In Bangladesch sind in den letzten Jahren gleichsam über Nacht durch die Globalisierung und Auslagerung von Produktionsstätten in Billiglohnländer neue Beschäftigungsformen für Frauen in Fabriken (hauptsächlich in der Textilindustrie) entstanden. Die vorliegende Studie beschreibt die Folgen für die traditionelle Sozialstruktur, das Familienleben und das Selbstverständnis von Männern und Frauen. Die Institution des islamischen "purdah" trennt streng zwischen den Sphären von Männern und Frauen, von Öffentlichkeit und Haus. Der Transfer industrieller Arbeits- und Lebensformen hat das traditionelle Sozialgefüge stark erschüttert und zu manifesten Spannungen im Geschlechterverhältnis geführt ohne jedoch - so das Fazit der Autorin - die ideologischen Grundlagen der Ausbeutung der Frauen zu beseitigen. Durch die Symbiose von altem und neuem System wird diese eher noch verschärft. (ICA)

Der Forschungsbericht informiert aus entwicklungssoziologischer Sicht über die Beweggründe und den Verlauf der Arbeitsmigration von Bangladesch nach Malaysia im Kontext des Globalisierungsprozesses. Mit der empirischen Untersuchung verfolgt die Autorin das Ziel, den akademischen Diskurs und Diskussionen über die strukturellen Aspekte durch eine direkte Auseinandersetzung mit den Migranten und ihren Wahrnehmungen sowie Interpretationen der konkreten Situation zu ergänzen. Aus diesem Grund werden die Erzählungen von Bangladeschi, die als Arbeitsmigranten ihr Heimatland verlassen haben und in Malaysia leben, hinsichtlich ihrer Motive analysiert. Dies führt schließlich zu neuen Betrachtungen allgemeiner Stereotype von Migration, Migranten und ihren Gemeinschaften. Gemäß diesen Anspruchs gliedern sich die Ausführungen in die folgenden Punkte: (1) der regionale Kontext in Asien, (2) die Motive und der Ablauf der Arbeitsmigration, (3) die sozialen Netzwerke und die Ziele der Migranten, (4) die Konstruktion des muslimischen Bruderlandes, (5) die multiethnischen Interaktionen in Malaysia sowie (6) 'Vermittlungsagenturen' und Risiken der Migration. In einer Schlussbemerkung weist die Autorin zusammenfassend auf das komplexe System der Migration zwischen den beiden Ländern hin, das aus formellen und informellen Institutionen bzw. Netzwerken besteht und in ökonomische wie politische Strukturen eingebettet ist. (ICG2)

The transition from fossil fuel-powered to electric mobility is widely discussed as a trajectory towards more efficient, affordable, and sustainable transport infrastructure. Widely ignored in academia, this transition has occurred earlier, faster, and more profoundly in Bangladesh than in Europe or the US but under conditions almost diametrically opposed. Without any national policy to support it, the transition has been driven by the country's informal economy. However, rather than being framed as a potential technology for "greening" public transport, electric rickshaws are subject to controversies, bans, and exclusion from policies for electric vehicles. This article explores the reasons behind this discrepancy. It unpacks the preconditions, sites, agents, and practices underlying rickshaw electrification in Bangladesh and situates the conflicts surrounding it in a wider institutional context. It shows how in these conflicts, national-level policymakers and business elites mobilize imaginaries of sustainability against electric rickshaws and rely on strategies of "othering" them in (eco-)modernist narratives of social change. Based on the case study, the article points to open questions for the current decolonization agenda in global debates on sustainability transitions and infrastructure.

Since August 2017 Bangladesh has hosted 1.1 million Rohingya refugees in the world's largest refugee camp, along its restive borderlands with Myanmar. Frustrated with a stalled repatriation process, Bangladesh is moving forward with policies focused on refugee redistribution and stricter camp surveillance. Though potentially effective in the short term, such policies could complicate Bangladesh's relations with donors and worsen human rights abuses against the refugees.
The Bangladeshi government wants to formally start refugee relocation to Bhashan Char - a remote, flood-prone island in the Bay of Bengal - at the end of the monsoon season (early November). The island will isolate the relocated refugee population from their kin while complicating human security issues such as aid delivery, emergency medical assistance, and support during natural disasters.
The relocation could help decongest the overpopulated camps, which have seen a rise in coronavirus cases since May 2020. However, the move risks making Bangladesh unpopular with international development partners on human rights and refugee protection grounds. A comparison with the recent fatal fire accident in the Moria refugee camp on the isle of Lesbos, Greece, will be difficult to avoid.
The government is further tightening surveillance in the camps after recent violent clashes between rival refugee gangs fighting for control over territory and a burgeoning illegal drug trade.
For decades, Bangladesh has served as a jumping-off point for Rohingya to illegally migrate to other Muslim countries in the region. The protracted refugee situation and the COVID-19 lockdowns have compounded these clandestine efforts in recent months. Thus, the Rohingya refugee crisis could potentially turn into a regional "boat-people" crisis.
In Myanmar's current hyper-nationalist political climate, the resettlement of Rohingya refugees remains highly contested, hence unlikely in the near term. Therefore, European policymakers should continue to engage with Myanmar's political regime on finding sustainable solutions for the Rohingya crisis. The EU should also conduct targeted lobbying aimed at dissuading Bangladesh from the controversial refugee relocation plan, while maintaining its financial commitments to improve security and living conditions for the refugees.
