international policies arisen when Kurds sought refuge in. Turkey, who follows the revolutions very closely, sent friendship messages every time. Whereas Turkey adopted direct and systematic approach to Cyprus problem, she couldn't employ the same policy for Iraqi Turks who suffer oppression. Incapable and week leaders were another contributory factors in the coup d'états. Revolutionist leaders had given a wealth of promises to people who live in Iraq, about making the country rich and peaceful place. Nevertheless, promises were broken. New revolutionist leaders made repeated same mistakes which had made by their predecessors. So a lot of revolutions were serially realized in Iraq. Iraqi Turks faced oppression in this chaos. Once Turks had been forced to accepted communism. But they rejected and fought at the expense of their life. Between 1958-1979 dramatic and tragic events had took place in Iraq. Foreign Ministery of Turkey released necessary official statements about the events and the government took military measures along the border. Turks youth associations' reaction was laudable. These associations stated that they did not accept any pressures that exerted on our citizens and applied to United Nations. Saddam Hussein became leader of the Iraq with the help of a bloodless coup in 1979. He established a military dictatorship and ordered several executions. Becoming leader of Saddam was not a surprise for other countries as he had been the driving force behind Hassan el-Bekr. Saddam was an experienced person about revolutions. He ordered several executions in order to strengthen his position. So Iraq had always been the focus of conflicts during history. Unrest period that caused by USA intervention is still lasting today. A question mark hangs over the future of Turks living in Iraq. No one can answer to this question.
ÖZET"1991-2003 arası Türkiye'nin Kuzey Irak Politikası" başlıklı tez, belirtilen tarih aralığında Kuzey Irak'ta yaşanan siyasal değişimler ile Türkiye'nin siyasal ve askeri kurumlarının etkileşimini analiz etmeyi amaçlamaktadır.Tez de ilk olarak 1991 öncesi Kuzey Irak Kürtleri'nin tarihi anlatılmıştır. Bu bölümde Kuzey Irak'ta Irak merkezi otoritesi ile Kuzey Irak Kürtleri'nin siyasal kurumlarının çatışması analiz edilmiştir. Bu çatışma içerisinde 1991-2003 arasında Kuzey Irak'ta etkin olan Kürdistan Demokrat Partisi (KDP) ve Kürdistan Yurtseverler Birliği(KYB)'nin oluşum ve gelişim süreci açıklanmıştır. Kuzey Irak'ı bugün resmi olarak temsil eden siyasal yapının anlaşılması hedeflenmiştir.Ardından Körfez Savaşı ve Kuzey Irak'a yansımaları ele alınmıştır. Körfez Krizi olarak bilinen ve Çöl Fırtınası operasyonu ile sonlanan tarihsel süreç anlatılmıştır. Körfez Savaşı'nın siyasal sonuçlarının analiz edilmesi hedeflenmiş, tezin ana bölümünün zeminini oluşturan siyasal olaylar gösterilmiştir.Tezde esas olarak ise 1991-2003 arası Türkiye'nin Kuzey Irak Politikası analiz edilmiştir. İlk olarak belirtilen periyotta Kuzey Irak Politikası'nda önemli etkileri olan Turgut Özal Dönemi incelenmiştir. Turgut Özal'ın Kuzey Iraklı gruplar ile görüşmeleri başlatması süreci incelenmiş, bu süreçte Turgut Özal'ın Kuzey Irak'a ilişkin perspektifi tartışılmıştır. Türk Ordusu ile KDP İttifakının kurulması ve bu yolla Kuzey Irak'a askeri operasyon düzenlenmesi süreci anlatılmıştır.Buna ek olarak Özal sonrası süreç anlatılmıştır. Kuzey Irak'ta büyük dönüşümü haber veren Washington Anlaşması'na kadar süreç incelenmiş, Türkiye'nin Kuzey Irak Politikası'nda yaşanan dönüşüm anlatılmıştır. Buna neden olarak ise, Türkiye'nin Kuzey Irak Politikası'nı belirleme sürecinde uluslararası ittifakları ile ulusal çıkarları arasında çelişki gösterilmiş, bu çelişkinin Kuzey Irak'ta Türkiye'nin ulusal çıkarlarına aykırı bir politikanın oluşmasına neden olduğu ifade edilmiştir.ABSTRACTThe thesis titled as "The Northern Iraq Policy of Turkey between 1991-2003" aims to analyze the interaction between the political changes in Northern Iraq and the political and military institutions of Turkey between these stated dates.The thesis begins with the explanation of the history of the Northern Iraq Kurds in the pre-1991 period. This section analyzes the conflict between Iraq's central authority and the political institutions of the Northern Iraqi Kurds. In this context, the emergence and the development of two influential institutions in the 1991-2003 era, namely Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) are explained. The objective is to provide an understanding of the current political structure that officially represents Northern Iraq. Next, The Gulf War and its reflections on Northern Iraq are analyzed. The historical process which came to an end with the Operation Desert Storm, and is known as the Gulf War is summarized. In this section, the political events that constitute the base for the core of the thesis are presented with the aim of analyzing the political consequences of The Gulf War. The thesis primarily analyzes Turkey's Northern Iraq policy between 1991-2003. Firstly, Turgut Ozal's period which has been greatly influential on the Northern Iraq policy during these years is investigated. In this respect, the process of Turgut Ozal's initiation of meetings is explored and Turgut Ozal's perspective on Northern Iraq is discussed. The establishment of the alliance between the KDP and the Turkish Army and the process of military operations in Northern Iraq as a consequence of this alliance are explained. Subsequently the thesis focuses on the post-Ozal era. This section analyzes the developments until The Washington Agreement which announces the big transformation in Northern Iraq and the transformation of Turkey's Northern Iraq policy. The policies towards the establishment of a state in Northern Iraq and the reactions to this in Turkish foreign policy are analyzed. This section also explains the relationship between Turkey and the Turcomans in Northern Iraq as well as the political setting which led to this relationship.The study also evaluates the U.S. policy after Washington Agreement in Northern Iraq which focused on a new political establishment based on the Kurds. This section provides a presentation of the course of developments towards an economically and politically independent structure in Northern Iraq. In this context the study also explores the relationship between Turkey and Northern Iraqi actors during U.S.'s intervention in Iraq. The thesis concludes by explaining the main arguments with regards to the studied period and provides a critique of the Turkish Foreign Policy in Northern Iraq. It is argued that Turkey's political actions have been in conflict with Turkey's national interests and Turkey's actions have also contributed to the process of the establishment of the state in the Northern Iraq. The reason for this is argued to be the conflict between Turkey's international alliances and national interests.

İletişimin önemi ilk çağlardan beri ortaya çıkmakla birlikte günümüzde, siyasette de etkin olmak üzere pek çok alanda yeni uygulamalar kullanılmaktadır. Siyasette insanlarla etkileşim kurabilme, onları etkileyebilme ve siyasal rekabette daha etkili olabilmek adına iletişim tekniklerinin birçoğunun kullanıldığı görülmektedir. İnsanların hem kendilerini ifade edebilmeleri, hem de diğer insanlar tarafından anlaşılabilmeleri için iletişim büyük öneme sahiptir. Hayatın her alanında olduğu gibi siyasette de iletişimin önemi ortaya çıkmış ve siyasa aktörler de bunun bilincine varmışlardır. Özellikle siyasal rekabetin daha da artmasıyla birlikte iletişim tekniklerinin ve iletişim stratejilerinin siyaset alanında da fazlaca kullanıldığını görebilmekteyiz. Çalışmada, Türkiye'de mecliste bulunan siyasal partilerin internet temelli halkla ilişkiler ve siyasal iletişim faaliyetleri araştırılmıştır. Bu kapsamda özellikle 1 Kasım 2015 seçim dönemi öncesi ve sonrasında siyasi partilerle iletişime geçilmeye çalışılmış, seçim öncesi ve sonrası dönemlere ilişkin bir değerlendirme yapılmaya çalışılmıştır. Now concepts such as politics and communication in every area of our lives with each other in the works and can support you to success in politics. Public relations activities, but also is one of the methods in the realization of communication with, are among the methods used by the political parties. In the study, political parties which exist/that should be Public Relations activities and, therefore, the status of the attempted communication, and recycling phases of the process were investigated. As in all management functions of public relations it should be directed towards the communication function. Because a non-effective communication, away from the desired goal to achieve, can reveal much worse results. In our research of political parties in parliament, the Internetbased Public Relations and communication activities and whether they have conducted a study as to whether these characteristics are free of units. Thus with regard to political parties, trying to reach the address of a contact, and the findings were shared. As a result of our research on the websites of political parties in the Parliament after the elections on 7 June 2015 contact, which can be found from the columns were attempted to be contacted. ÖZETDünya siyasi tarihinin en önemli dönüm noktalarından biri olan 1980'li yıllarda, SSCB çözülmeye başlamış, 9 Kasım 1989 tarihinde adeta soğuk savaşın sembolü olan Berlin Duvarı'nın yıkılmasıyla küresel dengeler Batı ve ABD lehine değişmiştir. Batı ve ABD, liberal demokratik sistemi artık dünyanın genel geçer tek egemen siyasal modeli olarak diğer ülkelere yayma ve egemen kılma stratejik hedefiyle "Yeni Dünya Düzeni" taktik projesini uygulamaya koymuşlardır.Osmanlı idaresi sonrasında Ortadoğu, uzun bir süre huzur bulamamış, bu yüzden ABD ve Batı için Yeni Dünya Düzeni projesinin en önemli uygulama alanı olmuştur. Diğer taraftan Irak, uzun yıllar istikrar yüzü görmemiş, kuzeyde Kürt grupların ayrılıkçı talepleriyle uğraşırken siyasi otoritesi ise sürekli bir darbeler zincirine muhatap olmuştur. En son Saddam rejiminin 2 Ağustos 1990 tarihinde Kuveyt'i işgaliyle başlayan fiili durum Mart 1991 tarihinde Irak'ın, askeri, siyasi ve ekonomik olarak çevrelenmesine sebep olmuştur. 11 Eylül 2001 tarihinde, New York'ta Dünya Ticaret Merkezi'ne yapılan terörist saldırılar; başta ABD olmak üzere, ülkelerin güvenlik stratejilerini değiştirmiş, "savunma" temelli stratejilerden "tehdit algılandığı anda ortadan kaldırma" eksenli bir stratejiye kaymıştır. ABD, yeni Ulusal Güvenlik Doktrini gereği Irak'ın terörizmi desteklediği ve kitle imha silahları ürettiği ve bulundurduğu gerekçeleriyle 20 Mart 2003 tarihinde İngiltere ile birlikte Iraklı muhalif grupları da yanına alarak Irak'ı işgal etmiştir. Hemen yanı başında gerçekleşen bu savaş, Türkiye'yi stratejik konumu gereği çok yakından ilgilendirmiştir. ABD'nin Kuzey cephesinin açılması konusundaki talepleri 1 Mart tezkeresi ile reddedilmiş ancak, ABD ve müttefiklerine hava sahasını açarak savaş sırasında destek olmuştur. Türkiye, bu savaşta hep "Uluslararası Meşruiyet" arayarak, barışçıl bir politika izleme konusunda azami çaba sarf etmiş, ayrıca savaş sonrası Irak'ın yeniden yapılandırılması ve imarı konusunda da lojistik destek vermiştir.İşgal sonrası, 28 Nisan 2003 tarihinde başlayan Irak yönetiminin yeniden yapılandırılması çalışmaları neticesinde, Temmuz 2003 tarihinde Irak Geçici Yönetimi oluşturulmuş, 8 Mart 2004 tarihinde daha sonraki sürece yön verecek olan Irak Geçici İdari Yasası kabul edilmiştir. Yeni devletin rejimi demokratik cumhuriyet olarak tanımlanırken, Kerkük ve Bağdat'ın ayrı tutulduğu coğrafi esaslara göre 18 eyaletli federal bir yapı oluşturulmuştur. 30 Ocak 2005 yılında yapılan seçimlerinin ardından demokrasiye geçme çabası devam eden Irak'ta, 15 Ekim 2005 tarihinde Irak Yeni Anayasası referandumla kabul edilmiştir.Yeniden yapılandırılma sürecinde etnik temelde yapılan tartışmaların en önemlisi Kuzey Irak Bölgesel Kürt Yönetimi olmuştur. Özerkliklerine anayasal temelde meşruiyet sağlayan Kuzey Irak Kürt Yönetimi, Türkiye ve başta ABD olmak üzere diğer ülkelerin baskısı sonucunda demokratik sürece adapte olma ve Irak'ın bütünlüğünün korunması konusunda mesafe alarak bağımsızlık hedeflerini ötelemişlerdir. Ayrıca, Türkiye bu süreçte "Kırmızı Çizgileri"ni koruma konusunda ABD ve Irak Merkezi Hükümeti ile diyalog içinde olmuştur. Türkiye'nin, özellikle PKK, Kerkük ve Türkmenler ile ilgili yaptığı çalışmalar kısmen başarılı olmuş, son dönemde de Kuzey Irak Bölgesel Kürt Yönetimi ile iyi ilişkiler kurmaya başlamıştır. SUMMARYOne of the most important turning point in the History of World Politics was during 1980s: the USSR was begining to disintegrate; the fall of the Berlin Wall on 9 November 1989, which symbolised the (end of) cold war, shifted the global balance in favor of the United States and the Western Europe. From then on, the West and the U.S. put the New World Order (NWO) policy into effect, which is known to be a strategy aimed at spreading the liberal democratic system to other countries as the world's only and dominant political system.For a long time after the Ottoman ruling, the Middle East failed to achieve stability and became the main focus of the west. Moreover Iraq was struggling to stabilize her political system with the demands of Kurdish separatist groups and ongoing coups d'etat in the country. The Invasion of Kuwait on the 2nd of August 1990 by Saddam's Baathist regime led to the surrounding of Iraq's millitary, politics and sanctions on its economy by the west in March 1991. The 9/11 terrorist attack on America in 2001 at the World Trade Center Towers made the U.S. and other countries around the world to reconsider their security strategies from defensive to "elimating the threat at the instant of its detection". Under the new National Security Doctrine, the U.S. and Britain, with the coalition forces invaded Iraq on March 20, 2003 on the grounds of Saddam's government supporting terrorism, and holding in its possesions weapons of mass destruction (WMD). Having a war right across its borders caused a major concern for Turkey. The U.S. officially requested from Turkey to open the northern Iraqi front line and give passage to the U.S, personnel. However, on March the first, by the majority of Turkish Parliament, the bill was blocked. Nevertheless, Turkey gave indirect support to the coalition forces by opening her airspace to their military use. During the war, Turkish government had put maximum effort seeking peaceful policy on the grounds of "international legitimacy", and in the aftermath of the war, the Turkish government have been giving full logistic support during the reconstruction of Iraq.Folowing the invasion on the 28 of April 2003, restoring of the Iraqi goverment began and as the result, in July 2003 Iraqi Interim Administration was constituted. In order to direct the course of reconstruction of the country, in 8 March 2004 the Iraqi Transitional Administrative Law was approved: the new state government was defined as a democratic republic, where Kirkuk and Baghdad kept separate from the 18 states with a federal structure based on geographical basis. The effort of transition to democracy continued following the January 2005 elections, and as a result on October 15, 2005 the new constitution was approved by a referandum.In the process of restructuring Iraq, the most disputed ethnic issue was Kurdish Northern Iraq Regional Administration. The Northern Iraqi Kurdish Administration obtained a legitimate autonomy under the constitutional basis, however the administration deferred its declaration of independence due to political pressure from Turkey, the U.S and other countries. The Northern Administration was encouraged to adapt to the new Iraqi deomcratic process and to preserve the country's unity. Furthermore, during this process Turkey have been in dialogue with the United States and Iraqi Central Government to advocate for maintaining the regions safety, and the issues which the Turkish government is sensitive. Turkey's effort especially on the matters like the PKK, Kirkuk and Turkmen has been partly successful, the Turkish government has recently began establishing good relations with Northern Iraq Kurdish Regional Administration.
Bu çalışmanın konusu Türk Yükseköğretim sisteminde yer alan ve Ankara, İstanbul, İzmir, Konya ve Antalya illerinde bulunan devlet ve vakıf üniversitelerinin sosyal sorumluluk uygulamalarında kavramsal bilgi ve örneklerini inceleyerek meşruiyet kazanma yöntemlerinin ve devamında kurumsal sosyal sorumluluk (KSS) kavramının meşruiyete katkısının incelenmesidir. Kurumsal bakış açısı ile birçok kez ele alınan farklı örgüt yapıları araştırmacılar tarafından çalışmalara konu edilmiştir. Kurumsal kurama göre bir örgüt içerisinde yer aldığı çevresel koşullara göre bir müddet sonra rakiplerine benzeşmekte bunun sonucu olarak da ortak uygulamalara gitmektedirler. Son yıllarda, örgütler müşterilerinin gözünde sadece kar amacı güden yapılar olmadıklarını göstermek için yardım kampanyaları, çeşitli ahlaki ve sosyal sorumluluk kampanyalarının içerisinde yer almaktadır. Bu durumda KSS kavramının ortaya çıkmasına neden olmuştur. Örgütler açısından önem arz eden böyle bir kavramın kurum tarafından ne derecede önemsendiğini ve KSS çalışmalarının önemini ortaya koymak için çalışmamızın konusu KSS olarak belirlenmiştir. Üniversitelerin meşruiyet kazanmak için yaptıkları KSS çalışmaları ve uygulamaları inceleyerek birbirlerinden ne yönde ve ne şekilde farklılaştıklarını ortaya koymayı hedefleyen bu çalışma dört bölümden oluşmaktadır. Araştırmanın ilk bölümünde kurumsal alt yapı incelenmiş kuramsal kuramın ortaya çıkışı, etik olgusu, meşruiyet kavramı gibi kavramlar ele alınmıştır. Araştırmanın ikinci bölümünde Türkiye'de Yüksek Öğretim kurumlarının tarihçesi ve gelişimi ele alınmıştır. Araştırmanın üçüncü bölümünde bu araştırma için çalışma kapsamında ele alınan yükseköğretim kurumlarının KSS uygulamalarının kategorize edilirken Birleşmiş Milletler Küresel İlkeler Sözleşmesinde yer alan ve maddelerin karması yapılarak bir sınıflandırma aracı oluşturulduğundan bahsedilmiştir. Her bir üniversitenin uyguladığı KSS çalışmalarını bir standarda oturtabilmek ve bir şablon uygulayabilmek adına Birleşmiş Milletlerin Küresel Sözleşmesinden yararlanılmıştır. Sözleşmede yer alan on madde ile Türkiye'nin içerisinde bulduğu yapısal durum bir araya getirilerek 4 ana başlık oluşturulmuştur. Bu ana başlıkların altında yer alan alt kategoriler ile üniversitelerin yayınlamış oldukları raporlarda kaç kaç farklı defa bahsetme sıklığına bakılarak değerlendirmeler yapılmıştır.Çalışmanın son bölümünde ise üniversitelerin KSS faaliyetleri kapsamında yaptıkları çalışmalar ve uygulamalar nitel araştırma yöntemi ile ele alınmıştır. Nitel araştırmanın evreni 29 üniversiteden oluşmaktadır. Belirlenen üniversiteler arasından İstanbul'da bulunan Koç Üniversitesi ve Kültür Üniversitesi, İzmir'de bulunan Yaşar Üniversitesi ve Ege Üniversitesi'nin raporlarına web sayfalarından ulaşılmamıştır. Resmi makamlardan mail yoluyla talep edilmesine rağmen geri dönüş alınamadığı için bahsedilen dört üniversite araştırma kapsamı dışında bırakılmıştır ve çalışmanın kısıtını oluşturmuştur. Çalışmanın örneklemi 25 üniversiteden oluşmaktadır. Son olarak üniversitelerin KSS uygulamalarında en çok toplumsal sorumluluk kategorisine yer vererek benzeştikleri görülmüştür. Etik konusu ise üniversitelerin uygulamalarında en az yer verdikleri konu olarak görülmüştür. Literatür araştırmalarında üniversitelerin KSS uygulamalarının benzerliğine ilişkin kapsamlı bir çalışmanın varlığına rastlanmamıştır. Bu açıdan tez çalışmasının literatüre katkı sağlayabileceği ve özgün bir çalışma olduğu düşünülmektedir. The subject of this study is to examine the conceptual knowledge and examples of the social responsibility practices of state and foundation universities in Ankara, İstanbul, İzmir, Konya and Antalya which are included in the Turkish Higher Education System and to gain legitimacy and the legitimacy contribution of the concept of corporate social responsibility. Different organizational issues, which have been discussed many times with institutional point of view, have been studied by researchers. According to the institutional set-up, according to the environmental conditions in an organization, after a while, they resemble their competitors and as a result they go to common practices. In recent years, charities campaigns have been part of a variety of moral and social responsibility campaigns to show that organizations are not merely profit-making structures in the eyes of their customers. This led to the emergence of the concept of CSR. The issue of working to put forward the importance of such an important concept in terms of organizations and to show the importance of CSR studies has been determined as CSR. This study is aimed at revealing how the universities differ from each other in terms of CSR studies and practices that they have made in order to gain legitimacy. In the first part of the research, the concepts such as the emergence of theoretical theory, institutional infrastructure, ethics, and the concept of legitimacy are discussed. In the second part of the research, history and development of institutions of higher education in Turkey are discussed. In the third part of the research, it was mentioned that the classification of CSR applications of the higher education institutions covered in the study for this research was made a classification tool by making the replications of the materials in the United Nations Global Compact. It has benefited from the United Nations Global Compact in order to put CSR studies that each university has implemented into a standard and apply a template. The ten articles contained in the convention and the structural situation found in Turkey were put together and four main headings were formed.The subcategories under these headings and the reports published by the universities were evaluated by how many times they mentioned the frequency of mentioning. In the last part of the study, the studies and applications of the universities in the scope of the CSR activities were dealt with by qualitative research method. The universe of qualitative research consists of 29 universities. Koç University and Culture University in Istanbul, Yaşar University in Izmir and Ege University's reports in the selected universities are not accessible from the web pages. The four universities mentioned were excluded from the scope of the research because they could not receive a return even though they were requested by mail from the official authorities and they created the limitation of working. The sample of the study consists of 25 universities. Finally, it has been seen that universities are most similar to CSR applications in terms of social responsibility category. Ethics has been seen as the least common practice among universities.Literature surveys did not reveal the existence of a comprehensive study of the similarities of CSR practices of universities. In this respect, it is thought that the study of thesis is a unique work which can contribute to the literature.
ÖZETAralarındaki coğrafi ve kültürel yakınlığa rağmen tarihten gelen bazı ön yargıların etkisi ile Türkiye ve Suriye arasında iyi komşuluk ilişkileri kurmak mümkün olmamıştır. Türkiye, Cumhuriyetin ilanından itibaren bütün komşuları ile "Yurtta Sulh, Cihanda Sulh" parolası esasına dayanan politikalar izlemiştir. Buna karşılık Suriye başta Hatay'ın ilhakı olmak üzere Arap Milliyetçiliği'nin anavatanın sınırlarını Toroslar'a kadar genişletme düşüncesini rehber edinmiş ve Türkiye aleyhine olabilecek her türlü faaliyetin destekçisi veya sempatizanı olmuştur.Bugün Türkiye ile Suriye arasında başta Bölücü Terör Örgütüne sağladığı destek olmak üzere, Fırat Nehri sularının paylaşımı, Hatay üzerindeki hak iddiaları, Asi Nehrinin sularının kesilmesi, Türk azınlığın durumu, karasularının tespiti ve kara sınırlarının işaretlenmesi gibi sorunlar mevcuttur. Suriye'nin uzlaşmaz tutumu ve diyalog eksikliği nedeniyle en basit sorunların bile çözümü mümkün olmamıştır.Türkiye'nin jeopolitik konumundan dolayı, bölgede bir güç olmasını istemeyen devletler; Suriye'nin politik ve siyasi zayıflığından faydalanıp bu ülkeyi kullanarak Türkiye aleyhine gelişen durum ve dengeleri destekler bir tutum içerisindedirler. Bu çerçevede; Suriye'nin, GAP'ın hayata geçirilmesi sonucu, Fırat ve Dicle sularının kendisine karşı bir koz ve baskı aracı olarak kullanacağı düşüncesiyle ortaya çıkardığı sınırı aşan sular sorunu, Türkiye'yi bölmeyi amaçlayan PKK terör örgütünü meselelerin kendi isteği doğrultusunda çözümlenmesi için bir manivela olarak kullanmak istemesi, Hatay'ın bir Arap toprağı olduğunu suni olarak gündeme getirmesi ve uluslar arası platformda Türkiye'ye karşı davranışları başlıca sorunlardır. Suriye; Türkiye'yi köşeye sıkıştırmak ve zayıf düşürmek suretiyle bölgede bir güç olmasına engellemek istemektedir. Su sorunu yapay bir sorundur. Suriye'nin Hatay'a yönelik tasavvurları da Suriyeli Arap halka mal olmuş bir politika olmayıp, daha ziyade yönetimin gündem de tuttuğu bir meseledir.Sınıraşan sular konusu Türkiye'nin su pazarlığına girmemesi gereken bir konudur. Suriye ile Irak'ın Matematiksel paylaşım tezi yerine, üçüncü ülkelerin dahil olmayacağı ve egemenlik hakların tartışılmasını gündeme getirecek yükümlülüklere girmeden bilimsel esaslara dayanan Üç Aşamalı Planın uluslar arası bilimsel ve siyasi platformlarda tanıtılması, destek sağlanması ile ilgili girişimler sürdürülmelidir.Türkiye'yi İsrail ile işbirliğine yönelten temel unsur ise, yaşamsal nitelikteki ulusal çıkarlarıdır. İsrail ile yapılan anlaşmalar Türkiye'ye çevresinden, özellikle Suriye ile İran'dan yönelen tehditlere karşı ek bir caydırıcı unsur oluşturmuş ve bölge dengelerini Türkiye lehine çevirmiştir. Türkiye ile İsrail arasında askeri alanda sağlanacak yakınlaşmanın gelecekte ilişkilerimizi güçlendireceği ve iki ülke arasında stratejik yakınlaşma sağlayacağı, bunun sonucu olarak bölgede barış rüzgarlarının eseceği değerlendirilmektedir.Son zamanlarda Suriye, Türkiye'ye yönelik terör örgütlerini desteklemeyi ve bu yolla taviz koparmayı amaçlamıştır. Asala'dan sonra Bölücü Terör Örgütüne verdiği destek günümüzde artık basit sınır tecavüzü veya çete hareketi boyutunu aşarak "Silahlı Saldırı" durumuna ulaşmıştır. Komşu devletlerin desteğine engel olunmadıkça Bölücü Terör Örgütünü ortadan kaldıramayacağını anlayan Türkiye, 1998 yılında kararlı tutumu sayesinde Suriye'yi resmen Bölücü Terör Örgütüne destek sağlamaması konusunda anlaşma imzalamaya zorlayabilmiştir.Türkiye ile Suriye arasındaki sorunlar çözümlenemeyecek problemler değildir. Sorunlar Türkiye'den kaynaklanmadığı gibi Türkiye tarafından halledilemeyecek kadar güç de değildir. Önemli olan husus Türkiye'nin gücünün farkında olması ve bu sorunları çözebilme iradesini oluşturabilmesidir. SUMMARYAlthough there is geographical and cultural proximity between Turkey and Syria, because of some prejudices coming from history, a good neighbourhood relationship could not be set up . From the foundation of Turkish Republic, Turkey has been followed the policies that based on the "Peace at Home, Peace at the World" watchword principle. Controversially, Syria has been taken guide the thought for the expand of the Arabic Nationalism's motherland borders to Toros Mountains, (the annexation of Hatay is a good example for this) and also Syria has become the supporter and likeminded to all facilities that are hostile to Turkey . Today, between Turkey and Syria, the following problems are existing; firstly Syria's support to Dividing Terror Organization, the sharing of Fırat River Water, The rights claims over Hatay, cutting the water of Asi River, the condition of Turkish minority, determination of territorial waters and signing of continent borders . Because of unrecognised attitude of Syria and dialog deficiency, even basic problems can not be solved. Because of the geopolitics position of Turkey, Some Countries, that do not want Turkey as a Power at the region, use Syria, profit by its political and diplomatically weakness, so that they have an attitude that support the developing conditions and balances hostile to Turkey. At this frame, the following problems are existing; The passing over the border water problem, which existing from the Syria's thoughts about the Turkey's using the Fırat and Dicle waters against them as trump and restraint tool (as a result of GAP), using the PKK Dividing Terror Organization as a tool for solving the problems in favour of Syria, usually getting the thought of the region of Hatay as an Arabic land, and attitudes to Turkey at the international platforms. Syria wants to block Turkey for not being a power with abort weak and squeeze to corner. Water problem is not a real problem. Syria's thoughts against to Hatay is not a thought of' Syria s Arabic Common People, but it is the Administrative Authority's thoughts. Turkey should not negotiate about the Waters, that passes through the border . At the place of the mathematical thesis of the sharing between Iraq and Syria, the 3 level plan, that based on the scientific notions, should introduce at the scientific and political international platforms and should look for supports about it. The basic elements, that manage the cooperation between Turkey and Israel, is the national interests (so important for the Turkish Republic). The agreements (done with Israel) has become a element that causing the esp. the threats of Syria and Iran to give up a plan and has turn round the regional balance to Turkey. The proximity at the military area between the Turkey and Israel will empower the relationship between this two country at the future and will lead strategically proximity between them and as a result of this there will be peace winds at the region. Nowadays, Syria intends the support the terror organizations against to Turkey and with this way taking concession. After Asala, support to Dividing Terror Organization, today this become to "Armed Attack" not a simple border attack or guerrilla warfare. Finally, Turkey has realized that without preventing the support of original countries to Dividing Terror Organization, the termination of this organization is impossible, so that in 1998 Turkey force Syria to sign an agreement about not supporting the Dividing Terror Organization formally. Problems between Turkey and Syria can be solved. Problems do not a fault of Turkey and these are not so hard to solve. The important subject is that Turkey should become the aware of its power and develop the solving ability will power.

Bu açıdan değerlendirildiğinde Türkiye'nin sürekli artan dinamik nüfusu, şehirleşme yaşamı ve sanayi alanında yapmış olduğu yeni atılımları giderek artan enerji açığını da beraberinde getirmiştir. Enerji faktörü Türkiye'nin sürdürülebilir güvenlik ve kalkınmasının sağlanabilmesi için artık hayati öneme haiz bir güç konumundadır. Bu kapsamda Türkiye'nin ihtiyaç duyduğu enerjiyi karşılamak, enerjide dışa bağımlılığını azaltmak ve ithal enerji kaynaklarında enerji arz güvenliğini sağlayabilmek için bir yandan kaynak çeşitliliği, tedarikçi ülke ve güzergâh çeşitliliği gibi uluslararası birçok alanda çalışmalarını sürdürürken, diğer yandan ise egemenlik sınırları içerisinde yürütmüş olduğu milli enerji hamleleri ile yeni enerji yatakları arama, kullanımdaki mevcut enerji kaynaklarının kapasitelerini iyileştirme, yenilenebilir ve nükleer gibi alternatif enerji kaynaklarına yönelik yatırımlarını arttırma stratejileriyle enerji arz-talep dengesini sağlamaya çalıştığı görülmektedir. 21. Yüzyıl Türkiye'sinin enerji üretim kapasitesini ve kaynak çeşitliliğini artırabilmek için yürüttüğü en önemli projesi ''Nükleer Güç Santrali'' kurma projesidir. Türkiye tüm engellemelere rağmen uzun zamandır istediği nükleer teknolojiye sahip olma konusundaki yürütmüş olduğu başarılı ve somut çalışmaları ile ulusal güvenliği ve küresel güç mücadelesinde stratejik öneme sahip bir güç çarpanı olan nükleer teknolojiyi elde etmeyi hedeflemektedir. Bu çalışmada Türkiye'nin temel enerji politikaları kapsamında sürdürülebilir güvenlik ve kalkınmasında nükleer enerjinin gereklilik durumu ile bölgesel güvenlik boyutu sorunsalı jeopolitik bir bakış açısıyla değerlendirmektir. Bu bağlamda çalışmanın hipotezi; nükleer enerjinin jeopolitik açıdan Türkiye'nin sürdürülebilir kalkınması ve güvenliğinde vazgeçilmez ve zorunlu bir kaynak olduğu, ayrıca nükleer enerjinin bölgesel güvenliğe katkı sağlayacağı savından oluşmaktadır. Yine araştırmada nükleer enerjinin Türkiye'de hem barışçıl hem de askeri güç kapsamında kullanılmasının çok boyutlu değerlendirmesi yapılarak etki ve sonuçlarının neler olduğunun tespit edilmesi amaçlanmıştır. Çalışma temelde nitel araştırma yöntemine göre yapılmış olup, yerli ve yabancı literatürden faydalanılarak veriler kaynak taraması yoluyla elde edilmiştir. Ayrıca çalışma enerji alanında faaliyet yürüten ulusal ve uluslararası kurum ve kuruluşların istatistik raporlarının analiz edilmesi sonucu oluşturulan grafik ve tablolar kullanılarak desteklenmiştir. Türkiye'nin nükleer enerjiye sahip olması sonucunda; enerji kaynak çeşitliliğinin sağlanarak enerji arz güvenliğine ciddi katkı sağlayacağı, enerjide ortalama % 75 oranında dışa bağımlı olan ülkemizin enerji kaynağı ithalinin azalması sebebiyle önemli bir dış ticaret açığını kapatacağı, bu bağlamda daha esnek ve bağımsız bir dış politika yürütebileceği sonucuna ulaşılmıştır. Bu nedenle nükleer enerjiye sahip olmanın Türkiye açısından bir tercihten ziyade bir mecburiyet olduğu değerlendirilmiştir. Yine Türkiye'nin nükleer enerji alanında yürüttüğü projeler ile teknik altyapısının geliştirilmesi sonucu ve yetiştirdiği nitelikli insan kaynakları sayesinde ileri teknoloji gerektiren hem ağır sanayisinin gelişmesine, hem de inşaat, çelik üretimi, tarım, tıp, savunma ve uzay gibi sektörlerin gelişimine ve ülkenin kalkınmasına önemli katkı sağlayacağı sonucuna ulaşılmıştır. Ayrıca Türkiye'nin nükleer alanda kazandığı tecrübe ve bilgi birikimiyle birlikte imkân ve şartların olgunlaşması durumunda yakın gelecekte hem kendi yeraltı kaynaklarını kullanabileceği, yerli imkânlarla ''Nükleer Güç Santrali'' yapabilmesi, hem de askeri alanda yürütebileceği nükleer güç çalışmalarına zemin hazırlaması açısından ve milli güç unsurlarının nükleer güç çarpanıyla desteklemesi bakımından önemli bir kazanım elde edeceği görülmektedir. Çalışmada Türkiye'nin bölgesel gerçekleri ve jeopolitik durumu nazara alındığında nükleer enerjinin ekonomik olduğu kadar aynı zamanda bir güvenlik meselesi olduğu, bu sebeple Türkiye'nin bölge ülkeleri ile karşılaştırmalı üstünlüğü bakımından nükleer güce sahip olmasının zorunlu olduğu görülmüş ve nükleer enerjinin Türkiye'nin güvenlik ve kalkınmasında vazgeçilmez bir enerji kaynağı olduğu sonucuna ulaşılmıştır. ; States are responsible for meeting the continuous growth in the demand of energy in order to realize social welfare and sustainable developments. In this perspective, Turkey's ever growing dynamic population, urban life and new developments in the industrial field has also generated a gradual increase in energy demand. The energy factor has become a vital resource in securing Turkey's sustainable security and development. In this context, while Turkey continues its research internationally in many fields including diversity in its supplying countries and routes to meet its energy demand, reducing its foreign dependency on energy and ensuring the security of supplies of imported energy sources on one hand, on the other hand we see that Turkey is attempting to provide the supply-demand balance in energy with its strategies of searching for new energy sources with its national energy moves conducted within its own borders; improving the capacity of existing energy sources and increasing investments for alternative energy sources such as renewable and nuclear energy. The most important project planned to increase the energy production capacity and resource diversity in the 21st century Turkey is the "Nuclear Power Plant" establishment project. Despite all the drawbacks, with its successful and substantial efforts in possessing the long awaited nuclear technology, Turkey aims to secure a power factor nuclear technology that will have strategic importance in its national security, and raise its status as a global power. In this study, the necessity of nuclear energy in sustainable security and development as a part of Turkey's main energy policies and the question of the dimension of regional security will be assessed from a geopolitical perspective. In this respect, the hypothesis of the study forms the argument that in geopolitical terms nuclear energy is an essential and indispensible source for Turkey's sustainable development and security, and nuclear energy will also contribute to regional security. This study also aims to determine the effects and results of both the peaceful and military use of nuclear energy in Turkey by conducting a multidimensional evaluation. Basically, this study was carried out according to qualitative research method and data was obtained from literature reviews using both local and foreign literature. In addition, the study was also supported using graphics and tables formed as a result of the analyses of statistic reports by national and international institutions and organizations that are active in the energy field. As a result of Turkey possessing nuclear energy, it is concluded that this will contribute significantly to energy demand security by providing a resource diversity; fill a significant gap in foreign trade due to the reduction in the energy resource imports of Turkey that is on average 75% dependent on imported energy, and subsequently will be able to enforce more flexible, independent foreign policies. Therefore, possessing nuclear energy is considered to be a requirement for Turkey rather than a preference. As a result of the projects developed by Turkey in the nuclear energy field together with the development of technical infrastructure, and owing to the qualified human resources it was concluded that this will contribute significantly not only to the development of heavy industry, but also the development of sectors including construction, steel production, agriculture, medicine, defense and space, and therefore the development of the country. Moreover, with the accumulation of experience and information Turkey has gained in the nuclear field, providing there is an improvement in opportunities and conditions it appears that in the near future the country will secure a major achievement both in terms of establishing a "Nuclear Power Plant" with its own resources where Turkey will be able to use its own underground sources and preparing the groundwork for nuclear power research for development in the military field, and in terms of supporting the national power factors with nuclear energy. Taking the regional facts and geopolitical situation of Turkey into consideration, in this study it was concluded that nuclear energy is not only more economical, but at the same time a security requirement; so in terms of the comparative advantages over other regional countries, it is essential that Turkey has its own nuclear power and nuclear energy is an essential source of energy for both the security and development of the country.
BRICS içerisinde yer alan (Brezilya, Rusya, Hindistan, Çin ve Güney Afrika) yükselen güçlerinin 21. Yüzyıldan itibaren uluslararası siyasette öne çıkışı kalkınma için işbirliğinin teşvik edilmesi fikrine yeni bir ivme kazandırmıştır. Bu süreçte BRICS'in yapmış olduğu dış yardımlar artırmış ve özellikle Güney ülkeleriyle Güney-Güney işbirliği yoluyla farklı ekonomik işbirliği yolları ve alanları ortaya çıkmıştır. Bu tez, genel olarak bu beş ülke ve özel olarak Çin tarafından Sahra Altı Afrika'da yürütülen ikili dış yardım faaliyetlerine ilişkin hali hazırda var olan ama oldukça kısıtlı olan mevcut literatüre katkı sağlamayı hedeflemektedir. Yükselen donörler olarak nitelendirilen bu devletler, son yıllarda uluslararası kalkınmada istikrarlı bir şekilde öne çıkarken esasen 1950'li yıllara kadar uzanan dış yardım programları ile kesinlikle bu alanda yeni değiller. Böyle olmakla birlikte söz konusu devletlerin dünyanın dört bir yanındaki yardım faaliyetleri kimi zaman Amerika Birleşik Devletleri, Batı Avrupa ve Japonya'nın hakim olduğu uluslararası yardım mimarisine bir tehdit olarak algılanmaktadır. Kalkınma yardımının Güney-Güney işbirliği çerçevesinde önemli bir dış politika aracı olduğu varsayımından yola çıkarak, bu tez söz konusu yükselen güçleri bu alanda harekete geçiren motivasyonların neler olduğunu sorgulamaktadır. Dış yardımın araçsallaştırılmasının arkasındaki temel motivasyonlar nelerdir? Yükselen donörler uluslararası kalkınmada geleneksel bağışçılardan farklı mı? Sahra altı Afrika'nın dış yardımın ana alıcısı olduğu ve doğal kaynaklar açısından zengin olduğu düşünüldüğünde, Çin dış politika araçlarını Sahra altı Afrika ile olan işbirliğinde nasıl ve ne amaçla kullanıyor? Son olarak, uluslararası politikada kalkınma yardımı farklı bağışçılar arasında bir rekabet unsuru olmakla birlikte, aynı zamanda farklı yönelim, teknik ve politik özelliklerine sahip olan bağışçıların her birinin kendi aralarında işi paylaştıkları ileri sürülebilir. This dissertation provides an overview of the small but growing literature on bilateral foreign aid activities carried out in Sub-Saharan Africa by these five countries in general and China in particular. While these so-called emerging donors are steadily growing in importance in international development, they are certainly not new to the field, with foreign aid programs dating back to the 1950s. The recent increase in the size and scope of their aid activities around the world is seen by some as a threat to the international aid architecture dominated by the United States and its allies in Western Europe and Japan. Starting from the assumption that development aid represents an instrument of foreign policy within the framework of South-South cooperation, our objective is to ask ourselves what are the motivations that drive these emerging countries? What are the main motivations behind the instrumentalization of foreign aid? Are they different from traditional donors in providing aid? Given that sub-Saharan Africa is the main recipient of foreign aid and rich in natural resources, how and for what purposes is China using its foreign policy tools in its collaboration with the latter? On the international scene, development aid can indeed be an element of competition between different donors; on the other hand, we sometimes have the impression that the donors share the work, each with its own tropisms and technical and political characteristics. Sivil Toplum, sivil toplum kuruluşları, Sivil toplum kuruluşlarının devlet içerisindeki yeri, demokrasi, devlet, devlet kurumları, emniyet teşkilatı, Polisin Sivil Toplum kuruluşlarına bakış açısı, özgürlükler, Avrupa birliği kavramları dünyanın olduğu gibi ülkemizin gündemini de uzun süre meşgul etmiştir. Küreselleşen dünyada devletler etkisini kaybetmekte, özgürlükler alanı genişlemektedir. Toplulukların devlet gibi düşünmediği veya devletin düşünmediği konularda bir araya gelerek organize oldukları, devletin boş bıraktığı alanlarda faaliyet gösterdikleri, devletin bazı yetkilerini kullandıklarını görmekteyiz. Ülkemizde sivil toplum kuruluşlarının gelişme dönemi 1980 yılından sonra olduğu görülmekle birlikte, topluma hizmeti görev kabul etmiş bir sivil toplum kuruluşu olan vakıfların kuruluş tarihinin asırlar öncesine dayandığını söyleyebiliriz. Türkiye'de 1995 yılında çeşitli Sivil Toplum Kuruluşları arasındaki ilişkilerin serbest bırakılması önemli bir karar olmakla birlikte 2004 yılında dernekler kanununda yapılan değişiklik ve emniyet teşkilatından bağımsız yapılanma imkânı tanınması, sivil toplum kuruluşlarının gelişmesi ve faaliyetlerinin çeşitliliğinin artması bakımından önemlidir. Bu çalışmamızda sivil toplum, sivil toplum kuruluşları ve bağlantılı terimlerin açıklanmasının yanında görevi sivil toplum kuruluşlarının faaliyetlerini yasalar çerçevesinde güvenli bir şekilde yapmasını sağlamak, yasa dışı söylem ve hareketleri yargıya intikal ettirmek olan Polisin sivil toplum kuruluşlarına bakışını ele alacağız. Emniyet Müdürlüğü bünyelerinde kuruluşu bulunan Güvenlik Şube Müdürlüğü Sivil Toplum Kuruluşları ile yasalardan kaynaklanan ilişkiler kurmak zorundadır. Aynı ilişki kurma zorunluluğu sivil toplum kuruluşları içinde geçerlidir. Polis ilişkilerini kurarken sivil toplum kuruluşlarını kategorize eder ve yasaların izin verdiği ölçüde görev niteliğine bakılarak iletişim içine girer. Bu iletişim ve ilişki sınırlı ve ölçülüdür. Bu çalışmamızda sivil toplum kuruluşları ile Polis ilişkisini incelerken ilgili yasaların neler olduğunu bu yasaların güncelliği ile birlikte eksiklerini, yasalardan kaynaklanan ilişki bozukluklarını inceleyeceğiz Sivil Toplum Kuruluşları demokrasi hayatı ve kültürü için ne kadar önemli olursa olsun faaliyetlerinin belli ölçüde sınırlandırılmasının gerektiği bunun demokrasinin gerekliliği olduğu ve demokrasi hayatının gelişmesinde Polisin davranışı ve yasaların özelliğinin ne kadar önemli olduğudur. Ülkemizdeki Sivil toplum kuruluşları ile Dünya'daki sivil toplum kuruluşları arasında büyük farklılıklar vardır. Bunun çok yönlü sebepleri olsa da demokrasi kültürünün tam anlamıyla yerleşmemiş olması en büyük sebeptir. Ankara Emniyet Müdürlüğü Güvenlik Şube Müdürlüğü bu eksikliğin farkında olarak hareket etmekte, sivil toplum kuruluşlarının faaliyetlerinde davranışları ve iletişimiyle örnek olmaya çalışmaktadır. Bu davranışlar başkente özel ve kişilere bağlı olsa da Türkiye'de uygulanması gereken davranış özelliğini kazanması açısından önemlidir. Çalışmamızda polis teşkilatının tamamının görüşünü yansıtmasa da resmi ve sivil çalışan polislere uyguladığımız ankette; Türkiye'de Polisin ilişki kurduğu sivil toplum kuruluşlarına nasıl baktığı, onları nasıl değerlendirdiği, faaliyetlerdeki tutumu yasaların sivil toplum kuruluşlarına tanıdığı özgürlükler polisin bu konudaki düşünceleri incelenmeye ve bir çerçeve çizilmeye çalışılmıştır. Sivil toplum kuruluşları denince polisin aklına ilk gelen düşüncenin sokaklarda eylem yapan, kaldırım taşlarını söküp kendisine taş atan öğrenci grupları, illegal söylemleri dile getiren, polis ile çatışmaktan çekinmeyen öğrenci platformları ve sendikalar gelir. İllegal örgütlere altyapı sağlayan dernekler, vakıflar, devlet değerlerini ve sistemini tanımayan, yazılı olarak kanuna uygun parti kabul edilen ama söylemlerinde devlete karşı tavır alan veya bölücü, irticai faaliyetleri bulunan siyasi partilerin de bulunduğunu unutmamak gerekir. Her Sivil toplum kuruluşu göründüğü kadar masum değildir. Bu masumiyet halkımız tarafından zamanla anlaşılmakta ve tepkisini yeri geldiğinde ortaya koymaktadır. Kuruluş amacı doğrultusunda hareket eden yasalara saygılı, dürüst, topluma hizmet eden Sivil Toplum Kuruluşlarının polis ile olan ilişkisi sadece evrak üzerinde kalmakta veya güvenlik talebi şeklinde kalmakta ve sorun yaşanmamaktadır. Türkiye'nin küreselleşen dünyanın saygın bir üyesi olabilmesi için, STK'larının çok sayıda, değişik türde ve ölçekte, yüksek potansiyeli, dünyaya açık, işlevlerini başarıyla yerine getirebilen, kendilerine güven duyulan bir biçimde gelişmesini sağlayabilmesi gerekir.Bu çalışma sonucunda elde edilecek verilerle demokrasi kültürüne katkı sağlayacağımızı düşünerek sivil toplum kuruluşlarının polis ile ilişkilerinin ne kadar önemli olduğunu, faaliyet istatistikleri ve Emniyet verileri kullanılarak açıklanmaya çalışılmaktadır. We begin to recognize that Civil Societies are performing their activities within the field?s state desolated and they are not thinking like the state. Progression period of the Civil Society?s Institutions in our country is after 1980?s. However, we can mention the history of the foundations that are accepted serving to society are based to centuries ago. While the important decision has been taking during the year 1995 on the release of relations between the various civil societies Institutions, changes made on the club law at 2004 it also important regarding to structuring independently from the police, given also self developing possibility to civil society organizations and in increasing variety of activities. In this study, we will undertake point of view of the police forces which are in obligation to provide to civil societies organizations to perform their activities safely within the legal frame work, beside to explain affiliated terms, civil society?s organizations and civil society . Security Department Directorate of the Police organization is obliged to establish relation with the Civil Society Organizations sourced from the laws. Same obligation is stand still for the Civil Society Organizations. Police, while establishing relation categorizes Civil Society organizations and enters in to the communication according to the nature of the duty and the laws are allowed. This communication is limited and moderate. In this study, while examining relation between the Police organization and Civil Society Organization, we will also study up to datedness these laws together with relation failures sourced from the law.Their activities necessary to be limited within the certain measures no matter how much important the Civil Society Organizations for democratic life and culture, and this limitation is also necessity of democracy and importance of the Police behavior and the characteristics of the laws. There is a large difference between Civil Society Organizations of our country and the Civil Society Organizations of the world. Notwithstanding multi-dimensional reasons, main reason is, democracy culture is not established in a proper sense. Ankara Directorate of Police, Security Department Directorate is acting well aware of this absence and runs to set a good example with his behavior and communication during the activities of the Civil Society Organizations. However, these behaviors in the Capital city, special and linked to the persons, it is important that behaviors gains necessary characteristics to apply in Turkey. In this study, even not reflecting the entire point of view of the Police Organization, we tried to draw an outline, on the police opinion and their evaluation on the liberty has been granted to the Civil Society Organizations the laws ad they are communicating with. We must not forget that when we speak about the Civil Society organizations, first thing considered by the police, are the students groups throwing pavement stones, students platforms with illegal pronunciations, syndicates not hesitating to clash with the police, clubs providing substructure to the illegal organizations, and the political parties considered legal according to laws, but not recognizing state values and system and with an attitude and pronunciations against the state in their speeches. Each Civil Society Organizations are that innocent as we are seen fro outside. However, this innocence understands by our public within the time and they betray their response in time. Relation of the Civil Society Organizations acting toward their constitutional aims, respecting laws, honest, and giving their services to the society with the police is only on the paper works such demand of security and posing no problems. For the Turkey becomes a respectful member of the global world, Civil Society organizations must provide progress in a manner of different kind and size, with his high potential and fulfill his functions with success within the trust. With the Data will be obtained at the result of this study, is trying to explain the importance of the relation between the police and Civil Society Organizations for to providecontribution to the democracy by using activity statistics together with security data?s. In this study evaluation on the progress of these relations which is a requirement for the progress of the democracy.

Evlilikle birlikte kişilerin kazandıkları toplumsal ve duygusal güçler partnerlerin, bedensel, psikolojik ve toplumsal iyiliklerini de olumlu bir şekilde etkilemektedir. Bununla birlikte, partnerlerin evliliklerindeki neşe ve uyum sayesinde birbirlerinden farklı iki insan bir bütün haline gelecektir. Amaç: Yaptığımız araştırmanın amacı otizm tanılı çocuğu olan anne-babaların evlilik uyumu ve duygu düzenleme güçlükleri arasındaki ilişkinin incelenmesidir. Metod: Çalışmada basit-rastgele örneklemler seçilmiş olup, çalışma evreni İstanbul'da ikamet eden ebeveynlerden oluşmaktadır. Araştırmanın örneklemini ise 40 otizm tanısı almış çocuğu olan anne-babalar ile 40 otizm tanısı almamış anne-babalardan meydana gelmektedir. Bulgular: Otizm tanılı çocuğa sahip olan bireylerin duyguları düzenleme güçlüklerinin daha yüksek olduğu görülmektedir. Duygu düzenleme güçlüğü alt boyutu olan farkındalığın otizm tanılı çocuğa sahip olmayan bireylerde daha yüksek olduğu görülmektedir. Duygu düzenleme güçlüğü alt boyutu olan açıklığın otizm tanılı çocuğa sahip olmayanlarda daha yüksek olduğu görülmektedir. Duygu düzenleme güçlüğü olan kabul etmemenin otizm tanılı çocuğa sahip olan bireylerde daha yüksek olduğu görülmektedir. Duygu düzenleme güçlüğünün alt boyutu olan dürtünün otizm tanılı çocuğa sahip olan katılımcılarda daha yüksek olduğu görülmektedir. Amaçlar alt boyutu puanları yükseldikçe, evlilik uyumu puanları düşmektedir. ; In today's world, the concept of autism is still not fully explained, but it is said that each individual with autism disorder has a different quality from the other. When the concept of autism is examined, it is an organic disorder that causes perception and perception disorder. One of the problems faced by parents who have children with autism is marital adjustment. The marriage institution, which has a long and long-established history as long as human beings exist in the world, represents a process that guides the lives of individuals. Together with the marriage, the social and emotional powers that people gain have a positive impact on the physical, psychological and social well-being of the partners. Thanks to the joy and harmony of partners' marriages, two different people will become a whole. Emotion regulation describes the ability of an individual to control and manage his emotions in the direction of his or her purpose and to establish control. It is a form of skill that can be changed consciously or unconsciously as a result of internal and external processes. Aim: The aim of this study is to investigate the relationship between the marital adjustment and emotion regulation difficulties of parents who have children with autism. Method: Sample selection was made by simple - random sample selection. The universe of the research consists of parents living in Istanbul. The sample of the study consisted of 40 parenst whose children autism-diagnosed and 40 parenst whose children non-autism-diagnosed parents. Results: Individuals with autism were found to have higher difficulty in regulating emotions. It is seen that the awareness with difficulty in emotion regulation is higher in individuals who do not have autism. It is seen that the aperture, which is the sub-dimension of difficulty in regulating emotion, is higher in those who do not have autism. It is observed that the inability to accept emotion regulation is higher in individuals with autism. It is seen that the impulse, which is the sub-dimension of the difficulty in regulating emotion, is higher in the participants with autism. It is seen that the goals which are the sub-dimension of the difficulty in regulating emotion are higher in the participants with autism. It is seen that the marital adjustment of individuals who do not have a child with autism is higher. It is observed that the general harmony which is the sub-dimension of marital adjustment is higher in individuals without autism. It is observed that the relationship style, which is the sub-dimension of marital adjustment, is higher in individuals without autism. A negative correlation was found between the difficulty of regulating emotions and relationship style sub-dimension. As the difficulty of regulating emotions increases, the relationship style decreases. A positive correlation was found between the awareness subscale and marital adjustment. As awareness scores increase, marital adjustment scores increase. A significant positive correlation was found between the awareness sub-dimension and the general fit subscale. As awareness increases, overall compliance is increasing. A significant negative correlation was found between marital adjustment and goals sub-dimension. As the goals increased, marital adjustment was reduced.
ÖZETYirmi birinci yüzyılın başlarında dünyamız sosyal, siyasal ve ekonomik bakımdan çok hızlı gelişmelere sahne olmakta, siyasi yönden de ülkeler arasında yeni dengeler oluşmaktadır. Türkiye ise bulunduğu jeopolitik konumu ve jeostratejik üstünlükleri ile tüm dünyanın dikkatlerini üzerine çekmektedir.Dünyada hızlı nüfus artışı ve yaşanan tabi afetler sebebiyle tarımsal üretim her geçen gün daha da önem kazanmaktadır. Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ancak bu potansiyeline rağmen ülkemizin yeraltı ve yerüstü kaynaklarından istenilen ölçüde yararlanılabildiğini söylemek ise mümkün değildir. Gelecekteki tarımsal açığı giderebilmek ve gıda ürünü ihraç edebilmek için başlatılan GAP projesi ise Türkiye'nin geleceğinde önemli bir rol oynayabilecektir.Özellikle Güneydoğu Anadolu Bölgesi'nde Fırat ve Dicle su kaynakları üzerinde 22 baraj ve yüzlerce sulama tesisini esas alan GAP projesinin tamamlanması Türkiye için büyük önem taşımaktadır. Ortadoğu'nun gelecekteki tarımsal üretim ihtiyacını karşılamada büyük önem taşıyan bu proje ile Türkiye'nin bölgedeki gücünün ve öneminin daha da artacağı söylenebilir.GAP projesinin temellerinin atıldığı 1970'li yıllardan bu yana ülkemizde sürekli olarak tarımsal teknoloji ve sulama eksikliği vurgulanmakta ancak, bu konuda yürütülen bilimsel ve teknik çalışmalar yetersiz kalmaktadır.Son dönemde Türkiye ile her konuda yakın diyalog ve işbirliği içinde bulunan İsrail ise gerek ülke içinde gerekse de başka ülkelerde yaptığı tarımsal araştırmalar ile dünyanın ilgisini çekmektedir. Çöllerle çevrili bir bölgede yer alan İsrail, sulama ve tohum ıslah çalışmalarında önemli adımlar atmıştır. Farklı tarımsal ürünlerde verimli tohumlar İsrail'de üretilmekte ve buradan da pek çok ülkeye ihraç edilmektedir.Her yıl yeni teknik ve teknolojilere büyük bütçeler ayıran İsrail Hükümeti, GAP bölgesine de büyük ilgi göstermektedir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Bu alanda uygun çeşitlerin seçimi ve doğru üretim tekniklerinin kullanımı yanında ambalajlama, depolama ve pazarlama tekniklerinin geliştirilmesi büyük önem taşımaktadır.* Bu çerçevede İsrail ile sulama ve tohum üretimin yanı sıra seracılık, hayvancılık ve tarımsal mekanizasyon gibi konularda da işbirliği çalışmalarına başlanılabilir.Günümüzde teknoloji üretemeyen, transfer edilen teknolojileri de özümseyemeyen toplumların geleceğe umutla bakamayacakları bir gerçektir. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.
Tezin birinci bölümü esas olarak ikinci ve üçüncü bölüme dair tanıtıcı bir giriş yapmak amacıyla ABD dış politikasının tarihsel gelişimine odaklanmaktadır. Bunun için bu bölümde ilk olarak ABD'nin Bağımsızlık Savaşı ve kuruluş süreci ele alınmıştır. Burada üzerinde durulan en önemli husus Britanya İmparatorluğu'na bağlı bir şekilde yaşayan Amerikan kolonilerinin neden ve nasıl bir araya gelerek Britanya İmparatorluğu'na karşı bir bağımsızlık mücadelesine giriştikleridir. Bu mücadelenin altında yatan nedenler sonuçlarıyla birlikte ele alınırken bu süreçte Amerikan kolonilerinin kurmuş oldukları dış ilişkilere özel bir önem verilmiştir. Çünkü burada temelleri atılan ilişkiler ileride kurulacak devletin de dış politika yapım ve uygulama sürecini derinden etkilemiştir. Nitekim birinci bölümün ikinci alt başlığında ABD dış politikasının yapım ve uygulama sürecinde etkili olan kurumlar, aktörler ve bunların rolleri, tarihsel süreç içerisinde geçirdikleri dönüşümlerle birlikte ayrıntılı olarak ele alınmıştır. Buradaki amaç, tezin ikinci ve üçüncü bölümünde tartışılacak olan konuların aktörleri ve bunların rollerinin açıklığa kavuşturulması olmuştur. Bu bölümde en son ve en önemli olarak ABD dış politikasının kuruluştan II. Dünya Savaşı'na kadar geçen süreçte geçirdiği dönüşüm kavramsal olarak ele alınmaya çalışılmıştır. Buradaki en önemli tartışmayı da ABD dış politikasındaki yalnızcılık-uluslararasıcılık ikilemi oluşturmuştur. Bu kavramların ABD dış politikasındaki tarihsel bağlamlarının ortaya konmasıyla konumuz olan ABD'nin iki savaş arası dönemde izlediği dış politika stratejisinin daha sağlıklı anlaşılması hedeflenmiştir. Tezin ikinci bölümü iki savaş arası dönem boyunca Türkiye-ABD ilişkilerinin genel seyrine odaklanmaktadır. Bunun için ilk önce söz konusu dönemde iki devlet arasındaki ilişkilere önemli bir temel oluşturan tarihsel arka plan ele alınmıştır. Burada ABD'nin Osmanlı Devleti ile kurduğu ilişkiler ve bu ilişkileri etkileyen faktörler ortaya konulmuştur. Daha sonra I. Dünya Savaşı'nın sona ermesiyle birlikte dünya siyasetinin geçirdiği dönüşüm ve ABD'nin Anadolu'daki Milli Mücadele hareketi karşısında ürettiği Türkiye politikası ayrıntılı olarak ele alınmıştır. Bu dönemde ABD'nin benimsediği politika 6 Ağustos 1923 tarihinde Lozan'da Türkiye-ABD Genel Antlaşması'nın imzalanarak Türkiye ile diplomatik ilişkilerin kurulması yolundaki en hayati adımlardan birinin atılmasını sağlamıştır. Ancak ABD dış politika yapımının kendisine has yapısı, bu gelişmeyi yaklaşık olarak üç buçuk yıl geciktirmiştir. Tezin bu aşamasında söz konusu gecikmeye neden olan etkenler, bu gecikmenin doğurduğu sonuçlar ve ortadaki krizi aşmak için başvurulan yöntemler ayrıntılı olarak irdelenmiştir. Nihayetinde 17 Şubat 1927 tarihinde imzalanan modus-vivendi ve yapılan nota değişim sayesinde iki devlet arasındaki diplomatik ilişkiler yaklaşık on yıllık bir aranın sonrasında yeniden kurulabilmiştir. Bu bölümün son kısmında ise diplomatik ilişkilerin kurulmasının ardından iki devlet arasındaki ilişkilerin tamirat sürecine odaklanılmıştır. Bu süreçte ABD ve Türkiye imzaladıkları ikili antlaşmalarla aralarındaki 17 Şubat 1927 öncesine ait birçok sorunu çözerken gelecekte kurulacak olan yakın ilişkilerin de temelini atmışlardır. Tezin üçüncü ve son bölümü ise iki savaş arası dönemde Türk iç siyasetinde yaşanan gelişmelerin ABD dış politika yapımı ve uygulamasında görev alan aktörler tarafından ne şekilde takip edildiğine odaklanmaktadır. Bu dönemde Osmanlı Devleti'nin I. Dünya Savaşı'ndan yenik ayrılmasının üzerine imzalamak zorunda kaldığı ateşkes antlaşmasıyla birlikte toprakları işgal edilmeye başlanmış ve iradesi esir alınmıştır. Bu gelişmeler üzerine Anadolu topraklarında ortaya çıkan Milli Mücadele hareketi Osmanlı Devleti'ne dayatılan barış antlaşmasını reddederek işgalcileri ülke topraklarından çıkarmayı başarmış ve nihayetinde imzaladığı barış antlaşmasıyla da yeni bir devletin temellerini atmıştır. Ancak yeni devletin kurulmasıyla birlikte Milli Mücadele döneminde işgal kuvvetlerine karşı sağlanan ulusal birlik yavaş yavaş bozulmaya başlamış ve nihayetinde yönetim içerisinde ve toplumda önemli ayrışmalar baş göstermiştir. Bu isimlerin Türk iç siyasetinle yaşanan gelişmeler hakkında yaptıkları kapsamlı değerlendirmeler Washington tarafından ilgiyle takip edilmiş ve bazen söz konusu personelden daha derinlemesine analizler de talep edilmiştir. Türkiye'ye dışarıdan bakan bu analizler cumhuriyet tarihinin epeyce tartışmalı bir dönemini çok daha farklı bakış açılarıyla değerlendirmemiz konusunda oldukça aydınlatıcı olmuştur. ; The first chapter of the thesis mainly focuses on the historical development of the US foreign policy for a descriptive introduction to the second and third chapters. For this reason, the American Revolutionary War and the establishment process of the state are discussed at first. The most crucial issue emphasized here is why and how the American colonies, living under the British Empire, come together and start an independence struggle against the British Empire. While discussing the underlying causes of this struggle and their consequences, special attention is paid to the foreign relations established by the American colonies in this process. Because these relations deeply affected the state's foreign policymaking and implementation process to be established in the future. In the second subtitle of the first chapter, the institutions, actors, and their roles that are effective in making and implementing the US foreign policy, together with their transformation in the historical process, are discussed in detail. The purpose of doing so is to clarify the actors, with their roles, of the topics to be discussed in the second and third chapters of the thesis. Finally, and most importantly, the transformation of the US foreign policy from its establishment until World War II is discussed with a conceptual perspective. The isolationism-internationalism dilemma in the US foreign policy is the most critical discussion in this part. By revealing the historical context of these concepts in the US foreign policy, it is aimed to get the foreign policy strategy followed by the US in the interwar period in a better understanding. The second chapter of the thesis focuses on the general course of Turkey-US relations in the interwar period. For this reason, the historical background, which constitutes an important basis for the relations between the two states, is discussed at first. Here, the relations established by the US with the Ottoman Empire and the factors affecting these relations are presented. Afterward, the transformation of world politics by the end of World War I and the US policy of Turkey towards the National Struggle in Anatolia are discussed in detail. The policy adopted by the US administration during this period provided the signing of the General Treaty between the US and Turkey at Lausanne on August 6, 1923, on the establishment of diplomatic relations with Turkey. However, the unique nature of the US foreign policymaking delays this development for approximately three and a half years. At this stage of the thesis, the factors causing the delay, the consequences, and the methods used to overcome the crisis are examined in detail. Ultimately, diplomatic relations between the two states are re-established after ten years thanks to the modus-vivendi signed on February 17, 1927, and the exchange of notes. In the last part of this chapter, the repair process of the relations between the two states is focused on following the establishment of diplomatic relations. In this process, through bilateral agreements, the US and Turkey solve many problems of the pre-February 17, 1927, and laid the foundation of relations between them to be established near future. The third and last chapter of the thesis focuses on how the developments in Turkish domestic politics in the interwar period are followed by the actors involved in the making and implementing of the US foreign policy. In this period, by the ceasefire agreement that the Ottoman Empire is obliged to sign due to its defeat in World War I, its lands begin to be occupied. The National Struggle that emerged in Anatolia as a result of these developments rejects the peace treaty imposed on the Ottoman State, succeeded in removing the invaders from the country's lands, and finally laid the foundations of a new regime with a peace treaty. However, by establishing the new regime, the national unity provided against the occupying forces during the National Struggle starts to deteriorate gradually, and eventually, an important differentiation occurs within the administration and society. The following years in Turkey passes with the struggle for superiority in which the parties of the confrontation against each other. In this period, while the founders of the new state try to ensure the stability of the regime and carry out radical reforms, they also take important steps towards the establishment of the single-party administration in the country. In this process, US diplomatic, economic, and military representatives in Turkey closely observe the developments. Their comprehensive analyses of developments in Turkish domestic politics are followed with great interest by Washington, and even more, in-depth analyzes are also frequently requested from the personnel in question. These outsiders' analyses of Turkey are quite enlightening for us to evaluate a rather controversial period in the history of Turkey from a different perspective.

Population is decreased year by year, but unemployment.2. BULGARIA BEFORE 1989Ottoman empire had governorship on the Bulgaria more 500 years till 1908. Then, Bulgarian Kingdom is founded in 1908. Stamboliyski is in powered from Farmer Party in 1920. A new fascism supporter government is founded but communists and farmers were outside of government.Bulgaria is allied with Germany in 1941. Although a new government was found in 1944, the republican regime with referendum is founded in 1946. The new constution is validated in 1947. Especially, price volatility on agriculture sector is a reason of suspicion about real value of growth in 1988 according to 1987.Productions on agriculture and industry of Bulgaria are reduced according to statistics. Main problem on agriculture sector is delivery prices of goods.A stagnation indicator on Bulgarian economy is weakness of building and construction sector. Manufacturing products such as cement and weawing is in necessity. Manufacturing level is inadequate on that area and also unqualificationed organisations have been affected.2.3 - FOREIGN TRADEThere are no definite results on foreign trade reason of inadequate of numerical data's.However, export is increased up to the rate of 4 percent in 1988 and import is reduced to the rate of 1.8 percent. The debts to foreign countries are decreased to 9.8 milliard dollars with precautions in 1994 and end of 1996.Financial balance are obtained again in the first months of 1995, reduced the inflation and also rate of interests to 72 percent.Rate of exchange (Leva/$) was 503 percent between Jan 1 and Feb 12,1997. Especially, that increasing was 20-percent/each day in Feb 1997.Rate of interest was 300 percent in Sep.1996. 14 Banks are bankrupted in that period.
