Human lives are crucially shaped by encounters of otherness – or, rather, various othernesses. This book explores the ethical challenge of developing an appropriate and respectful relation to other human beings by analyzing a number of historical and cultural cases of relating to the other. The topics range from barbarism, racist stereotypes, female rhetoric, and vampires to philosophical analyses of Finnish writers like Eino Leino and Väinö Linna, and from lyrical depictions of pain to an "antitheodicist" reflection on Primo Levi's Holocaust writing. A chapter on what it means to take a critical distance to other human beings in the context of the covid-19 pandemic concludes the volume. The authors approach these diverse issues (which are all aspects of the same basic problem of understanding and acknowledging otherness) from the perspective of an interdisciplinary humanistic reflection integrating literary analysis and philosophical argumentation.
Nothing exceptional happened in front of the youth association building in Kalajoki on 9 September 1953. There was a minor confrontation between regional police forces and local youth, but hundreds of similar events happened in small municipalities across Finland. The event took about ten minutes, nobody was seriously hurt, and collective feelings quickly calmed down. However, after extensive investigations, the regional prosecutor thought otherwise and prosecuted half a dozen local men for rebellion against the state in January 1954. The district court agreed. The municipality was shocked, and the Finnish society was taken by surprise. The case ended up in Supreme Court. This book analyses why and how the last rebellion in the history of Finland occurred in a tiny municipality on the west coast of Finland. The analysis is based on historical microsociology that integrates the insights of microhistory and microsociology into event structure analysis and collective memory studies.
"Health and healing have been central concerns throughout human history. Individuals and societies have devised multiple ways to health. Healing practices have often been linked to questions of knowledge, power, politics, and morals. The limits of acceptable healing have been contested by men and women, priests and doctors, elites and commoners, indigenous peoples and colonialists. Successful healers have sometimes been labeled as witches, quacks, or dangerous political agitators. The contributions in this volume concentrate on healing in global history with case studies about Finland, southern Asia and Africa, Brazil, the Caribbean and North America. They discuss medical pluralism and consider the arguments for and against individual healers and different healing systems. The authors focus on the popularity of medical systems, the appropriation and adoption of healing practices in cross-cultural contexts, and the prohibition of certain forms of healing. "
Kansalaisosallistuminen YVA-menettelyssä Ympäristövaikutusten arviointimenettelyn (YVA) yksi keskeinen tavoite on lisätä kansalaisten tiedonsaantia ja osallistumista ympäristövaikutuksiltaan merkittävissä hankkeissa. YVA-menettelyllä pyritään tuomaan kansalaisten näkemykset, huolet ja toiveet mukaan suunnitteluun ja päätöksentekoon mahdollisimman varhaisessa vaiheessa. YVA edustaa väitöstutkimuksessa modernia vuorovaikutteista ympäristöpolitiikan ohjauskeinoa ja osallistumisen välinettä. Väitöstyön ensimmäisenä tutkimustehtävänä oli luoda YVAan osallistumisen analyysille teoreettinen viitekehys: millaista demokratia- ja suunnitteluideaa YVA voi edustaa ja millainen politiikkaverkosto YVA on kansalaisosallistumisen kannalta. Toisena tutkimustehtävänä analysoitiin YVAan osallistumisen historiallista kehittymistä ja muutoksia Suomessa. Kolmantena tutkimustehtävänä tarkasteltiin osallistumisen käytännön toteutusta sekä arvioitiin osallistumisen vaikuttavuutta. Lisäksi analysoitiin vaikuttavuuden mahdollisia esteitä, miten läpinäkyviä ja avoimia YVA-menettelyt ovat ja miten hyväksyttävänä osallistumisvälineenä YVAa pidetään. Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Tämä luo osallistumisen kannalta rakenteita, joissa korostuu toimijoiden väliset epäsymmetriset valta-asemat. YVA-menettelystä tulee helposti kaikille osapuolille vallan käytön ja politiikan tekemisen väline ja niin osallistumisen järjestämistä kuin itse osallistumista ohjaavat toimijoiden poliittiset intressit ja tavoitteet. YVA on parhaimmillaan eri osapuolten välinen avoin keskusteluareena, joka lisää suunnittelun ja päätöksenteon läpinäkyvyyttä, mutta YVA on myös poliittisen kamppailun areena. Suomen YVA-lainsäädännössä osallistumisella on aina ollut tärkeä rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. Ajan saatossa myös kriittisyys laajaa osallistumisoikeutta ja useita osallistumismahdollisuuksia kohtaan on lieventynyt. Haaste on kuitenkin siinä, että osallistumisen toteutus määritellään laissa väljästi, eikä lainsäädäntö takaa laadukasta osallistumista tai varsinkaan sen vaikuttavuutta. Toinen havaittu haaste on YVAn ja osallistumisen suhde päätöksentekoon. YVAn ulkopuoliset päätöksentekojärjestelmät ja edustuksellisen vallankäytön rakenteet eivät ole muuttuneet, ja siksi YVAn vaikuttavuus voi jäädä vähäiseksi. Vaikka YVA edustaisikin osallistuvaa demokratiaa ja toteuttaisi vuorovaikutteista ja moniäänistä suunnittelua, voi osallistumisen merkitys vesittyä ja kansalaisten osallistumisaktiivisuus hiipua. Ilmiöön liittyy myös tarpeetonta kriittisyyttä. Osallistumisen vaikuttavuus ei ole kertaluonteista, vaan se on usein välillistä ja ajoittuu prosessin eri vaiheisiin. Olennainen kysymys on se, millaisen roolin kansalaiset ja maallikkoasiantuntijuus voivat saada perinteisesti asiantuntijavetoisessa suunnittelukulttuurissa. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.
Tutkimuksessa tarkastellaan erästä Euroopan integraation vähemmän tutkittua ulottuvuutta: integraation vaikutuksia jälkikommunistisen yhteiskunnan kansalaisjärjestöihin. Liettualainen ympäristöjärjestösektori ja Ignalinan ydinvoimalan tapaus tarjoavat rajallisen, mutta samalla hyvin konkreettisen näkökulman kysymyksen tarkastelemiseksi. Tutkimus nojaa vuosina 2001-2003 kerätyn haastatteluaineiston laadulliseen analyysiin. Ignalinan ydinvoimalan tapauksen perusteella voidaan tulkita liettualaisten ympäristöjärjestöjen kohtaamia muutospaineita neuvostoajan lopulta aina Liettuan EU-jäsenyyteen saakka. Ignalinan ydinvoimalan ympärille keskittynyt liikehdintä oli yksi keskeisimmistä neuvostovallan vastaisen protestin välineistä 1980-luvun lopun Liettuassa. Ignalinan ydinvoimalasta muodostui tuolloin neuvostovallan poliittinen symboli; protestointi ydinvoimalaa vastaan oli samalla vastalause Moskovan sanelupolitiikalle ja vallitsevalle yhteiskunnalliselle järjestykselle. Ignalinan poliittinen symboliasema kuitenkin muuttui radikaalisti Liettuan itsenäisyysjulistuksen myötä: voimalasta muodostui niin taloudellisesti kuin poliittisestikin tärkeä kansallisen suvereniteetin osa. 1990-luvun lopulla ydinvoimalan poliittisen symboliaseman muutos sai yhä vahvemman ilmentymän EU:n esittäessä Ignalinan molempien reaktoreiden alasajoa ennen niiden lasketun käyttöiän umpeutumista. Eräät liettualaiset ympäristöjärjestöt toimivat aktiivisesti osana laajempia eurooppalaisia kansalaisjärjestöverkostoja vaatien itäisen Keski-Euroopan neuvostomallisten ydinvoimaloiden välitöntä sulkemista. Siten Ignalinan tapaus aiheuttaa monissa tapauksissa järjestöidentiteetin epävarmuutta: Yhtäältä ympäristöjärjestöidentiteetti vaatii kriittistä suhtautumista ydinvoimaan, erityisesti neuvostomallisiin RBMK-reaktoreihin. Toisaalta taas Ignalinan ydinvoimala koetaan Liettuan taloudellisen ja poliittisen omavaraisuuden takaajaksi. Ignalinan tapauksen ympärille rakentuva identiteettipoliittinen asetelma voidaan yksinkertaistaa tilanteeksi, jossa ympäristöjärjestöt hapuilevat kahden yhteensopimattoman toimintamallin välillä: järjestöt toivovat voivansa toteuttaa rooliaan ympäristöjärjestöinä, usein laajempien eurooppalaisten ympäristöjärjestöverkostojen mallin mukaisesti, mutta samalla kansallisen suvereniteettipolitiikan tuottamat mallit ovat vahvasti läsnä järjestöjen määrittäessä perusluonnettaan. Ignalinan tapauksen pohjalta tutkimuksessa tarkastellaan myös laajempia Euroopan integraatioon ja jälkikommunistiseen kansalaisjärjestötoimintaan liittyviä kehityskulkuja. Tutkimus tuo esiin, että Euroopan integraatio on luonut monitasoisen institutionaalisen järjestyksen, joka määrittää oman vaikutuspiirinsä säännöt. Euroopan integraatio on samalla ilmiö, joka toteutuu myös hyvin arkipäiväisissä asioissa se on läsnä monissa mikrotason käytännöissä vaikuttaen siis myös ympäristöjärjestöjen toimintaan. Samalla voidaan havaita, että politiikan muodot ja tyylit eivät synny tyhjiössä tai pelkästään rationaalisten valintojen tuloksena; historia, sen tuottamat tulkinnat sekä rutiineihin perustuvat säännönmukaisuudet ovat läsnä poliittisessa elämässä, niin kansalaisjärjestötoiminnassa kuin muussakin yhteiskunnallisessa aktivismissa, samoin kuin hallinnollisissa käytännöissä. ; The colourful, sometimes even dramatic, history of Lithuanian environmental non-governmental organisations (NGOs) makes them an interesting subject of political science research. During the past fifteen years the role of the Lithuanian environmental movement has changed quite radically. The environmental movement had a central political role at the time of the Lithuanian independence activism in the late 1980s, but the movement later lost its mobilising potential and was marginalised by the beginning of the 1990s. Since then the environmental NGOs have been strongly affected by the process of European integration. Environmental NGOs have served both as agents and indicators of the institutional change taking place in Lithuania. The dynamics of this change can be analysed through the case of Ignalina in the course of the past couple of decades the nuclear power plant of Ignalina in the north-east corner of Lithuania has been a reference point for a number of political discussions and processes. During the Lithuanian independence movement the nuclear power plant became a symbol of Soviet rule. As Ignalina was strongly associated with the hegemony of Moscow over Lithuania the plant occupied a central role in the fight towards national sovereignty. Independence activism took the form of environmental protests, especially in the early stages of the Lithuanian reform movement, and a large number of environmental organisations were established all over Lithuania. The political context provided an opportunity to address sensitive political questions through environmental activism. For instance, in September 1988 thousands of protesters formed a human chain the ring of life around the two units of Ignalina as a manifestation of Lithuanian national sovereignty and identity. The symbolic position of Ignalina changed radically after Lithuania s independence declaration in March 1990. As Moscow imposed an energy embargo on Lithuania it soon became clear that the country was dependent on its own sources of energy, of which the nuclear power plant of Ignalina was the most important one. Although Ignalina had only recently served as the symbol of Soviet oppression, the plant suddenly proved indispensable in the reconstruction of the nation and its material well-being. In 1995 the Lithuanian government tabled a EU membership application. Towards the end of the decade Ignalina was brought on the political agenda of the EU it soon became evident to Lithuanians that the closure of the nuclear power plant would be considered a de facto prerequisite for EU membership. As a result, the question of Ignalina was highly politicised the setting gave Ignalina a positions as the symbol of national sovereignty. There had been a radical shift in the political symbolism surrounding the plant. Meanwhile, the environmental NGOs faced a dilemma: Some of the environmental activists were closely linked to European anti-nuclear NGO networks and were strongly in favour of the decommissioning of Ignalina. However, many of the environmental NGOs also carried with them a long tradition of ethno-cultural thinking thus connecting the organisations closely to the notion of Lithuanian national sovereignty. Against this background it proved difficult for many organisations to define their role in view with the question of Ignalina what would be appropriate political action? As a result, there remained a great deal of indecisiveness and confusion among the environmental NGOs as to the decommissioning plans of Ignalina, and more generally as to the role of the environmental organisations in the Lithuanian society. The case of Ignalina provides a framework within which it is possible to analyse certain dimensions of national sovereignty in an integrating, post-Cold War Europe. The integration of Central and Eastern Europe into the EU has produced a situation in which many of the expectations attached to national sovereignty are being challenged. The research also brings forward a topic that has received only limited attention in the past, namely the effects of European integration on non-governmental organisations in Central and Eastern Europe. By focusing on a specific sector of Lithuanian NGO activity it is possible to analyse the dynamics of europeanisation on a very concrete level. The case of Ignalina suggests that the activists of Lithuanian environmental NGOs are forced to ponder the raison d être of their organisations in the face of different, often conflicting institutional pressures. The expectations drawn from fresh national sovereignty are not always compatible with the models of action produced by the European integration process. The case evidences a conflict between post-Communist nation-building and the institutional limitations brought about by EU membership. Simply put, the idea of national sovereignty on the one hand and European integration on the other offer environmental NGOs distinctive, often conflicting, models of appropriate political action. The models of action created by the institutional framework of the EU are not easily compatible with the norms typical of a newly independent state. This identity political conflict is especially pronounced whenever national and European norms are placed in direct opposition with each other. However, it should be noted that the national and European levels of politics cannot be completely distinguished from each other. It is interesting to notice how models of action drawn from the EU system often form the very basis of national or local political action. Therefore it can be stated that the separation between European and national models of appropriate action is not always feasible. It is possible to approach most political questions, including the encounter of Lithuanian environmental NGOs and the EU, from an institutional perspective. The theoretical framework of the study is based on new institutionalism , and the notion of logic of appropriateness is central to the study political institutions are analysed as collections of norms that define the rules of appropriate political action in different situations. In essence, politics is about appropriate action. The research seeks to explain the logic of appropriateness being followed by Lithuanian environmental NGOs. The research problem is approached through a set of questions: (1) How does the colourful history of the Lithuanian environmental movement affect the political characteristics of today s environmental NGOs? (2) What does the specific case of Ignalina tell us about the institutional contexts in which the Lithuanian environmental NGOs operate? (3) How to define the relationship between Lithuanian environmental NGOs and the politics of national sovereignty? (4) What is the relevance of the institutional framework of the EU to Lithuanian environmental NGOs? The study suggests that the rules of appropriateness change depending on the political context. At the same time, the conflicts produced by differing, overlapping institutional environments are reflected in the inner dynamics of political actors, resulting to indecisiveness and confusion. Since political action is first and foremost directed by the logic of appropriateness, the interpretations of political contexts are of central relevance. Therefore it is possible that a single object, such as a nuclear power plant, can be given a variety of interpretations in the realm of identity politics. The case of Ignalina evidences that symbolism and interpretation form the core of political life.
What is a state? This volume approaches the question from an anthropological perspective, which means that the starting point of the analysis is not the concept of the state, but instead, what kinds of structures the state consists of, what kinds of effects these structures have, and how states are experienced by the people who inhabit, make, enact, and resist them. The volume introduces a contemporary anthropological approach to the study of the state for a Finnish-speaking audience. This new approach examines the state as a diverse, socially and culturally constructed phenomenon that varies in time and place. Additional aims of the volume are to introduce and translate concepts from political anthropology to the Finnish language, and to make anthropological analyses of the state known to other disciplines that study the state and to the general Finnish-speaking public. Covering a wide variety of ethnographic contexts examining both the effects of the state and the state-like effects of other institutions, the volume contains case studies from Brazil, Uganda, Papua New Guinea, Madagascar, Finland, Bolivia, Cuba, Egypt, Fiji, Solomon Islands, and Ghana. A theoretical introduction presents the development of anthropological thinking with regard to the state and state-like institutions. An afterword reflects on the contribution of the volume in light of the ethnographic context of Indonesia.
During the past two decades, the United Nations Women, Peace and Security Agenda has expanded considerably to cover a wide range of themes and actors. Despite its global diffusion, it has been criticised for its slow implementation and is claimed by some to be mere rhetoric. In line with results-based management, indicators have become key tools in securing monitoring and evaluation of the agenda. This article provides new insights about the concrete use of indicators and responds to the following research questions: How does the use of indicators correspond to the goal of providing monitoring and evaluation data? How can we explain the occurrence of means-ends decoupling? The article examines the country-level use of indicators in Nigeria. The data is collected as part of an indicator ethnography conducted in Nigeria during the spring of 2020. Indicator culture has spread widely, creating an illusion of rationality and effectiveness. Resources, time and money are allocated to operationalization, without questioning the indicator logic itself. The Nigerian case reflects symbolic implementation, where actors maintain well-developed indicator frameworks and monitoring committees without evidence about its actual utility. Over the past four years, not a single monitoring report has been produced. The absence of reporting can be explained through capacity and resource challenges, but also as local actors counteract externally set norms and forms of numerical rationality. Theoretically, the article is based on sociological new-institutionalism and builds on previous feminist peace research. ; Peer reviewed
Finnish local government has been subjected to many reforms in the last few decades. The reforms will continue in the near future as health, social services and regional government are being reformed. Structural reforms and numerous projects have not altered the fact that concrete procedures still change slowly in local governments. This article deals with reforms in local government. It focuses on determining the kind of information and expertise used in the reforms and the expertise required. The research is empirical and focuses on one particular case: preparation of the multi-municipal merger of Oulu region. Research on reforms of local governments, studied from the viewpoints of information and expertise, reveals that traditional public administration structures still have an impact on reform work. Even though steps towards New Public Governance procedures have been taken, reform processes remain strongly based on the information and expertise of the local government organization. Cooperation with different sector actors (the private and third sectors, universities, citizens) takes place from the viewpoint of the local government. The expertise of stakeholders is not at the core of reform processes. Reform processes are based mainly on the existing information and practices. There is much less innovation and less creation and application of new information. The expertise needed in local government reform is diverse. The reform processes have great need for the skills that are typical of network and generative leadership. A successful reform results from the work of a couple of key actors who have the skills to create frameworks for the existence and exploitation of collective expertise.
The article studies rejected patent applications in Finland at the end of the nineteenth century. It examines the development of the patent system as part of the nation's emerging liberal economic institutions. Internationally, patents have been employed to study technological and economic development, however, the rejected patents and the agency of the patent officials have received little attention. The article examines newly collected applications related to patenting from 1864-1884 and asks, whose applications were rejected and why. The article shows how foreigners, and Swedish applications in particular, were typical among the rejected applicants. Most applications were rejected because the officials did not see the invention as novel or assessed the application as incomplete. In their examination, the Finnish patent officials heard experts and used material objects as evidence. The article shows how the Finnish patent officials followed modern practices of patent examination already in the early 1870s—before the actual legislation and more rigorously than in the neighbouring Sweden. Even though the interests of the domestic industries were raised in some cases, the officials managed and guided the national industrial property rights by developing the patenting principles in the state administration. ; Artikkelissa tutkitaan Suomessa hylättyjä patenttihakemuksia ja tarkastellaan näiden valossa autonomisen Suomen patenttijärjestelmää osana maan taloudellisten instituutioiden rakentamista 1800-luvun lopulla. Kansainvälisesti patentteja on hyödynnetty teknisen ja taloudellisen kehityksen tutkimuksessa, mutta hylätyt patentit ja patenttiviranomaisten toimijuus ovat jääneet vähemmälle huomiolle. Artikkelissa käydään läpi Senaattiin saapuneet patentteja koskevat anomukset vuosilta 1864-1884 ja kysytään: keiden patentit hylättiin ja miksi? Artikkeli osoittaa, että hylätyissä patenttihakemuksissa korostuivat ulkomaiset, etenkin ruotsalaiset hakijat. Yleisin syy hylkäämiselle oli, ettei keksintö ollut viranomaisten näkökulmasta uusi tai että hakemus oli puutteellinen. Viranomaiset kuulivat patenttihakemusten arvioinnissa asiantuntijoita ja käsittelivät jopa esinetodisteita. Artikkeli näyttää, että Suomen patenttiviranomaiset seurasivat patenttien tutkintaan liittyviä moderneja käytäntöjä jo 1870-luvun alussa – ennen varsinaista lainsäädäntöä ja tiukemmin kuin esimerkiksi Ruotsissa. Vaikka muutamassa tapauksessa viitattiin kotimaisen teollisuuden etuihin, tapahtui teollisten omistusoikeuksien ohjaus ja rajaaminen ennen kaikkea viranomaisten omaksumien patenttiperiaatteiden kautta.
This work, prepared and published during the author's stay at the RSCAS, EUI, is a "compilation thesis" (in Finnish "artikkeliväitöskirja"), Department of Political Sciences, University of Helsinki, and contains the major part of the author's PhD thesis (forthcoming print monograph, 2012). ; The future is uncertain, and the financial system of the European Union has to take into account this uncertainty. This book looks at the different means it has at its disposal to do so, and analyses how these means have evolved since the creation of the general budget of the European Communities in 1968. The analysis is extended to a broader study of the development of the European Union through several case studies: negotiations on the Financial Regulation of 25 June 2002,on its first modifi cation, adopted on 13 December 2006, and on the Interinstitutional Agreement (IIA) of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound fi nancial management and on the Multiannual Financial Framework for 2007-2013. The question of the uncertainty of the future is addressed using the so-called "Theory of Budgetary Flexibility". This theory, developed originally to analyse national budgetary systems, establishes an essential distinction between External Flexibility and Internal Flexibility, on the one hand, and Annual Flexibility and Multiannual Flexibility on the other hand. It is particularly useful here as it enables us to examine under a common framework processes that are often considered separate (and treated in the literature as such), and to draw conclusions at systems' level. The book is divided into three Parts: - Part One (Chapters 1 to 3), which forms the theoretical part of this book, includes an analysis of the specificities and of the functioning of the budgetary and financial systems of the European Union, while presenting an "état des lieux" of studies carried out in these fields; - Part Two (Chapters 4 to 13) deals with changes that have been made to various forms of flexibility since 1968. Special attention is paid not only to the consequences these changes have had for the various actors involved – namely the European Parliament, the Council, the Commission and Member States – but also for the financial system of the European Union as a whole; - Part Three (Chapters 14 to 18) addresses the question of how the changes examined in Part Two affect the general development of the European Union.

Tutkimuksessa tarkastellaan palvelun laadun arviointia moniportaisessa julkisessa organisaatiossa. Laatutyöhön kuuluu keskeisenä osana laadun arviointi. Ongelmallista julkisten organisaatioiden tuottamien palvelujen arvioinnissa on se, että lainsäädäntö jättää usein viranomaisten harkinnan varaan sen, millaisina palvelut tosiasiallisesti tuotetaan eivätkä kunnalliset päätöksentekijätkään välttämättä aseta palvelujen laadulle kovin tarkkoja tavoitteita. Jos em. tahot asettavat palvelun laatua koskevia tavoitteita, ne asetetaan yleensä palvelun lopputulokselle eikä palvelun tuotantoprosessin välivaiheille. Moniportaisissa organisaatioissa ja organisaatiohierarkian eri tasoilla ylempien organisaatiotasojen osuus palvelujen tuottamisessa jää usein arvioinnissa mm. tavoitteiden puutteellisuuden vuoksi vähemmälle huomiolle kuin asiakasrajapinnassa toimivien organisaatiotasojen. Asiaan vaikuttaa myös tulosjohtamiseen liittyvä käytäntö, jossa ylempi organisaatiotaso arvioi alempaansa eikä päinvastoin. Tulosjohtaminen on ankkuroitunut Suomen julkiseen hallintoon aiemmin ja vahvemmalla otteella kuin laatujohtaminen. Selkeiden laatua koskevien tavoitteiden puute hankaloittaa arvioimista, erityisesti tavoiteperusteista arviointia, jossa toimintaa verrataan asetettuihin tavoitteisiin. Tavoitteiden puutteellisuus asettaa paineita arvioida toimintaa eri intressitahojen näkemykset huomioon ottavan monitahoarvioinnin avulla. Palvelun laadun intressitahoja julkisessa hallinnossa ovat palvelujen käyttäjien lisäksi mm. poliittiset päätöksentekijät ja kansalaiset, palvelua tuottavan organisaation johto sekä palvelua tuottava henkilöstö ja moniportaisissa organisaatioissa vielä organisaation eri tasot. Eri intressitahojen näkökulmat ja vaateet palvelun laadulle määräytyvät niiden suhteesta palveluun samoin kuin niiden asema ja tehtävät arvioinnissa ja arviointitiedon hyväksikäytössä. Moniportaisissa organisaatioissa keskeisin intressitaho ylemmän organisaatiotason tuottamalle palvelulle on alempi organisaatiotaso. Alemman organisaatiotason näkökulmasta katsottuna ei ole riittävää arvioida moniportaisissa organisaatioissa ylemmän organisaatiotason toimintaa esim. laatupalkintokriteereiden avulla, vaan ylemmän organisaatiotason toimintaa on tarpeen arvioida palvelukohtaisesti. Tämä puolestaan edellyttää sitä, että palvelukohtaisesti määritellään ylemmän ja alemman organisaatiotason työosuus (osapalvelu) moniportaisen organisaation palveluketjussa. Tutkimuksessa päädyttiin myös näkemykseen, jonka mukaan palvelut on varsinkin ylemmän organisaatiotason toiminnan suhteen syytä suunnitella moniportaisissa organisaatioissa etukäteen eri intressitahojen vaateita yhteen sovittaen. Tutkimuksen tuloksena syntyi arviointikehikko moniportaisten julkisten organisaatioiden tuottamien palvelujen laadun arviointiin. Arviointikehikossa otetaan kantaa siihen, miten arvioinnin eri vaiheissa olisi tarkoituksenmukaista edetä ja millaisia näkökohtia eri vaiheissa on tarpeen ottaa huomioon. ; EVALUATION OF THE QUALITY OF SERVICES IN A PUBLIC MULTI-LEVEL ORGANIZATION The task of the study was crystallized in the following questions: 1. In what way is it justifiable in public organizations to evaluate the activi-ties of upper organizational levels in producing high quality services? 2. Accordingly, in what way is it justifiable to evaluate the guidance and support directed to the school assistants work and carried out by the ad-ministrative level in the Education Department of the City of Helsinki.? The study showed that the way in which it is justifiable to evaluate the qual-ity of services in public organizations is determined by the special features of public administration. These features have an effect on the definitions of the ser-vice and quality in public administration. The definition is especially influenced by the community orientation of public organizations, the lack and the vagueness of the goals which guide the quality of services, and many interest groups of services. In this study the quality of the service produced by a public organization has the following definition: the quality of the service and the process with help of which the users of the service receive the service must satisfy the integrated de-mands of the users of the service and its various interest groups in all the features of quality. In public administration, interest groups for the quality of services include not only the users of the services but also political decision makers, the leaders and the personnel of the organization producing the services and in a multilevel organization, the different levels of the organization. The quality demands made by these groups, their opportunities to evaluate the service and their interests in utilizing the evaluation data at least partly differ from each other. In a multi-level organization the lower level, often the so called performing level of the organization, is one of the interest groups in relation to how the up-per level takes care of its own tasks in the service chain. The culture of manage-ment by results has rooted in the public organizations earlier than quality culture. Management by results assumes that the upper organizational levels evaluate the lower levels and not the other way around. Quality culture, however, places the direction of the evaluation upside down, bottom-up and not top-down. In service chain thinking there is a need for the lower level to give feedback to the upper organizational level about how it has for its own part supported the work of the lower level in producing value added to the ultimate users of the services. From the point of view of the lower organizational level the emphasis in evaluation should be on the quality of those parts of the services that are pro-duced by the upper organizational level. Evaluation should take place by evaluat-ing one service at a time. The main interest of the lower level is in evaluating whether or not the upper level supports the lower level well enough in producing individual services. In order to be able to define what is good enough in each case it is necessary to specify the responsibilities of both the upper and lower organizational levels service by service in the service chain. Multiple constituency evaluation or stakeholder-based evaluation is an approach to evaluation in which activities are evaluated from the points of views of many different interest groups. The choice of the approach is determined by the purpose of the evaluation. Purposes of evaluation can be for instance evaluation for development work or evaluation for accountability. Multiple constituency evaluation is suitable for situations where there is a lack of goals for the quality of public services or the goals are vague. The case example of the study showed the lack and vagueness of goals in the guidance and support directed to the school assistants work and carried out by the administrative level of the Hel-sinki City Education Department. Multiple constituency evaluation is suitable for evaluations for both accountability and for development. However, if there were clear goals defined for the quality of the services the natural choice of the ap-proach in the purpose of evaluation for accountability would be the goal-attainment evaluation.
Tutkimuksen tehtävänä oli selvittää, voivatko valtionhallinnon alueille tuomat uudet instituutiot tukea omaehtoista alueellista kehittämistä ja, jos voivat, niin miten. Instituutioilla tutkimuksessa tarkoitettiin alueellista kehittämistoimintaa ohjaavia, tietoisesti luotuja sääntöjä ja menettelyjä tai käytännön toiminnan myötä kehittyneitä toimintamalleja. Omaehtoisella kehittämisellä taas tarkoitetaan sellaista alueellista kehittämistä, joka lähtee liikkeelle tietyllä alueella asuvista ihmisistä ja siellä toimivista organisaatioista sekä perustuu ennen kaikkea alueen omiin tarpeisiin ja voimavaroihin. Esimerkkeinä valtionhallinnon luomista uusista alueellisen kehittämisen instituutioista oli toimintaryhmätyö Suomesta sekä alueellinen kehittämissuunnittelu ja aluemanagement Saksan Baijerista. Toimintaryhmätyö on paikallisten kehittäjäryhmien ja näiden yhteistyökumppaneiden tekemää alueellista kehittämistyötä. Baijerin aluemanagement tarkoittaa puolestaan erilaisten toimijoiden yhteistyöhön perustuvan alueellisen kehittämisprosessin johtamista. Tutkimuksessa analysoitiin kahden suomalaisen ja kahden baijerilaisen esimerkkialueen kehittämisprosesseja noin neljän vuoden ajanjaksolla. Tärkeimmät metodit tutkimusaineiston keruussa olivat osallistuva havainnointi ja kehittämisprosessien toimijoille tehdyt puolistrukturoidut haastattelut. Tutkimus osoitti, että valtionhallinto voi uusien instituutioiden avulla tukea omaehtoista alueellista kehittämistä. Uusiin instituutioihin tulee tällöin sisältyä osallistavia suunnittelumetodeja ja hanketoiminnan koulutusta, malleja, kannustimia ja ongelmanratkaisuvälineitä paikallisille kumppanuuksille, joustavia rahoitusvälineitä, tukijaviranomaisten kumppanuutta sekä tukea verkostoitumiselle. Uusilla instituutioilla on kuitenkin myös piirteitä, jotka haittaavat omaehtosta kehittämistä. Tällaisia ovat normatiivinen säätely, tiettyjen toimijoiden aseman korostuminen, asiantuntijavetoinen tai liian kiireinen suunnittelu sekä kiinnittyminen sektorihallintoon. Uusien instituutioiden mahdollisuudet vakiintua alueille riippuvat puolestaan siitä, miten ne tehdään tunnetuksi, olemassa olevista instituutioista, uudelta instituutiolta odotettujen julkisten hyötyjen ja paikallisten intressien yhteensopivuudesta sekä toiminnan laajenemisesta ja kehittymisestä alueella. Tutkimusasetelma on ajankohtainen eurooppalaisessa alueellisessa kehittämisessä ja maaseutupolitiikassa, joissa uusia instituutioita parhaillaan luodaan ja kokeillaan. Aiempiin tutkimuksiin verrattuna tutkimus tuo uutta erityisesti analysoimalla rinnakkain kahden, lähtökohdiltaan suuresti toisistaan poikkeavan maan hyvin erilaisia instituutioita. Tutkimuksen tuloksia voidaan hyödyntää alueellisen kehittämispolitiikan suunnista ja toimenpiteistä päätettäessä. Tuloksia voivat hyödyntää myös erilaiset paikalliset yhteisöt tai kunnat halutessaan viedä eteenpäin omaehtoista kehittämistä alueellaan. Aiheellisia jatkotutkimuksen kohteita ovat uusien instituutioiden sekä omaehtoista kehittämistä tukevat että haittaavat elmentit. ; New Institutions Supporting Endogenous Development The recent changes in regional development in Europe were the starting point of the study. The European Union and the national governments of many European countries have reacted to new challenges of regional development by creating and launching special institutions to support endogenous regional and local development. Both Finland and the German state of Bavaria have responded in this way. An example in Finland is the activity of the local action groups consistent with the model of the EU LEADER programme, which has been extended through the national rural development programme for local endogenous development (POMO programme). In Bavaria, the Ministry of State Development and Environmental Affairs has created and launched institutions of regional development planning and regional management. The objective of the study was to determine whether these new institutions launched from outside are able to support endogenous development processes in the regions, and if they are, how do they do it. Answers were sought by analysing how the various elements of the new institutions influence the process of endogenous development in its different stages. Also, the influence of the launching practice was analysed. Four qualitative case studies were carried out: two in Finland and two in Bavaria. In Finland the case studies were carried out in two regions where the POMO programme was being implemented. In Bavaria two relatively rural regions were chosen where a sub-regional plan was made and was being implemented through regional management. The conditions for establishment of the new institutions in the regions are discussed in the study. The theoretical framework of the study is built around the terms regional development, endogenous development and institutions. Institutions are here understood as formal and informal systems of rules that guide the assignment of meanings and so the action. The institutions of regional development supply the framework for the regional and local development. The conclusion that can be drawn from the recent discussion of regional development thinking and practices in Europe is that new models of thinking and acting supporting endogenous development have emerged. Such models include strategic thinking and programming, networking and partnership, and communicative planning. These models have been incorporated in the new institutions of regional development created and launched by central authorities. Finland and Bavaria have different institutional backgrounds for the new institutions and these backgrounds have influenced the aims and forms of the new institutions. The institution of the activity of the local action group in Finland supports endogenous development on the basis of local partnerships. The institutions of regional development planning and regional management in Bavaria are intended to support endogenous development based above all on a partnership of municipalities. The influence of the new institutions on regional development processes depends on the characteristics of the elements of the new institution, how the institution was launched and on pre-existing institutions in the region. The rational incentives offered by the new institutions, together with the values and the beliefs taken for granted of the pre-existing institutions, are playing a central role. There are also other factors peculiar to the region and the actors that influence the development process. The main question of the study - whether the new institutions can support endogenous development processes - can be answered in the affirmative. The supporting characteristics of the new institutions are participatory planning methods and training for project management, models, incentives and ways of problem solving for local partnerships, flexible funding instruments, partnership with supporting authorities and support to networking. However, the new institutions also have characteristics unfavourable to endogenous development. These include normative rules, emphasis on the position of certain actors, expert planning or too hasty planning and attachment to sectorial government structures. The possibilities of the new institutions to root themselves in the region depend on the mode of launching, on the pre-existing institutions, on the compatibility of expected public benefits with the interests of local actors and on the expansion of the activity and development of the practices in the region.
Tutkimuksen tarkoituksena on vallankäytön luonteen ja sen ilmenemisen tulkinta ja ymmärtäminen ammattikorkeakoulujen vakinaistamis- ja laajentumisprosessissa vuosina 1995-2000. Tutkimus jakautuu kahteen pääosaan: teoreettiseen ja tapausesimerkkinä toteutettavaan empiiriseen osaan. Työn lähtökohtana on teoreettisen viitekehyksen kautta jäsentää, tulkita ja ymmärtää tutkimuskohteena olevaa ilmiötä eli vakinaistamis- ja laajentumisprosessiin liittynyttä vallankäyttöä. Työn metodinen painopiste lähenee teoriaperusteista analyysia ja arviointia. Tiivistäen ilmaistuna teoria saa työssä tulkintavälineen aseman. Tavoitteena on teorian ja sen pohjalta luodun viitekehyksen ja aineiston välinen dialogimainen vuoropuhelu, jota täydennetään eri tutkijoiden esittämillä näkemyksillä. Työn dokumenttiaineisto painottuu kirjoitetussa muodossa olevaan, aitoon ja alkuperäiseen sekä selkeästi rajattuun tekstikorpukseen, jolle annettiin ja jolle muodostui keskeinen asema korkeakoulupoliittisia ratkaisuja tehtäessä. Työn tulkintaprosessin myötä voidaan päätyä mm. toteamaan, että valta ei paikantunut tai sijoittunut ammattikorkeakoululaitoksen luomisen prosessin osalta ainoastaan valtakunnan tason toimijoille ja päätöksentekijöille eli suunta ei ole yksinomaan ylhäältä alhaalle. Kokonaisuuden onnistuminen ja toimivuuden turvaaminen jäivät ja jäävät pitkälti anojien eli paikallistason vastuulle. Vaihtoon liittyvää ulottuvuutta ja vuorovaikutusta tarvitaan prosessin jatkokehittämisen onnistumiseksi. Tarkasteltavassa prosessitodellisuudessa ilman paikallistason työpanosta ja muutoksen syvällisyyttä ja hallintaa - nimenomaan ammatillisen korkeakoulutuksen näkökulmasta - todellinen muutos jää puutteelliseksi. Viitekehyksen keskeisimmät ulottuvuudet nousevat selkeästi esille empiirisen aineiston tulkinnan myötä; vallankäyttö prosessitodellisuuden eri toimijatasojen menettelyjen osalta liikkui nollasummapeli - positiv-summekonflikt -ulottuvuudella, kuten myös mahdollistamisen ja antienergisoinnin ja toimintaa hankaloittavien ratkaisujen puitteissa. Vallankäyttö seurauksineen liikkui ylivallan ja yhteistoiminnallisen vallan kentissä. Valta kapasiteettina ja kykynä tulkita sekä omaa että toisten todellisuutta sekä kokonaisuuden hallintana - jopa edellä mainittujen ulottuvuuksien puutteenakin - saa keskeisen sisällön tarkasteltavan tapausesimerkin puitteissa. Vallan suhdeperusteinen ja muuttuva luonne tulee selvästi esille. Vallankäyttö näkyy selkeästi konkreettisessa toiminnassa paikallisella, alueellisella ja valtakunnallisella toimijatasolla. Kun tilannetta tarkastellaan työn viitekehyksestä käsin, paljastuu valtakäsitteen hyödyntämisen ja tulkinnan jääneen prosessin kuluessa osittain rajautuneeksi. Työn pohjalta voi tulkita vallankäytön heijastusvaikutusten ja mahdollistamisulottuvuuden pohdinnan jääneen osittain keskeneräiseksi. Tehtyjen ratkaisujen ja valittujen periaatteiden seurauksena vallankäyttöön olennaisesti liittyvä kokonaisuuden hallinta ja kyky taata muutoksen syvällisyys eivät olleet ongelmattomia. Kaiken kaikkiaan kyse on työn otsikon mukaisesti vallankäytön oppimisesta. Samalla paljastuu vallankäytön haasteellisuus korkeakoulupolitiikkaa laajemminkin hallinnon kannalta. Valtaan liittyvän todellisuuden tulkinta laajentaa prosessin ymmärtämistä. Samalla paljastuu viitekehyksen laajempi sovellettavuus ja tutkimuksen käyttökelpoisuus sekä vallan suhdeperusteinen ja muuttuva luonne. Perehtyminen työ viitekehykseen ja sen pohjalta tehtyyn empiiriseen tarkasteluun voi edistää muutosta ja sen hallittavuutta. Työ viitekehyksenä oleva mallikombinaatio, synteesi mahdollistaa suoraa vallan harjoittamista laajemman prosessinäkökulman ja auttaa ymmärtämään laaja-alaisemmin organisationaaliseen vallankäyttöön liittyvän toiminnan seurauksia. Siten käytetty malli monipuolistaa vallan tulkintaa. ; The purpose of this study is to interpret and understand the nature and presence of the use of power in polytechnics during the years 1995 - 2000 when they were both being made permanent and undergoing expansion. The study is divided into two main parts: the theoretical and the empirical case study. The use of power within the process examined is interpreted through the theoretical part. Put concisely the theory becomes an interpretative tool in this study. The study concerns itself with two principle levels, the national and the provincial / local: the relationship between and within these two is analysed and interpreted from the viewpoint of the use of power. The basic arrangement of the study is to consider the use of power through and with the help of the two earlier mentioned levels. The workings of the evaluation board of the polytechnics and its licensing section (initially a separate working group), government, parliament, the commission of education and culture, and the ministry of education form the national level of the empirical part of the study. These bodies can be broadly divided into two working groups: the political decision makers, and the specialists. The second level is made up of local and provincial questions of power, resources and dependency. North Savo Polytechnic and Pirkanmaa Polytechnic, both of which could not get permanent official status immediately on first application, have been chosen as examples of the local level. During the period studied North Savo Polytechnic applied for permanent status three times and made one application to broaden the mandate sought. Thus the process reality and entirety and its power dimensions and its changes can be seen. After these submissions the process continued in North Savo provisionally or as education based on agreement making certain units permanent. Pirkanmaa Polytechnic was assessed at the start of the process and again at the end of it when it got provisional approval for making the school permanent. Thus in the time period studied we can examine two different cases as examples within the local process. The study covers issues on both micro and macro levels. The central theme is to look at the process and its content dimension in its entirety. The views of both local and national influencers have been included to make the research more substantive. The use of power as part of process reality is modelled with the aid of two intersecting lines. At the ends of the horizontal line there are the power dimensions of authoritarian (power over) and co-operative (power with). The vertical line describes energy and anti-energy power dimensions; empowerment and action that hinders or even blocks it. Thus we have a four-field model that describes power dimensions in the building process and serves as a technical tool for the study and its theoretical framework. The starting point of the study is that "power moves" as a result of actions in the aforementioned four-field model even during the same process reality, and then the use of power takes different forms and has different consequences. The positions of the power wielders and power targets vary during social interaction and action. Power as a phenomenon manifests itself in varying non-static process relationships and a conclusion as a nil sum game or open conflict is not enough to keep the process developing positively. They are counterbalanced by reciprocal exchange relationships and the positive sum conflict dimension. The interpretation of process reality, securing a change, and management of the entirety become central. The starting point of the study is, through the above-mentioned theoretical framework, to analyse, interpret and understand the phenomenon studied, i.e. the use of power in the process of awarding permanent status and broadening a mandate already received. The methodological emphasis comes close to theory based analyses and evaluation. The aim is a dialogue between on one hand the theory and the framework it's based on and on the other hand the data. This dialogue is then completed with views from various researchers. The documentary data consists mainly of written original, genuine and clearly defined bodies of text which were submitted and which formed a central part in the making of political decisions in the polytechnic field. Through the interpretation process of the study it can be stated that as regards the creation of the polytechnics that power was not only located at the level of national decision makers i.e. the direction is not only from the top to the bottom. Successful implementation and feasibility were and still are the contributory responsibility of the local level applicants. Interaction and reciprocity exchange are needed to make further development successful. Real change in the process reality will be incomplete if local level work input, management and depth of the change - especially from the viewpoint of the polytechnics - are not taken into consideration. The most central dimensions of the framework are brought out with the interpretation of the empirical data; the use of power in the differing action levels of the process reality was moving in the nil sum game - positive sum conflict dimension, as also in the facilitating / empowering and anti-energising / solution retardation dimension. The use of power with its results was moving in the fields of authoritarian (power over) and co-operative (power with). Power as capacity and as ability to interpret one's own and others´ reality and also as management of the entirety - even lacking of all the before mentioned dimensions - receives a central role in the case study examined. The changing and relationship based nature of power is brought out. The use of power can be seen clearly in the tangible actions at the local, provincial and national levels. When the situation is looked at from the framework of the study it can be seen that the utilisation and interpretation of the concept of power has remained partly limited in the course of the process or that the decision makers have not thought about it from the viewpoint of the framework. On the basis of the study it can be interpreted that the study of the reflex effects and facilitating / empowering dimension of the use of power has remained somewhat incomplete or that at least the knock on effects have not been studied in all aspects. As a result of the decisions made and the principles chosen the management of the entirety and the ability to secure the depth of the change that essentially go together with the use of power were not problem free. All in all it is about, in accordance with the title of the study, learning to use power. At the same time the challenging nature of the use of power in administration other than in the polytechnics is revealed.
