Ilustrując swoje przemyślenia trzema przykładami z USA, Izraela i Polski, autor naświetla obecny kryzys jako ogólny atak na życie intelektualne oraz ukazuje jego rolę w życiu jednostek i społeczeństwa. ; In his reflection on the global crisis in education, the author points to the growing conflation of education with economics and politics and considers a generally neglected dimension of worldwide educational crisis, namely, the persistent lack of appreciation of education as a significant end in itself. He illustrates his point on three national cases - the United States, Israel and Poland – and shows the current crisis as a general attack using the life of the mind and the role it plays in the life of society and individuals.
Since the World War II three Latin American states: Argentina, Brazil, and Chile have been using three different approaches to their higher education policy. Although each of these states declared that higher education was fundamental for their economic, social, and political progress, but due to historical differences these states used different means of supporting access to colleges and universities. The connection between higher education and government policy has been so important because education is considered to be one of the most fundamental human rights. The UN Universal Declaration of Human Rights points out that education is necessary for free development of human personality. ; Po II wojnie światowej trzy kraje Ameryki Łacińskiej: Argentyna, Brazylia i Chile wybrały odmienne rozwiązania w swojej polityce wobec szkolnictwa wyższego. Każdy z tych krajów uznał, że wyższe wykształcenie obywateli jest warunkiem rozwoju ekonomicznego, społecznego i politycznego, ale ze względu na historię zastosowały różne metody wspierania dostępu do wykształcenia. Powiązanie wykształcenia z polityką państwa jest o tyle ważne, że dostęp do uczelni traktowany jest jako realizacja jednego z podstawowych praw człowieka – prawa dostępu do edukacji. Zgodnie z Powszechną Deklaracją Praw Człowieka jest to warunek pełnego rozwoju osoby ludzkiej.
Mediation is proving to be an effective way to manage conflicts in aconstructive way. But mediation not only helps to solve specific problems, because its potential encompasses aspects of greater complexity. Thus, mediation helps us to know ourselves better, to better understand others, and to use what we have learned to better manage future conflict situations. In asociety where there is no culture of agreement and where there is no education in the field of emotions, mediation becomes an adequate and effective tool to resolve conflicts in apeaceful and constructive manner. On the other hand, mediation allows the parties to take responsibility for the resolution of their own conflict, to be active agents in the process. The greater the citizens' participation in the different decision making processes, the more democratic asociety will be. The nearly universal access to higher education (HE) in developed countries was once praised as a great democratic achievement, and a basis for both economic development and social mobility. After the onset of the 2008 recession, the narratives changed considerably. The most radical critics of HE propose a partial "deschooling" of society by reversing the process of massification. This paper aims to present a critical discourse analysis (CAD) of the "don't go to college" discourse that became popular in Poland and the United States. I trace the differences in the way the decision to go to college is conceptualized in Poland and the U.S to the differences in dominant political ideologies – democratic and egalitarian in the U.S., paternalistic and conservative in Poland. I also show how recent changes in the actual HE systems put those ideologies at odds with the educational realities of both countries. ; Uniwersalizację dostępu do wykształcenia wyższego uznawano za wielkie osiągnięcie krajów demokratycznych, podstawę dla ich rozwoju gospodarczego i społecznej ruchliwości. Ostatnie lata przyniosły jednak znaczą zmianę w treści narracji dotyczących szkół wyższych. Najbardziej radykalne formy krytyki zawierają sugestię, że konieczne jest dokonanie częściowego "odszkolnienia" społeczeństwa przez cofnięcie procesów umasowienia.Celem tego artykułu jest przedstawienie wyników krytycznej analizy dyskursu (KAD) odszkolnienia na podstawie źródeł pochodzących z USA i Polski. Zastosowanie KAD pozwala mi pokazać, jak te, z pozoru podobne, narracje mają u swych podstaw dwie przeciwstawne ideologie polityczne – liberalny indywidualizmu w wypadku USA i konserwatywny paternalizm w Polsce. Wskazuję też, w jaki sposób rzeczywista sytuacja absolwentów szkół wyższych stawia w wątpliwość racjonalność prognoz i planów formułowanych w obu odmianach analizowanego dyskursu.

W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. The subject of the study is the Bologna Process, its assumptions and course. The article contains an analysis of the Act on university education and science in order to indicate solutions for the harmonization in Poland under the Bologna movement. This movement is characterized as an example of European integration (harmonization) in the sphere of higher education, which was initiated by the Bologna Declaration of 19 June 1999. The main idea behind this declaration was the joint creation of the European Higher Education Area. The process initiated then goes beyond the scope of activities undertaken only by European Union governments. The analysis covers the following parts: The scope of the Bologna Process, Further European actors and the Sorbonne Declaration, The Bologna Process today, Implementation barriers was well as criticism. The subject of these reflections on the contemporary international relations is, on the one hand, sovereignty and, on the other, international security, and the analysis of the relationship between the system of collective security and the sovereignty of states in the context of sustainable peace and stability in the world. States have traditionally been tied to the idea of sovereignty. However, among the most characteristic features of the international relations of our time is the growing number of various types of threats originating in states (e.g. Iran, North Korea), in organisations or other entities (e.g. al-Qaeda). Security and sovereignty are two basic concepts most commonly discussed in literature and international legal doctrine. There are two reasons for that: (i) firstly, the main actors in international relations are states which are sovereign entities and the relations or cooperation between them is based on respect for the principle of that sovereignty, and (ii) secondly, the issue of safety is a key issue and a prerequisite for the performance of fully sovereign rights of these countries, necessary to ensure international cooperation and socio-economic development. This paper discusses the need to institutionalise legitimate use of force in global organisations as well as in their regional structures, and to rapidly and effectively manage situations and conflicts intercept to international peace and security. It also draws special attention to the role and place of international organisations in the maintenance of international peace and security both, at universal, and regional level. ; Przedmiotem niniejszych rozważań, dotyczących współczesnych stosunków międzynarodowych są z jednej strony suwerenność, a z drugiej – bezpieczeństwo międzynarodowe oraz analiza związku pomiędzy systemem bezpieczeństwa zbiorowego a suwerennością państw w kontekście utrzymania trwałego pokoju i stabilności na świecie. Państwa są tradycyjnie przywiązane do idei suwerenności, jednakże do najbardziej charakterystycznych cech stosunków międzynarodowych naszych czasów należy narastanie różnego rodzaju zagrożenia, zarówno ze strony państwa (np. Iran, Korea Północna), jak i ze strony innych podmiotów (np. Al-Kaida). Bezpieczeństwo i suwerenność to dwa podstawowe pojęcia w literaturze i doktrynie prawnomiędzynarodowej. Dzieje się tak z dwóch powodów: po pierwsze – głównymi aktorami w stosunkach międzynarodowych są państwa, będące suwerennymi podmiotami, a stosunki czy też współpraca między nimi oparte są w zasadzie na poszanowaniu owej suwerenności; po drugie – kwestia bezpieczeństwa jest podstawowym zagadnieniem i warunkiem niezbędnym do wykonywania w pełni suwerennych praw tychże państw oraz zapewnienia współpracy międzynarodowej i rozwoju społeczno-gospodarczego. W artykule tym poruszono również problem konieczności instytucjonalizacji legalnego użycia siły, zarówno w organizacjach ogólnoświatowych, jak i na gruncie struktur regionalnych organizacji międzynarodowych, aby szybko i skutecznie zarządzać sytuacjami i konfliktami zagrażającymi pokojowi i bezpieczeństwu międzynarodowemu. W artykule zwrócono również szczególną uwagę na rolę i miejsce organizacji międzynarodowych w procesie utrzymania pokoju i bezpieczeństwa międzynarodowego, zarówno na poziomie ogólnoświatowym, jak i regionalnym.
The problem of the article concerns the development of education services at a higher level. In the first part the author discusses the basic models of higher education institutions in the US and Europe, noting the role of the market, government and academic environment. In the second part the author analyses the influence of contemporary economic, market and society conditions on the model of education at a higher level in Poland at the turn of the 20th century. Considerations are conducted on the basis of national and foreign literature sources, available reports and statistical publications. Young people must be proud of their origin and, in spite of deteriorating material conditions, should stay in the country contributing to its development. Cadet Corps Alumni are an example of a patriotic education model. Several years of learning in the military school shapes their beliefs and teaches them complete surrender to authority. Patriotism, combined with the sense of external threat, has become the driving force behind the reconstruction of the Russian superpower. One of the cornerstones of the school is the acceptance of Putin's Russia by spreading the vision of becoming an international representative of the country. W artykule przedstawiono występujące w literaturze przedmiotu główne nurty rozważań problemu innowacji w szkolnictwie wyższym, ze szczególnym uwzględnieniem innowacji edukacyjnych. Omówione zostały trzy zagadnienia: 1) podstawowe pojęcia dotyczące innowacji, 2) konsekwencje dla zmian struktury organizacyjnej szkolnictwa wyższego oraz 3) czynniki wpływające na powodzenie innowacji. Tezę, iż szanse akceptacji przez środowisko akademickie mają te nowe idee, które wyrastają ze znajomości specyfiki, zakresu oraz warunków podatności na zmiany instytucji szkolnictwa wyższego, przedstawiono na przykładzie reform systemowych, wprowadzonych w krajach Europy Zachodniej pod koniec lat sześćdziesiątych oraz w latach osiemdziesiątych. Zmiany w szkolnictwie wyższym, inicjowane wewnątrz instytucji szkolnictwa wyższego i najwyraźniej widoczne na poziomie podstawowych jednostek organizacyjnych uczelni, zostały zilustrowane wynikami badań przeprowadzonych w Polsce w latach 1993-1995. ; The article presents the main directions of Solutions of the problem of innovations in higher education appearing in the literature of the subject, with special consideration of educational innovations. Three issues were discussed: (1) the main concepts concerning innovations, (ii) consequences for the introduction of changes in the organisational structure of higher education, and (iii) factors influencing the success of innovation. Examples of systemic reforms carried out in the countries of Western Europe towards the end of the sixties and in the eighties were used to illustrate the thesis that those new ideas have chances of being accepted by the academic community that arise from knowledge of the specific nature, scope and conditions of susceptibility to changes of higher education institutions. The findings of studies conducted in Poland in 1993-1995 served to illustrate changes in higher education initiated within higher education institutions and visible on the level of the basis organisational units of those institutions.
The process of changes in systems of post-secondary education in several West European countries was initiated by the national governments in the 1960s. The task assigned then to the universities, i.e. to provide training conformable to the demands of the labour market and thus to assist with achieving social and economic aims set by the governments, is still valid. This paper presents results of the reforms of educational systems in selected countries. Its first part gives the general background of the reforms. Opinions about the effects of the changes are equivocal. The development of institutions of higher learning, greater accessibility of it and the increase of the number of students are considered as positive. Still, in the assessments of quality the opinion prevails that the changes have brought about mediocre effects as compared with what had been intitially intended. The most frequently cited reason why the governmental projects of reforms failed is the way in which institutions of higher learning respond to external inspirations of changes; it is said that the conservative system of academic education can be reformed only through self-regulation processes. The final effect of reforms is also strongly affected by educational aspirations of young people, which depend neither on the nature of governmental initiatives nor on traditional educational preferences of the universities. The author illustrates the above statements with selected aspects of the reforms of educational systems in Germany and France and with the effects of the introduction of preferential points into the system of new students recruitment in Poland in the 1960s. Her presentation of the problem from one side only is intended to provoke a wider debate. W licznych opracowaniach, powstałych z inicjatywy znaczących organizacji międzynarodowych, podkreśla się jednakże ograniczoną efektywność dotychczasowych działań w tym zakresie. Ten punkt widzenia przeważa w ocenach dokonywanych w kategoriach jakościowych. Rozwój instytucji wyższego wykształcenia, zwiększenie dostępności studiów i skokowy przyrost liczby studiujących powoduje, że w wielu ocenach przeważają akcenty pozytywne. Zasadniczo odmienny ton w poglądach na temat jakościowych wyników dokonywanych zmian sprawia, że generalnie traktowane są jako "mieszanina sukcesu i niepowodzenia" (Cerych, Sabatier 1986). Główny powód niejednoznaczności ocen wynika stąd, że skutki społeczne - istotny aspekt reform studiów wyższych wielu krajów - nie dają się ująć w kategoriach jakościowych (Husen 1990; Skóldberg 1991). Wśród najczęściej wymienianych powodów niepowodzeń rządowych projektów reform jest sposób reagowania instytucji wyższego wykształcenia na inspiracje dotyczące zmian przychodzących z zewnątrz: system kształcenia akademickiego, jako konserwatywny i z natury niepodatny na wpływy otoczenia, może być reformowalny wyłącznie poprzez procesy samoregulacji (Vught 1989). Istotny wpływ na efekt wdrożeń nowych rozwiązań mają ponadto aspiracje edukacyjne młodzieży, przeważnie niezależne zarówno od charakteru rządowych inicjatyw, jak i od tradycyjnych, edukacyjnych preferencji uczelni. W artykule przedstawiono przykłady, które mogą być poparciem powyższych twierdzeń. Zamierzoną jednostronność spojrzenia na problem traktujemy jako wstęp do szerszej dyskusji.
