The subject of the study is the process of formation of strategic relations between Ukraine and the EU. The purpose of this study is to determine the conditions for the transformation of international cooperation into a strategic partnership and to assess the parity of the economic component of the strategic partnership between Ukraine and the EU. Research methodology – proposed by the author. Results of work. The conditions of transformation of international cooperation into strategic partnership are determined. The proposed method of estimating the parity of the economic component of the strategic partnership. The disparity in cooperation between Ukraine and the European Union, its causes and ways of overcoming is substantiated. Conclusions: parity of the economic component of the strategic partnership between Ukraine and the EU can be ensured by the equivalent technological and status external trade balance; partner exchange of scientific achievements, jointly developed scientific and educational programs in the context of the scientific and educational component; development of tourism, joint sporting and cultural activities within the cultural component.
The article reveals some aspects of implementation of the Eastern Partnership of the EU in Ukraine's regions, particularly in Donetsk, Kherson, Crimea etc. Established by state and community level implementation of this policy. In this article are examined relations of NATO-EU strategic partnership providing peace and security, in crisis-management and conflict prevention through the creation of a rapid response force. It was identified and analyzed the basic preconditions, reasons and development of the NATO Response Force and the EU Battlegroups and the main priorities of cooperation between organizations. In the article were identified problems of formation and realization of expeditionary forces concepts, possible solutions and implementation experience NATO-led and the EU-led operations. The conclusions about the effectiveness of enhance practical cooperation in operations and more fully in capability development were made. ; В статье рассматриваются отношения стратегического партнерства между НАТО и ЕС по обеспечению мира и безопасности, преодоления кризисов и предотвращения конфликтов через формирование сил быстрого реагирования. В процессе исследования проанализированы предпосылки, причины и развитие сил реагирования НАТО и ЕС, а также основные приоритеты сотрудничества между организациями. Освещены проблемы, возникавшие на пути формирования и реализации концепций экспедиционных войск, направления их преодоления и внедренияопыта проведения операций НАТО и ЕС, а также расширение их спектра. Long and protracted period of social and economic depression in Ukraine has caused catastrophic destruction of the established economic system and logical achievement of the point of bifurcation, which is either the beginning of a reference to a fundamentally new stage in the development of the country and its territories on the basis of a qualitatively higher type of organization or the end (ultimate destruction) of the former structure. Under the circumstances, the path of radical reforms is the only way to implement the first variant of the development of events. In Ukraine, the reform of local self-government and power decentralization, which involves transferring of greater power and resources to the level of territorial communities, is being implemented. The formation of capable communities, which takes place through the consolidation of territorial communities, is an important component and pledge of the implementation of this reform. The purpose of the study is to highlight the results of participation in the joint EU/UNDP project "Local community-oriented development" (LCD) in phases I and II and to assess their effectiveness. In the article the experience of Cherkasy region participation in the 1st and 2nd phases of the EU/UNDP project " Local community-oriented development" is examined, the role of the project in the development of communities and their integration into large-scale processes of global partnership is substantiated. Quantitative indicators of the participation of territorial communities in the implementation of microprojects, in particular, regarding co-financing of initiatives, are presented. The priorities of Cherkasy region in the 1st and 2nd phases of the EU/UNDP "LCD" project are shown. Further research provides an analysis of the experience of participating in the next phases of the project and a general comparative assessment of the impact and consequences for communities and Ukraine as a whole. ; У статті досліджено досвід участі Черкаської області в І та ІІ фазах проекту ЄС/ПРООН «Місцевий розвиток, орієнтований на громаду», обґрунтовано роль проекту в розвитку громад та їх долучення до загальномасштабних процесів глобального партнерства. The article presents the results of the implementation of the EU's Eastern Partnership program in the field of public administration. It is proved that the programs developed by the European Union in the framework of cooperation with the Eastern Partnership countries are documents that form various local formats of cooperation between the Eastern Partnership countries, thus stimulating them to carry out reforms. The number of issues and areas in which the EU cooperates with the Eastern Partnership countries is constantly expanding. The areas of implementation of the Eastern Partnership tasks are represented in three cross-cutting areas (civil society; gender equality; strategic communications) and seventeen grouped within four priorities (economic development and market opportunities; institution building and good governance; energy efficiency, interconnectedness, environment and contacts between people, mobility The positive results of the EU's Eastern Partnership program in the field of public administration include: economic and structural reforms, reformatting of the post-Soviet space, security of the member states, strengthening political dialogue, full and comprehensive free trade area , the opportunity to directly participate in a number of EU programs and others. ; В статье представлены результаты реализации программы «Восточное партнерство» ЕС в сфере государственного управления. Доказано, что разработанные Европейским Союзом программы в рамках сотрудничества со странами Восточного партнерства, являются документами, которые формируют различные местные форматы сотрудничества между странами Восточного партнерства стимулируя тем самым их в производство реформ. Количество вопросов и сфер, в которых ЕС сотрудничает со странами Восточного партнерства, постоянно расширяется. Сферы реализации задач Восточного партнерства представлены в трех сквозных направлениях (гражданское общество; гендерное равенство; стратегические коммуникации) и семнадцати сгруппированных в рамках четырех приоритетов (экономическое развитие и рыночные возможности, развитие институтов и надлежащего управления; энергоэффективность, взаимосвязанность, окружающей среды и изменение климата ; контакты между людьми, мобильность. К положительным результатам реализации программы «Восточное партнерство» ЕС в сфере государственного управления предложено отнести: проведение экономических и структурных реформ, переформатирования постсоветского пространства, безопасность государств-участников, усиление политического диалога, действие Полной и всеобъемлющей зоны свободной торговли , возможность непосредственно участвовать в ряде программ ЕС и другие. ; У статті представлено результати реалізації програми «Східне партнерство» ЄС у сфері державного управління. Доведено, що розроблені Європейським Союзом програми в рамках співпраці з країнами Східного партнерства, є документами, які формують різні місцеві формати співробітництва між країнами Східного партнерства стимулюючи цим самим їх до провадження реформ. Кількість питань та сфер, у яких ЄС співпрацює із країнами Східного партнерства, постійно розширюється. Сфери реалізації завдань Східного партнерства представлено у трьох наскрізних напрямах (громадянське суспільство; гендерна рівність; стратегічні комунікації) та сімнадцяти згрупованих у межах чотирьох пріоритетів (економічний розвиток та ринкові можливості; розвиток інституцій й належного урядування; енергоефективність, взаємопов'язаність, довкілля і зміна клімату; контакти між людьми, мобільність. До позитивних результатів реалізації програми «Східне партнерство» ЄС у сфері державного управління запропоновано віднести: проведення економічних та структурних реформ, переформатування пострадянського простору, безпека держав-учасниць, посилення політичного діалогу, дія Повної та всеохоплюючої зони вільної торгівлі, можливість безпосередньо брати участь у ряді програм ЄС та інші.
The article deals with the process of creation of the Common Security and Defense Policy of the EU, establishing relations with the countries of the Eastern Partnership in this field. Also author analyzed the activities of EU missions in these countries, joint defense activities. Article estimates the prospects for improving relations between parties in the context of the revised European Neighborhood Policy, the new EU Global Strategy and the formation of Permanent structural cooperation (PESCO) in the field of defense. ; Рассмотрены этапы создания Общей политики безопасности и обороны ЕС, установления отношений со странами Восточного партнерства в данной области. Проанализирована деятельность миссий ЕС на территории этих стран, общую оборонную деятельность. Сделаны выводы и прогнозы о перспективах улучшения отношений в контексте пересмотренной Европейской политики соседства, новой Глобальной стратегии ЕС и формирования постоянной структурной сотрудничества в обороне ЕС. ; Розглянуто етапи створення Спільної політики безпеки та оборони ЄС, встановлення відносин з країнами Східного партнерства у цій галузі. A comparative analysis of geopolitical projects, objectives and instruments of "soft" and "hard" power of the European Union and Russia in Eastern Europe was made. The article argues that Moscow implements an active policy to hold Eastern Europe within its own sphere of influence, while the EU continues to pursue technocratic strategy towards the region's states, based upon their gradual political and economic alignment with the EU without aspirations for the accession. The main "weak link" of the EU strategy is that EU, unlike Russia, follows more technocratic/bureaucratic approach and gives less attention to the political dimension. Furthermore, the EU wills less to provide benefits, privileges or use coercion, than Russia. Implementing the European Neighbourhood Policy / Eastern Partnership, the EU does not take into account the alternative bias in the region and the "pain points" that make the Eastern European countries open to Russian influence.Thus Russia still possesses considerable "soft" and "hard" levers that limit the EU impact on the transformation processes in the region's countries. The historical and cultural proximity of Eastern European countries and Russia, the large Russian minorities in those states, Russian language, post-Soviet nostalgia, the Russian Orthodox Church, the interests of the political and business elite (Russia's "soft power") and energy wars, economic blockades, existence of demarcated borders and the presence of Russian military bases (Russia's "hard power") in the EU's Eastern neighbourhood do not only ensure the safety of Russian influence in the region, but also create problems for European security. That is why the European Union is directly interested in minimising the Russian influence on Eastern Europe. Main objective of the study is the analysis of the environmental governance in the Eastern Partnership countries. Methodology of the study includes an analysis of the European Union and the countries of the Eastern Partnership documents devoted to the implementation of the environmental governance principles. The study clarifies the concepts of "governance", "environmental governance", "European environmental governance". The main principles and values of the European environmental governance are determined. The environmental vector of the Eastern Partnership and measures that promote the implementation of environmental governance, in particular the Flagship initiative of the Eastern Partnership on Effective Environmental Governance (2009) and the Ministerial Declaration on Environmental Cooperation and Climate Change (2016) have been analyzed. The results of the study show the role of the European Union in improving governance and conducting effective reforms in the Eastern Partnership countries, including the implementation in the environmental policy such European values as democracy, rule of law, engagement, transparency, impact assessment. It has concluded that during 2009–2017, there was a certain progress in the implementation of environmental governance in Ukraine, Moldova, Belarus, Azerbaijan, Armenia and Georgia, but still there are many problems on this way. Ukraine, the first one among the Eastern Partnership countries, has developed a "soft" instrument for implementing the principles of good environmental governance, which has been put in the "Roadmap for the implementation of the provisions of the Luxembourg Declaration" (2017). This document is currently under development. The significance of the study is in the determining the key role of the European values in the implementation of environmental governance and proposal for their wider inclusion not only in this document, but in practices in Ukraine.

The article states the foreign policy activities of Ukraine during 1994–1999 to be aimed at the practical implementation of the strategic foreign policy priority – integration into the EU in the context of geopolitical realities. The foundations of the European integration policy of Ukraine began to be laid during this period. It was the time when the process of forming the juridical basis of Ukraine – EU cooperation began. The legal basis for relations was the Agreement on Partnership and Cooperation between Ukraine and the European Union. It was noted that the partnership dialogue between the parties was further developed in the framework of the annual meetings of the Ukraine–EU summit. The Polish press paid considerable attention to the establishment of partnership relations between Ukraine and the EU, giving them a detailed comment. Based on the analysis of the Polish leading publications, it was found that Ukraine– U have gone from initial political declarations and the provision of technical and financial assistance from the EU to a wide range of cooperation. For a case study of the process of formation and development of relations between Ukraine and the EU, based on materials from leading Polish publications, the historical descriptive method was used. To determine the role of Polish periodicals in covering the content of the European vector of Ukraine's foreign policy, such general scientific methods as systemic, informational, semiotic were used. The system method in combination with the problem-chronological one allowed to consider the formation and development of Ukraine's integration into European structures as an integral dialectical process.
The paper presents the review of Ukraine's European integration progress, which has certain stages, the legal basis of Ukraine and EU relations, and includes various issues of bilateral cooperation since the declaration of Ukraine's independence up to date. The initial stage of the establishment of bilateral relations between Ukraine and the EU dates back to the 1990's. At that time, the official missions in Kyiv and Brussels were opened, the first bilateral Partnership and Cooperation Agreement was signed, a political dialogue was established, economic and trade relations with the EU were developing, the contacts with Ukrainian society intensified. The next stage was at the beginning of the 2000s, when the internal conflict in Ukraine was intensifying, and the European Union was preparing for the largest enlargement. The European partners, disappointed with the efforts of Ukraine in reforms implementing, took a wait-and-see attitude. The significant event of bilateral relations was the presidential campaign of 2004, which became a manifestation of the civil activity of Ukrainian society regarding the policy of European integration. The political crisis in the EU, due to the failure of the EU Constitution and the ineffective policy of Ukrainian government again did not lead to tangible results in bilateral cooperation. The EU proposed Ukraine to adopt a new, more ambitious agreement for further cooperation. The preparation of the text of the Association Agreement between Ukraine and the EU lasted from 2007 to 2011. In 2009, in Prague, the Eastern Partnership Summit was held – a Polish-Swedish initiative for the EU's eastern neighbors, in particular for Ukraine. From that period, the EU – Ukraine bilateral relations have shifted to the multilateral format of the Eastern Partnership, in which, in addition to Ukraine, five more former Soviet republics are taking part. The Eastern Partnership supposed to sign the Association Agreements, to introduce a visa-free regime and activate the civil society of partner countries in the realization of European integration goals. The refusal of the Ukrainian government to sign the Association Agreement caused a broad social protest, which demanded the realization of Ukraine's European choice. The Dignity Revolution became the Rubicon of the modern era of bilateral relations with the EU. The achievements of that period were the creation of the institutional and legal mechanism for the implementation of the Association Agreement, reforms to bring European standards closer, and the introduction of a visa-free regime for Ukrainian citizens. Issues of security, pressure on Moscow's policy, the need for political and economic reforms in Ukraine are the urgent issues of the European Union in the bilateral relations at the present stage. In the conditions of the difficult situation in the East of Ukraine, the annexed Crimea and the difficult implementation of reforms, European integration remains the main priority of Ukraine's domestic and foreign policy. ; У статті представлений огляд євроінтеграційного поступу України, з визначенням етапів, особливостей і характеристик сучасних тенденцій. Періоди співробітництва України та Європейського Союзу представлені основними двосторонніми документами: Угодою про партнерство та співробітництво й Угодою про асоціацію, щорічними самітами Україна-ЄС, а також діяльністю України у форматі Східного партнерства Європейської політики сусідства. Непростий і суперечливий шлях України до ЄС триває, проте євроінтеграція залишається головним пріоритетом як для зовнішньої, так і для внутрішньої політики української влади й українського суспільства.

The peculiarities of political union as a form of EU integration are analyzed. An analysis of the current state of the political dimension of EU integration processes has been made. The main dimensions of policy in the European Parliament are shown. The Eastern Partnership is considered as a component of the political dimension of the EU integration processes.
