The standoff between Russia and the West over Ukraine has already obstructed cooperation across a range of issues. Could it also affect state interaction between Norway and Russia in the Arctic—an area and a relationship long characterized by a culture of compromise and/or cooperation? Here we start from the theoretical premise that states are not pre-constituted political entities, but are constantly in the making. How Russia views its own role and how it views other actors in the Arctic changes over time, calling for differing approaches. That holds true for Norway as well. To clarify the premises for interaction between Russia and Norway in the Arctic, we scrutinize changes in official discourse on Self and Other in the Arctic on both sides in the period 2012 to 2016, to establish what kind of policy mode—"realist," "institutionalist," or "diplomatic management"—has underlain the two countries' official discourse in that period. Has Norway continued to pursue "balancing" policies undertaken in the realist mode with those in the diplomatic management mode? Which modes have characterized Russia's approach toward Norway? Finding that realist-mode policies increasingly dominate on both sides, in the conclusion we discuss how the changing mode of the one state affects that of the other, and why a New Cold War is now spreading to the Arctic.
Public diplomacy, which is a specific concept in international relations research, refers to "guiding the public attitude" in other countries, and thus affecting foreign policy of its government. Public diplomacy is different from "traditional diplomacy", and is also different from the ordinary "non-governmental diplomacy". Public diplomacy transcends the formal diplomatic relations between countries, and gradually affects the people's political beliefs and political behaviors in other countries by this informal diplomacy. The active and extensive public diplomacy carried out by the American government played an extremely important role in the victory of the Cold War. But after the end of the Cold War, public diplomacy was marginalized in the United States. In the 21st century, the United States wavered in its world hegemony, so American government urgently needed to reshape its image of hegemony and repropose "public diplomacy" for its foreign strategy. New media, such as YouTube, Facebook and Twitter in the US, becoming the main tools usually used by the American politicians, rapidly spread American history, culture, values and social system in the world, and Big Data and Artificial Intelligence (AI) are used to create a favorable public opinion environment for the American political project. Meanwhile, the other countries' communication platforms are restrained seriously in the US, in order to promote the implementation of American foreign policy. The heyday of American public diplomacy is coming step by step from Joe Biden being the owner of White House. His main purpose, advocated by the policy of "restoring middle-class diplomacy", is to expand the global influence of "American globalism" by secretly curbing the development of rival countries, and ultimately serve the national foreign strategy of the United States. But the strong hegemonism inevitably makes American public diplomacy set narrow shackles. Sovereign states must pay attention to their image positioning in the international community and avoid being shaped by other countries and the public as their enemies. Profitable public diplomacy is important to sovereign states in the world, and should not be ignored or limited. ; Публічна дипломатія, яка є специфічним поняттям у дослідженні міжнародних відносин, має на увазі «керування суспільним ставленням» в інших країнах і таким чином впливати на зовнішню політику свого уряду. The paper studies development of the U.S.-India relations in 1990s, and two nation's spheres of shared interests and disagreements. It explores interconnection between the bilateral relations and international developments during the first post Cold-war decade. The research reveals that the U.S.-India relations in 1990s were marked by mutual distrust. It was coursed by the Cold-war legacy, the US alliance with Pakistan, which was the main India's adversary, and the development of India's nuclear weapons program. After India's May 1998 nuclear tests bilateral relations reached the lowest level. The U.S. condemned the actions in multilateral international organizations and imposed economic sanctions on India. However in 1999–2000 B. Clinton's administration began to pursue pragmatic policy towards India in a cooperative spirit. The paper argues that it was caused by a number of factors. They included: the necessity to deal with India and Pakistan as two nuclear states and prevent escalation of conflict between them; the need to counter jointly the threat of international terrorism with its main base in Afghanistan, ruled by Taliban; the shift of power in Pakistan because of military coup and its support of Taliban's regime in Afghanistan; the willingness of both U.S. and India to use effectively economic opportunities, brought about by globalization and liberalization of India's economy. The President B. Clinton and the Prime-Minister A. B. Vajpayee's mutual visits in 2000 promoted normalization of the U.S.-India relations. Clinton's administration began to consider India as a promising regional partner. Shared democratic values and mutual interest to counter terrorism, and to increase trade and investments formed a base for their rapprochement. Though the U.S. didn't reach its goals in the sphere of nonproliferation of weapons of massive destruction, India confirmed its unilateral moratorium on nuclear tests, its compliance with the principles of «minimum nuclear deterrence» and non-use of the nuclear weapons first. Consequently the visits laid a basis for essential improvement of the U.S.-India relations, which reached a new level in the 21st century. ; У статті аналізується розвиток американсько-індійських відносин у 1990-х рр. The problem of conflict in Yemen as an element of the proxy war between Saudi Arabia and Iran is considered. As a result of factors of a different nature, the usual religious confrontation between the two great faiths of Islam, has turned into a regional conflict, in which the interests of the plurality of states-leaders are mixed. The chronology of the events of the emergence of the confessional internal conflict into the regional is given. The interest and secret role played in the conflict between Saudi Arabia, the United States, Iran, the United Arab Emirates, and Israel have been analyzed. It is noted that the intervention of the coalition of states led by Saudi Arabia in the Yemen conflict is a manifestation of ambitions regarding the establishment of the regional leadership of the latter. It has been established that Yemen today has become a platform for expanding influence not only for Iran and Saudi Arabia, but for other advanced states at the expense of important shipping routes. It is noted that the coast of Yemen is a strategically advantageous area, where the exit from the Gulf of Aden is further in the Red Sea and the Suez Canal. This passage flows through the "gates of tears" (Bab al-Mandebi Strait), and Iran is interested in having an outpost in such an important sea corridor. It was found that the main consequence of the coalition's intervention was to strengthen the "world-recognized" government of Yemen. It is alleged that the escalation of the conflict in Yemen may be related to the so-called "New Middle East" project - the arc of instability in the designated region. An attempt was made to study the connection between events and players in the region using the game theory. Встановлено, що Ємен сьогодні став майданчиком для розширення впливу не тільки для Ірану і Саудівської Аравії, а й для інших передових держав за рахунок важливих судноплавних маршрутів. Зроблено спробу вивчення зв'язку між подіями і гравцями в регіоні з використанням теорії ігор. The author proposes the overview of the ideas of Ukrainian nationalism after WWII on example of one of the nationalistic organizations, revolutionary or Bandera's OUN. It is done through the analysis of three program documents published during the period from 1948 till 1968 with every time 10-years distance (two of them of S. Bandera's authorship), which shows the ways of thinking of its leaders and points of institutional development of this organization. Ukrainian integral nationalism was formed as an ideology and found its institutionalization in the interwar period and in the context of time marked with spreading of authoritarianism and the idea of a strong national leader. During WWII the OUN and the UPA became the main power of the Ukrainian national resistance to the occupational regimes. But in the new political realities after WWII and in the situation of emigration the Ukrainian exile parties incl. nationalists were faced with the new ideological as well as organizational challenges and had to search for the new methods and attitudes to the struggle for Ukraine's liberation. The key point for the formation of new ideas and political program became the resolutions and declarations of the Fourth Grate Meeting of the Bandera's OUN in 1968, the first so important party's assamble in the after war time. The views and ideas of J. Stetsko played a significant role on it, he appeared to be not only a participant of an international anticommunist movement, but also a political thinker who managed to integrate the nationalistic ideology with the new political realities and with the context of international policy of that time. In the questions of anticolonial discourse and anticommunist critic his theses corresponded to the most important ideas of the Cold War period and allowed to actualize the nationalistic ideas on their new stage of development.
The radical transformation of world politics has led to an active rethinking of practice and the theory of international relations. The situation is significantly complicated by the fact that historical parallels are most often used to justify or justify specific political decisions. Turning to the answers to History on the problems of modernity without proper methodological guidelines increases the risk of replacing the systematic reconceptualization of the nature of international relations with repeated "plastic surgery" of outdated theoretical approaches. The primary methodological source of substituting reconceptualization for "conceptual plastic surgery" is ahistoricism, the critical feature of which is the tendency to define and apply universal laws of historical development, unchanging characteristics of historical phenomena, whose nature depends little on the impact of specific historical circumstances. The purpose of the study is to reveal the essence and consequences of the influence of ahistoricism on the understanding of international relations after the end of the Cold War. Its achievement is expected through the implementation of three research objectives: assessment of the analytical potential of the method of historical analogy; consideration of the case of the concept of "new cold war" and substantiation of its ahistorical methodological origins; proposals for a theoretical alternative to ahistoricism in the study of the modern world order, which is based on the methodological principle of historicism. The autonomy of the two functions of the method of historical analogy (evidence and heuristic), the emphasis on the heuristic function, helps avoid the "trap of ahistoricism". Conclusions of the study: the effectiveness of the method of historical analogy in the study of international relations depends on a correct analysis of the nature of the compared phenomena and the whole set of factors influencing their behaviour and the state of the international system; the case of the "new cold war" is a ...
У статті проаналізовано мету, етапи та напрями трансформації НАТО в період з 90-х рр. ХХ ст. та по сьогодні в умовах трансформації геополітичного простору Європейського континенту. Метою перетворень є здатність Альянсу відповідати на загрози у сфері безпеки та забезпечення ефективного виконання ним поставлених завдань. Трансформація НАТО є однією з найважливіших умов реалізації завдань Альянсу у галузі безпеки, є тривалим і безперервним процесом та охоплює низку сфер: політичну, економічну, військову, організаційну, освітню та морально-психологічну. ; Проблема становления механизмов международной безопасности в Европе в конце 90-х гг. ХХ в. и начала XXI века теснейшим образом связана с трансформацией НАТО и вооруженных сил стран-членов Альянса.Актуальность исследований по данной тематике обусловлено потребностями проведения реформирования ВС Украины в условиях агрессии РФ против Украины, изменения внешнего политического курса Украины на евроатлантическую интеграцию и сотрудничества со странами-членами НАТО. Трансформация НАТО определяет сущность современного Альянса. Целью преобразований есть возможность Альянса соответствовать ситуации в сфере безопасности и обеспечения выполнения им поставленных задач. В соответствии к принятым решением трансформация охватывает ряд сфер: политическую, военную, организационную, структурную, образовательную и другие.Условно можно выделить три этапа трансформации Альянса: первый ‑ с начала 90-х годов до 11 сентября 2001 года; второй – с 11.09.2001 г. до начала агрессии РФ против Украины; третий – с марта 2014 и продолжается по настоящее время.На первом этапе, императив трансформации фактически предстал перед НАТО с момента окончания холодной войны – ликвидации Организации Варшавского договора (ОВД), распада СССР.Историческое решение НАТО о применении статьи 5 Вашингтонского договора и предоставлении помощи США после терактов 11 сентября 2001 года, стало началом второго этапа трансформации НАТО, характеризуется продолжением трансформационных процессов, начатых на первом этапе.Агрессия РФ против Украины возродила риски международных столкновений и показала, что территориальная целостность любой страны находится под угрозой, и стала началом третьего этапа трансформации НАТО, продолжается по настоящее время и характеризуется переходом от "стратегии страховании" союзников в Европе к "стратегии сдерживания" агрессии РФ.Трансформация НАТО является одной из важнейших условий реализации задач Альянса в области безопасности, ее цель – укрепить способность противостоять существующим и новым угрозам безопасности ХХ века, выполнять полный спектр военных операций и миссий на своей территории и за ее пределами. NATO transformation determines the essence of the modernAlliance.The goal of transformation is the ability of theAllianceto meet the security situation and ensure that it effectively performs the tasks it has undertaken. Звернення за відповідями до Історії щодо проблем сучасності без належних методологічних орієнтирів збільшує ризик підміни системної реконцептуалізації природи міжнародних відносин багаторазовою «пластичною хірургією» застарілих теоретичних підходів. Ситуація суттєво ускладнюється тим, що історичні паралелі найчастіше використовуються для обґрунтування або виправдання конкретних політичних рішень. Основне методологічне джерело підміни реконцептуалізації «концептуальною пластичною хірургією» – ахісторицизм, ключовою ознакою якого є схильність до визначення та застосування універсальних законів історичного розвитку, незмінних характеристик історичних явищ, чия природа мало залежить від впливу конкретних історичних обставин. Мета дослідження – розкрити сутність і наслідки впливу ахісторицизму на осмислення міжнародних відносин після закінчення холодної війни. Її досягнення передбачається через реалізацію трьох дослідницьких завдань: оцінку аналітичного потенціалу застосування методу історичної аналогії; розгляд кейсу поняття «нова холодна війна» та обґрунтування його ахісторицистських методологічних витоків; пропозиції щодо теоретичної альтернативи ахісторицизму в дослідженні сучасного світового порядку, яка ґрунтується на методологічному принципі історизму. Уникненню «пастки ахісторицизму» сприяє автономізація двох функцій методу історичної аналогії (доказової та евристичної), акцентування саме евристичної функції. Висновки за результатами дослідження: ефективність використання методу історичної аналогії в дослідженні міжнародних відносин залежить від коректного аналізу природи порівнюваних явищ і всього комплексу факторів, які впливають на їхню поведінку та стан міжнародної системи; кейс «нової холодної війни» є переконливою ілюстрацією «пастки ахісторицизму» в осмисленні міжнародних відносин; аналітична продуктивність концепцій, сформованих в умовах холодної війни, є вкрай обмеженою, розуміння сучасної світової політики потребує ретельного вивчення всіх вимірів історичного контексту та суспільної природи суб'єктів, що вимагає оновлення методологічних підходів.
The article analyzes the methodological principles, genre character, issues and polemic character of research on Franko by a diaspora critic Luka Lutsiv. In particular, it highlights the ethical and ideological aspects of his polemics with Soviet interpretations of the works of Ivan Franko. It is emphasized that Lutsiv's legacy combines both scholarly and publicistic elements and makes it possible to penetrate into the conceptual aspects of Franko's works, which posed a threat to the totalitarian system but were effi cient for the development of democratic freedoms and national culture in the modern world. It has been remarked that Lutsiv's research on Franko is an essential cultural and historical document which allows ascertaining what is fl exible and what remains unchanged in interpretations and assessments of Franko in different socio-political and ideological circumstances. Осуществлена попытка обобщить основные факты, касающиеся советского пространства в американских учебниках по истории. Выявлены основные подходы относительно освещения СССР в годы «холодной войны», и упоминания про Украину того периода. ; The main purpose of this article is to make some generalizations about the image of the Soviet space during the «Cold War» on the pages of American history books.In American history textbooks, which were written and published during the global confrontation, many pages were devoted to the coverage of the Soviet Union and its relations with the United States. It was a period of struggle between the two superpowers for the spheres of influence in the world for global domination. Coverage of the history of the «enemy» country was subordinate to major purposes of state propaganda. Of course, this led to one-sided view on the opposite superpower.On the pages of American textbooks Soviet Union was described as the main opponent of the American nation and the capitalist countries, such definitions as «enemy», «aggressor», «stranger», «invader» were mostly used. Soviet Union and its leaders were accused of inciting the «Cold war», in a breakaway from allied relations after the Second World War, because of Soviet leaders' suspicion and distrust to the West. The inflaming of the global confrontation was associated especially with Stalin – «Soviet despot». The different dates of the beginning of the Cold war are stated in American history textbooks. But all their variants are connected with the actions of the Soviet Union such as the division of Germany and the Berlin blockade, the expansion of Soviet influence towards the Central and South-Eastern Europe and the establishment of the national-democratic governments, testing the atomic bomb. The image of the Soviet Union as a country with imperial aspirations was formed in the minds of Americans who was taught by these books. Such definitions as «Soviet empire», «totalitarian dictatorship» were wide spread in the textbooks.The Soviet Union was mostly seen as the one country and its parts – Soviet republics were not mentioned in the most cases. However there are few textbooks in which attention was paid to the problems of the concrete republics, including Belarus, Uzbekistan and Ukraine. For example, Ukraine was mentioned more often – if to compare with other republics because it was the largest in terms of population after Russia, and was one of the largest by area. The main problems highlighted in this case were connected with a problem of Ukrainian national identity, aspirations for independence, Ukraine's participation in the UN.Thus, we can conclude that reviewed American textbooks had a lot of information about the Soviet Union, its foreign policy and about the US-SU relations. Further investigations in this field require more deep analysis of the American History educational books according to the level of education (school and university), as well as the comparison of modern and old textbooks. ; Здійснено спробу узагальнити основні факти, що стосуються радянського простору в американських підручниках з історії. The article explores the state and development trends of modern international relations. It is noted that modern scientific thought has not yet developed unified approaches to characterizing the current stage in the development of international relations. At the same time, many scientists and political analysts assess the current state of international relations as a new "cold war". In support of this position, they point out that in recent years a whole network of clashes, wars and contradictions has developed around the world, at the center of which were disagreements of the same nature as during the years of the first Cold War. At the same time, there is an opinion that the current relations between the West and the Russian Federation cannot be characterized as a new "cold war". The status of Russia today cannot be compared with the status of the USSR, China is much stronger than the Russian Federation, and the United States remains the dominant force in the world. It is noted that, although the current conflict in many respects differs from the first Cold War, there are a number of general signs that suggest the similarity of modern international relations with the conflict of the previous historical period. The tools that participants in the conflict can use have changed, the role of ideology has decreased, and, on the contrary, the importance of the economy, technologies and the information sphere has increased, nuclear weapons have a different influence and geography, and the processes of globalization significantly affect the dynamics of international relations. But in a sense, the current conflict can be called a continuation of the first Cold War. Ukraine, along with some other post-Soviet countries, has become an arena of confrontation between the collective West and the Russian Federation in the context of the new Cold War. Based on this, the main priority of Ukraine's foreign policy should be the effective implementation of the European and Euro-Atlantic integration strategy. Joining the Euro-Atlantic security system and approaching Western standards of democracy, law and socio-economic development will be the main guarantee of independence and further progressive development of the Ukrainian state. ; У статті досліджуються стан та тенденції розвитку сучасних міжнародних відносин. Зазначається, що сучасна наукова думка ще не виробила єдиних підходів до характеристики нинішнього етапу розвитку міжнародних відносин. Проте, багато науковців та політичних аналітиків оцінюють сучасний стан міжнародних відносин як нову «холодну війну». На підтвердження цієї позиції вони вказують, що останніми роками у світі розгорнулася ціла мережа зіткнень, війн і суперечностей, у центрі яких виявилися розбіжності того ж самого характеру, що і в роки першої «холодної війни». Водночас, існує думка, що нинішні відносини Заходу із РФ недоцільно характеризувати як нову «холодну війну». Статус Росії нині не можна порівняти зі статусом СРСР, Китай є набагато сильнішим за РФ, а США залишаються домінуючою силою у світі. Зазначається, що, хоча нинішня конфліктність з багатьох параметрів відрізняється від першої «холодної війни», існує ціла низка спільних ознак, які поєднують сучасні міжнародні відносини із конфліктом попереднього історичного періоду. Змінився інструментарій, який можуть використовувати учасники конфлікту, зменшилась роль ідеології і, навпаки, зросло значення економіки, технологій та інформаційної сфери, інший вплив та географію поширення має ядерна зброя, суттєво на динаміку міжнародних відносин впливають процеси глобалізації. Але у певному сенсі нинішній конфлікт можна назвати продовженням першої «холодної війни». Україна, поряд із деякими іншими пострадянськими країнами, стала ареною протистояння колективного Заходу та РФ в умовах нової «холодної війни». Виходячи з цього, головним пріоритетом зовнішньої політики України має бути ефективна реалізація стратегії європейської та євроатлантичної інтеграції. Входження до євроатлантичної системи безпеки та наближення до західних стандартів демократії, права та соціально-економічного розвитку буде головною гарантією незалежності та подальшого прогресивного розвитку Української держави.
