This survey is part of the study series "Security". This series of studies is based on a representative survey of security policy opinion-forming in Switzerland carried out in 1983. This survey was conducted at the Institute of Sociology Unitobler University of Bern by K. Haltiner and was supported by the Swiss National Science Foundation (NRP No. 11 "Security Policy", Project 4.419.0.81.11). Since 1991, opinion-forming in security policy has been collected annually since January/February and published under the title "Security". At the same time, the survey was expanded to include questions on foreign policy and the general feeling of security. The project is now being led by the Military Sociology Lectureship of the Military Academy at ETH Zurich and the Center for Security Studies of ETH Zurich. The aim of these surveys is to identify trends and tendencies with regard to the general perception of security and threats, confidence in institutions and authorities, the degree of cooperation in foreign and security policy, neutrality in general and different views of neutrality, attitudes towards military defence and the interest in security policy. In addition to a core of questions that are asked at all times or at irregular intervals, they are also asked annually on current security policy issues. In 2020, the focus will be on the level of defense policy knowledge among the Swiss electorate, the reasons for the perceived necessity and non-necessity of the armed forces, the compatibility of militia and career, and the benefits of militia experience for career and everyday life. In addition to the trend analysis, the series of studies also focuses on the question of the extent to which attitudes towards the three issues (general security, foreign policy and defence policy) are related to living conditions and political orientation.

Bund, Bundesstaaten bzw. Länder und Gemeinden] und (b) "Reichs-" bzw. "Bundesebene").
"This [study] contains data on the total number and functional breakdown of government personnel at the central government level and at all levels of government (general government) … For each country, the first table gives the data on the total personnel of general government and their functional breakdown into four categories with the following standard definitions: general administration = "civilian employees in public administration, excluding employees in institutions and quasi-public agencies"; education = "public education, including clergy employed by government"; post = "employment in post, telephone, and telegraph, including appropriate ministry"; rail = "employment in public transportation (rail and local), including appropriate ministry". Major deviations from these standard definitions are listed in the following synopsis. Besides the totals and the functional breakdown, the figures of general government personnel and personnel in general administration in the first table are also expressed as percentages of total population and labour force to make them more comparable (for these data see the second volume of the handbook). The second table, for each country (with the exception of Norway), presents data on central government personnel. In principle, it has the same structure as the first table, but gives in addition a more detailed breakdown of the personnel in the ´classical ministries´. Central government data present far fewer problems of comparability, but they are usually available for shorter periods only. Central government personnel is defined here as "full-time civilian employees of central government, including Ministries of Defense, but excluding armed forces proper". Postal, Education, and Transport ministries are treated as part of these categories and not as part of ministry personnel. For the single catego¬ries, major problems of comparability are notified in footnotes to the second table" (Flora, P. u.a., 1983: State, Economy, and Society in Western Europe 1815 – 1975. Volume I: The Growth of Mass Democracies and Welfare States. Frankfurt/M. u.a.: Campus, S. 193).
