The paper tells of how the 19C. creation of the figure of the Civil Engineer gave rise to a great stir amongst the professionals of the Works and Building sector. Architects, egged out of Public Works, quickly laid claim to privileges granted to the Royal Beaux Arts Academy in the 18C. After warm closed shop debate, the government settled the matter by decreeing that the engineers should have all public works -and amongst these that of drawing up planned city extension projects- while the architects should have the designing of public and private buildings. ; La creación, en el siglo XIX, del cuerpo de Ingenieros de Caminos, Canales y Puertos, provocó una polémica entre los profesionales de la construcción. Los arquitectos, al sentirse preteridos en los encargos de las Obras Públicas, fomentadas por el Estado, alegaron sus antiguos derechos otorgados en el siglo XVIII por la Real Academia de Bellas Artes. Tras discusiones más de carácter gremial que teórico, el poder administrativo acabó dirimiendo las diferencias de forma que a los ingenieros se les concedió la facultad de realizar las obras del equipamiento y de las infraestructuras públicas -entre las cuales se incluía el trazado de los ensanches urbanos-, y a los arquitectos la construcción de los edificios públicos y privados, incluidos los de arquitectura industrial, quedando así zanjado esta espinosa cuestión de competencias e intrusismo profesional.
