The sovereignty of the people in democratic states is implemented through the system of public power at every level of existence of territorial collectivities. That is why studying and improving the mechanisms of realization of public power must not be made in isolation, but holistically. In order to define public power, it is necessary to address it not only from the constitutional law perspective, but also as a socio-political concept. The definition of the notion of public authority begins with the assumption that it is a socio-political category, and the study of it must consider its essence, its forms and levels of its realization. Only the theoretical clarification of these essential concepts could permit the "decoding" of the legalities of public governance and identification of the most efficient mechanisms applicable to contemporary society that would promote the efficient involvement of the people in the realization of public power.
The study of the labour market trends of the evolution at local level has a great importance, because its optimal functioning is vital for ensuring the economic development and competitiveness. From this perspective the quantity and value of the available human resources and the efficiency of their use become essential for the sustainable economic development of the Cahul district. The main factors of influence on the workforce state during 2014-2018 were: the demographic processes, labour force migration and the influence of the macroeconomic environment. In order to diminish the influence of the listed factors it is necessary: a) to create stable and attractive jobs with a professional growth perspective, b) to facilitate the employers' interaction with potential employees, c) to prevent unemployment among young people. With a constantly growing population, able to work and having various professional training possibilities, the Cahul district is constituted as a regional centre with high potential of economic development.
The socio-professional element in marital options was extremely reduced taking into account that we have considered a rural area almost in its entirety. At the end of the 19th century and the beginning of the 20th century, this world used to have a strong traditional propensity with a low number of professional options, as most inhabitants were mainly involved in agriculture. As a consequence, when speaking about the socio-professional determinism in choosing a marriage partner, we have to take into account the fact that most youth getting married had mostly rural professions. On the other hand, the socio-professional element was more active in urban area and in the environment dominated by Roman-Catholic or Reformed population. The social and professional status undoubtedly had an important role in achieving and settling a family despite the reduced number of options. Personal emancipation and socio-professional status had a determining influence on choosing a partner. The phenomenon was more obvious in the city and towards the beginning of the 20th century in other rural places, where the traditional left room to a process of socio-economic modernisation under the influence of the increasing number of non-agricultural activities. As one can easily anticipate, these changes led to new mental perceptions and hence to a new reaction of the community. Deep changes could be noticed as this area joined an economic circuit leading to new mutations in several economic sectors. Economic development and the spreading of non-agricultural activities associated to urban development whose influence was ever growing entailed changes in family relations. There were also mutations in family relations, domestic group and household resources. These changes were not yet visible in all places in the region: some were still anchored in the traditional where the new had a hard time to penetrate, while major changes on the level of the collective mental could not be seized during the time we analysed. The large scale analysis of the phenomenon has led to the conclusion that where there were better socio-professional options, their determinism on marriage could be identified as highly important. How can we determine the way in which the socio-professional element influenced marriage? To what extent a young man with a superior social and professional status had more marital options? To what extent other "constraints" (confession, ethnie, civil status, age, etc.) were less important when facing strong socio-professional determinism? More precisely, was a man with a superior socio-professional status wanted by many young women despite old age, his civil status as a widower or a divorcee, of if he had a different confession or ethnie? To identify the mechanism of this determinism, we suggest a more complex analysis where the socio-professional element should be corroborated with other marriage determinisms or constraints. From these premises, we will attempt to make a methodological analysis of the socio-professional status from three points of view: ethno-confessional element, civil status and age of partners.
The European Charter of Local Self-Government is, so far, the first and most important international political tool which guarantees the development of decentralization of public power and local autonomy. It represents the commitment of the Council of Europe's member country to promote in the internal organization of their states, a new distribution of functions and powers in order to support the development of subnational levels. In carrying out the delimitation process of responsibilities between levels of public power's achievement we should start from the provisions of The European Charter of Local Self-Government which is based on institutional practices and structures, tested for decades in dozen of European countries. That means rationing, giving up improper structures, which would result the removing of the vertical power and as consequence the demolition of foundations on which inefficiency and corruption are based on. The necessity of transferring the resources and powers to the local level is dictated by a vital imperative – the strengthening of local public authorities' capacities and potential in order to locally provide a maximum volume of qualitative public services. This requires creating a clear and simple demarcation algorithm of responsibilities between the levels of exercise of public power.

Эти вопросы важно рассматривать не только в современном аспекте, но также в исторической ретроспективе и в широком, мир-системном масштабе. В настоящей главе данные проблемы рассматриваются в различных аспектах, масштабах и ракурсах.
Mixed marriage is one of the factors providing the link between interethnic and interreligious communities. Ethnic and confessional diversity of the population imposes a communication, an interference of different ethno-confessional communities. As these communities were living together, it was natural that this "cooperation" should be visible in the case of marriage. Given the context, mixed marriages acquired an innate multiculturalism due to the need for living together. The "social barriers" completed the ethnic and confessional differences. The State becoming more and more powerful in time imposed itself and promoted a new perception of mixed marriage through a lay legislation. On the other hand, in the mixed Greek-Catholic and Roman-Catholic communities, inter-confessional marriages were more easily accepted officially as both confessions were under the same hierarchic authority, the Pope. It is important to get a glimpse of the ethnic structures and their dynamics, as well as of the confessional realities to have a clear image in the analysis of interethnic or inter-confessional marriages. Marriage may be one of the social mechanisms to change the demographic volume of certain communities not only quantitatively, but also qualitatively, and to alter traditional spiritual values.

Territorial-administrative delimitation is a system of territorial organization, which serves as a legal basis for the functioning of local administrative institutions. Effectiveness of these institutions depends from rationality of territorial-administrative delimitation. Territorial-administrative delimitation follows location of local public administrative authorities at the first and second levels in a specific territorial, juridical and administrative framework for effective administration of locality, and in order to achieve principles of local autonomy and decentralization of public services. Under the chronological aspect, the process of territorial-administrative delimitation of the Republic of Moldova went through three distinct phases within two decades of independence: The first phase - perpetuation of centralized territorial-administrative delimitation of soviet type, which embraces the periods from declaration of Independence up to entry into force the Law no. 191 - XIV from 12.11.1998. Second phase - trying to build territorial-administrative system in the spirit of the principles of decentralization, which lasted from the date of entering into force of the Law no. 191 - XIV from 12.11.1998 until 29.01.2002, the date of entering into force of the Law no. 764191 - XIV from 27.12.2001. Third phase – returning to central territorial-administrative delimitation, which starts on 29.01.2002 and lasts till present. It is an axiom that the Republic of Moldova must give up the soviet system of territorial-administrative delimitation. It is more complicate to find the ideal model, which will correspond to new provocations that will face the Republic of Moldova in future. Determination of territorial limits of local collectivities is a very complex work and depends from a lot of facts. That is why, the judicious delimitation of territorial limits of local collectivities is important to consider the following moments: 1. Being by nature a matter of national interest, changing array of administrative organization of the territory of the state should be a result of public debates, determinedly with large participation of local authorities at the both levels as well as with citizens. 2. Territorial-administrative delimitation should be realized in a perspective of overall society development, as well as objectives and duties, which will return to administrative system in future. 3. The option for special model of territorial-administrative organization should be a result of one deep scientific survey. 4. For the delimitation of territorial-administrative units (as a number, structure, dimension, etc) can not be neglected social, material, financial and other nature costs, for short, medium or long term, that these activities involve and which the society must face. 5. Studying different models and practices of territorial organization of local autonomy has a great importance. Analyzing international practices in a matter of territorial delimitation, consequences of various options of local structures, such as studying arguments pro or contra of these structures in different states gave us the opportunity to establish that the process of territorial delimitation is determined not only by objective factors, but also by the subjective.
The parish registers of civil status, although the main sources of documentation for historical demography, are used with significant results by the other sciences such as history, ethnography, sociology, anthropology, linguistics, etc.. The perspectives of approaching the rural community and family have expanded considerably using these sources of ecclesiastical origin documentaries. The first researchers who refer to a systematic methodology that uses the parish registers of civil status as documentary sources for the completion of demographic data suggest the use of other sources, hitherto unused for this purpose. They will apply a new method, a modern innovation, the stripping and analysis of parish registers of civil status within the meaning of the reconstruction of demographic events (birth, marriage, death). The family reconstitution method, by analyzing the parish registers of civil status proposed by L. Henry and M. Fleury, has revolutionized the field of study dealing with people. Louis Henry believes that the parish registers of civil status is the ultimate source of information for the pre-state period and this is precisely the reason for which he proposes restoring the family's biological life. Church registers are only able to give us an insight into the family in rural areas, at least for the second half of the XIX century. Church documents, the fundamental sources for researching family life, are of two categories: 1. civil status registers and annual reports of the parishes, 2. Church authorities funds, documents and minutes recorded by the bishops. These documents are complex sources for the researcher interested in historical demography, social history, and the economic history of toponymy, birthdays, etc. Processing the data contained in these records requires a specific methodology. They allow us to observe trends that have occurred on the long-term demographic events such as: birth, marriage or death. These records are presented for a long time as their only source of documentation regarding civil status and demographic events in the life of most people. Researching these records can unveil important features of natural population movement, the phenomenon of birth, of marriage, the divorce or death. Then, an analysis of form and content of these registers can capture the cultural universe of the priests who fill these records. These Church documents proved to be important, especially where other documentary sources (mainly those in the category of records made by the state) have proved insufficient, incomplete and unclear. The parish registers of civil status in this case are suitable for both a qualitative analysis, and a quantitative one at the level of local communities. Beyond their usefulness and significance of documentary source, these documents should be regarded as being subjective because they were managed by priests (every priest is then an exponent to promote demographic and confessional "realities" and such realities were viewed from the perspective of his own religious convictions). The parish registers, however, prove to be the only documents that allow us to penetrate the privacy of individuals in each community. A documentary is also undeniably a good dowry that researchers should promote and use in their research not only locally but also to verify and demonstrate certain behaviours and overall trends.
The issues related to the territorial organization of public power have existed from ancient times to the present. The territorial organization of public power has a special importance in the process of building a democratic state in the Republic of Moldova. It is necessary to clarify the essence of the concept of public power in order to reform the current system of territorial organization of public power. The author has analyzed the scientific publications from the Republic of Moldova that were designed to study the public power. The research results have found that the scientific publications do not offer competent answers to the existing problems related to the territorial organization of public power; the experience obtained in the process of reforming the territorial organization of the public power has not been systematized in theory; it is very important to give a scientific definition of the concepts related to that field for the efficient functioning of the system of public power; in the contemporary world, there is a growing interest about this issue, especially in the context of regional development, strengthening the local autonomy, deconcentration and decentralization.
Following the Russian conquest of the territories of Azerbaijani khanates in the first decades of the 19th century, a stong need to create custom posts on the southern borders of the Russian Empire arose. The Chief of the Russian troops in the Caucasus P.D. Tsitsianov initiated the establishment of customs posts in the South Caucasus in 1803. The article states that shortly after the conquest of the territory of the Baku Khanate (October 1806), the official document, which provided for the creation of new customs offices, was submitted for approval by the Russian Emperor Alexander I (1801-1825). Therefore, an implementation of the Russian customs policy in the mentioned territory begins with this historic moment.
The name is one of the essential basic elements of the identity of a local collectivity. The local collectivity is self-identified and individualized through its name, in relation to the other collectivities of the same type. The name of local collectivities have functioned and developed during the centuries. Their meaning, content and evolution provide the valuable information concerning the evolution of local collectivities over time. The return to the traditional names of local territorial collectivities was the first stage of the attempts to the territorial-administrative reform in Moldova. Although, many localities have reestablished their historical names, the process is not ended. Still today, one can find in toponymic landscape of Moldova, the names of localities which are improper to the national spirit and historical traditions. The procedure regarding the assignment or change of the designation and the return to the historical names of local collectivities is in the process of examination.
The paper discusses the possibility of using creative technologies in the field of social work, including the process of rehabilitation of people with disabilities. The authors describe a technology of creative process of rehabilitation as an example in a particular institution.
Cahul district of the Republic of Moldova has a natural, economic and tourist potential still poorly exploited in the Euroregional context. For a better capitalization of the existing potential and opportunities, the enhancement of the cultural and archaeological heritage from all historical epochs is welcome. The beneficial effects will be felt firstly, at the level of infrastructure, by building tourist sites and, secondly, by improving the tourist experience and performance. The premises of a viable neighborhood, such as the Lower Danube, are also given by the way in which the identity and cultural resources of the communities that are part of the Euroregion are distributed and capitalized. Recourse to events and processes during historical development is necessary and useful, especially since there is sufficient evidence of good coexistence at the Mouth of the Danube and its inclusion in the natural course of the history of western civilization.
Проблема образования Солнца, Земли, других планет и их спутников давно волнует людей. За последние несколько десятков лет астрономам и космологам удалось заметно продвинуться в понимании устройства, истории и эволюции Солнечной системы. В частности, благодаря прямым наблюдениям за процессом возникновения молодых звезд и открытиям множества экзопланет мы намного яснее представляем механизм зарождения Солнечной системы. Однако все же вести речь о ее истории в полном смысле слова не всегда возможно, скорее, речь идет о различных гипотезах. Настоящая статья дает возможность в сжатом виде представить эволюцию Солнечной системы в первые несколько сотен миллионов лет, когда в ней происходили наибольшие изменения. Статья написана в достаточно популярной манере, но в то же время опирается на серьезные научные исследования.
Центральной темой исследования является вклад основателя науки о документации Отле в эволюцию коммуникационных технологий и средств массовой информации. Использованные методы: системно-медиологический подход к исследованиям в книгознании, документологии, информационно-коммуникационных дисциплин, ретроспективный дискурсивный анализ документов, студий, монографий. В хронологическом плане прослеживается способ, благодаря которому Отле аргументирует документ "книгу" ,в качестве базовой технологии глобальной сети универсальной документации. Устанавливается логика его мышления: путем расширения определения "книги" он проектирует ее будущие трансформации по нисходящей градации – начиная с "Универсальной книгой знания" (Le Livre universel de la Science) проходя через "машину о мышлении" (machine à penser) до ее декомпозиции на "библионы" (Biblions), самые маленькие строительные блоки документированных знаний. Доказывается, что Отле закладывает основу и концепцию гипердокументации и мульти - сенсорного интерфейса, предсказывая появление "чувственно воспринятых документов" и формулируя "чувственную спецификацию документов". Вклад Полья Отле в проектировании "Интернет"-а и "семантического веб-а" найден в эго идеях с 1908 и 1934 г. о пересечении читальни, телефона и телевизора и удаленное обслуживание пользователей живыми библиотекарями и библиографами, работающими класифицированной и каталогизированной "онтологией".
