Education, in order to be successful, must necessarily have clear aims. During the last ten years, increasing doubts in the present Law for Education have not helped at all. It is precisely in such a difficult context that a movement has arisen for a greater presence of Geography in the curriculum, taught by specialised teachers. But if more geographic contents are ever included, it is however essential first to reach a widespread agreement among the prevailing trends in the discipline. ; Para que la enseñanza tenga éxito ha de tener claros sus objetivos. En estas circunstancias hostiles se reivindica una mayor presencia de la Geografía en los planes de estudio, impartida por profesores especializados. An article about the regional priorities of open education in Russia. The author examines the trends, causes and patterns of development of open (distance) education in Russia. Particular attention is paid to the analysis of contradictions objectively encountered during implementation of open education. Subjected to criticism formal approach, dominant in the implementation of distance technologies in the Russian Federation.

Los derechos humanos constituyen la razón de ser del Estado de Derecho. Este, el Estado de Derecho, es la institucionalización jurídica de la democracia. La realización efectiva de los derechos humanos, tanto a escala nacional como sobre todo en su dimensión realmente universal, precisa de instituciones que articulen coherentemente y hagan posible tales ineludibles exigencias éticas básicas y fundamentales. Esas instituciones (revitalizadas continuamente por su homogeneización crítica con la sociedad civil) son las que se configuran en el modelo jurídico-político que seguimos denominando Estado de Derecho. Este trabajo trata de profundizar en esa necesaria interrelación entre Estado de derecho y derechos humanos. ; Human rights are the raison d'être of the State in Law. TheState in Law law is the legal institutionalisation of democracy. The effective realisation of human rights, both at the national level and above all in their truly universal dimension, requires institutions that coherently articulate and make possible such inescapable basic and fundamental ethical demands. These institutions (continually revitalised by their critical homogenisation with civil society) are those that are configured in the legal-political model that we continue to call the State in Law. El trabajo se centra en el pensamiento del abate Condillac como educador y consejero del príncipe D. Fernando de Parma. A partir de sus teorías filosóficas se analiza el Curso de Estudios que escribió para el desempeño de su tarea, estudiando sus propuestas pedagógicas y la concepción histórica y política con las que Condillac daba respuesta a algunos de los problemas planteados en el contexto del movimiento ilustrado. ; This article is focused in the thought of the abate Condillac as a teacher and a consellor of the Prince Ferdinand of Parma. This article deals with the traditional discussions around distance education, its origins, development and trends. Beginning with the identification of these elements, it is argued that these discussions must be placed in a new context that makes easier to understand the mission of this kind of education and, especially, how to improve its viability and the conditions to make it operative. It is proposed that the debate around distance education return to more elemental issues, so that the discussion around open education should deal with technical aspects almost exclusively, in particular those that try to give answer to the question: How should open education be organized so that it is possible to reinterpretate and recreate knowledge? Two principles are proposed in order to improve distance education: freedom and democracy; and a scenario for iberoamerican education is proposed: learning freedom. ; Se argumenta en torno de las discusiones tradicionales sobre la educación abierta, sobre su origen, desarrollo y tendencias. A partir de la identificación de estos elementos se plantea la necesidad de reubicar estas discusiones en un nuevo contexto, que haga más comprensible la misión de este tipo de educación y, sobre todo, cómo instrumentar su viabilidad y cuáles serían las condiciones para operarla. Se propone que el debate sobre la educación abierta vuelva a recuperar aspectos más elementales, de forma que el de la educación abierta sea un problema centrado casi exclusivamente en aspectos técnicos, fundamentalmente en el intento de dar solución a la pregunta: ¿cómo debe organizarse la educación abierta para que sea posible la interpretación y la recreación del conocimiento? A este respecto se proponen dos principios para el ejercicio de la educación abierta: la libertad y la democracia, y se plantea una aportación en el escenario de la educación iberoamericana: la libertad de aprendizaje.

Locating the beginning of the modern state-church debate at the end of the Protestant Reformation, the article (1) briefly traces the development of Pufendorf's theory of the church as a collegium under state law & the opposing doctrine of the Catholic Church as a societas perfecta independent of the state; (2) surveys the state-church relationship in Germany, Switzerland, & France; & (3) summarizes the development in Swedish law toward greater freedom of religion up to the most recent reforms, decoupling the (Lutheran) Church of Sweden from the state machinery (while retaining ultimate state control). Noting that, apart from the Church of Sweden, religious groups may only, now as previously, organize themselves in private-law associations, it concludes that the recent reform has preserved the traditional Swedish structure along majoritarian lines by endorsing Pufendorf's theory, thus in a sense further pursuing the Protestant Reformation in Sweden. 84 References. Este trabajo profundiza en algunas especificidades que caracterizaron los nominados manuales de educación cívica procesistas, utilizados en las escuelas secundarias argentinas durante la última dictadura. Se indaga en las notas distintivas los caracterizaron y en sus puntos de contacto/ disidencias/ tensiones con manuales del área de épocas previas y posteriores a la última Dictadura cívico militar. Además se inquiere si respondían a un código de "urbanidad" específico de la década trágica argentina del siglo XX. Se atiende a la impregnación ideológica/pedagógica que se observa en dichos manuales de formación cívica y moral. ; This paper explores some specificities that characterized manuals nominees civics, used in Argentine secondary schools during the last dictatorship. It explores the distinctive notes they characterized and their points of contact / disagreements / tension with hand area before and after the civil-military dictatorship times. It is also inquires whether they respond to a specific code of "civility" of Argentina tragic decade of the twentieth century. It serves the ideological / pedagogical impregnation observed in these manuals civic and moral education.

El autor focaliza el artículo en las relaciones entre los Estados Unidos y el Islam después de los atentados del 11 de setiembre, señalando la existencia de tres etapas diferentes en la crisis internacional a partir de los atentados de dicha fecha: la primera, "de la victimización a la búsqueda del consenso", seguida por la de "la de la ofensiva militar" y "la de la reconstrucción afgana bajo paraguas de los Estados Unidos". Por último, concluye que desaparecida la Unión Soviética, Estados Unidos ha necesitado redefinir la confrontación a su liderazgo en el escenario internacional. En su estrategia global, se ha planteado la posibilidad de que sean cuatro actores quiénes puedan desafiar el modelo de globalización actual: China, el Islam, los movimientos de resistencia global y el terrorismo global, personificado en Bin Laden. Sin duda el cuestionamiento del Islam a la hegemonía de los EE.UU. le da una nueva impronta a su estrategia hacia Medio Oriente. ; The author focalises the article on the relations between the United States and Islam after the attack of September 11th, pointing out three stages of the international crisis after this date: "the victimization and fight for consensus", "the military offensive" and "the reconstruction of Afghanistan under the American guidance". He gets to the conclusion that after the disappearance of the Soviet Union, the United States has been needing to redefine the confrontation of its leadership in the international scenery. The States in its global strategy, has thought in the possibility of four actors challenging the current global model "China, Islam and the resistance movements and global terrorism embodied in Bin Laden".
