This is a study of inter-organizational relations, especially of control relations, applied to Swedish state enterprise.The growing interdependence between different parts of society as well as the dynamic environment of organizations bring forward a need for new patterns of interaction. Organizations of very dissimilar types have to cooperate in new areas. The state enterprises have an external environment that exhibit both political and economic characteristics. The control relation, to the owner, may involve both types.The study consists of three parts. Part one present an initial theoretical framework, used in an empirical study (part two). This shows the need for a further development. A revised and enlarged framework is presented in part three. In the initial framework the concept of control, within a systems approach, was the focus of investigation. The approach was traditional and pointed to the importance of structures and of characteristics of the decision process. Control of two levels was discussed — organizational control and control of specific situation. The model suggested was mainly developed for description of control of state enterprises.The empirical study was conducted as an interview study in nine state enterprises. The interviews were of a semi-structured type and the purpose was to gain new insights as to the conditions of control of organizations. The enterprises were selected according to mission, three types were identified: strictly political tasks, strictly economic tasks and a mixture of tasks. The findings were that organizational control differed according to task so that political task gives a more strict control: The differences in control of ongoing avtivity was less pronounced. The most striking finding was the relevance of expectations of control. The empirical study led to demands for a more actor-oriented approach.This was the starting point for the revised and enlarged framework. A review of studies of relations in the systems approach and within a more actor-oriented approach was made. The role of the actor in the organization is discussed. The importance of structural conditions and of process in control is also analyzed. This review and analysis forms the basis for a somewhat different approach to relations. A concept of complexity is developed. This concept involve the total variation in a situation. Complexity is a main factor in perceptions of uncertainty < Coping with uncertainty gives power, which is the prerequisite of control.These concepts are used to form a game approach to control. Control is considered as the result of a game of power. Two types of games are presented — for organizations as a whole and for situations of a deviant character. This report is based on the results obtained from two questionnaire studies carried out during 1999 and 2007. The aim of the studies is to increase our knowledge about the attitudes and approach of the police to traffic safety work and how these attitudes have changed with time. In the first study 729 randomly chosen police officers completed the questionnaire and in the second 1,022. The results show that the basic attitude among the police towards traffic surveillance has become more positive. The attitudes towards the directives from the governing bodies and their ability to participate in decision making have improved slightly from the first measurement to the second measurement. However, it is characteristic that a fairly large proportion still is dissatisfied with the same. The attitude of the police towards their own reporting of accidents has not changed appreciably at all. On the other hand, the understanding that a certain amount of statistics shall be reported is slightly greater in 2007 than in 1999. The attitudes towards automatic surveillance have strongly improved although a well-visible policeman is still advocated. The need to reinforce the surveillance of professional traffic is considered to be greater in 2007 than in 1999. According to the police, the attitude amongst the public towards speeding offences has become more negative than it was before. Nevertheless, a relatively high proportion still believes that it is a relatively minor offence. In 2006, the tolerance level for speeding offences was lowered at the same time as the fines for traffic offences were raised markedly. The results of the questionnaire show that the police are neutral towards whether or not these measures will influence the public's acceptance of the traffic safety work, which could indicate that they have not yet defined their attitude regarding the question. More than half of all police officers in 2007 do not believe that the public are aware of the possibility of having a time for consideration with respect to the acceptance of a fine for a breach of regulations. Finally the results show that in 2007, more controls were carried out than before. The most important conclusions that can be drawn from these results are that the police have developed a more positive attitude towards the traffic safety work and that, at the same time, more traffic controls are being carried out. But there are also many who still do not feel that they are able to influence their work. Furthermore, many are dissatisfied with the governing body's directives regarding traffic safety work. Such a dissatisfaction can influence the psycho-social work environment and the motivation for carrying out good work, but concretely the results show that such a dissatisfaction influences, both directly and indirectly, how many traffic controls one carries out.

We calculate values of forest carbon sequestration and nutrient recycling applying the replacement cost method. The value is then determined as the savings in costs by the replacement of more expensive abatement measures with these ecosystem services in cost-effective climate and nutrient programs. To this end, a dynamic optimization model is constructed, which accounts for uncertainty in sequestration. It is applied to the Stockholm-Malar region in southeast Sweden where the EU 2050 climate policy for carbon emissions and the Baltic Sea action plan for nutrient discharges are applied. The results show that the value of carbon and nutrient sequestration can correspond to approximately 0.5% of the region's gross domestic product, or 40% of the value of productive forest. The largest part of this value is attributed to carbon sequestration because of the relative stringency in targets and expensive alternative abatement measures. However, sequestration is uncertain because of stochastic weather conditions, and when society has a large risk aversion for not attaining climate and nutrient targets, the values of the forest carbon and nutrient sequestration can approach zero.

The purpose of this paper is to investigate policy instruments for interdependent carbon pools and how they can be applied in the EU climate policy to 2050. Cost-effective policy instruments for forest products which are adjusted for the impact on carbon pools are identified. A numerical, dynamic, chance-constrained model including the EU-27 countries shows that inclusion of only one forest carbon pool can reduce costs and increase emission reductions. Results also suggest that decentralized policy instruments for both carbon pools are less costly than uniform instruments at the EU level.

This study reflects on the recognised need for more joined-up, high-quality research on phytotherapy that addresses the current societal challenges in finding alternatives to the use of antibiotics. The study applied a multidisciplinary participatory approach in an expert workshop exercise within the FP7 EU IMPRO project. Prior to this study, a literature review was elaborated on research in the field of phytotherapy as applied to farm animals, cooperation between research bodies and initiatives to reduce the use of antibiotics by using phytotherapeutic remedies. The review was delivered to the participants of the workshop so as to receive feedback on it and enrich the discussion. Different expertise, background in research or veterinary practice, and varying positions regarding phytotherapy were the criteria in targeting participants. A structured workshop was subsequently organised, with questions to experts addressing scientific validation of phytotherapy, effective treatment under farm conditions and necessary developments for the future. Challenges identified by the experts were as follows: poor study designs, lack of reproducibility of studies, poor standardisation of products, cost-benefit concerns, lack of veterinarian training and poor data availability. To overcome obstacles, the need for improved study designs for clinical trials was given priority in order to prove the efficacy of remedies and to implement a monitoring system which enables the assessment of the effectiveness of treatments in farm practice. Reflections in this report are intended to be a resource for scientists, policy makers and end users for an effective use of phytotherapy at farm level.

This article deals with the allez and retour provisions (Claes 2005: 84 f) of the Swedish constitution in relation to IU membership. What are the rules governing the transfer of sovereignty to the Union? And what are the provisions for assessing the constitutionality of the incoming tide of Union law into the domestic legal order? I have three objects in this essay. First, to describe how these two groups of constitutional rules were actually modified in the 2010 revision of the 1974 Instrument of Government. 1 find that neither was changed in any material way. Second, to try to explain the apparent reluctance of the parties involved to clarify the constitutional implications of EU membership. I find that this reluctance is rooted in a belief that European integration is not furthered if the rules contained in the allez and retour provisions are made stricter and more precise. Third, to confront a question conspicuously omitted by the parties in their revision: namely, by what criterion should the allez. and retour provisions be intertwined, if an optimum of hi-level constitutionalism is to be achieved? I argue that, in the end, the underlying issue is whether Swedish citizens want to see the principle of free movement applied as widely as possible. Do they want this principle to be applied across the board? Or would they prefer instead to restrict its application to the case of capital and goods, thus leaving them free to structure the labour market and welfare state as they themselves see fit? This dissertation analyses how the Government runs governmental agencies. Which management methods can and may the Government apply for the purpose of implementing political decisions through administratively independent agencies? Can political actions be conducted with rational methods? In accordance with Swedish administrative practice, Government and Parliament are to set up comprehensive objectives and establish the principal direction of activities, while the agencies are responsible for the implementation of the political decisions. The subject of the dissertation is primarily results-based reports, and results are analysed and assessed relative to the objects. The purpose of this study is to compare how management should work according to political programs and intensions, and how it actually works in Parliament, the Government and Government Office, and agencies. It is based primarily on a close scrutiny of management in eight agencies and in the Government Office, Government and Parliament. Special attention is devoted to the implementation of results-based management in Swedish administration, and also to relations between politicians and civil servants at various stages of the management process. Considerable differences between objectives and reality are found, and also considerable differences between different agencies and fields of activity. Certain parts of the results-based management model have been over-applied, due to the fact that the Government has set too many and too detailed objectives. Other parts are under-applied, and there are too few examples of systematic follow-ups and assessment of activities. Results-based management contains valuable features, primarily that results awareness is emphasized in agencies, but the Government has taken its management ambitions too far. The consequence is that necessary developments and changes in the activities of the agencies have not been implemented.

The concept of integrated pest management (IPM) has been accepted and incorporated in public policies and regulations in the European Union and elsewhere, but a holistic science of IPM has not yet been developed. Hence, current IPM programs may often be considerably less efficient than the sum of separately applied individual crop protection actions. Thus, there is a clear need to formulate general principles for synergistically combining traditional and novel IPM actions to improve efforts to optimize plant protection solutions. This paper addresses this need by presenting a conceptual framework for a modern science of IPM. The framework may assist attempts to realize the full potential of IPM and reduce risks of deficiencies in the implementation of new policies and regulations.

The theory of social choice has recently benefited much from advances within the power index approach in game theory. One may start from the classical Wicksell framework of a unanimity regime & proceed to state the advantages of deviations from his model. A case can be stated for quantitative voting using some majority voting scheme, as it empowers the choice participants, also providing for blocking power. The power distinctions generated from the power index framework may be applied to the institutional evolution of the Council of Ministers with the EC or EU. It allows one to state in a concise manner the comparative advantages & disadvantages of alternative regimes for the European Community or Union. Tables, Figures, Appendixes, References. This study is a partial advance of ongoing research whose main objective is the creation, contribution, and analysis of cultural indicators in the Ecuadorian university context. This work focuses specifically on providing a series of indicators on the equipment, use, and consumption of the TIC of students of the National University of Education of Ecuador (UNAE). The methodology used is the quantitative of descriptive-analytical order, based on the data collected in a survey applied on a population sample, made up of 438 students of the total universe between the different careers and cycles offered by the UNAE. The sample has a margin of 95% reliability and an error of 5%. The obtained results showed a high level of equipment, use, and consumption of the different technological devices. Also, this university population spends daily hours in academic and free time activities in cellphones, television, videos, and internet.
The purpose of this paper is to investigate cost-effective climate policy instruments for bioenergy and timber, adapted to the impacts on interdependent forest carbon pools, and applied in the EU climate policy to 2050. We develop a discrete time dynamic model including forest carbon pools in biomass, soil, and products, as well as fossil fuel consumption. The analytical results show that the optimal taxes on forest products depend on the growth in the respective carbon pool. The application to the EU 2050 climate policy for emission trading shows that total costs for target achievement can be reduced by 33 percent if all carbon pools are included, and the carbon tax on fossil fuel can be reduced by 50 percent. Optimal taxes on forest products differ among countries and over time depending on the potential for increased carbon sequestration over the planning period. (C) 2017 The Authors. At the Statsvetenskapliga Fonrbundet annual meeting in 2007, an report was presented concerning an investigation conducted to determine the gender distribution among those who received research grants in the political science field. The investigation focused on gender distribution for grants awarded versus total number of applications submitted to research grant providers RJ, VR and FAS between 2001-2006. Overall the picture proved positive, except for FAS statistics showing a relatively small number of grants awarded relative to the number of women who applied for grants. It was determined that follow-up work was needed to address this. Plans were made to draw up guidelines at the May board meeting for continuing work in the fall. The second issue discussed at the meeting was what criteria should apply when judging the quality of compilation theses. It was hoped that the Society could get a discussion started which would ultimately lead to the establishment of a common practice. Adapted from the source document.

The evaluation of organizational climate is a critical factor in business management, and its importance is even greater in military higher education institutions, due to the high motivation and commitment expected from their members. However, research on this topic in Ecuador is scarce. The present study validates a scale to measure organizational climate in Ecuadorian military higher education institutions. The instrument proposed by Hernández, Garrido & Rico (2016) was applied to an intentional sample of 44 Military Engineering School (ESINGM) members. Its reliability was evaluated using Cronbach's alpha coefficient, obtaining values above 0.960, indicating high internal consistency. The dimensions of the organizational climate present in the institution were identified, and the results of the first-level statistical validation were presented. It is concluded that the scale is valid and reliable for measuring the organizational climate in this institution. In addition, this study contributes to the understanding of the organizational climate in military higher education institutions in Ecuador and may have implications for the management and improvement of educational quality in the context of higher education in Ecuador.
