"Welchen Stellenwert die Personalarbeit in der Industrie der DDR hatte bzw. konnte, versucht die Analyse über vergleichende Aussagen zum Personalmanagement in Theorie und Praxis zu beantworten. Einen Ansatzpunkt bieten die Rahmenbedingungen der Organisation der Arbeit in der Wirtschaft der DDR, die eine Grundlage des Selbstverständnisses von Führungskräften bildet. Dazu gehören das tayloristisch geprägte Menschenbild, die Sichtweise auf die Rolle als Führungskraft im sozialen System des Betriebes sowie daraus abgeleitete Handlungsmuster. Im Vergleich mit Ansätzen und Managementtheoretikern und Soziologen aus marktwirtschaftlich organisierten Gesellschaften werden allgemeine theoretische Erklärungsansätze angeboten. Die Akzeptanz dieser Schlußfolgerungen ist wiederum Ausgangspunkt für ein neues Selbstverständnis zu Fragen der Personalarbeit in der Industrie der DDR." (Autorenreferat)
Oskar Strnad, Josef Frank und Oskar Wlach arbeiteten nach ihrem Studium an der Wiener Technischen Hochschule seit Anfang der zehner Jahre zusammen. Ihre Konzeption von Architektur hatte mit dem neobarocken Späthistorismus ihres Lehrers Carl König ebensowenig gemeinsam wie mit Josef Hoffmann und der Wiener Werkstätte. Mit Adolf Loos verband sie dagegen nicht zuletzt der Einfluss der theoretischen Schriften Camillo Sittes. Loos, vor allem aber Strnad und Frank übertrugen Sittes städtebauliche Peinzipien auch auf Einfamilienhäuser. Der Ausgangspunklt des Entwurfsprozessess war die Bewegungslinie zum, in das und im Gebäude. Sich allmählich steigernde Raumdimensionen führen auf die Ruhezone des Wohnraums, der "Piazza" des Hauses, hin. Ein künstlerischer Anspruch besteht dabei nicht; das Haus soll alle Möglichkeiten in sich bergen – auch die, sich "geschmacklos", aber mit persönlichen Gegenständen einzurichten –, ohne sie dem Bewohner aufzuzwingen. Eine gewisse Unordnung wird dabei als Symptom eines dynamischen Prozesses aufgefasst, als der sich das Leben und, als seine Spiegelung, das Haus versteht. Spuren dieses Prozesses können sich als Folgen etwa von Planänderungen oder Umbauten auch am Haus selbst finden. Gleichzeitig soll das Haus sich seiner Umgebung gegenüber, ganz wie ein zivilisierter Mensch, "anständig benehmen" und nicht seine Modernität marktschreierisch anpreisen. Strnad und Frank setzen sich mit dieser undogmatischen Grundeinstellung in den zehner Jahren in erster Linie vom Ästhetizismus der Wiener Werkstätte und Josef Hoffmanns ab. Seit der zweiten Hälfte der zwanziger Jahre distanzierte sich Frank vor allem vom Dogmatismus des internationalen Funktionalismus des Bauhauses und Le Corbusiers. Strnad, Frank und Wlach waren bereits seit Anfang der zehner Jahre von einem Kreis gleichgesinnter Studienkollegen umgeben, der sich ständig vergrößerte. Die Freude am theoretischen Formulieren ihrer Prinzipien war dabei ein Charakteristikum Loos' und der Wiener Schule. Seit Mitte der zwanziger Jahre schlossen sich der kleinen, aber auch international beachteten und geschätzten "Wiener Gruppe" auch einige Altersgenossen und Studienkollegen an, die zuvor eher traditionell oder in der Nachfolge der Wiener Werkstätte gearbeitet hatten. Wie bei den Begründern der Wiener Schule handelte es sich fast ausschließlich um Architekten aus dem liberalen, assimilierten jüdischen Bürgertum. Die Bauherren entstammten der gleichen Schicht wie die Architekten; oft waren sie Freunde oder Verwandte der Architekten. Auch die (ebenfalls fast ausschließlich jüdischen) Studenten von Adolf Loos bildeten einen wichtigen Teil der Wiener Schule. Der Einfluss des Lehrers Loos verband sich dabei mit dem Strnads und Franks. Seit Mitte der zwanziger Jahre kamen zu den an der Technischen Hochschule ausgebildeten Architekten Absolventen der Meisterklassen von Josef Hoffmann und Oskar Strnad an der Kunstgewerbeschule. In ihrem undogmatischen Zugang zu architektonischen Fragen stellte die Wiener Moderne der Zwischenkriegszeit eine bisher zu wenig beachtete Alternative zum internationalen Funktionalismus dar. Architektur wurde in Wien als offenes System aufgefasst; das heißt Veränderungen, Umbauten und Erweiterungen waren ebenso Teil des Konzepts wie die Fähigkeit der Gebäude, zu altern. Dem Bewohner werden alle Möglichkeiten des Wohnens offengelassen; das Haus ist der Hintergrund seines Lebens und unterstützt ihn in einer offenen, dialektischen Weltsicht. Diese zum Prinzip des Entwurfsprozesses gemachte offene Grundhaltung beinhaltet auch eine politische Dimension; die nichtjüdischen Vertreter der Wiener Schule waren zum größten Teil sozialdemokratisch orientiert und ließen sich mit wenigen Ausnahmen nicht durch den Nationalsozialismus korrumpieren. Die Wiener Schule, so eine These dieser Arbeit, konnte mit den Gegebenheiten der Sache freier operieren als der "klassische" Funktionalismus, der formale Fragen per se negierte. An eine stilkritische Darstellung der Wiener Schule schließt sich ein ausführlicher Architektenkatalog mit Werk- und Schriftenverzeichnissen. ; Following their studies at the Viennese Technical College, Oskar Strnad, Josef Frank and Oskar Wlach began working together in the early 1910s. Their concept of architecture had as little in common with their teacher Carl König's neo-baroque late historicism as with Josef Hoffmann and the Wiener Werkstätte. Like Adolf Loos, however, they were to some extent influenced by the theories of Camillo Sitte. Loos, but above all Strnad and Frank, applied Sitte's principles of urban building also to single family housing. The starting point of the design process was the linear movement towards, into, and within the building. Gradually increasing room dimensions lead to the rest area of the living space, the "piazza" of the house. No claim is made that this is artistic; the house should hold all kinds of possibilities - even that of furnishing it in a "tasteless" way, but with personal objects - without imposing any of them on the inhabitant. A certain disorder is here regarded as a symptom of a dynamic process, represented by both life and, its reflection, the house. The house itself can also display signs of this dynamic process in the results of planning changes or conversions. At the same time, the house should, like a civilised person, "behave properly" towards its environment, and not loudly and blatantly sell its modernity. With this undogmatic fundamental philosophy in the 1910s, Strnad and Frank contrasted with the aestheticism of the Wiener Werkstätte. Since the second half of the 1920s, Frank especially distanced himself from the dogmatism of the international Functionalism of the Bauhaus and Le Corbusier. From the beginning of the 1910s, Strnad, Frank, and Wlach were surrounded by an ever-growing circle of like-minded fellow students. Writing down their theories was a characteristic of Loos and the Viennese School. From the mid 1920s, the small but internationally noticed and respected "Vienna Group" was joined by some contemporaries and fellow students who had previously worked rather traditionally or as followers of the Wiener Werkstätte. Like the founders of the Vienna School, these were almost exclusively architects of the liberal, assimilated Jewish bourgeoisie. The clients belonged to the same class as the architects; often they were friends or relatives of the architects. The (almost exclusively Jewish) students of Adolf Loos formed an important part of the Vienna School. The influence of their teacher Loos was here combined with that of Strnad and Frank. From the mid 1920s, architects who had studied at the technical college were joined by graduates from the masterclasses of Josef Hoffmann and Oskar Strnad at the arts and crafts college. With its undogmatic approach to questions of architecture, Viennese modernism between the wars, which has been given too little attention so far, presented an alternative to international functionalism. In Vienna, architecture was regarded as an open system; i. e., changes, conversions and extensions were as much part of the concept as the buildings' ability to age. All possibilities of living were left open to the inhabitant; the house is the background to his life and supports him in an open, dialectical view of the world. This open attidude as the principle of the design process also implies a political dimension; the non-Jewish members of the Vienna School were mostly Social Democrats and, with few exceptions, were not corrupted by National Socialism. According to one thesis developed in this work, the Viennese School could operate more freely with the given facts than the "classical" functionalism which denied any questions of form per se. A description focussing on the stylistic criteria of the Vienna School is followed by a concise catalogue of architects listing their works and theoretical writings.
Die Intention dieses Beitrages ist die Auseinandersetzung mit zentralen agrarökonomischen Argumenten in der Diskussion um landwirtschaftliche Produktivgenossenschaften. Es wurden drei zentrale ökonomische Thesen ausgewählt und deren begriffliches Verständnis und implizite theoretische Ausnahmen kritisch analysiert. Bemerkenswert ist die begriffliche Reduktion der Produktivgenossenschaften anhand des Identitätsprinzips, die eine Festlegung der theoretischen Aussagen auf Unternehmen der Rechtsform einer eingetragenen Genossenschaft nicht zulassen. Auch das idealtypische Demokratieverständnis verschleiert das erhebliche Potential an realen Differenzierungsmöglichkeiten. Auf theoretischer Ebene werden implizite und explizite Annahmen der ausgewählten Konzepte mit Befunden der Organisationsforschung konfrontiert. Dazu wurden fünf Bereiche (Ziele, Verhaltensannahmen, hierarchische Strukturen, Technologie und die Organisationsumwelt) ausgewählt. In allen diesen Bereichen sind die Einwände erheblich, so daß die Gültigkeit der dargestellten agrarökonomischen Konzepte bezweifelt werden muß. ; The paper deals with central economic arguments within the dispute about agricultural producer co-operatives. Three central theses were chosen, and the definition of terms and implicit theoretical assumptions were analysed critically. Remarkable is the restriction of the term to the principle of identy, which does not allow us to limit the theoretical statements to enterprises with the legal basis of a co-operative. The ideal understanding of democracy disguises the large potential of actual chances for differentiations. On a theoretical level implicit and explicit assumptions of the chosen theories are confronted with experiences about organisation research. Therefore, five items (objectives, behavioural assumptions, hierarchic structures, technology and the organisational environment) are selected. In all these items fundamental contradictions are found, so the validity of the described economic concepts must be questioned.
The Institute for Advanced Studies in Vienna (JAS), founded on the initiative of prominent Austrian emigrant social scientists in the USA in 1963 and financed in the early years by the Ford Foundation, was the first postgraduate institution in post-war Austria where new methods in sociology, political science and economics were taught and applied in research. The essay describes again the problems and the difficulties in establishing the Institute in the context of the political control exerted by the ruling coalition parties (ÖVP and SPÖ) in academe and the field of science as well against the fervent resistance of the University of Vienna which was dominated by a mixture of conservativism, clericalism and mediocrity. Based on further archival material and on the personal experience of the author who began his academic career in the IAS in the Sixties the analysis and the arguments put forward in this essay corroborate and partly expand the critical investigation of the founding years of the IAS published in the ÖZG two years ago by Christian Fleck (2000/1). This process was started by the management and stimulated a change in industrial relations between 1900 and 1914. The development began in the electrical industry by taking over the patterns of organisation from German trusts, by which the largest Viennese factories were controlled. lt spread relatively fast into the other parts of the metal- and machine-building industry which produced under unfavourable conditions and growing international competition. The positive attitude of the social- democratic Metal Workers Union to modernize backward Austria socio-economically by means of technical progress and industry was decisive for the course of the process. In exchange for taking part in the collective regulation of wages and work conditions the union therefore agreed to help decreasing the workers resistance against the growing pressure of work and the requirements of performance. Das hier vorgestellte Konzept der Kulturindikatorenforschung basiert auf einer stärkeren Einbindung der gesellschaftlichen, wirtschaftlichen, politischen und rechtlichen Strukturbedingungen und Interdependenzen des Systems der Massenkommunikation. Hierzu werden Indikatoren zur Beschreibung kulturellen Wandels auf der Ebene der symbolischen Umwelt, der intra- und extramedial ablaufenden institutionellen Prozesse und der Sozialisierungseffekte definiert. Anhand von Strukturdaten zur Wiener Tagespresse 1918-1938 wird eine 'institutional process analysis' vorgenommen, d.h. eine Analyse der Strukturdaten, die einen systematischen Einfluß darauf haben, wie Medieninhalte selektiert, formuliert und vermittelt werden. In der Wahlberichterstattung wird sodann ein meßbarer Kulminationspunkt des Zusammenwirkens der Strukturbedingungen massenmedialer Vermittlungsprozesse gesehen. Abschließend wird nach den Besitzverhältnissen und den Unternehmensstrukturen sowie nach personellen und institutionellen Verflechtungen gefragt. ; Since the middle of the 19th century (and before the audiovisual media had been developed) the public opinion was formed mainly through the medium of the daily press; as a social socialization instance to an increasing extent it had influence in the production and contribution of proposals of political culture. There are numerous intra- and extra-medial factors which affect the production of the daily paper: political organisations, proprietors and investors, the editorial staff and even the reader. These factors are investigated by researching cultural indicators in the context of Institutional Processed Analysis, and by confronting them with the resulting content (Message System Analysis). With the help of the database of the daily press of Vienna, presented in this article, with systematically compiled regional studies, there has been development the basis both for the analysis of structural development of the media subsystem daily press since 1889, and (at present for the period between 1918-1938) for its personnel and institutional dimensions.

Am 17. Februar 1998 führte die Akademie für Technikfolgenabschätzung in Baden-Württemberg in Zusammenarbeit mit der IG Metall Bezirksleitung Stuttgart in den Räumen der Akademie einen Workshop mit Betriebsrätinnen und Betriebsräten aus baden-württembergischen Unternehmen durch. Thema des Workshops waren die Herausforderungen, die die tiefgreifenden Organisationsreformen in den Unternehmen, der wirtschaftliche Strukturwandel und die veränderten Wettbewerbsbedingungen an die Betriebsratsarbeit stellen. Der Arbeitsbericht dokumentiert die Vorträge der vier Referenten sowie die daran anschließenden Diskussionen über anstehende Probleme und mögliche Lösungsansätze. Außerdem enthält der Arbeitsbericht einen Beitrag von Peter Hlawaty von der IG Metall Bezirksleitung Stuttgart, der sich mit den gewerkschaftspolitischen Konsequenzen der dargestellten Entwicklungen befaßt. Die Vorträge der drei Betriebsräte und die Diskussionen wurden auf der Grundlage eines Tonband-Mitschnitts von Mitarbeitern der Akademie verschriftlicht. Die schriftlichen Fassungen der Vorträge wurden durch die Referenten autorisiert. ; On February 17, 1998 the Center of Technology Assessment in Baden-Württemberg organized in cooperation with a local trade union (IG Metall) a workshop with members of works councils from enterprises throughout Baden-Württemberg. The objective of this workshop was to discuss the new challenges for works councils caused by profound internal organisational reforms in companies, economic structural changes and a change of competitive conditions. This work report documents the four expert contributions as well as the subsequent discussions about imminent problems and possible solutions. The work report also contains a contribution of Mr. Peter Hlawaty, a leading representative of the above mentioned trade union (IG Metall), and is dealing with the consequences for trade union politics. The expert reports and the discussions were put down in writing by researchers of the Center of Technology Assessment according to tape recording. The written versions were authorized by the experts.
Die TA-Akademie hat sich, bestärkt durch zahlreiche Anregungen und Aufforderungen aus ihrem politischen, gesellschaftlichen und wirtschaftlichen Umfeld, entschlossen, ein Projekt zu Electronic Commerce und den damit verbundenen Herausforderungen und Chancen für den Standort Baden-Württemberg durchzuführen. Gemäß dem Diskurs-Auftrag der TA-Akademie wurde mit Vertretern verschiedener gesellschaftlicher Gruppen in einer Vorphase erörtert, welche Fragestellungen im Hinblick darauf von Relevanz sind. In diesem Zusammenhang steht der mit diesem Arbeitsbericht dokumentierte Workshop, der dazu diente, die Anforderungen an ein derartiges Projekt seitens der Wissenschaft zu sammeln und zu diskutieren. ; The Center of Technology Assessment has recently initiated a new project on Electronic Commerce. The interest in developments in this area is widespread and growing. Of special importance for the new project will be an investigation into the regional relevance of Electronic Commerce. One of the first activities within the project was to organize a workshop to discuss the scientific and political relevance of research on Electronic Commerce. The present discussion paper documents the workshop discussion and the conclusions drawn by the workshop organizers.
Zertifikatemärkte für grünen Strom (erneuerbare Energien) und CO2-Emissionen wurden bisher in der Literatur überwiegend isoliert betrachtet. Wir analysieren für den Elektrizitätssektor die Implikationen eines Zusammenwirkens (Koexistenz) beider Märkte. Es werden zwei Fälle der Koexistenz unterschieden. Bei geschlossener Koexistenz refinanziert sich ein grüner Stromproduzent ausschließlich über den grünen Zertifikatemarkt, während er bei offener Koexistenz auf beiden Märkten aktiv wird. Beide Situationen sind gegenüber dem Referenzfall als ineffizient zu bewerten. Während bei geschlossener Koexistenz insbesondere CO2-Verpflichtete einen Vorteil erlangen, profitieren bei offener Koexistenz die Verpflichteten für grünen Strom. Politischen Handlungsträgern wäre anzuraten, ein grünes Zertifikatesystem vor einem CO2-Markt zu implementieren, da dieser Entwicklungspfad wahrscheinlich weniger Widerstände hervorrufen wird. ; The paper studies the interaction between emerging markets for tradable green certificates (TGCs) and CO2-emissions in the electricity sector linked by generation from renewable energy sources (RES). We distinguish open and closed co-existence compared to isolated markets. Open co-existence means RES-generators are able to reimburse production cost on both markets in contrary to closed co-existence where RES-producers only act on the TGC-market. We found that co-existence leads to inefficiencies compared to the reference case. Open co-existence is cheap for TGC-buyers whereas closed co-existence is cheaper for CO2-certificate-buyers. With respect to timing we advice policymakers to start with a TGC-system in order to gain more acceptance from stakeholders.

Im Rahmen der Projekte "Art und Menge von Emissionen aus dem Verkehrsbereich" sowie "Art und Menge von Emissionen aus der Land- und Forstwirtschaft" wurde im Bereich "Technik, Immission, Umweltqualität" der Akademie für Technikfolgenabschätzung (TA-Akademie) die vorhandene Daten- und Informationsbasis für Baden-Württemberg erfasst, aufgearbeitet und zum Teil bereits als Arbeitsbericht veröffentlicht. Auf Basis dieser Daten wurde als Teil des TA-Projektes "Lokale, regionale und globale Verteilungsmodelle für Schadstoffe" für Baden-Württemberg eine Abschätzung des Verbleibs ausgewählter Emissionen durchgeführt. Diese Abschätzungen sollen die Ableitung von Reduktionsstrategien für diese Emissionen unterstützen. Innerhalb der vorliegenden Pilotstudie wurden dazu in einem ersten Schritt sechs unterschiedliche Computer-Verteilungsmodelle erfasst und qualitativ und quantitativ miteinander verglichen, um dasjenige Modell zu ermitteln, das am geeignetsten für die genannte Aufgabenstellung ist. Die untersuchten Verteilungsmodelle leiten sich im Wesentlichen aus dem regionalen Expositionsmodell der EU-Risikobewertung für alte und neue Stoffe ab. Die Entscheidung, eine auf diesem Modell basierende Verbleibsabschätzung durchzuführen, gründete sich insbesondere auf den hohen Stellenwert dieses Modells im Prozess der EU-Risikobewertung. ; As part of the projects "Type and quality of traffic emissions" and "Type and quality of emissions from agriculture and forestry" in the department "Technology, Immission, Environmental Quality" of the Center of Technology Assessment in Baden-Württemberg (TA), all available literature concerning these emissions in Baden-Württemberg (Germany) was collected, processed and has already in part been published. By using this data the environmental fate for a subset of these emissions in Baden-Württemberg was modeled as part of the TA-project "Local, regional and global fate models for pollutants". The results shall support the creation of abatement and prevention strategies. In this pilot study six different computerized fate-models have been investigated and compared qualitatively and quantitatively in order to find out the best suited model. Basically all the investigated fate models are derived from the regional environmental distribution model belonging to the 'Risk Assessment Scheme of the European Union for New and Existing Substances'. Because of its great significance in the process of the EU risk assessment, we decided to focus our efforts on those types of models alone.
Die Betreiber und Besteller des öffentlichen Personennahverkehrs sehen sich durch die Vorgaben der Europäischen Union zur wettbewerblichen Öffnung des Marktes im öffentlichen Verkehr (ÖV), nach der Neuordnung des ÖPNV durch die Bundesregierung und angesichts immer knapper werdender Finanzmittel vor tiefgreifende Reformaufgaben gestellt. Dies nahm die Akademie für Technikfolgenabschätzung zum Anlass, um auf einem Workshop mit 60 Experten die Zukunft des ÖPNV unter der Leitfrage "ÖPNV - Luxus oder Sparmodell? ÖV an der Grenze der Finanzierbarkeit?" zu diskutieren. ; Due to the legal regulations of the European Union (EU) the operating authority of the German public transport have to open their market for public transport services. The reorganisation of public transport by the German government and the decline of financial means make far-reaching reforms necessary. A workshop of the center for technology assessment with 60 experts discussed the future of public transport with regard to the central topic: "Public transport - luxury or savings model? Public transport on the brink of affordability?"
