Activity Report of the African Risk Capacity Agency

Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; African Risk Capacity (ARC) Agency is a Specialized Agency of the African Union that was established in 2012 to provide a comprehensive and integrated approach to tackling the impacts of natural disasters on vulnerable populations on the continent. In 2014, ARC launched its initial risk insurance product for Member States through its financial affiliate, the ARC Insurance Company Limited (ARC Ltd). ARC Ltd is a specialist mutual insurance company and Africa's first ever disaster insurance pool. ARC Ltd aggregates risk by issuing insurance policies to participating governments and transferring the pooled risk to the international markets.

The desire to understand what, after all, it is up to philosophy to accomplish and, as a consequence, what role is reserved for the philosopher, in the game of life and knowledge, although quite old (in the Phaedo, Plato had already to define what a philosopher is supposed to do), having received a lot of attention throughout the 20th century, continues to be very current. So, in this exhibition, we will also deal with that, however, making a cut, the African continent. Thus, our main objective here is to discuss philosophical praxis, based on the principle that this type of intellectual, despite its own connections with the theoretical environment, is inseparable from the concrete life experienced by man in his daily life. In this debate, we will dialogue with African thinkers (such as Kwasi Wiredu who highlights the importance of philosophical knowledge for the modernization of Africa) and Western thinkers.

The present document contains the texts related to the Assembly of Heads of State and Government, the Executive Council, the Commission and the Permanent Representatives Committee as requested by the Lusaka Summit. These texts are the syn thesis of the outcome of the brainstorming session held on 13 and 14 October and chaired by myself, the informal briefing session of the European and Ethiopian Experts, the internal discussion within the two Sub-Committees were I set up and which were co-chaired by the Assistant-Secretaries General, the deliberations of the meeting of the Coordination Committee which I chaired on 23 and 24 November and in which the Assistant-Secretaries General, the Directors of different Department, the Heads of Division, the Legal Counsel and all the consultants working in the General Secretariat participated. This document is, therefore, the sum total of the successive value added of the above-mentioned meetings. By submitting it for consideration to the representatives of Member States, I am confident that it will be given the greatest attention.

Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; From January to December 2018, the Pan-African Parliament undertook several activities, in fulfillment of its core mandate, which is to "ensure the full participation of African peoples in the development of and economic integration of the continent."1 Submitted in accordance with Rule 76 of the Rules of Procedure of the Pan-African Parliament, this annual activity report provides an account of all the activities undertaken by the Pan-African Parliament, towards the achievement of its mandate.

This underscores why Aspiration three (3), "An Africa of good governance, democracy, respect for human rights, justice and the rule of law",and Aspiration four (4), "A peaceful and secured Africa", of Agenda 2063 – The Africa We Want – focus on human rights promotion, silencing the guns by 2020, peace, security and development. In order to accomplish these objectives of Africa's Agenda 2063, a ten-year implementation plan was developed. The year 2015 was dedicated to Women's empowerment and 2016 to human rights, with a special focus on the rights of women

45th Activity Report of the African Commission on Human and Peoples' Rights
This 45th Activity Report of the African Commission on Human and Peoples' Rights (ACHPR or the Commission), which was presented to the Heads of State and Government of the African Union (AU) in accordance with Article 54 of the African Charter on Human and Peoples' Rights (the African Charter or the Charter), covers the period from 10 May to 13 November 2018. It highlights, among others: the statutory and other institutional meetings of the Commission; the status of State reporting; Resolutions adopted by the Commission; the human rights complaints before the Commission; the various interventions of the Commission on human rights issues including Urgent Appeal Letters, Press Releases and Letters of Appreciation; the human rights situation on the continent; financial, staffing and operational matters of the Commission; implementation of the Recommendations of the Executive Council and Recommendations to the different stakeholders.
